3 Asbestos Management Plan 1. Location and Condition of Asbestos Existing information regarding the location and condition of asbestos containing materials at any University premises will be held and controlled by the Appointed Person and Nominated Deputy. The information is held in an asbestos register called istar and can only be accessed by the Appointed Person and Nominated Deputy. Appointed Person and Nominated Deputy will determine based on the condition of asbestos containing materials whether the material needs to be removed or if it can be managed in situ. Requests for information are via the Estates and Facilities ServiceNow form available to all employees (select Work Requests and Asbestos Survey Request). Requests via ServiceNow are subject to a 6 week Service Level Agreement unless there is a need to involve a third party (such as an asbestos consultancy or remediation contractor). Based on the request for information, should remediation work be required, this will be undertaken by University of Bradford framework asbestos removal contractors and managed by the Appointed Person or Nominated Deputy. 2. Material and Priority Assessments All asbestos containing materials will be priority risk assessed taking into account their location, type and condition. The priority assessments will determine if remediation work is undertaken or if the material can remain in situ and be managed with appropriate control measures. All priority assessments are held on istar. 3. Action Plans and Identified Asbestos Where previous surveys have identified asbestos containing materials the information will be incorporated into istar by the Appointed Person and Nominated Deputy. Where no information is available on a particular material, if it is suspected to contain asbestos by either the Appointed Person or Nominated Deputy, it will be treated as asbestos containing materials and this will be clearly indicated on istar. 4 3.1 Control Measures for Specified Area Identified 3.1.1Tower Tank Room- Chesham This area is padlocked; keys are maintained by the Appointed Person and Nominated Deputy. Should access be required then this should be accompanied by either the Appointed Person or Nominated Deputy 4. Monitoring and Re-inspections All asbestos containing materials will be re-inspected at 12 monthly intervals or sooner if determined by the risk assessment. istar will be updated as appropriate to contain the relevant re-inspection dates. Inspections will be carried out either by the Appointed Person, Nominated Deputy or an asbestos surveyor from a University of Bradford asbestos consultancy framework contractor. Information from inspections either carried out by Appointed Person, Nominated Deputy or an external contractor will be inputted to istar by the Appointed Person or Nominated Deputy. 5. Emergency Procedures If there is a suspected disturbance or breach of asbestos containing materials the process flow for Discovery of Asbestos Containing Material (Appendix A) must be followed. The area must be evacuated without causing alarm and locked off until a full assessment has been completed by the Appointed Person or Nominated Deputy. The process flow for Appointed Person or Nominated Deputy when notified about asbestos containing materials (Appendix B) must be followed once the Appointed Person or Nominated Deputy are aware of a suspected disturbance or breach. 6. Audit and Review The asbestos management plan will be reviewed at least every twelve months and will be periodically audited by the Head of Health, Safety and Wellbeing to ensure the information is correct and up to date and the processes outlined are in use. The Appointed Person and Nominated Deputy will quality check each other s survey work periodically to ensure ongoing compliance with HSG264 The Survey Guide. 5 7. Information and Training Training Plan attached (Appendix C) outlines the training for those with different responsibilities for asbestos as outlined in the Asbestos Management Policy. 8. Communication Plan Should an area of concern be identified then this will be reported via an Asbestos Bulletin and distributed to all relevant Managers who, in turn should ensure all employees likely to come into contact with the area fully understand this information. P405 Management of Asbestos 4 days Refresher 3 days Once trained, refresher to be undertaken every two years 600 +VAT pp for full 350 +VAT pp for refresher To provide those who manage asbestos day to day the knowledge and understanding to be able to manage asbestos in buildings and to oversee remediation contractors. Staff and their Line Managers who could come into contact with asbestos or manage contractors that could come into contact with asbestos (e.g. Estates). 1 Day UKATA accredited Asbestos Awareness training. Toolbox talk given by Asbestos Officer, Surveyor or HSW. 9 Staff would not come into contact with asbestos but due to their role would benefit from asbestos management information (e.g. Cleaning Supervisors, Caretakers/ Porters).
