4 BY-LAWS WAKE COUNTY JUVENILE CRIME PREVENTION COUNCIL Article I Name and Purpose The name of the Council shall be the Wake County Juvenile Crime Prevention Council. The purpose of the Council shall be to: 2.1 Assess the needs of youth in Wake County, giving particular attention to the needs of delinquent youth, status offenders and youth-at-risk and to report these findings to the Wake County Human Services Department, the County Manager and County Commissioners. 2.2 Monitor grant compliance and evaluate program effectiveness for youth programs receiving state, JJDP funds and other grant funds where Wake County is the administrative pass-through agency. 2.3 Work cooperatively with County departments, the City of Raleigh, non-profit coalitions and the Wake County Public School System to strategically plan and implement delinquency prevention programs and community-based alternatives to detention and training school. 2.4 Make annual recommendations to the Wake County Manager for individual program allocations. Article II Membership Members shall be appointed by the Wake County Board of Commissioners. Each appointment shall be for two-year terms. Members may be re-appointed for additional terms. At any time a Juvenile Crime Prevention Council member has received three unexcused absences within one year, the member will be considered a non-active member and will not be recommended for reappointment. The definition of unexcused is an absence for which a member does not contact the Chair or staff in advance. After three unexcused absences, according to the by-laws, the member is removed from the Council. The definition of excused is an absence for which a member contacts the Chair or staff in advance, and if the absence is due to inability to leave court, school, job, or other emergency such as accident, family emergency, etc. Only three excused absences are allowed per year. 1
5 Section 3. Therefore, if a member misses a total of six, they would be removed from the council. A member should notify the chair prior to a meeting as to whether they will designate a proxy in attendance and whether that proxy has voting rights. Membership shall be consistent with the state s prescribed representation from diverse agencies and stakeholders in the community. Article III Officers Section 3. The officers shall include a Chairperson, who shall conduct all meetings, and a Vice-Chairperson, who shall assume the duty of the Chairperson in his/her absence. The Operations Manager will execute the appropriate business affairs as directed by the Juvenile Crime Prevention Council and shall be the county manager s designee member of the Juvenile Crime Prevention Council. The Chairperson and Vice-Chair shall be elected by the membership at its first meeting each fiscal year. Officers shall be elected for one (1) year terms and may succeed themselves. Article IV Meetings Section 3. Section 4. Section 5. Section 6. The Council shall meet on a regular monthly basis on a day and time adopted by the membership. Written notification of regular meetings shall be mailed five (5) days prior to the meeting by the chairperson or his/her designee. The Chairperson may call special meetings of the Council providing notification is given by telephone or in writing three (3) days in advance. Minutes shall be taken at every meeting and distributed to members prior to or at the time of the next regular meeting. All meetings shall be open to the public. No official business can be enacted unless one half of the appointed members are present. Majority vote of the members present shall be required for passing a motion. Article V Committees 2
6 All members of the Juvenile Crime Prevention Council will volunteer to serve on one or more of the committees as designated in the annual strategic plan. The Chairperson shall appoint such other committees as may be necessary for the conduct of the Council's affairs. Article VI Rules of Procedure All meetings of the Wake County Juvenile Crime Prevention Council shall be conducted in accordance with Robert's Rules of Order, the latest edition thereof. No member of this council shall cast a vote on the provision of services or allocation of grant funds which would provide direct or indirect benefit to that member. This includes council members who are on the Boards of Directors, are paid or volunteer staff, or are the family of staff or board members of service providers or potential recipients of grants. The member shall not participate in the council s discussion of the matter except to disclose facts and to respond to questions. The member shall not attempt to exert his or her personal influence with respect to the matter, either at or outside the meeting. (This proviso applies to participation in voting on matters that relate to the organization to which the member may have some connection. It does not prohibit the member from voting or participating in discussion of other agencies.) Any member of the Council will disclose to the Chairperson of any conditions, commitments or relationships with any organizations seeking or receiving funding allocations or other factors that might be, or be perceived to be, a conflict of interest. Article VII Amendments Changes to the Bylaws must be approved by a quorum present at a Juvenile Crime Prevention Council meeting and with prior notice of the particulars having been communicated in writing prior to the meeting. 7 Wake County JCPC Screening Criteria for Program Applicants 2008 Proposal Evaluation Face Sheet Programmatic No Comments Is it clear what service the program is providing and how it will be implemented? Is there a clear description of who will be served and the referral sources? Administrative If a private, non-profit, is there documentation of the applicant's 501(c)(3)? Are there any conflicts of interest that would preclude funding? Does the program: Reduce the use of alcohol or controlled substances? Fulfill restitution to victims? Detect gang participation and divert youth from gang participation? Is program accessible to youth? Provide Transportation? Has the program coordinated its planning efforts with DJJDP, other community partners or the school system where appropriate? Currently Funded Programs Does the proposed program provide a SPEP service and SPEP score? If yes, can the program demonstrate any potential improvement in the score? If currently funded, has the program reported outcomes achieved in the last full fiscal year? If previously funded, has the program completed applications, revisions, client tracking, financial accountings and other requested documentation in a timely and accurate manner? If currently funded, does past program performance or compliance with Policies and Procedures preclude funding? 4
