3 White Canes Project Whereas Districts N-3 & N-4 are aware of the work that the CNIB does in providing independent living skills for persons who are blind or partially sighted, Whereas the CNIB have recently lost the funding that permitted them to provide white canes free of charge, they have reached out to Lions clubs in our Province to provide funding so that they can continue supplying the necessary white canes, Whereas white canes with a typical life span of 2-5 years are needed in all geographical locations in NL as per the following age breakdown: 0-17 yrs. 5%; yrs. 45% and 64+ yrs. 50% and as per actual average cost price of $36.00 per unit for standard and support canes. With the adding of additional water-proof labeling and inflation costs we have projected an overall cost of approximately $39.00 per cane. Moreover, using CNIB actual figures over a two year period and projecting these figures to four years we estimate that CNIB will require 358 white canes, Be it resolved that the District Lions Clubs of N-3 and N-4 jointly support the CNIB White Cane four year project proposal and pledge support as a group for a total donation of $14, between now and May 15, Annual commitment will be $3, per fiscal year with each district providing $1, of the annual cost to CNIB by May 15th of each calendar year. Notice of Motion Policy Additions Volume 1, Section III.H.22 Committee Mandates Sight Conservation and Work with the Blind Committee White Cane Project Fundraising encourage Clubs to donate, through the District Sight Conservation and Work with the Blind Committee, at least one White Cane per year to the CNIB for Newfoundland & Labrador. Activities encourage clubs to cooperate with professional organizations and agencies, including the CNIB, in developing programs and supporting the White Cane project in Newfoundland & Labrador. Volume I. Section VI.I Finances District Donations 2. White Cane Project requiring a portion of the Journey for Sight, or Diabetes Cavalcade funds to go toward supporting the purchase of White Canes through the CNIB, NL division.
4 1. Funds will be collected as follows: White Canes Project Policy N-3 commitment will be based on total number of clubs in the District as well as membership in each club. Presently there are 39 clubs. For 33 clubs with lower membership they will be asked to contribute $39.00 (1 cane) and the remaining 6 clubs with the higher membership will be asked to contribute $78.00 (2 canes). This combination will be set at the beginning of each year depending on the total number of clubs in the District. N-4 commitment will be to ask each club in the District to donate $39.00 (1 cane) annually. N-4 collection policy for the White Cane Project will be reviewed annually at its N4 Spring Convention. 2. The Sight and Conservation Chairperson in each District will be club advisor for the project and supply clubs with the necessary project information. The Chairperson will also provide an annual invoice and direct clubs to forward their cheque to the District CST, clearly indicating on the front section of the cheque the words CNIB White Canes. The CST will record all income from the CNIB project and forward a cheque along with a list of individual club donators and amounts to the CNIB Provincial Office by May 15th. The Chairperson will be responsible for submitting a list of Clubs with the number of club canes that each donated and total donation to the District Governor for inclusion in the spring Newsletter. 3. The CNIB will be responsible for providing each cane with a watertight wrap around label affixed with the Lions Club logo and the words Donated by the Lions Club of NL. Printed and in Braille. 4. If the CNIB does not utilize the full $3, White Cane donation within a given year the unused amount will be accrued toward the Lions White Cane commitment for the following year. 5. The project requires that monies donated to the CNIB will be used strictly for the purpose of purchasing white canes. CNIB will provide the Lions Club an annual report detailing funds received, funds carried forward from prior year, canes purchased and issued and balance of funds, if any, to be carried forward to the next year.. 6. If in any year the amount collected by the District falls short of its $1, annual goal, Cabinet will discuss the shortfall and decide upon a course of action. 7. Any changes to this agreement must have the approval of both Lions Districts. For Information Purposes Only Request for Funding LIONS DISTRICT N-4 FUNDING OF EYE MISSION TO HAITI IN 2015 Lions Bradley Moss and Michael Foote request Lions of District N-4 to allocate $4000, from existing budget lines, to partner with Team Broken Earth and the Pétion-Ville Lions Club and/or the Haitian Lions Relief and Reconstruction Committee, to undertake an eyeglass mission to Haiti in Fall This is a step in assessing the feasibility of establishing an annual eyeglass mission to Haiti.
