Yes No Project Abstract (Limit 1,500 Characters with spaces): Once common, Oregon spotted frogs were thought to have been extirpated from Washington State in the 1960s, until an isolated population was found in Thurston County in They are classified as endangered in Washington state, and they are a strong candidate for listing under the Federal Endangered Species Act. In 2007, Oregon Zoo, Northwest Trek, and Woodland Park Zoo, Washington Department of Fish and Wildlife and Ft. Lewis Fish and Wildlife Program came together to form the Oregon Spotted Frog Recovery Project. The ultimate goal of the project is to increase wild populations of Oregon spotted frog by reintroducing frog metamorphs into federally protected habitat in Washington state. A small-scale pilot phase of this project is underway. Woodland Park Zoo has been asked to help expand the overall capacity of this effort by building a full-scale headstarting facility and acquiring the equipment necessary to contribute to efforts to headstart the frog. In addition, WDFW has requested Woodland Park Zoo s assistance in drafting an updated Recovery Plan. We are requesting $29,956 from CEF to help reach these goals. CEF funds would cover some of the costs of materials to construct a headstarting facility at Woodland Park Zoo, cover costs associated with transporting metamporphs to the release site, and cover the stipend of a student research technician who will assist the Washington Department of Fish and Wildlife in finalizing an updated Recovery Plan for the frog.

4 2008 AZA CONSERVATION ENDOWMENT FUND Project Proposal 1. Explain the goal(s) and rationale behind the proposed project. What will the specific outcomes be? (If the proposal is for funding part of a larger project, the proposal must focus on the part for which CEF funding is being requested.) LIMIT 4,000 CHARACTERS with spaces Rationale: The Oregon spotted frog (Rana pretiosa) is a medium-sized frog, growing to a maximum body length of about four inches. It belongs to the same family as bullfrogs, leopard frogs and red-legged frogs. Even more aquatic than their more familiar cousins, they are usually found in or very near water. In spite of their name, they once ranged from southwestern BC to northwestern California. Oregon spotted frogs were thought to have been extirpated from Washington State in the 1960s, until an isolated population was found in Thurston County in Subsequently, three additional populations were located in southern Washington State. Ten years after the Washington Department of Fish and Wildlife s most recent Management Report classified them as a State Endangered Species, the Oregon spotted frog remains endangered in Washington. This species is a candidate for listing under the Federal Endangered Species Act and has been classified as a Species of Greatest Conservation Need in the 2005 Comprehensive Wildlife Conservation Strategy (CWCS) prepared by the Washington Department of Fish and Wildlife (pp. 172, 621). As cited by CWCS, the Oregon spotted frog is highly threatened and highly vulnerable, remains endangered, is inadequately funded and only partially protected (pp.621, ). Increasing the distribution and abundance of populations in western Washington is a recognized recovery strategy for the Oregon spotted frog. Additional populations will help reduce the vulnerability of the species to catastrophic losses. Therefore the ultimate goal of the Oregon Spotted Frog Recovery Project is to reintroduce frog metamorphs into westside riparian and herbaceous wetlands federally protected habitat identified and protected as priority conservation actions in the Puget Trough ecoregion (CWCS, p.172). The pilot phase of the Oregon Spotted Frog Recovery Project began in summer, Participants, including Oregon Zoo, Northwest Trek and Woodland Park Zoo, came together with the Washington State Department of Fish and Wildlife to plan recovery efforts for the species. Since then, Oregon Zoo (Portland, OR) and Northwest Trek (Eatonville, WA), have set up pilot-phase headstart facilities using protocols developed by Mountain View Conservation & Breeding Center. Eggs were collected from sites in Washington state, and tadpoles are currently being headstarted at the participating zoos. Approximately 240 metamorphs are expected to be released in suitable habitat at Ft. Lewis Military base in September, Goals and Outcomes Specific to This Request: Woodland Park Zoo has been asked to help expand the overall capacity of this effort by building a full-scale headstarting facility and acquiring the equipment necessary to contribute to the headstarting effort in the 2009 season and beyond. In addition, WDFW has requested Woodland Park Zoo s assistance in drafting an updated Recovery Plan for the frog. We are requesting $29,956 from CEF to help reach these goals. CEF funds would cover the costs of materials to construct a headstarting facility at Woodland Park Zoo, cover costs associated with transporting metamporphs to the release site, and cover the stipend of a student research technician who will assist the Washington Department of Fish and Wildlife in finalizing an updated Recovery Plan for the frog. Please note: although the "pilot phase" of Oregon spotted frog headstarting is already underway as noted above, none of the expenses for which we are requesting CEF support will be incurred before September Specific outcomes of CEF funding will include 1) Scaling up the Oregon Spotted Frog Recovery Project, increasing total Project capacity more than 10 times over 2) Completing an up-to-date Recovery Plan for the Oregon spotted frog and 3) Releasing more than 3,000 Oregon spotted frog metamorphs back into the wild in September, 2009.

