1 County Executive Office/Legislative Affairs DRAFT July 11, 2017 Item. 34 Vol. XXVlll,.14 County of Orange Report on Grant Applications/Awards The Grants Report is a condensed list of grant requests by County Agencies/Departments that allows the Board of Supervisors to discuss and approve grant submittals in one motion at a Board meeting. County policy dictates that the Board of Supervisors must approve all grant applications prior to submittal to the grantor. This applies to grants of all amounts, as well as to new grants and those that have been received by the County for many years as part of an ongoing grant. Receipt of grants $50,000 or less is delegated to the County Executive Officer. Grant awards greater than $50,000 must be presented to the Board of Supervisors for receipt of funds. This report allows for better tracking of county grant requests, the success rate of our grants, and monitoring of County s grants activities. It also serves to inform Orange County s Sacramento and Washington, D.C. advocates of County grant activities involving the State or Federal Governments. The State and Federal governments fund the CCS Administrative Program. The program provides case management, service authorization, eligibility determination, and office support in the treatment of children with eligible medical conditions. The State government funds the CCS Medical Therapy Program (MTP). The program provides diagnostic and treatment services including physical and occupational therapy in the treatment of children with eligible medical conditions. The Health Care Agency receives funds from the Health Care Services for breast and cervical cancer early detection services. The revenue for this program comes from an additional two cent tobacco tax legislated in in The Cancer Detection Partnership provides free breast and cervical cancer screening and diagnostic services to uninsured or underinsured women age 40 and older that are at or below 200% of the federal poverty level, and supports ten Cancer Partnerships statewide. Funding is also intended to assist eligible individuals with getting assistance for PrEP medication, case management for individuals on PrEP, and navigation assistance for individuals who can access PrEP via their medical insurance. The Refugee Health Assessment Program provides case finding, health assessments, tuberculosis control, communicable disease screening and preventive medical care to newly arrived refugees in Orange County. The County is eligible for funding under Ryan White HIV/AIDS Treatment Modernization Act, (Ryan White Act) Part A. The funds under the Ryan White Act Part A must be used to deliver or enhance HIV related outpatient and ambulatory health and support services, including case management and comprehensive treatment services for individuals and families with HIV disease. 21 Ryan White Act, Part B HIV Care new Program $2,309,663 State Office of AIDS Varies Recurring The HIV Care Program funds outpatient medical care to prevention or delay the progression of HIV disease; medical case management to help ensure that patient s remain in medical care; early intervention services to conduct HIV counseling and testing to identify HIV positive individuals and link them to care services; and outreach services to find individuals who have fallen out of care and bring them back into care. 22 Ryan White Act, Part C $690,983 U.S. Health and Human Services (HRSA) Varies Recurring new The County receives Ryan White Act, Part C funds to provide primary medical care and case management services to AIDS/HIV patients. The goal of the program is to reduce the prevalence of tobacco use through educational programs. The program educates youth about the health risks of tobacco use, conducts media campaigns promoting smoking cessation, provides assistance to help nonsmokers avoid exposure to secondhand smoke, and educates merchants about existing laws that prohibit selling tobacco to minors. The County receives Tuberculosis Local Assistance funds to support tuberculosis control, prevention and treatment, and housing and food for homeless tuberculosis patients. Funding consists of a Base Award with an allotment for Food, Shelter, Incentives and Enables (FSIE) expenditures. The FSIE Allotment is intended to be used to enhance treatment adherence, prevent homelessness, and/or promote less restrictive alternatives that decrease or obviate the need for detention. 25 Women, Infants and Children (WIC) new Supplemental Nutrition Program $5,164,225 Public Health Varies Recurring The WIC Supplemental Nutrition program is funded by the State with Federal Agriculture pass through funds. AB 411 also requires response to sewage spills, posting or closure of ocean and bay waters when there is a violation of standards, and public notification through a 24 hour a day telephone hotline. This grant also has a component that provides funding via the U.S. Environmental Protection Agency through the SWRCB State Water Resources Control Board to develop and implement beach water quality monitoring programs at coastal recreational waters, and to provide support to programs aimed at reducing the risk of exposure to diseasecausing microorganisms in the water at beaches. The Health Care Agency (HCA) Behavioral Health Services applied for this one-time non-competitive allocation of naloxone and administrative funding in response to a request for applications from the Public Health/ Safe and Active Communities Branch (CDPH/SACB) under the Naloxone Distribution Grant Program. Naloxone is a non-addictive medication that blocks the effects of opioids, and can quickly reverse an opioid overdose. The state will provide a pre-determined number of naloxone doses to be distributed directly to each local County health department. Based on a calculation of the number of opioid overdose deaths and emergency department visits over a 3 year period, CDPH/SACB has determined that Orange County will receive 6,218 doses of naloxone (worth $233,200), along with $11,660 in administrative funding. HCA plans to contract with a local provider that has an established naloxone distribution system in place, and meets criteria set forth in the request for applications. Administrative funds will be used to assist with costs of outreach and naloxone storage/distribution. Grant Authorization e-form 12 of 18

14 Attachment B RESOLUTION OF THE BOARD OF SUPERVISORS OF COUNTY OF ORANGE July 11, 2017 WHEREAS, the Public Health/Safe and Active Communities Branch (hereafter referred to as CDPH/SACB) has awarded a Naloxone Distribution Grant to the County of Orange in the amount of $11,660 and 6,218 doses of naloxone (a medication used to reverse opioid overdoses; worth $233,200) for the period of June 1, 2017 to June 30, 2019; and WHEREAS, on April 25, 2017, this Board approved the application for the Orange County Health Care Agency to participate in the Naloxone Distribution Grant Program; NOW, THEREFORE, BE IT RESOLVED that the Director of the Orange County Health Care Agency or designee be authorized on behalf of the Orange County Board of Supervisors to accept the grant award, and sign and execute Grant Agreement Number with the CDPH/SACB, including any amendments thereof.
