3 One of the multi-faceted approaches of the project team was to have individual Chapters of the LHMP reviewed and updated by subject matter experts within the various City of Santa Cruz departments. Below is the outline of the Chapters that were reviewed and the department personnel who provided updated information. The last column details the level of review performed. 4 Chapter Title 5 Wildfires City of Santa Cruz Department Reviewer/Title Fire Eric Aasen... Division Chief Purview The LHMP s Wildfire Chapter was reviewed by Eric Aasen, Division Chief-Fire Marshal for the Santa Cruz Fire Department. Division Chief Aasen worked with the Santa Cruz County Office of Emergency Services Director, Paul Horvat, to obtain specific information (included in the update) on three significant wildland fires which occurred in the boundaries of our jurisdiction since our last revision of the LHMP. The updates to residential structure loss/valuation were provided from our GIS HAZUS program from 2010/2011. Fire department resource and mutual aid plan revision were based on a Pilot program that continues to remain in effect between the City of Santa Cruz and the University of California system. Wildfire mitigation strategies, projects, and programs continue to be funded, with vegetation management an on-going yearly program managed by the Fire Department working with internal city departments.

Hall, AICP who is the City s Project Manager for the U.S. Army Corps of Engineers San Lorenzo River Flood Control Project. Mr. Hall worked in tandem with the City s GIS Specialists to develop the statistics in the flood control section. Flood danger information is a compilation of information from the City s FEMA flood maps and other Corps of Engineers sources. All other information is from historical documents and other sources which were utilized by Mr. Hall. Review entire Chapter and provide updates on mitigation planning; water emergency planning and additional contingency planning. Update entire Chapter; including information on the March 2011 tsunami event; the interagency emergency response and mutual aid recovery efforts.

10 Appendix R Local Emergency Management Agency & Jurisdictional Partners Review of this LHMP Update Local Emergency Management Agency and Jurisdictional Partners Review of this LHMP Update As noted in this LHMP (page 164, List of Outreach materials to Emergency Stakeholders and Citizens ), the County of Santa Cruz Emergency Management Council (EMC), was asked to review this LHMP Update. The EMC comprises approximately forty (40) local municipal and agency representatives (see list, below). The Santa Cruz County Emergency Management Council is established pursuant to the authority of Government Code Section As Chair of the EMC, the City of Santa Cruz LHMP Project Manager made numerous requests at regular, publicly noticed meetings, to our EMC jurisdictional, agency and community partners asking for their review and comments on this LHMP Update (see LHMP, pages , letter dated January 8, 2013 and follow-up [pages ]). Material included in this LHMP detail the specific requests, as to level of review and comments be asked, of the EMC members. LHMP files were provided and made available for review in hard copy, electronically and via website links. While minimal feedback was returned we did receive a comprehensive review from the County of Santa Cruz Emergency Services Manager whose comments and suggestions were incorporated into the LHMP (see pages ). Additional comments were received from Health Services staff, Equine Evacuation colleagues (members of the EMC) and others. It should be noted that not every member of the EMC attends meetings regularly and during the review period many agencies were impacted by furloughs and increased workloads. Emergency Management Council: Membership (established by per Santa Cruz County Code Chapter 2.106) These members were asked to review the City of Santa Cruz LHMP Update County Health Officer Director of Environmental Health Pacific Gas and Electric Representative Santa Cruz County Chamber of Commerce Emergency Services Administrator of the County Sheriff-Coroner of the County Public Works Director of the County Planning Director of the County Area Fire Coordinator of the Fire Chiefs Association County Emergency Medical Services Program, designated by Health Services Administrator 1 A disaster council shall develop plans for meeting any condition constituting a local emergency or state of emergency, including, but not limited to, earthquakes, natural or manmade disasters specific to that jurisdiction, or state of war emergency; those plans shall provide for the effective mobilization of all of the resources within the political subdivision, both public and private.
