Council Goal, Objective(s) and Activity(ies) Self-Advocacy Leadership Goal 4: By the end of the fiveyear state plan, a minimum of 250 Floridians with intellectual and developmental disabilities and a minimum of 100 family members or allies who are not currently participating in leadership and advocacy will participate in leadership, advocacy and systems change activities in culturally diverse or cross-disability coalitions. Objective 2: By the end of the five-year state plan, a minimum of 100 individuals with intellectual and developmental disabilities and people in their circles of support will increase their knowledge of self-advocacy, public advocacy, leadership and self-determination. Key Activity 1: Utilize Partners in Policymaking to educate individuals with intellectual and developmental disabilities and their circles of support on self-determination, disability systems and influencing policymakers. 6. Contract Period September 1, 2017 August 30, 2017 Programmatic Information 7. Need for the Project Partners in Policymaking (PIP) is an advocacy training program for individuals with developmental disabilities and family members. The program is designed to provide information, training, and skill building so that participants may better advocate on their own behalf. The intended goal is to achieve a partnership between people needing and using services and those in a position to make policy and law. Nationally, there are more Page 1 of 10
3 than 8,000 Partners graduates serving on committees and boards at local, state and national levels. The Council established a Partners in Policymaking training program in After approximately seven years as a contracted service, the Council brought the role of PIP coordination in-house. From 2007 to 2013, the Council once again contracted this service to an outside provider. The 2014 class was implemented with a combination of in-house and contracted coordination. The PIP program requires a dedicated coordinator due to the planning level required for an effective program. Each class typically has 25 to 35 participants and consists of six training sessions. The coordinator must work to ensure all participants have the supports they need to fully participate in the program, including assistance with travel arrangements, respite and PCA needs, and an understanding of the time commitment involved. The coordinator must also work to ensure an effective, well-planned, and well-organized program by obtaining nationally-recognized presenters on a variety of topics; creating pertinent homework assignments for participants; managing the project budget; and assisting participants and graduates of the program in their advocacy efforts. 8. Description of the Project This project will provide for a coordinator for the Partners in Policymaking program. The coordinator will be responsible for all aspects of the planning and execution of the 2017 class and preliminary planning for the 2018 class. The coordinator will also be responsible for the development and implementation of activities focusing on the Florida graduates of the program. 9. Project s Services to be Provided Project Coordination: The Provider will coordinate all aspects of the Partners in Policymaking (PIP) program, including but not limited to the following: 1. Facilitate the application review process for the 2017 PIP Class; 2. Determine the location(s) of the 2017 PIP Program, with approval from the Advisory Committee; 3. Notify applicants of the outcomes of the application review process (acceptance or denial for the 2017 PIP Class); 4. Secure meeting space and sleeping rooms for the 2017 PIP Class; 5. Ensure that all facility space is appropriate and accessible by conducting at least one pre-program visit; 6. Develop catering menu and rooming lists prior to each session; 7. Negotiate all hotel contracts and submit to the Council Program Manager for review and approval; Page 2 of 10
4 8. Reserve all necessary audio/visual or other technical equipment prior to each session; 9. Develop a schedule of at least six sessions and the topics to be covered at each for the 2017 PIP Class with approval from the Advisory Committee; 10. Secure contracts with speakers for all sessions, with approval from the Advisory Committee; 11. Develop agendas for each session, with input from the Advisory Committee; 11. Collaborate with Council staff to develop and provide participants with relevant materials and handouts for each session; 12. Coordinate on-site facilitation at each of the sessions; 13. Schedule and participate in conference calls with the Advisory Committee at least once per quarter; 14. Establish an address specifically for PIP-related correspondence; 15. Establish a fax number and phone number for PIP-related communications; 16. Process all correspondence, including applications, via the Coordinator s and fax, and if necessary, by providing the Coordinator s business mailing address; 17. Review and evaluate all participants requests for respite and/or PCA reimbursement and approve as needed; 18. Review and evaluate all participants requests for accommodations and/or assistive services and approve as needed; 19. Ensure that all participants have the accommodations (including travel and hotel arrangements) necessary for full participation in the PIP program; 20. Collect and review participant respite and PCA invoices and submit to the Council for payment; 21. Collect and review participant and speaker travel reimbursement requests and submit to the Council for payment; 22. Develop the budget and submit to the Council Program Manager for review and approval; 23. Efficiently manage the project budget; 24. Utilize participant feedback to evaluate each speaker and each session relative to the goals and objectives of the PIP program; 25. Maintain communication and work collaboratively with PIP participants, speakers, Advisory Committee members, and the Council s contract manager. Page 3 of 10
