2 SECTION. PROJECT DESCRIPTION. 1. Project eligibility under the Gold Standard Title: Micro Scale Improved Cook Stove Project of Bagepalli Coolie Sangha Version: 02 Date: 11 th May 2012 The proposed project activity is by Bagepalli Coolie Sangha a 34 year old membership based registered organisation formed by small and poor peasant families in their respective villages. The project activity is to provide Improved cook stoves (ICS) to the rural communities for their daily needs of cooking and water heating and replace the inefficient traditional cook stoves. The project activity promotes local sustainable development and fits into the project eligibility criteria as follows: 1. Type of Project ctivity: The project activity fits in the End-use Energy Efficiency Improvement category - The project activity reduces the amount of energy for delivering or producing non-energy physical goods or services. The Improved Cook Stove reduces the amount of fuelwood for cooking and hot water bath thereby reducing the amount of energy. 2. Scale of the project activity: it is a Micro scale CDM project activity. For GS purpose, it will be a small scale project activity. 3. Host Country or State: The project activity will be in Non-nnex I country India, and is eligible as GS CDM project. 4. Greenhouse Gases: The emission reduction GHG is CO2 and is thus eligible under UNFCCC and the Gold Standard. 5. Financial Plan: The project activity will not be using OD funding. The project implementation will be only through carbon finance. The OD declaration form is uploaded to the GS Registry from the Project Proponent - BCS in this regard. 6. Project Timeframe: Project registration type is normal. The start date of crediting period of the project activity is the same as that of CDM project activity i.e. 1 st Jan 2013 as mentioned in the PDD. 7. Previous announcement check: The project was not previously announced to be going ahead without the revenues from carbon credits. It is a project that is conceived by BCS to implement with GS CDM revenues. 8. Other Certification Schemes: The project will not claim any other certificate and thus double counting would not arise from the issuance of Gold Standard carbon credits. The project is conceived exclusively by BCS to implement with GS CDM revenues. Based on nnex C, Guidance on Project Type Eligibility Project of the Gold Standard nnexes to Toolkit Version 2.1, Improved distributed heating and cooking devices, cook stoves involving a large amount of small, distributed heating, cooking or electricity generation devices using renewable energy sources shall provide the Gold Standard with a clear description of the transfer of credits ownership all along the investment chain, and with proof that end users are aware of and willing to Gold Standard Passport version 2.1 July

3 give up their rights on emission reductions. The project will be implemented only after successful validation and registration as a GS CDM project. During implementation of the project activity, after distribution of improved cook stoves and satisfactory functioning, an end user agreement will be signed with the end user, wherein she is aware and willing to give up their rights on emission reductions to BCS. draft end-user agreement is uploaded on the GS Registry, which will be signed as soon as the project is registered and they start using Improved cook stove. Thus based on the above, the project activity is eligible as a GS CDM project activity. The project activity is eligible under II.G methodology, Version 3, due to the following: i. This category comprises appliances involving efficiency improvements in the thermal applications of non-renewable biomass. The project activity is introduction of CHULIK, a high efficiency biomass fired cook stoves at household level for cooking and water heating with a thermal efficiency of In the baseline, inefficient cook stoves are being used with an efficiency of ii. Chickballapur district was part of the erstwhile Kolar district during Based on the study, the fuel wood requirement in 1987 was 8 lakh tonnes/annum against the production of 0.31 lakh tonnes. Thus the non-renewable biomass (f NRB) in 1987 was 96%. o Thus the communities were using non-renewable biomass since 31 st December iii. Type II project activities or those relating to improvements in energy efficiency which reduce energy consumption on the supply and/or demand side, shall be limited to those with a maximum output of 20 GWh per year for a CDM micro scale project activity or an appropriate equivalent, which is below 60 GWh (thermal) and will remain under the limits of micro-scale project activity during every year of the crediting period as shown below. The maximum number of eligible households that can be disseminated with the stove in this project activity is therefore limited to 60 GWh th/ GWh per household = 4,717 households. The project activity will remain under the limit of micro-scale project activity types (annual energy savings below 60 GWh) during every year of the crediting period, because the maximum number of households that will be disseminated with the stove under the project will be limited to 4,500. Thus the total energy savings during the year will be x 4,500 = GWh. Considering the above, MS II.G, Version 3 is applicable to the project activity.. 