2 ANNUAL REPORT 2017 La Paz WORKFORCE DEVELOPMENT: One of the most pressing needs for employers in Marshall County is access to a skilled workforce. That is why in 2017 we made great strides in implementing the Marshall County Workforce Development Program. The foundation of the program involves one-on-one interviews with employers, allowing us to give them tailored solutions. Our program was one of three pilot projects selected by the Indiana Department of Workforce Development to receive $10,000 in funding in Indiana. MCEDC Workforce Development Model Goal: We began our program by interviewing over one quarter of local manufacturers on workforce issues. Data from these interviews show there are almost 200 currently open positions, and 600 more will be created in the next two years. We also found that employers were interested in enrolling employees in local training programs, especially those focused on soft skills, and that there are opportunities for more engagement between businesses and students. These findings helped us identify issues in the three areas listed above. Immediate Needs Produce an immediate workforce through recruitment portal Solution: Recruit a workforce from outside Indiana Target 200,000+ veterans entering workplace annually Goal: To improve workforce training we partnered with Ancilla College to develop the Ancilla College Management and Leadership Training program. This incumbent employee Short Term Needs BOARD MEMBERS training program is the first of its kind in Marshall County and allows businesses to create a culture that supports and retains employees. We have also partnered with the Purdue Manufacturing Extension Partnership to develop local Programable Logic Controler (PLC) training, which is expected to begin in Additionally, to build our future workforce, we started Made in Marshall County. Feedback from participating employers has been strong, and we will continue this program in the future. This is just the beginning. Soon, we will launch our Workforce Recruitment Program, which uses an online job portal to connect veterans across the nation with Marshall County employers. This innovative project will help recruit a skilled workforce. Much has been accomplished in 2017, and we plan to continue this momentum in the coming year. 3 Marshall County Feature Story: Regional Cities In 2015, the North Central Indiana region won $42.0 million through the Regional Cities Initiative (RCI) to address population stagnation and improve quality of place. In 2017, the Indiana Economic Development Corporation (IEDC) awarded $5.8 million to Marshall County projects, and the Regional Development Authority (RDA) announced that two more have moved on to the IEDC for final approval. By investing in quality-of-life-enhancing facilities, diverse housing, and entrepreneurship, Marshall County communities are making a name for themselves as forwardthinking and poised for growth. 4 ANNUAL REPORT 2017 La Paz Feature Story: Manufacturing Center Communities without readily available buildings often get glanced over by site selectors and expanding businesses. Manufacturing Centers solve this problem by catering to the specific needs of businesses seeking to expand to new locations. The Manufacturing Center, located within the Town s Shovel Ready certified park, broke ground this year. The $2.1 million project will be a 50,000 square foot building, expandable to up to 300,000 square feet to provide flexibility for a future tenant. The project was officially awarded $400,000 in RCI funding this summer. MCEDC is the developer for the project and responsible for providing construction financing. This would not have been possible without project partners such as, the Town Council, Marshall County Commissioners, Marshall County Council, Regional Development Authority, Lake City Bank, Marshall County Community Foundation, Northern Indiana Public Service Company, Indiana Municipal Power Agency, and Norfolk Southern Railway. This project is expected to quickly attract a new business and grow the community s industrial base. HIGHLIGHTS: Comprehensive Plan approved 12 meetings held - 18 steering committee members guided the process Task Force formed to implement plan Reservoir refurbished and control panels updated to improve operations Colonial Estates property purchased by Town Colonial Court expansion underway 3 new module units built Community Development Commission board of directors established to develop local housing opportunities Broadband expansion near completion (2 of 3 hubs built in Town) Town negotiated Speedway property owners to demolish vacant building in the downtown area Groundbreaking and starting construction on the Manufacturing Center are major milestones in strategy to attract new business 4
