Quorum: 4 Purpose To disburse funds as determined by the Whangarei District Council Grants, Concessions and Loans Policy. Key responsibilities include: To carry out the funding process in accordance with the Whangarei District Council Grants, Concessions and Loans Policy in an objective, fair and transparent way. To make recommendations on grants, concessions and loans over $15,000 to Council. Delegations Financial delegation to approve the payment of grants, concessions and loans to the value of $15,000 or less.

Consideration has also been given to social, economic and cultural interests and the need to maintain and enhance the quality of the environment in taking a sustainable development approach. Whangarei Art Museum Report Moved Cr Christie Seconded Her Worship the Mayor That the Community Funding Committee notes the report review of the Whangarei Art Museum. Amendment Moved: Cr Martin Seconded: Cr Glen That the report review of the Whangarei Art Museum be reported to full council. Cr Murphy joined the meeting at 9.46am during discussions on Item 6. Tikipunga Community Trust for swimming pool - $10,000 ii. Tiaho Trust for Getting Out There Expo - $9,000 iii. Vitalise Whangarei (under Northland Chamber of Commerce) for CBD events - $4,500 iv. Whangarei BMX Club for BMX New Zealand North Island Titles - $4,500 v. Lions Club of Mangakahia Charitable Trust True Tales of Maunu-Maungatapere- Whatitiri - $2,200 vi. Whangarei Vegans (under New Zealand Vegan Society) for Vegan Expo - $1,500 vii. Bream Head Conservation Trust for community revegetation project - $1,000 viii. Parent to Parent Northland for Support Parent Training Course - $1,000 ix. Tutukaka Coast Ratepayers and Residents Association for Puke Kopipi project - $1,000 x. 12 7 3 Background The Community Fund is a contestable fund Council offers community groups. The purpose of the Community Fund is to provide small grants for local projects or events that benefit the wider community or a sector of the community. Examples of ideal projects include festivals, community celebrations, workshops, or working bees that involve volunteer labour. The maximum allowable grant is $10, Discussion Nineteen applications were received to Round 2, including three applications that are ineligible. Nine applicants are recommended for a grant. Applications include national events, local expos and community events, heritage and environmental projects, and support for our youth, disabled and elderly sectors. 4.1 Financial/budget considerations The Community Fund has a budget of $60,000 which is allocated over two funding rounds per year. Community Fund budget $60,000 Round 1 allocations $23,236 Available for Round 2 $36,764 The total requested in Round 2 is $105,321. The total recommended for allocation in Round 2 is $36, Policy and planning implications The Grants, Concessions and Loans Policy and the Community Services Funding Guide were applied in the assessment of applications. We received many worthy applications, and have made recommendations based on several factors including priority for the district, alignment with Council s policies and strategies, if it is a new or regular applicant, likelihood of success, and community need. 5 Significance and engagement The decisions or matters of this report do not trigger the significance criteria outlined in Council s Significance and Engagement Policy, and the public will be informed via report publication on the website. 6 Attachment Community Fund Round 2 applications summary. Safety and health. Recreation. Disability and aged sector. Large event. Support based. Community events. Entertainment based. Supports business sector. National event. Eligible expenses total $6360. $ 10,000 WDC funded this project in for the 16/17 summer. We are working with the Trust and DIA on funding strategy going forward. This grant is for 1 month's operation for the 17/18 season. Council may like to consider this for annual operating funding in for the 18/19 season onwards. $ 9,000 Significant event for our disability and aged sector. Great support from and for local businesses. An excellent project for WDC to support. This grant is to cover venue and technical hire, the use of a sign language interpreter, printing costs, and to help provide free exhibition space for not-for-profit groups. Council's District Promotions and Tourism will also support them by providing 1,000 free 'Love it Here' bags in lieu of paying for printed, plastic goodie bags. $ 4,500 This is local solutions to local problems: create a vibrant and thriving CBD, provide free entertainment for the community, and help to lower anti-social behaviour by having a busy CBD. This grant will bring three events to the city centre between May and December this year. Given the limited budget of the Fund, recommending part funding. $ 4,500 Significant event that will bring about 700 riders to the district, and provide free entertainment to locals over Labour weekend. This grant will go towards security for the event, and the hire of marquees and portaloos. Venues & Events staff are also supporting them with marketing and planning. Lions Club of Mangakahia Charitable Trust Whangarei Vegans (under New Zealand Vegan Society) 5,000 True Tales of Maunu- Maungatapere-Whatitiri Community heritage. $ 2,200 Local project of local stories. This request is for print costs (budget shortfall). Given the limited Fund budget, a partial grant is recommended. 1,809 Vegan Expo 2017 Community event. Education and $ 1,500 A good local event attracting a broad cross-section of the community. The 2016 event (its first) attracted interest based. Growing, with over 1000 people so they are moving to a bigger, more suitable venue (Forum North). This request is for good previous event. signage and leaflets. $ 1,000 Good local project with local volunteers at little cost. This grant is for the purchase of plants at cost price Bream Head Conservation Trust 1,900 Community Revegetation Environmental, plus recreation and beautification. Parent to Parent Northland 3,000 Support Parent Training Course Disability sector. Support based. $ 1,000 A course for parents and caregivers of children with a disability or impairment. About half of participants are from the Whangarei district, and some costs ineligible, so partial grant given. Tutukaka Coast Ratepayers and Residents Association Inc 4,826 Puke Kopipi Community Project Environmental, plus recreation and beautification. $ 1,000 A well put together application and a good local project which brings residents together in a voluntary capacity to address a number of local needs. Previously funded $5k by WDC in the 15/16 year. Whangarei Anglican Care 4,140 Senior Chef Aged sector. Support and $ 1,000 A worthwhile programme that helps meet the diverse needs of a growing population sector in our district. recreation based. Whangarei Malayalee Association 3,000 Onam - traditional and cultural meet 2017 Celebration for specific sector of community. $ 1,000 A first time applicant to WDC. The south Indian community members in Whangarei are planning to celebrate their traditional festival called Onam" which falls in the month of September. Onam is a

Northland Pacific Islands Charitable Trust (Fale Pasifika) 3,150 Pasifika Community Programme Education and recreation based for specific sector of community. $ - The project is unclear and under-developed. Mostly for tutor costs. Rotary Club of Whangarei South 10,000 Bernina Fashion Show 2017 Community event. Some youth focus. $ - Good event for the district. Request is for venue hire and technical costs but no quotes or supporting material provided. Received CCS grant. Fund budget doesn't allow for adequate support this time. Staff will connect Rotary with Creative Northland for marketing and strategy support. Huntington's Disease 1,807 Carer's Day/Workshop Disability sector. Support based. $ - Most of the request is for ineligible funds. Only $250 for venue hire is eligible. Association (Auckland) Inc Northland District Rose Society 5,519 National Rose Show 2017 National event. $ - Previously self-funded, but wanting extra marketing. Geoscience Society of New Zealand 3,000 Sponsorship of book on geology and landforms of northern NZ NOT ELIGIBLE - commercial activity and not local Whangarei Rowing Club Inc 5,740 Dredging NOT ELIGIBLE - facility development/improvement Living Theatre Charitable Trust 10,000 The Purple Room Project NOT ELIGIBLE - rent is operating cost 105,321 Recommended $ 36,700 Budget $ 36,764 Difference $ 64 Not eligible Academic/scientific publishers are better suited for this.