2. Current project status This is a CDM micro scale Project based on Guidelines for demonstrating additionality of microscale project activities, Version 03, nnex 23, EB 63. The project activity is implementation of 4,500 Improved Cook stoves, Chulika. The project activity falls under Type II project activity, methodology II.G. Energy efficiency in thermal applications of non-renewable biomass. Each improved cook stove has thermal energy saving of GWh th (see Section B.2 of the PDD). Thus 4,500 Chulika will be distributed under the project activity that will have an energy savings of GWh. This is less than 60 GWh th2. The project activity will remain under the limit of micro-scale project activity types (annual energy savings below 60 GWh) during every year of the crediting period, because the maximum number of households that will be disseminated with the stove under the project will be limited to 4,500. Thus the total energy savings during the year will be x 4,500 = GWh th. The end users of each of the improved cook stove are individual households. Hence it justifies qualifying as a CDM micro scale project activity and is deemed additional. The project has been submitted to DOE for validation. The project will be executed with carbon revenue after the project gets registered as a CDM project. The Gold Standard Stakeholder s meeting was conducted on 10 th of March 2012 based on GS Version 2.1. The Communication to UNFCCC and NCDM with regard to Prior Consideration of CDM was on 14 th March GWh (e) x 3 = 60 GWh th. s per General Guidelines to SSC CDM methodologies. 5 Thus, as of now the project is not operational or under construction at the time of first submission to the Gold Standard. The likely start of the project activity is only after successful validation and registration of the project activity. Likely start of the project activity i.e. distribution of Chulika will be 01/01/2013. Start of crediting period will be 01/01/2013 or the date of registration with UNFCCC whichever is later. Non-technical summary Non technical Summary 1 Purpose of the project activity The Bagepalli Coolie Sangha is a registered community based 34 year-old people s organization formed by small and poor peasant families (landed and landless agricultural labourers) in their respective villages. 38,615 small and poor peasant families have formed village level Coolie Sangha Units (CSUs) in 915 villages. The Coolie Sangha is self-financed through a system of Sangha Fund contributions made by the Member families. The Coolie Sangha gives an identity and protection to its Members and supports them in issues and struggles aimed at their empowerment. The Coolie Sangha implements various grassroots Gold Standard Passport version 2.1 July

6 planned developmental activities, including children's education, community and referral health, petty credit for Coolie women, activities to support young widows and deserted women, a village level decentralized credit activity, agricultural development, etc. The project aims to replace the inefficient traditional 3 stone/mud stoves with Improved Cook Stove, thereby reducing fuel wood consumption and reduce Greenhouse Gas emissions in approximately 5,000 families. The proposed Gold Standard CDM project activity will be implemented with the financial support of carbon credits. This mechanism will enable the project beneficiaries, mainly vulnerable households, to get Improved Cook Stoves free of cost. 2. Project components Currently, biomass is used as fuel in traditional cook stoves to meet their domestic cooking needs. These traditional stoves are inefficient as they consume more wood, emit noxious gases that cause indoor air pollution and are hazardous to health. In India, biomass meets about 75% of the rural energy needs whereas in Karnataka, it accounts for 89% of primary energy needs for cooking. This higher dependency on various biomass sources, mainly firewood is leading to deforestation. The traditional cook stoves currently used by the rural communities are relatively inefficient at 10% while the proposed Cook Stove CHULIK has efficiency greater than 25% and according to guideline of MNRE is an Improved Cook Stove. The improved cook stove will save fuel wood by reducing consumption which will reduce green house gas emissions and will be able to meet the sustainable development goals of the host country. Implementation of the proposed CDM project will be after successful validation and registration of the project with UNFCCC as the project will be financed through carbon credits. 