2 5.a MINUTES Puget Sound Regional Council Economic Development Board Wednesday, July 12, 2017 PSRC Boardroom Call to Order and Roll Call The meeting of the Economic Development Board was called to order at 1:02 p.m. by Deputy Mayor Catherine Stanford, President. The signatures on the attendance sheet, as well as documentation by staff, determined attendance and that a quorum was present. President s Remarks Deputy Mayor Catherine Stanford, President, made the following announcements: Asked Councilmember Ed Stern to announce plans to visit a new building for Western Washington University during the In-State Study Mission; Reminded the board that the day s meeting was extended to four; Indicated that she will make her comments prior to agenda item 6 and; Noted that the day s meeting would have a discussion on implementation of the Regional Economic Strategy. Staff Reports Josh Brown, Executive Director of Puget Sound Regional Council, made the following announcements: Briefed the board on PSRC s public comment policy and that the time allotted for public comment is at the Chair s discretion. Consent Agenda ACTION: It was moved and seconded (Pease/Ryan) to: (a) Approve Minutes of Meeting held June 14, 2017 The motion passed. Action Item Direction to Proceed with Development of Final Draft of Regional Economic Strategy Deputy Mayor Catherine Stanford, President, made the following announcements: Gave an overview of the strategy development process and recapped the last few board meetings; Doc ID 2050 Packet Pg. 3

4 5.a Briefed the board on work being done with people in Pierce County to alleviate some of their concerns about the strategy and; Instructed the board on the work to be done at the day s meeting. The Board directed staff to submit the final RES draft as soon as possible for review. Staff agreed to create a timeline which would be shared with the board. This timeline would have a deadline for staff to release the final draft before the September board meeting. ACTION: It was moved and seconded (Powers/Stilin) to proceed with the development of the final RES draft. The motion passed. Next Meeting The Economic Development District Board will next meet on Wednesday, September 6, 2017, from 1:00 3:00 p.m. in the PSRC Boardroom. In order to comply fully with RCW , vouchers for the Central Puget Sound Economic Development District (CPSEDD) should be approved by the EDD Board as well. 6 6.a.a ACTION ITEM August 30, 2017 To: From: Subject: Economic Development Board Josh Brown, Executive Director Adopt Regional Economic Strategy IN BRIEF Economic development staff is nearing the conclusion of a process to develop a new regional economic strategy. That process led to substantial improvements based on board input over the last two months. At the May and July meetings, board members reviewed public comments submitted on the strategy, directed staff to make changes, and to work with board members to continue to improve the documents. At the September meeting, board members will review these changes, and then vote on whether to adopt Amazing Place: growing jobs and opportunity in the central Puget Sound region as the Comprehensive Economic Development Strategy for the Central Puget Sound Economic Development District. RECOMMENDED ACTION The Economic Development Board should adopt Amazing Place: growing jobs and opportunity in the central Puget Sound region and its companion volume Economic Analysis of the Central Puget Sound Region as the Comprehensive Economic Development Strategy for the Central Puget Sound. DISCUSSION Adoption of the regional economic strategy meets federal requirements for the Central Puget Sound Economic Development District. Staff has incorporated a number of improvements into the current draft, based on recommendations by board members over the last two months. The strategy is an active guide to sustaining the region s economic vitality and global competitiveness. Amazing Place identifies three mutually supportive goals to help the region sustain growth in key sectors and the overall economy. These goals are: compete globally, open economic opportunities to everyone and, sustain a high quality of life. These goals are supported by 22 strategies, each of which identifies supportive initiatives, and includes an implementation and evaluation framework. Implementation will be guided by the region s Economic Development District Board, with a new game plan to continuously develop a current and targeted set of actions and measures to achieve the region s goals. 7 6.a.a Over an 18-month period, PSRC staff conducted over 110 outreach meetings with private sector leadership, local governments, port districts, labor and workforce representatives, higher education experts, industry associations, and nonprofits. Throughout the strategy development process, the Economic Development District Board confirmed policy direction at its meetings and in one on one sessions. PSRC s Executive and Policy Boards were briefed through the process as well, reinforcing the important connections of the region s economy to growth management and transportation. The resulting two volumes of the regional economic strategy were submitted for public comment, and now are before the board for adoption: Amazing Place: growing jobs and opportunity in the central Puget Sound region Economic Analysis of the Central Puget Sound Region If the board approves the documents, staff will develop a work plan and begin implementation in conjunction with board members. RECOMMENDED ACTION The Economic Development Board should