5 Graduate Activities: The Provider will work to keep graduates of the Florida PIP program informed and engaged through the following activities: 1. Develop a detailed plan of strategies and activities to increase awareness and advocacy of PIP graduates (may include electronic newsletter; listserve; survey, etc.); 2. Collaborate with the Council s Public Policy Coordinator to best utilize and assist graduates in the Council s advocacy efforts; 3. Work to assist the regional PIP graduate coalitions through information sharing and technical assistance where appropriate; 4. Facilitate participation of the 2017 PIP graduates at the 2018 Developmental Disabilities Awareness Day in Tallahassee; and 5. Distribute, collect and analyze follow-up evaluations for the 2017 PIP Class. Marketing: 1. Develop and implement a marketing plan to increase awareness of and participation in the PIP program; 2. Ensure that all marketing materials use the FDDC logo and sponsorship language; 3. Submit all marketing materials in both hard copy and electronic format for approval prior to publication or distribution; and 4. Inform the Council s contract manager of any events where the Provider will be representing the PIP program. 10. Anticipated Outcomes of the Project (include the Outcome as stated in the State Plan for this Objective) Goal Outcomes: Outcome 1: The Florida SAND state self-advocacy organization led by individuals with intellectual and developmental disabilities will have developed the infrastructure to sustain as an independent, non-profit organization. Outcome 2: A cadre of trained leaders representative of the diverse geographic regions of the state will be established and available to provide leadership training to individuals with intellectual and developmental disabilities who desire to become leaders. Outcome 3: The number of individuals with intellectual and developmental disabilities and their family members participating in cross-disability and culturally diverse leadership coalitions, including participation on local- and state-level systems change boards, coalitions and teams representative of areas of emphasis, will be increased. Outcome 4: The number of individuals representative of outcomes 1 3 above will Page 4 of 10
6 increase by a minimum of 250 Floridians with intellectual and developmental disabilities and 100 family members or allies. Objective Outcomes: Activity 1: 1. PIP students will indicate they built their knowledge and capacity in self-determination, disabilities systems, educating and influencing public policymakers. 2. PIP graduates will develop a relationship with a policymaker as a mechanism for sharing information on disabilities topics to educate and influence public policies. 3. PIP graduates will initiate a project for systems change to positively impact individuals with intellectual and developmental disabilities. Objective Outputs: Expected Outputs: Activity 1: 1. Sign-in sheets, agenda and training materials will be reviewed. 2. A report on satisfaction by participants with Partners in Policymaking will be reviewed. 3. A report on graduate activities, provisions of technical assistance and graduate outcomes will be available. Sustainability 11. Plans for project beyond Council funding 12. How will sustainability efforts be implemented? It is anticipated that the Council will continue to financially support this project. N/A Populations to be Served 13. Target population to benefit 14. How will this project address the needs of unserved and underserved populations? 15. How will cultural diversity be addressed? Individuals with intellectual and developmental disabilities and family members/guardians. The training curriculum directly addresses the needs of unserved and underserved populations through its diversity. Graduates representing all backgrounds continue to actively recruit participants. The project will produce marketing to attract those of diverse backgrounds. All participants will be encouraged to keep the needs of unserved and underserved populations in mind as they develop their projects. Marketing of PIP will include efforts to attract individuals with diverse backgrounds, and the training curriculum has consistently been sensitive to diversity. Public Policy 16. PIP participants join the Council annually for Developmental Disabilities Day and will be recruited to plan local DD Days. Developing and facilitating regional graduate activities will add more self-advocates and family members to the Council s advocacy efforts to educate legislators on advocacy issues. Providing technical assistance to regional graduate coalitions, assisting the PIP Coordinator in presenting at the legislative weekend, and assisting in getting mock committee members will enhance training for the Council s public policy efforts. Project Evaluation 18. Brief description of Evaluation plan / activities for this project Data Evaluation & Measurement: Activity 1: 1. Pre- and Post-knowledge tests of self-determination, disabilities systems and educating and influencing public policy makers will be conducted and aggregated for review. 2. Post-surveys will be conducted on 1) satisfaction with course; 2) policymakers with whom student developed a relationship; 3) program or activity implementing, systems change anticipated, and a written work plan to complete the program/activity. Performance Measures: IFA 1.1 The number of people with developmental disabilities (10) who participated in Council supported activities designed to increase their knowledge of how to take part in decisions that affect their lives, the lives of others, and/or systems IFA 1.2 The number of family members (15) who participated in Council supported in activities designed to increase their knowledge of how to take part in decisions that affect the family, the lives of others, and/or systems IFA 2.1 After participation in Council supported activities, the percent of people with developmental disabilities (10) who report increasing their advocacy as a result of Council work.