5 MARSHALL COUNTY Crossroads of Indiana Feature Story: Comprehensive Plan A comprehensive plan is a guiding policy document that empowers communities to create a long-term vision for growth. This year, the Steering Committee, made up of 27 residents, with the help of the Michiana Area Council of Governments and MCEDC, came together to create the Envision 2030 Comprehensive Plan. The Plan was formed through community engagement, including two public open houses and online surveys with 139 residents and 290 students responding. The Plan was adopted by Town Council in October, and implementation has already begun by organizing programs and activities that will improve quality of life for residents. One of these events, Food Truck Friday, features food vendors, entertainment, and an opportunity to increase commercial activity downtown. Turnout has been impressive, and the Town is looking ahead to how they can continue implementing their Comprehensive Plan in the coming years. HIGHLIGHTS: Dollar General expanding to - $1.0 million capital investment Town extended sewer to location - $80,000 capital investment TIF district developed to include 80 acres of annexed land Dollar General added to TIF district Plastics building sold and construction underway Planning underway for 75-acre, 140-unit residential development Food Truck Friday launched held 3 times over the summer with great success Additional events planned to improve quality of life The Comprehensive Plan Steering Committee members have developed long-term plans that will improve quality of life The intersection of U.S. Hwy 30 and SR 331 is being developed to attract businesses like Dollar General, now under construction CELEBRATING 5
6 ANNUAL REPORT 2017 La Paz Feature Story: Hometown Collaboration Initiative The Town of demonstrated its commitment to growth this year through their work with the Hometown Collaboration Initiative (HCI). This prestigious, state-wide program aims to help small communities develop new leaders, boost small business, and improve planning efforts. Since joining HCI in January 2017, has sought feedback through community engagement including a survey with nearly 1,000 respondents and a community forum with about 100 attendees. After collecting and analyzing this information, the Town has decided to focus on placemaking, which will involve investing in the community s assets and creating public spaces that improve quality of life. s next steps in the HCI process are creating a plan to address this issue and putting that plan in place. The Town s willingness to collaborate in their planning efforts will help them improve s quality of place. 7 MARSHALL COUNTY Crossroads of Indiana Feature Story: Stellar Designation After more than 20 planning meetings, 2 crowdfunding campaigns, and countless hours building community support, the Town of has been designated a Stellar Community. Stellar will give access to state resources and funding that will support the projects in their Stellar Improvement Plan. These include the Lake Maxinkuckee Trail, Cavalier Park, and Beach Lodge renovations. owes this success to their willingness to build partnerships and focus on projects supported by the entire community. For example, the Sand Hill Farm development was part of the Town s comprehensive plan and has been championed by the Town s largest employers who have requested more housing options for their employees. This recognition proves that truly is a Stellar Town Year Round. 8 ANNUAL REPORT 2017 La Paz LaPaz Feature Story: Developing Commercial Corridor The Town of LaPaz is working to leverage its proximity to major highways by creating a retail and commercial corridor at the crossroads of U.S. Hwy 31 and U.S. Hwy 6. The first step in this process was rezoning land, which will set land use regulations for the area. This year, County Commissioners approved the rezoning of two properties to C2 Commercial use. This paves the way for LaPaz to annexation and the creation of a TIF district which will capture incremental capital investment from taxes in the new commercial corridor. Those funds can then be used for further development by the Town. HIGHLIGHTS: Old Michigan Road streetscape and road improvement project completed - $1 million capital investment Sidewalks from north of Town to U.S. Hwy 6 Reverse angle parking New center turn lane U.S. Hwy 6 commercial corridor planned Town Park Committee formed to manage public property LaPaz Fire Department began demolition on Community Building, investigating funding to construct new building Streetscape and road improvements beautify downtown LaPaz Area in red represents vision for the new commercial corridor 8
9 MARSHALL COUNTY Crossroads of Indiana Feature Story: River Gate South As the first Regional Cities project to officially break ground in Marshall County, the River Gate South housing development will respond to employer needs by providing housing to young professionals. This project demonstrates the City s commitment to growth by leveraging assets and partnering with the MCEDC and project developer, Scott Sivan on this transformative project. The $10.0 million development was also supported by the City of with a residential tax abatement this fall, one of the first in the County. River Gate South will also include a pedestrian footbridge to be donated to the City as public asset upon completion of the development. This project will increase residential activity and beautify the area, making downtown a more vibrant place. 10 ANNUAL REPORT 2017 La Paz BUSINESS EXPANSION AND RETENTION (BEAR) REPORT 2017 marks the fourth year of the MCEDC s Business Expansion and Retention (BEAR) program, aimed at providing growth assistance to existing businesses. This year, we focused our efforts on investigating employers workforce needs as discussed on page 2. While there has been more business expansion and investment in past years, employers are still looking for workers to fill new and existing jobs. At the same time, the County s unemployment rate continues to decrease.
