1 Project Plan for the CEN Workshop on Methodology for Improving the Resource Efficiency of Energy Intensive Industrial Processes WS TOP-REF Workshop (approved during the kick-off meeting on ) 1. Status of the Project Plan The project plan was approved during the kick-off meeting on 13 th of July The draft Project Plan follows the requirements in CEN Guide Background to the Workshop As considered in the Europe 2020 Strategy, the European Union is facing major challenges such as the economic crisis, sustainability and the competition with emerging economies. In this context, TOP-REF contributes to a smart and sustainable growth while promoting a more efficient, greener and competitive economy based on knowledge and innovation 2 TOP-REF is committed to increase the competitiveness and efficiency of the EU resource intensive process industry, as well as to assure a long-term greener economy. All this is achieved through innovative focus on an optimized monitoring and control of the processes, providing a deeper knowledge of the processes. This CEN Workshop has been initiated by TOP-REF, a EU funded research project under FP7: Collaborative projects (NMP ). The Workshop is built upon and will further develop and validate specific indicators, methodologies and noninvasive tools devoted to the improvement of resource efficiency in energy intensive continuous and batch industrial processes in the agrochemical, chemical and petrochemical sectors. TOP-REF will develop and demonstrate a robust, resource-efficiency-focused and cross-sectorial methodology. This methodology will be demonstrated in a non- invasive on-line monitoring and control tool adapted to three specific continuous energy and resource intensive processes: agrochemical, petrochemical and chemical. The tools will be validated through demonstration under real conditions in three pilots, one in each sector. As preparatory work for the CWA, several existing standards have been screened in order to build a representative list of standards related to Top-Ref. 2 Throughout the CWA process it can be beneficial to continuously check the lists to draw on the knowledge in existing standards and to ensure that there is no overlap with the Top-Ref CWA. 45 relevant standards were found Of these 10 were selected for further analysis. In the end three standards were selected to give inspiration to the Top-Ref CWA/IWA process: ISO 14031:2013 ISO 14045:2012 ISO 50006: Workshop proposers and Workshop participants Proposers The proposer of the workshop is CIRCE - Centro de investigación de recursos y consumos energéticos, Spain, in its role as coordinator of the TOP-REF project. The Secretariat will be placed at Danish Standards. Associated TOP-REF partners include: Fundacion CIRCE Centro de Investigación de Recursos y Consumos Energeticos (Spain), Dow Chemical Iberica SL (Spain), BIO Intelligence Service SA (France), Petroleos de Portugal - PETROGAL SA (Portugal), Fundación TECNALIA Research & Innovation (Spain), The COSMO Company SAS (France), FERTINAGRO Nutrientes S.L. (Spain), INOSIM Software GmbH (Germany), TU Dortmund University (Germany), Fonden Dansk Standard (Denmark). The above-mentioned organizations are expected to participate in the development of the CWA. Participants Participation in the Workshop is open to anyone, and the opportunity to participate will be widely advertised in advance by its proposers and by CEN and its member bodies. The TOP-REF have circulated the invitation to the kick-off meeting to identified stakeholders. Simultaneously CEN published the CWA Project and kick-off Meeting invitation through the CEN channel. 4. Workshop scope and objectives The Workshop aims to develop a methodology for improving the resource efficiency of industrial processes. A common basis for diagnosis on resources efficiency will be included in the CWA. The methodology will mainly guide an organization on how to find opportunities for improving the resource efficiency of industrial processes using a non-invasive method. The framework will be based on PDCA 3 principles for continuously optimization and improvement (Deming Cycle), but focus will be on Check and Act. The methodology can be used by all energy intensive industries / industrial sectors. 3 Plan, do, check, act. 2

3 Furthermore, the CWA will include key resource indicators 4, developed in TOP-REF that can be used to measure and improve resource efficiency. The Workshop aims to refine the TOP-REF results and establish European consensus for its outcomes. 5. Workshop programme The working language during the Workshop is English. The CWA will be drafted and published in English. The steps to achieve the CEN Workshop Agreement entails the following: Organisation of the CWA meetings: 1. The CEN Management Centre (CCMC) will post the Project Plan, the invitation and the agenda for the kick-off meeting on the CEN Website for a period of 30 days. The interested parties will be able to register by . In parallel, the invitation is forwarded to the TOP-REF stakeholders. Participation in the development of the CEN Workshop Agreement is open to anyone, and the opportunity to participate will be widely advertised in advance by its proposers, the TOP-REF network and by CEN and its member bodies. 2. Danish Standards will organize a kick-off meeting to plan the CEN Workshop Agreement. It will be held on July , at Dow Chemical Ibérica, S.L. (DCI) at the Tarragona site in Spain. The kick-off meeting will: approve the Workshop Project Plan; select the project team, Workshop chair and designate the secretariat; 3. The Workshop Secretariat will organize the first CEN Workshop plenary meeting for all registered participants 4. An internal reviewing period will be carried out to allow for inclusion of final comments from Workshop participants to ensure consensus is reached. This includes a meeting to discuss any issues that may arise. 5. A 60-day Public comment phase will be carried out. 6. A second plenary meeting 5 for registered Workshop participants will be organised for the resolution of the comments received during the 60-day public comment phase. 7. The chairman will check by correspondence that a consensus has been reached on the final draft of the CWA. 8. When the consensus is achieved, the CWA will be sent to the CEN-CENELEC Management Centre for publication. 4 Key Resource Indicator (KRI): variable that represents an index for evaluating the resource efficiency of a process and/or impacts associated with their consumption. Workshop structure The working language during the Workshop is English. The TOP-REF CWA will be drafted and published in English. The following hold the responsibility of the workshop. 6.1 CEN Workshop Chairperson A proposal for the chairperson will be made by the Workshop proposers; he/she or any other candidate nominated during the period of publication of this Project Plan or at the Kick-Off will be approved at the Kick-off meeting by the parties present. His / her responsibilities include: Chairing the CEN Workshop meetings, Monitoring the progress of the CWA, Interface with CCMC regarding strategic directions, problems arising, external relationships, etc. Guides the work towards consensus. 6.3 CEN Workshop Secretariat 4

5 The CEN Workshop Secretariat is providing the formal link to the CEN system. The following main activities will be carried out by the Workshop Secretariat: Is responsible for administrative tasks of the CEN Workshop Agreement Forming the administrative contact point for CWA project, Makes and follows up on action lists, Ensures that the Workshop Agreement follows the directives, Administrating the liaison with relevant CEN/TCs, if applicable. 7. Resource requirements The registration and participation at this CEN Workshop is free of charge. All costs related to the participation of interested parties in the Workshop s activities have to be borne by the interested parties themselves. The TOP-REF project (funded under the European Union Seventh Framework Programme FP7, grant agreement n ) includes participation from Danish Standards in the Workshop secretariat. 8. Further information (related activities, liaisons, etc.) Liasons are not foreseen in this CWA, however input from CEN TCs will be highly welcomed.
