2 CITY OF PEACHTREE CITY INVITATION TO BID RECEIPT OF BIDS: Bids will be received from qualified respondents at the office of Community Broadband, LLC, until 3:00 P.M., local time, February 11, 2016: I. Project Description GOVERNMENT NETWORK EQUIPMENT The City of Peachtree City, Georgia (the City ) has engaged Community Broadband, LLC as the Project Manager (the Project Manager ) to issue this Invitation to Bid ( ITB ) to obtain Bids for providing equipment to be utilized in the operation of a Government Network ( GNET ) in the City. III. GNET Equipment Request for Bid Schedule January 27, ITB issued to vendors February 5, Questions due by 5:00 PM ( s accepted) February 11, Bids due by 3:00 PM February 11 - February 12, Bids evaluated February 12, 2016, Preliminary review presented to City Council February 18, Final recommendations made for approval February 19, Respondents notified IV. Bid Submission and Questions On behalf of the City, in full compliance with the Georgia Local Government Public Works Construction Law, the Project Manager will be accepting sealed Bids until 3:00 p.m. local time on Thursday, February 11, 2016, for Equipment Only (one original, three copies and one electronic copy) at the following office of the Project Manager: Allen Davis Community Broadband, LLC 2977 Fort Morris Road Midway, Georgia Phone: Fax: adavis@community-broadband.com Page 2.

3 The City expects to issue a purchase order(s) for the GNET equipment in The Bids will be opened at that time and place and the Bids shall be made available to all respondents upon request. Bids received after the set time will not be considered. All Bids must strictly conform to the plans, specifications, and/or other documents. These documents are available on the City s website at Four copies (one original and three copies) of the Bids and a CD and/or memory stick are to be submitted in a sealed envelope, with the name of the project, City of Peachtree City GNET Equipment, clearly marked on the front. The date and time of opening are also to be included, along with the name of the company submitting the Bid. The Bid made by any company or firm must be signed in the name of such company or firm in a legal manner by a duly authorized officer; and the principal place of business must be shown (no post office boxes). Bidders shall make NO CONTACT - either written or verbal - with any Peachtree City employee or elected official, with the exception of The Project Manager, during the period beginning with the issuance of this document through approval of award unless authorized herein. Any attempt by a Bidder to influence a member or members of the aforementioned may be grounds to disqualify the Bidder from participation in the selection process of this Request for Bids. The City has engaged the Project Manager to: (1) manage the process on behalf of the City to obtain Bids from Bidders qualified to provide network equipment necessary to operate the GNET (the ITB Process ); (2) prepare Requests for Bids ( ITBs ), make the ITB available to the City so that they can be posted on the City s Web site, and provide the ITB to qualified entities; (3) review all Bids after the expiration of the due date set forth in the ITB and present a review and assessment of the qualifications, technical capability, and pricing associated with each Bid to the City; and (4) provide final recommendations to City representatives for consideration and approval. No Bids may be withdrawn for a period of sixty (60) days after the scheduled time to receive the Bid. Any request for clarification must be submitted in writing (hand delivery, to adavis@community-broadband.com, fax, or regular mail) to the Project Manager by the close of business five business days prior to the submission of Bids. Any clarification issued will be in the form of an addendum to the Bid instructions, plans, or specifications and will be issued to all known potential offerors and placed on the City s website not later than seventy-two (72) hours prior to the time of submission of Bids. Although the Project Manager will take effort to send any addendum to known Bidders, it is the Bidder s ultimate responsibility to ensure that they have all applicable addenda prior to submittal. This may be accomplished via contact with the Project Manager via or by visiting the City s website prior to submittal. The City intends to purchase the GNET equipment from one or more qualified respondents only after final approval by the City and entering into an agreement with a service provider Page 3.

4 to establish the GNET which is anticipated to occur in The City reserves the right to terminate this request for Bid process without incurring any liability or expense due to any Bidder and to issue purchase orders as it deems in its best interest. The City will exercise its discretion in issuing the purchase order to the company who best satisfies the needs of the City. The City also reserves the right to reject any and all Bids and to waive any and all irregularities. The City s policy and procedures for this process are available in the Purchasing Department for inspection. Bids will not be accepted from any person, firm, or corporation who is in arrears in any debt or obligation to the City of Peachtree City or any other governmental entity. Notice: The logo of the City of Peachtree City is protected and may not be used in submissions to the City. When using a logo, Bidders should use their corporate logos only. Ownership of all data, materials, and documentation prepared for and submitted to the Project Manager on behalf of the City in response to this request for Bids shall belong exclusively to the City and will be considered a record prepared and maintained or received in the course of operations of a public office or agency and subject to public inspection in accordance with the Georgia Open Records Act, Official Code of Georgia Annotated, Section , et.seq., unless otherwise provided by law. Respondents may submit questions via or written form. V. GNET Description The GNET to be established by the City will utilize fiber optic cable and equipment deployed from the hub site facility at City Hall located at 151 Willowbend Road, Peachtree City, Georgia 30269, to interconnect City facilities.