5 2. What is the conservation/management significance of the specific outcomes? Why do you consider the project to be timely? How does it address a current critical need? Explain how the project is compatible with the purposes of the CEF, as stated at LIMIT 4,000 CHARACTERS with spaces An unprecedented crisis currently threatens amphibians around the world. According to the World Conservation Union s Global Amphibian Assessment published in 2004, the 6,000 species of frogs, salamanders and caecilians known worldwide are experiencing dramatic declines in population with one third to one half of all amphibian species facing possible extinction. Scientists estimate that since 1980 at least 122 species had already gone extinct. For years, amphibian populations have been under the pressures of habitat loss, pollution, and climate change and now face a new and deadly challenge, the disease chytridiomycosis. As detailed in the Amphibian Taxon Advisory Group s Regional Response Plan, AZA zoos and aquariums are called upon to respond to this crisis. In addition to exposing visitors to exotic species from around the world, zoos must act on behalf of the endangered species in their own backyards.woodland Park Zoo, Oregon Zoo and Northwest Trek have determined our organizations are especially well positioned to assist with recovery efforts for the endangered Oregon spotted frog. Washington Department of Fish and Wildlife considers this species a high priority for conservation and has enlisted our organizations to assist them in their efforts to restore the frog to its native habitat. This effort is especially timely, because 2008 has been designated Year of the Frog by the AZA and is thus an auspicious time to begin an ex-situ program to help the frog. This will be a valuable new species recovery program for the recently-formed Northwest Zoo and Aquarium, part of the regionally-based conservation efforts for AZA institutions. In addition to giving our organizations a compelling story with which to communicate our central conservation message to our audiences, the Oregon Spotted Frog Recovery Project represents a significant contribution to the conservation of native amphibians in Washington with implications for other efforts in the Pacific Northwest and around the world. This project is in direct alignment with purposes of CEF because it 1) reflects the priorities of the Amphibian Taxon Advisory Group s Declining Amphibian Regional Response Plan, which proposes that AZA institutions commit to saving at least one local endangered species of frog 2) represents a timely response to AZA priorities, in so far as AZA has declared 2008 to be the Year of the Frog 3) provides a direct link between zoo frog collections and the conservation of endangered or threatened wildlife and ecosystems in North America 4) implements a conservation goal, to return the endangered Oregon Spotted Frog to a portion of its native habitat 5) is collaborative in nature, bringing together Woodland Park Zoo, Oregon Zoo, and NW Trek with the Washington Department of Fish and Wildlife and Ft. Lewis Military base to meet a common goal 6) shows high potential return on investment with direct conservation impacts measurable within one year 7) is feasible and fiscally and scientifically sound, employing proven methodology developed by Mountain View Conservation & Breeding Center in British Columbia, Canada and 8) stands to benefit a large number of animals by establishing a precedent for other frog conservation efforts in North America and around the world. 3. Explain the methodology for this project and why it is appropriate. (For instance, if this is a research project, clearly state the hypotheses to be tested; if this is a conservation education or professional training project, describe your target audience and how many people will be reached, etc.) LIMIT 6,500 CHARACTERS with spaces The methodology for this project will consist of three main activities: headstarting immature frogs, monitoring frog populations in the wild, and updating the Oregon Spotted Frog Recovery Plan. Headstarting: To conduct headstarting at Woodland Park Zoo, we will need to first construct the appropriate facility. This work will begin in September A framework covered with chain link will enclose the headstarting space, which is open to the weather. Inside, heavy-duty Rubbermaid tubs fitted with specially-made lids will house the tadpoles and justmetamorphosed frogs. A plastic cistern will be used to hold aged or treated water for routine water changes, and could be used to store collected rain water. In spring of 2009, the Washington Department of Fish and Wildlife will collect eggs from sites in the Black River drainage in Thurston County, Washington and Conboy Lake in Klickitat County, Oregon and will transport them to Woodland Park Zoo, Oregon Zoo and Northwest Trek. In order to maximize genetic diversity and minimize impact on extant populations, a sample of 20 eggs will be collected from each egg mass.

