4 Process Description 1.0 Purpose The purpose of this document is to outline how The City of Calgary s administrative staff 1 evaluates potential affordable housing partners and their projects using a Triple Bottom Line (TBL) evaluation approach. 2.0 Context The City of Calgary has a current target to directly develop/ facilitate development of 200 non-market housing units per year. This represents half of the community target of 400 units per-year from the Calgary Community Plan Building Paths out of Homelessness. The City of Calgary s target contributes to the goals of both Alberta s and Calgary s 10 Year Plans to End Homelessness. The City delivers on this target with a comprehensive approach (see below). 1 Administrative staff specifically refers to the Affordable Housing Section of The Office of Land Servicing and Housing Page 2 of 9

5 Process Description The partnering method has created a need for a consistent and transparent process through which The City can manage requests for its participation in affordable housing initiatives, e.g. the provision of land and/or resources. The process outlined in this document has been designed to provide this consistent and transparent approach. 3.0 Housing Continuum Despite the results achieved in delivering affordable housing, there remains a significant affordability gap in Calgary s housing market even given recent economic changes. The City is taking a proactive, rather than a reactive approach to develop projects/programs that will address a spectrum of housing needs, ranging from deep & shallow non-market opportunities to those that address entry level market rental and ownership. The City is looking for partners and projects that can help with meeting the need identified in the affordability gap. The affordability gap is a gap between incomes required to rent versus incomes required to buy. It is estimated that households require an income of $46,000 to rent a two-bedroom apartment 2 versus at least $60,000 to purchase a two-bedroom apartment in Calgary. Combined with a lack of supply of housing product priced within this affordability gap there is a double challenge for Calgarians where the income required to buy is too high, and the number of available entry level homes is low. This also applies to entry level rental where the supply of rental stock has been declining. Combined with uncertainties in the current job market the affordability gap is a significant issue for many Calgarians. The chart below shows the range of housing options from emergency & transitional shelters to full market housing. Part 1 provides examples of the roles filled by Community partners in relation to a range of housing options and where the affordability gap exists. Part 2 highlights the roles that The City can play in helping to fill the affordability gap. The relationship between market and non-market housing will shift over time as the housing market and wages change leading to changes in the size and placement of the affordability gap size and will need regular reassessment. Affordable housing adequately suits the needs of low and moderate income households at costs below those generally found in the Calgary market. The City of Calgary s definition 3 of households that qualify for affordable housing are those that earn less than $44,000 per year (65% of median income based on 2006 Canada Census data) and whose shelter costs exceed 30% of before-tax income. 2 Unit Prices & Household Income - MLS April Click on the left hand side menu Definition of Affordable Housing Page 3 of 9

7 Process Description 4.0 Application Process The Partner and Project application forms will be available for viewing on The City s Affordable Housing website. To obtain a copy of the application documentation or if you have questions about the process please contact Administration by telephoning 311 or by ing affordable.housing@calgary.ca; fax: The application process for partnering with The City is comprised of 2 stages: Stage 1: Partner Application Stage 2: Project Application The Partner Application must be submitted with a Submission Letter that acknowledges that any resources or funds expended in the preparation and submission of any of the subject documentation is entirely at the Applicant/Co- Applicant s risk. Furthermore, that in accepting a Partner Application The City is not implying any commitment to either the Applicant or its proposal. Similarly, in accepting a Project Application The City is not acting as an approving authority and is not implying any required approvals will be waived and/or relaxed. Example: = Version 1 Revision The Applicant/Lead Organization is responsible for the veracity and accuracy of all parts of the application; including that of any Co-Applicant/Partner(s). 8 Process Description 5.0 Triple Bottom Line (TBL) 4 Evaluation Process 5.1 Criteria Rating 5 /5 /5 /5 X2 /30 Description Provides added value, innovative, exceeds expectations, excellent understanding, excellent probability of success 4 Somewhat exceeds expectations, good understanding, very good chance of success 3 Meets expectations, clear understanding of requirements and good probability of success 2 1 Somewhat meets expectations, minor weaknesses and/or deficiencies, fair probability of success Does not meet expectations, has not demonstrated understanding and low probability of success 0 Falls far below expectations, misunderstands requirements, no probability of success X1,X2, X3, X4 Weighting is the multiplying factor which indicates the potential magnitude of the impact of a topic to the application 5.2 Stage 1 Partner Application TBL Evaluation The Partner Application will be reviewed by Administration using the TBL Assessment Criteria and will qualify if a minimum scoring threshold is reached and pass the Financial Capacity section. Administration may place conditions on the Partner Application moving forward, such as limits on the size/scope of any proposed project; limits on City resources to be made available. A personal interview may be required to complete the TBL Evaluation. Applicants will be notified in writing if they have qualified as a Partner. The Applicant can then proceed to Stage 2 (Project Application). If the Applicant qualifies as a Partner they will be added to a database maintained by Administration; it is incumbent on the Applicant to provide notification of any changes to their information in order to maintain the accuracy of the information held on file. Following feedback from Administration, Applicants who are deemed not to qualify will be given the opportunity to strengthen their submission by amending any portion, or all, of its application. 4 Page 6 of 9

