2 1.1 Requirements Overview Part A - Statement of Requirement ASeTTS is seeking quotes consultancy services for the REVIEW AND DEVELOPMENT OF ASeTTS STRATEGIC PLAN described in this Request. ASeTTS current Strategic Plan comes to an end in 2018 and thus the Board is seeking to engage a consultant to lead it through the review, development and implementation of a new contemporary strategic plan. 1.2 Submission Requirements Responses must be submitted by to the Board s chairperson, Antonio Giometti, at antoniogiometti@gmail.com by 5pm 27 April Submissions will be no more than 3 pages. 1.3 Key Dates and Times Offer Validity Period Contract Term Price Basis Three Months The Term will commence on the Commencement Date and will expire when the contracted services have been supplied in accordance with the Customer Contract. ASeTTS will notify the successful Contractor of the Commencement Date in the Letter of Confirmation. The Price is fixed for the Term. 3 1. The response, of no more than 3 pages will include the following: i. a draft of work proposal; ii. timing; iii. costing; iv. details of previous work; and v. references 2. Short listed respondents will be invited to meet with the Board, provide further context and respond to any queries posed by the Board and make a 10 to 20- minute presentation inclusive of Q & A. 3. The key considerations to be included within the work proposal: i. Leveraging the strength of ASeTTS ii. Opportunities to grow, diversify and strengthen ASeTTS - what, how, when, why? iii. Leadership as a principal stakeholder iv. Structure is the present structure appropriate, effective and efficient? a. Governance b. Operational Structure v. Implementation approach 1.6 Intellectual Property i. ASeTTS owns the Intellectual Property Rights in the Material created under the Contract. ii. To the extent that the Contractor holds any Intellectual Property Rights in the Material, the Contractor hereby agrees to licence ASeTTS to enable ASeTTS to exercise full rights and interests in the Intellectual Property Rights in any Material provided under the Contract. The Contractor agrees to create, execute or sign any document which may be necessary to allow the use of those rights by ASeTTS for any purpose. iii. ASeTTS grants to the Contractor a non-exclusive, non-transferable, irrevocable, royalty-free licence for the Contract Term to exercise the Intellectual Property Rights in the Material for the sole purpose of fulfilling its obligations under the Contract. The licence in this clause is subject to any conditions of limitations of third parties that ASeTTS notifies to the Contractor. Page 3 of 5

4 1.7 Conflict of Interest Any real or perceived conflict of interest on the part of the contractor must be declared in this response, along with full details and strategies to manage the conflict. Should a potential conflict arise after the commencement of the contract, this must be disclosed to the Board without delay, along with full details and strategies to manage the conflict. If so, include full details. 1.8 Delivery and Acceptance Title: TENDER RESPONSE Address: antoniogiometti@gmail.com Due: 5pm 27 April 2018 ASeTTS Background Part B Key Considerations ASeTTS has a 25-year history of providing holistic services that assist refugee survivors of torture and trauma to rebuild their lives. The main areas of work are in providing therapeutic services, both individually and through group programs, capacity building with new and emergent refugee communities and delivering professional development both internally and externally. Over the years this has been supplemented by other programs through time limited funding opportunities at the time. ASeTTS also partners with other community organisations to provide integrated and responsive service to our clients. ASeTTS works co-operatively with equivalent agencies in other States through an umbrella body known as The Forum of Australian Services for Survivors of Torture and Trauma (FASSTT). This is currently an informal arrangement which is in the process of formalising into a legal entity. Further information on FASSTT can be located on ASeTTS, a member of the International Rehabilitation Council for Torture Victims, is known as a leader, particularly within the West Australian humanitarian sector. 5 ASeTTS Financial Position The ASeTTS Board views the financial position of the organisation as good, having taken steps in recent years to improve organisational efficiency including a restructure. Given this, the Board seeks to leverage the organisation s strengths and look to opportunities for the future. Changing Funding Environment The not for profit Sector has been undergoing reforms on many fronts including: the move to a more market driven model of service contracting; the entry of for-profit providers; the trend from government, federal government in particular, to awarding funding contracts to larger and national based organisations rather than to specialist or state-based organisations /or to consortiums instead of individual parties and following from this; a broadening of outcomes required in tenders which inhibit specialist agencies from being able to apply for funding in their own right.