adopt Analyze the region s role in the emerging commercial space sector as an implementation Action Item for Amazing Place. DISCUSSION The Economic Development Board will hear from PSRC staff on the development of a report analyzing the region s commercial space sector. The development of this analysis will serve as an Action Item to help implement the region s economic strategy Amazing Place, the first of a discrete list of evolving action items the board will engage in. Amazing Place includes the strategy to strengthen, coordinate, and grow retention, expansion, and recruitment efforts to support the goal to compete globally. Implementation guidance for this strategy calls for the identification, examination, and support of new industry growth opportunities across the region. The region s commercial space sector has been identified as an emerging opportunity that builds upon the region s strengths in Aerospace and Information and Communication Technology. This analysis will help industry leaders, elected officials, policy makers and economic development professionals in their efforts to grow this sector in the region. 9 6.a.b.a Amazing Place: growing jobs and opportunity in the central Puget Sound region ACTION ITEM: Analyze the region s role in the emerging commercial space sector PSRC will facilitate analysis of the region s commercial space sector, describing and quantifying the sector and identifying the region s competitors and competitive strengths, to help support the growth of the sector. Opportunity The global space economy totaled $323 billion in Unlike the space race of the previous century, advancements in modern space transportation are being driven by commercial and private companies leveraging long standing government and industry assets. The region is in global competition with other regions to capture the market for these jobs. Preliminary analysis identified three existing sub-sectors of the commercial space industry: Satellite manufacturing Launch services and vehicles including spaceports and related services to test and launch space vehicles and can help facilitate space based activities such as asteroid mining Space-related products and services including GPS, atmospheric and earth monitoring for weather and natural disasters, and radio and television signals Regional Perspective Blue Origin s New Glenn booster (Credit: Blue Origin) Space exploration is not new to the region. The Boeing Space Center opened in 1964 and, along with Aerojet Rocketdyne, helped drive NASA s early lunar and Mars exploration. Today, the private sector is taking an increasingly important role in space exploration work and the region is positioning itself as a leader in the industry. Regional growth in this sector has been built upon the talent base of Aerospace and Information & Communication Technology workers. In addition, the investments made to grow these companies is directly tied to the region s past successful ICT entrepreneurs. Blue Origin, headquartered in Kent, is leading the way on a new era of reusable rockets and was formed by Amazon s Jeff Bezos. Stratolaunch Systems, a subsidiary of Vulcan Aerospace in Seattle, focuses on space transportation and was founded by Paul Allen of Microsoft. Elon Musk s SpaceX opened an office in Redmond to develop internet satellites. Other regional space companies, such as Planetary Resources in Redmond, Tethers Unlimited in Bothell, and Spaceflight Industries based in Seattle, create a thriving network of companies and talent in this promising new subsector. 10 6.a.b.a Regional actors are working to support this industry in the state and region. The Washington State Space Coalition, a consortium of regional companies and government representatives is working to ensure that this exciting subsector continues to thrive. The WA Department of Commerce has a strategic plan for growing and diversifying the state s aerospace sector, which includes space related activities. Project Details There are challenges in available data sources to appropriately estimate employment in the commercial space sector. Space focused activities occur across various industries, and there is no clear classification that captures the range of business activities in this emerging market. The proposed analysis will develop a clearer understanding of the region and state s commercial space sector to support efforts by industry leaders, elected officials, policy makers and local economic development professionals to grow the sector. The analysis will describe and quantify the region s connection to economic strategy Amazing Place GOAL: COMPETE GLOBALLY STRATEGY: Strengthen, coordinate, and grow retention, expansion, and recruitment efforts This strategy calls for the identification, examination, and support of new industry growth opportunities across the region. space exploration sector by identifying the region s subsectors and establishing employment estimates. Each of the commercial space subsectors has its own set of unique competitive drivers and the analysis will identify the region s competitive strengths for these subsectors. The analysis will identify the region s competitors for these subsectors and compare its relative strengths. Next steps: PSRC will work with the Washington State Space Coalition and others to develop the project scope and guide the development of future analysis. Success measures: The long-term performance measures that this work targets is the growth of jobs and job concentration (Location Quotient) of the commercial space sector in the region.