6 Eggs for headstarting will be transported to each participating zoo in large (quart-sized) plastic yogurt containers filled halfway with water and then stabilized in a larger container with Styrofoam or recycled peanuts. Jostling can damage eggs or cause premature hatching, so all care will be taken to minimize egg movement during transport. Eggs hatch between days after laying. At each partner zoo, tadpoles will be reared in aquariums on a diet of varied vegetation and commercial fish foods. This headstarting process will take place February 2009 through September Two hundred eggs will be collected to stock each tank; each tank is expected to result in 100 tadpoles. As frogs metamorphose, expected in fall of 2009, they will be screened for disease and transported to the Dailman Lake wetland located on the Fort Lewis Military Base for release. Prior to release, the site will be monitored for presence of predators and chytrid fungus. Monitoring: Pre-release monitoring will take place prior to release in September 2008, and again in late summer Activities will include testing for chytridiomycosis, to guard against releasing headstarted metamorphs into an area where the disease is present. Post-release monitoring of individuals released as part of the 2008 pilot season will be conducted throughout the fall of 2008 and will consist of regular surveys to determine the presence of headstarted metamorphs. Approximately 20 individuals will be affixed with transmitters, which will allow for radio tracking in late February and early March, Approximately 20 individuals will be affixed with radio transmitters prior to the 2009 release as well in anticipation of the 2010 field season. Egg nest searches will be added to monitoring activities in March, 2010 once the frogs released in September, 2008 have had an opportunity to mature. Updating the Recovery Plan: In addition to headstarting and monitoring efforts, creating an updated Recovery Plan for the Oregon spotted frog is a significant goal in the 2009 field season. Starting in September 2008, a qualified student technician will intern at Woodland Park Zoo s Conservation Department to finalize the Oregon Spotted Frog Recovery Plan. Working with staff at the Washington State Department of Fish and Wildlife, the student technician will first update the existing Management Report, created in The outcome will be a finalized Recovery Plan, completed no later than April, 2009 and will be used by all partners including state agencies, conservation organizations and AZA institutions, to guide Oregon spotted frog recovery activities. The methodology described above is appropriate because it follows successful protocols developed Mountain View, a privately-owned conservation center in Fort Langely, British Columbia. In 2007, Mountain View reported an overall success rate of 78% from hatch through morphing. The Ft. Lewis site, where the frogs will be reintroduced into the wild, is unique in the lower Puget Trough in that it is not subject to the same development pressures that exist outside of the base a uniquely protected location that will help ensure a successful reintroduction effort. 4. Dr. Dabek earned her Ph.D. in behavioral ecology (emphasis in conservation biology) at UW, Seattle, Dr. Dabek will supervise the student technician who will work with WDFW to update and finalize the Recovery Plan for the Oregon Spotted frog.

