7 Association of Bay Area Governments (ABAG) Planning: ABAG is charged with land use planning for the 9 bay area counties. ABAG is obligated to assign housing goals to local agencies (via RHNA), and create a compliance plan for green house gas reduction (via One Bay Area/plan Bay Area) Research: ABAG tracks job, income, population, and housing data, and publishes EQ hazard maps Member services: ABAG offers bond financing, municipal insurance, and bulk purchase of natural gas.
8 Association of Bay Area Governments (ABAG) Planning component of ABAG impacts local agencies in the following ways: The regional housing need allocation (RHNA) may mandate higher density or different land use than local agencies desire. Local agencies must update their general plans to comply with the RHNA numbers.
9 Association of Bay Area Governments (ABAG) Planning component of ABAG impacts local agencies in the following ways: One Bay Area (a consortum of ABAG, MTC, BAAQMD, and BCDC) has published a draft of Plan Bay Area which proposes that grant money be awarded only to projects within priority development areas. Communities without priority development areas will not be eligible to receive these funds.
10 East Bay Regional Communications Systems Authority (EBRCSA) EBRCSA has constructed an interoperable radio network that will replace the old 800 mhz network in The new P25 network can support up to 21,000 radios.
11 East Bay Regional Communications Systems Authority (EBRCSA) Build: EBRCS sold bonds for $17M and obtained tens of millions in grants to construct the radio network Own and Operate: Post construction EBRCS will exist to execute agreements with users, collect use fees, and contract for maintenance of the system.
12 East Bay Regional Communications Systems Authority (EBRCSA) The cost of the new radio system impacts local agencies: 800 mhz system was $8.25/radio/year. P25 system is $40/radio/year Or $25/radio/year plus one time payment of the agency s share of the $17M debt.
13 Alameda County Transportation Commission (ACTC) ACTC was a JPA formed in July 2010 from the merger of the Alameda County Transportation Improvement Authority and the Congestion Management Authority
14 Alameda County Transportation Commission (ACTC) Potential Impacts in the next 1-2 years for the County and Cities: With continued economic recovery, traffic congestion will continue Increased demand for other transportation modalities funded by the Commission The Commission anticipates increased revenues from improved economic activity
15 Alameda County Transportation Commission (ACTC) Legislative agenda priorities: Supporting new legislation to allow Alameda County to exceed the 2% special sales tax cap Supporting legislation to lower the voter threshold from a two-thirds majority for tax approvals Supporting legislation which would increase the funding for transportation projects
16 Lessons learned.. The organizations are very complex There is significant overlap in agency role and responsibilities (e.g. MTC and ACTC)
