12 The Board in office for a year now Elected by the Federal Council on 9 December 2016, Innosuisse has spent 2017 preparing to launch Innosuisse's activities. Its work has included submitting an ordinance on Innosuisse's contributions to the Federal Council for approval. This instrument is relevant to all applicants and is accessible on the Innosuisse website. It elected the 21 members of the Innovation Council, the body responsible for assessing applications and supporting projects.

19 Legal basis The Innosuisse Act provides the legal basis for the setting up of Innosuisse (organisational aspects of Innosuisse). It entered partially into force on 1 January 2017 and will enter fully into force on 1 January The Research and Innovation Promotion Act (RIPA) serves as basis for Innosuisse s remit. The Innosuisse Funding Ordinance defines the rights and duties of the applicants and the beneficiaries of subsidies Implementing regulations issued by the Innovation council

22 Remit of the Innovation Council The Innovation Council is the specialist body of Innosuisse which: Decides on project submissions and accompanies sponsored activities from both a scientific and innovation standpoint. Nominates experts to be appointed by the Board. Develops proposals for the funding strategy and supports instruments, establishes corresponding implementation conditions for these instruments. Prepares the multi-year programme to be submitted to the Board for approval.

24 Remit of the management team The management team is the operational body of Innosuisse which: Leads the activities and manages the Secretariat. Prepares the groundwork for the IC s decisions and submits requests to the IC. Takes decisions and concludes contracts on the basis of the IC s decisions. Monitors the budget and the status of the commitments made and planned; it is responsible for managing finances, reporting and controlling the sponsored activities. Assists the Board and the IC in preparing their activities. Reports to the Board on a regular basis, and in the event of anything extraordinary without delay.

33 Promotion criteria remains the same, but some conditions have been improved! Start your innovation project What remains? Promotion criteria: Innovation degree (novelty of scientific and economic approach) Quality of methodology (quality of the project set-up: f.e. quantified goals and milestones) Competences of the project partners to run the project and for intended market implementation Sustainability and value added in Switzerland.

Start your innovation project Project accompaniment incl. go/no-go review by experts Stronger focus on new, unexperienced project partners and projects in critical phases Payment by instalments (mostly in 3 tranches with at least 20% for the last tranche) Overhead contribution (the maximum of 15% remains) Projects without implementation partner are still eligible Rules on IP / licensing remains the same.

Start your innovation project Concept of salary costs Average costs per research staff category and research institution of today will be replaced by cap on expenses for each staff category Effective gross salary of each researcher is decisive! Payment of effective costs of employers contribution to social security (no more fixed to 20%)

Start your innovation project Two versions of calculating salary costs possible: Version 1: Annual salary x percentage share of project work, for N.N. estimated value possible Version 2: Standard costs / hour x working hours for project (precondition: accounting system is externally audited and certified)* By submitting the signed subsidy contract, a list of employess with names and salary costs is needed. * For the application, research partner uses standard costs for own staff categories (f.e. depending on educational background, work experience, age). The standard costs are reflecting the effective gross salary costs for one productive hour of project work, based on the annual working time of the research institution. These standard costs have to be used also for financial reporting.

Start your innovation project Material costs are chargeable: Explicitly regulated in implementing regulations If project-specific and non-standard equipment and in reasonable ratio to salary costs Use of specific research infrastructure is chargeable as utilisation rate (f.e. clean room using for 2 hours) Travelling costs inside Europe (not within Switzerland) and intercontinental travelling.

41 The need of independancy between research and implementation partner is fixed in the implementing regulations Research and implementation partners need to be independant from each other in financial terms and personnel matters. This means that collaborators of the research partner cannot work for the implemetation partner at the same time (f.e. as CEO) But, holding of shares, also in cases of SMEs and start-ups without the possibility to influence the business activities will be allowed Advisory mandates will be allowed There will be the possibility for self-declaration by research partners along with the application Start your innovation project
42 Project amendment with additional costs will be possible Start your innovation project Art. 11 of implemeting regulations for project promotion In exceptional cases, additional costs of approved project changes can be financed by request. The subsidy contract will be adjusted.
43 Innovation cheque raise up to CHF Start your innovation project The cost ceiling of Innovation Cheque will be raised up from CHF to CHF. Less complicated, more efficient: No need for subsidy contract There will be only a voucher and the need for a financial and content-related short report by research partner, signed by implementation partner.
44 Innovation projects and innovation cheque: Deadlines for the transition into 2018 Start your innovation project Preparation of new applications is possible at any time But, between 15th - 30th of January 2018, the IT system is down due to the changeover of the financial system First decisions by Innovation Council subgroups will be expected by the beginning of March 2018.