7 Dana Payne, Curator at Woodland Park Zoo, has been with the zoo since 1982 and has more than 27 years of experience caring for reptiles and amphibians in captivity. His experience with large scale amphibian breeding projects includes work with ranids, leptodactylids, and bufonids. He is on the steering committee for the Snake TAG, and is an AZA Antivenom Index advisor. Payne will be responsible for all spotted frog recovery efforts at Woodland Park Zoo and coordination with project partners. David Shepherdson, Deputy Conservation Division Manager at Oregon Zoo, holds a B.Sc. (Honors) in Biology and a Ph.D. in Ethology from the University of Sussex, UK. He has been with Oregon Zoo since 1991 and serves as Co-Chair of the Northwest of Zoos and Aquarium s Species Recovery Group for the Oregon spotted frog. Shepherdson will coordinate the involvement of the Oregon Zoo in the Oregon Spotted Frog Recovery Project. Dave Ellis, Deputy Director at Northwest Trek Wildlife Park, holds a BS Biology and Agriculture from Berry College in Rome, GA. He has been with Northwest Trek since 1984 and an AZA Professional Fellow since Ellis will be responsible for all spotted frog recovery efforts at Northwest Trek Wildlife Park and coordinating functions with all project partners. Collaborators: Harriet Allen, Endangered Species Program Section Manager, Washington Department of Fish and Wildlife, has worked as a scientist and manager with WDFW for 20+ years. Allen directs the writing of all Washington State Recovery Plans. She will work with the technician to create the updated plan for the Oregon spotted frog and ensure egg mass collection is coordinated. Jim Lynch, Fish and Wildlife Biologist with the Fort Lewis Fish and Wildlife Program, has a Master of Environmental Studies with thesis work on Western Toad Habitat Use and Distribution at Fort Lewis Military Reservation. Lynch has over 10 years of experience working with amphibians and is responsible for amphibian monitoring and recovery at the Fort Lewis release site. 6. Describe your evaluation plan. Explain how you will ensure that you are meeting the goals and objectives of your project. Include how your evaluation plan will measure program effectiveness and apply evaluation data to strengthen the project. If this project has an educational or professional training component, the educational impact should be discussed (ideally including impacts on conservation-related knowledge, attitudes/affect, and behavior). Evaluation plans may be quantitative or qualitative. LIMIT 3,000 CHARACTERS with spaces To evaluate this project the following measurable objectives will be tracked: number of eggs collected (goal is at least 10,000); percentage of embryos raised to metamorph by zoos for release (goal is at least 50%); number of metamorphs released at Fort Lewis (goal is at least 3,000). Over the long-term, the following metrics will determine the success of head starting efforts: number of adult frog sightings post-release at Fort Lewis; number of egg masses observed at Fort Lewis in subsequent years, (starting spring 2010, beyond the duration of proposed project); number of zoo and aquarium visitors exposed to project. 7. Will this project be sustainable beyond the life of the grant? If so, explain how. How and when will the information generated by this project be disseminated? LIMIT 1,500 CHARACTERS with spaces This project will be sustainable beyond the life of the grant, because once the materials have been acquired to start up headstarting efforts at Woodland Park Zoo and the Recovery Plan has been created, ongoing project costs will be relatively minimal. Woodland Park Zoo, Oregon Zoo and NW Trek are committed to participating in headstarting in future years as one aspect of our contribution towards international efforts to halt the global amphibian crisis. The Oregon Spotted Frog Recovery Plan, to be completed as part of this project, will be distributed by the Washington Department of Fish and Wildlife. The Plan will be available to the public on the WDFW Web site by September, If this is a multi-year project, what is the funding strategy for subsequent years?

8 LIMIT 750 CHARACTERS with spaces Any ongoing costs of this project including staff time and equipment replacement will be assumed by Woodland Park Zoo, Oregon Zoo and Northwest Trek. All three institutions have a history of supporting ongoing field conservation efforts through grant funding and donor contributions. Scientists with the Fort Lewis Fish and Wildlife Program are committed to conducting site monitoring on an ongoing basis as part of their core activities. 9. Furthermore, this project reflects the priorities of the Amphibian Taxon Advisory Group s Declining Amphibian Regional Response Plan, which proposes that AZA institutions commit to creating space for and channel resources to support North American frog species in particular. 14 Tanks, lids, cistern and mesh requested from CEF are all necessary components of creating a headstarting facility at WPZ. P.I. Dana Payne has visited the Mountain View Conservation & Breeding Center (the facility on which this project is modeled) and has a thorough understanding of the elements required. Amounts listed were using Web research and in consultation with the zoo's Exhibits and Facilites Manager. Based on his experience purchasing items for similar projects he was able to derive our best estimate of the costs associated with establishing a full-scale headstarting facility at the zoo. Additional funding to create the facility will be requested from a private foundation, none of the amounts listed as pending or approved under "Other Support" and "Non-CEF Budget Items" overlap with our request to CEF. Travel costs will be incurred in the course of transporting eggs and metamoprhs between headstarting facilities and the release site. Federal rates were used to estimate travel costs. The stipend for the "student technician" who will work with WDFW to create the updated Recovery Plan does not represent staff cost, tuition, university fee, fringe benefit, or any other "non-funded" category of expense.