9 Process Description If an Applicant is not deemed qualified, or has been qualified as a Partner but with limitations, the Partner Application may be strengthened and resubmitted either by a) taking on a suitable partner as a Co-Applicant/Partner Organization(s); or by b) taking on a suitable partner as the Applicant/Lead Organization and becoming the Co- Applicant/Partner Organization. If a non-qualifying Applicant s situation changes or improves, then they can re-submit their application at a later date. 5.3 Stage 2 Project Application TBL Evaluation Prior to expending time and effort completing and submitting the Project Application portion of the TBL Evaluation the Applicant/Lead Organization is encouraged to initiate discussions with The City to determine if the resources required for the proposed project are available. Once the Partner Application has been reviewed using the TBL Evaluation Criteria and the Applicant has been notified in writing that they are qualified, then a Project Application may be submitted along with a copy of the previously submitted Partner Application with any changes since its submission, or additional information, highlighted as indicated in the forms. At the time of each subsequent Project Application coming forward, the Applicant will be required to confirm that there have been no significant changes in their organization s status, structure, contact information, representative information, etc. otherwise additional information will be required as per the preceding paragraph. The Project Application will be reviewed by Administration using the TBL Evaluation Criteria. The Project will qualify if it reaches a minimum scoring threshold and fits within the scale of the Partner s Funding Capacity. An Applicant must also pass the Financial Capacity, Budget and Environmental Standards sections. Administration may place conditions on the Project Application moving forward; e.g. limits on size/scope of the proposed project; limits on City resources to be made available. A personal interview may be required to complete the TBL Evaluation. Applicants will be notified in writing if their Project has qualified. Following feedback from Administration, Applicants whose Project does not qualify will be given the opportunity to strengthen their submission by amending any portion, or all, of its application. If a Project has not qualified, or has been qualified but with limitations, the Applicant may strengthen and resubmit its Project Application either by a) taking on a suitable partner as a Co-Applicant/Partner Organization(s); or by b) taking on a suitable partner as the Applicant/Lead Organization and becoming the Co-Applicant/Partner Organization. 10 Process Description If an Applicant s situation changes/improves or the Project is modified to meet the Partner s limitations, they can re-submit at a later date. If the Applicant s project does qualify and suitable land and/or appropriate resources are available, then Administration will take the Applicant and the Project through The City s approval process for dispositions. 5.4 Approval Process for Dispositions A Method of Disposition Report will be submitted to Council by Administration through the Land and Asset Strategy Committee (LASC) summarizing the Applicant s trackrecord, financial capacity and the Project. If supported by Council, Administration will negotiate the details of The City s involvement in the Project with the Applicant and create a Letter of Understanding outlining the Fundamental Terms and Conditions of an agreement. A further Disposition Report will be made to Council by Administration through LASC summarizing the agreed upon Fundamental Terms and Conditions. If supported by Council, a Legal Agreement will be generated by The City s Law Department incorporating any approval conditions imposed by Council and laying out the specific details and conditions which will govern both The City and the Applicant with respect to the Project. 5.5 Flow-diagram/guide for the successful completion of the Evaluation and Approval Process Step 1: Stage 1 - Partner Application TBL Evaluation. All required sections are passed and minimum scoring threshold is achieved. Step 2: Stage 2 Project Application TBL Evaluation. All required sections are passed and minimum scoring threshold is achieved. Step 3: Method of Disposition Report considered by Council. Step 4: Successful negotiations of Fundamental Terms and Conditions between Administration and Applicant. Step 5: Disposition Report outlining Fundamental Terms and Conditions considered by Council. 11 Process Description 6.0 Request for Proposals (RFPs) and Expressions of Interest (EOIs) Administration may issue EOIs and/or RFPs for the development of Affordable Housing on City-owned land.