3. Contribution to sustainable development The project contributes to sustainable development goals of the country. Social benefits: Reduction of drudgery to women and children who spend long hours to collect fuel wood. Increases women and children's overall health situation by reducing smoke thus eliminating health hazards from indoor air pollution. Economic benefits: Will provide employment to local communities through repair and maintenance of Improved Cook Stoves. Reduced purchase of fuel wood. Environmental benefits: Improves the biodiversity of the project area by reducing deforestation. void environmental pollution by switching from traditional cookstove to Improved Cook Stove thus reducing Green House Gas emissions and other pollutants such as CO, N 2O and other particulate matter. Technological benefits: Communities will benefit from repair and maintenance knowledge of Improved cook stoves. Gold Standard Passport version 2.1 July

7 Continued innovation of improved models will lead to better utilization of energy needs. 4. There was representation from GS Support NGO. few households were given Chulikas to get their feedback before implementation as a CDM project. They were also part of the stakeholder s meeting. Opening of the Meeting The meeting was opened by an address from Mr. Ram Esteves, Project Director, DTS. Welcoming the gathering of the Coolie Sangha members, he was in praise of the efforts of Bagepalli Coolie Sangha to rid themselves of exploitation and empowerment of women. He highlighted the role of BCS in implementation of BCS CDM biogas project and wished them all success in implementation of this project which is especially been implemented for families without cattle and space to build biogas. 2. Explanation of the Project ctivity Mr. Venkatanarasappa, President of BCS, explained the purpose of the project activity which aims to replace the inefficient traditional 3 stone/mud stoves with Improved Cook Stove, thereby reducing fuel wood consumption and reduce Greenhouse Gas emissions in approximately 5,000 families. He explained that the proposed Gold Standard CDM project activity will be implemented with the financial support of carbon credits. This mechanism will enable the project end users, mainly vulnerable households, to get Improved Cook Stoves with carbon revenue. Through this CDM project, BCS is planning to distribute 5,000 Improved cook stoves to the Coolie Sangha families in the 5 taluks of the Chickballapur district namely Bagepalli, Chickballapur, Chintamani, Gudibanda Gold Standard Passport version 2.1 July

42 and Sidlaghatta. He explained that the purpose of the meeting was to give clarity about the project activity to the stakeholders and get their feedback on sustainable development of the project activity. The BCS President also explained the financial model which is through carbon revenue and monitoring requirements for the project activity. 3. Demonstration of Improved Cook Stove Mr. Prashant, Demonstrator from ISqaure D was present at the meeting. He demonstrated the use of Chulika in the proper way to maximize efficiency. He showed the way to ignite the stove without use of kerosene. He also demonstrated the sizing of fuelwood and efficient use of the stove to attain maximum thermal efficiency. Participants of the meeting were appreciative of this demonstration and rightful use of the stove. 4. Clarification of questions about project activity This session on answering questions on the project activity was taken by BCS President Mr. Venkatanarasappa. He was assisted by Mr. Towfeeq hmed, Program Co-ordinator DTS and Mr. Prashant from ISquareD. The doubts of Coolie Sangha women were clarified by not only the project proponent, but also by some of the women who were using Chulika in a demonstration mode. 5. Completing the sustainable development checklists and its monitoring Mr. Towfeeq hmed deliberated upon the environmental, social, technological and economic development indicators for the project activity. Women currently using Chulika under the demonstrative phase were able to deliberate upon the positive impacts of Improved Cook Stove on sustainable development checklists. Indicators were either scored positive or neutral and none as negative. 6. Closure of the Meeting Vote of thanks was proposed by BCS President, followed by lunch to all the attendees of the meeting. 