8 Wake County Priority Risk Factors Proposal clearly identifies and describes one or more risk factors consistent with the JCPC Request for Proposals. The proposed activities will have significant impact on the risk factors in the target population. Individual Aggressive/Assaultive behaviors Mental health and substance abuse problems Screening Criteria Continued Peers Association with delinquent peers Gang involvement/association Family Poor parental supervision Ineffective parenting skills School School behavior problems School suspensions Proposal does not identify JCPC identified risk factors Proposal identifies risk factors consistent with those prioritized by Wake County JCPC (listed above) Proposal describes how the program will address one or more prioritized risk factor Proposed activities are reasonable in scope to address the identified risk factors and can be accomplished during the contract period Proposal describes activities that will significantly impact the population or community affected by the need Comments: DJJDP Success Factors Proposal clearly identifies and describes one or more measurable success factors consistent with the Department of Juvenile Justice and Delinquency Prevention. The activities to address the factors should significantly impact the likelihood of success. Reduce subsequent complaints Reduce violations of community supervision terms Reduce convictions for subsequent offenses Increase parental accountability/involvement Proposal does not address success factors Proposal identifies success factors consistent with those identified above Proposal identifies measurable success factors reasonable for the scope of the project Proposal describes activities that will significantly impact the likelihood of achieving the success factors Proposal describes an evaluation method for measuring success factors 5
9 Screening Criteria Continued Client Based Outcomes Proposal clearly identifies and describes one or more measurable outcomes consistent with JCPC goals and priorities. The outcomes will have significant impact on the target population and/or affected community Proposal does not identify outcomes Proposal identifies measurable outcomes consistent with JCPC goals and priorities Proposal has researchbased components showing evidence that the project should significantly impact program participants Research-based outcomes are reasonable for scope of project and can be accomplished upon contract initiation. Proposal describes an evaluation component for measuring outcomes Comments: Budget/Sustainability Proposal presents a clear and reasonable budget and identifies additional resources other than JCPC and/or County funds that can help support the proposed program/service during and beyond funding period. Resources may include volunteers, in-kind contributions, cash donations, goods, supplies and services donations, grants, and/or contracts Proposed budget is not clearly described Proposed budget provides adequate explanation for costs of the project and budget is consistent with the proposal narrative Proposed budget is reasonable (cost per client) for the program type Proposal includes additional resources/revenue (funds or in-kind) that will significantly support the program Proposal includes a plan for sustainability (non JCPC funds) beyond the funding period Comments: 6
10 Screening Criteria Continued Organizational Capacity The proposal demonstrates the applicant organization s skills, experience, and resources necessary to implement the project Proposal does not provide evidence of skills and experience necessary to implement the project Proposal provides confirmed evidence of success at initiating, maintaining and completing similar projects of similar magnitude Organization has staff resources with the skills, experience and/or credentials to conduct an accountable and responsible project with identified target population Proposal provides confirmed evidence of successful past performance with identified target population Comments: 7
11 REQUEST FOR PROPOSALS FOR FISCAL YEAR The (JCPC) and Wake County Human Services (WCHS) seek proposals for community-based programs targeting delinquent youth (ages 10-17), or those at highest risk of juvenile court involvement. Contingent upon funding availability, the Department of Juvenile Justice and Delinquency Prevention will award grants to nonprofit and governmental applicants providing services consistent with the Wake County JCPC annual plan. A 30% local match (in-kind or cash) is required. The NC General Statute (143B-549(b)) states Juvenile Crime Prevention Councils shall ensure that appropriate intermediate dispositional options are available and shall prioritize funding of intermediate and community level dispositional options. Proposals that ensure appropriate community-based intermediate dispositions, per legislative mandate, will receive priority. Wake County JCPC is seeking proposals for evidence-based programs for youth and their families to address the following risk and protective factors: Risk Factors Protective Factors Individual Aggressive/Assaultive behaviors Mental health and substance abuse problems Family Poor parental supervision Ineffective parenting skills Peers Association with delinquent peers Gang involvement/association Schools School behavior problems School suspensions Social competencies and problem solving skills Social support from adults and peers Bonding to prosocial others and activities Family communication Effective parental supervision and skills Opportunities for prosocial family involvement Positive relationships with prosocial peers School connectedness Involvement in prosocial school activities Major service gaps identified by the Wake County JCPC include the development and strengthening of effective and accessible alternatives to suspension programs, gang prevention and intervention programs and programs that increase parental involvement and support. Programs will be expected to impact the reduction of participants subsequent juvenile complaints, violations of community supervision and subsequent juvenile court convictions. Wake County JCPC is particularly interested in programs that are culturally competent, inclusive and accessible to youth and their families.