47 SECTION D. SUSTINBLE DEVELOPMENT SSESSMENT D. 1. Own sustainable development assessment i. Do no harm assessment Description of relevance to my project Human Rights The project activity involves distribution of improved cook stoves to willing CSU families in the BCS villages, who are willing to replace their traditional inefficient cook stoves. part from fuelwood and monetary savings, Improves Cook Stoves have benefits in reduced drudgery and reduced smoke related health hazards. The drudgery is primarily due to the collection of firewood and is directly proportional to the total amount of firewood consumed in the household. The lesser the fuel consumed, the lesser the drudgery 3. Thus the project does not involve issues of human rights including dignity, cultural property and uniqueness of indigenous people. The project is also not complicit in Human Rights abuses. The BCS respects personal, political, economic, social and cultural freedom of CSU families. The project involves distribution of improved cook stoves to the existing families, which will be used in the existing Kitchen in place of the traditional stoves. The improved cook stoves are compact 4 (height 25cm and diameter 27 cm) and can be carried around as per convenience and hence, the project activity does not involve and is not complicit in involuntary resettlement. The project boundary is individual existing houses and does not involve and is not complicit in the alteration, damage or removal of any critical cultural heritage and sites with natural environmental features with cultural values. The tradition in the rural households is to use 2 stoves for cooking and heating water purposes. BCS is distributing cook stoves to CSU families after procuring from the manufacturer. The freedom of association and right to collective bargaining is an inherent culture of BCS 5. Thus the project activity will not hinder freedom of association and the right to collective bargaining of BCS employees and end user CSU families of the project activity. The project activity will involve having village level volunteers BCS Balakendra teachers / Village Health workers who will assist in monitoring the project activity. They are adults and are involved in the activities of BCS for several years now 6. They will be involved in monitoring voluntarily and does not involve and is not complicit in any form of forced or compulsory labour or even child labour. The project does not involve and is not complicit in any form of discrimination based on gender, race, religion, sexual orientation or any other basis. BCS is a membership based organisation comprising of small and poor peasant families, landed and landless agricultural labourers who are united to rid themselves against exploitation. Environment Protection The project does not involve planting invasive species, agriculture activities or producing hazardous waste. Instead, the cook stoves produces very little ash and smoke as by products compared to the traditional cook inefficient cook stoves 10. Thus the project activity does not pose any environment challenges and is not complicit in practices contrary to the precautionary principle. The project helps in reducing deforestation and improving biodiversity by reducing the quantity of fuelwood used for cooking and heating water purposes 10. The project boundary is confined to existing houses. Thus it does not involve and will not be complicit in significant conversion or degradation of critical natural habitats, including those that are (a) legally protected, (b) officially proposed for protection, (c) identified by authoritative sources for their high conservation value, or (d) recognized as protected by traditional local communities. nti-corruption The project does not involve and is not complicit in corruption. The communities gave positive scores for environmental indicators, water quality and quantity, other pollutants and biodiversity due to implementation of improved cook stoves. However they are long terms benefits and difficult to monitor within the project scope. They did not see any negative impact with regard to balance of payments and investment and technology transfer, though it has positive impacts. There were no negative scores for any of the sustainable indicators by the community. Therefore, the sustainable development indicators are not being re-visited. The stakeholder consultation report, PDD and the Draft Passport Document will be made available on the Gold Standard website for public comments. It will also be web hosted on BCS/DTS website for comments. 2. announcements will be sent to all the stakeholders on the invitation list, NGOs and related experts with regard to download option of the reports. Comments on the documents will be solicited for a period of 60 days. 3. The stakeholder consultation report and the draft passport document will be made available at the local library and the BCS office for a feedback from the public. 4. The report will also be discussed during the BCS cluster meetings for stakeholders who are illiterate. 5. The Grievance Mechanism was not discussed during Stakeholder s meeting.
