2 GENERAL INFORMATION Before completing this form, please read the relevant sections Lifelong Learning Programme Guide and the 2009 Call for Proposals published by the European Commission. Please consult also the website of your National Agency, which contains additional information on closing dates, National Agency addresses to which the application must be sent, and specific priorities for that year. A link to the European Call for Proposals, the Programme Guide and further information such as Frequently Asked Questions can be found on the Lifelong Learning Programme website: This application form should be completed by the coordinator of the proposed, in cooperation with the partners, giving full details of the including the details of all partners and all planned mobilities and grant requests for every partner. The coordinator must send a copy of the completed form to each partner. The coordinator and the partners complete and sign the declaration (in section 4) and fill the information in part 1.2 on the cover page of their individual copies and submit the form to their National Agencies by 20 February 2009 (date as postmark). The partners must not change any of the information contained form completed by the coordinator; all copies must be identical except for the Declaration and the fields under 1.2 which should be filled separately by all applicant institutions on their copies of the form. Please note that the form should be completed well in advance before the dead-line so that each participating institution is able to post its copy of the application on time. Please note that each National Agency may request applicants to submit additional information in support of a application. Each applicant should check on the website of its National Agency before submitting the form. CHECK-LIST Before submitting the application, please make sure that it fulfils the requirements listed below. [NAs which require electronic submission (online or offline / ) should indicate such requirements here.] The application fulfils the application procedures and has been submitted respecting the closing dates set out Call for Proposals. The form is not hand written (except for the Declaration and part 1.2). The form has been completed jointly by the whole and all partners have received a copy. The form has been completed in full. The Work programme (section 6.1) contains planned mobility activities of each institution and the Requested EU funding table (section 7) contains grant requests in euro for each partner. The form has been completed using the communication language of the (this must be one of the official languages of the EU). The partnership consists of institutions located in at least three of the countries participating Lifelong Learning programme. The eligible countries are the 27 Member States of the European Union, Norway, Liechtenstein, Iceland and Turkey. At least one participating institution is located in a Member State of the European Union at the starting date of the. Each participating institution has checked with the National Agency in its country that it is eligible to participate in a. The copy submitted to each National Agency has been signed by the person authorised to enter into legally binding commitments on behalf of the applicant institution concerned (or a person duly authorised by the legal representative). Each participating institution has fulfilled its contractual obligations in relation to any earlier grants received from the National Agencies concerned. Each participating institution has checked with its National Agency whether there are any national 2
3 eligibility criteria and whether the National Agency requires any additional information to be submitted in support of the application. Please note: It is strongly recommended to indicate application which of the partners volunteer to act as replacement coordinators, should the original coordinator be rejected selection procedure. 36 4. DECLARATION OF HONOUR To be signed by the person legally authorised to enter into legally binding commitments on behalf of the applicant institution. This Declaration must be separately completed and signed by each applicant institution in its copy of the application. Declare that: All information contained in this application, is correct to the best of my knowledge. The organisation I represent has the adequate legal capacity to participate call for proposals. EITHER The organisation I represent has financial and operational capacity to complete the proposed action or work programme OR The organisation I represent is considered to be a "public body" terms defined with Call and can provide proof, if requested of this status, namely: It provides learning opportunities and Either (a) at least 50% of its annual revenues over the last two years have been received from public sources; Or (b) it is controlled by public bodies or their representatives I am authorised by my organisation to sign Community grant agreements on its behalf. Certify that: The organisation I represent: is not bankrupt, being wound up, or having its affairs administered by the courts, has not entered into an arrangement with creditors, has not suspended business activities, is not the subject of proceedings concerning those matters, nor is it in any analogous situation arising from a similar procedure provided for in national legislation or regulations; has not been convicted of an offence concerning its professional conduct by a judgment which has the force of res judicata ; has not been guilty of grave professional misconduct proven by any means which the National Agency can justify ; has fulfilled its obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which it is established or those of the country where the grant agreement is to be performed; has not been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the Communities' financial interests; it is not currently subject to an administrative penalty referred to in Article 96(1) of the Financial Regulation (Council Regulation 1605/2002 of 25/06/02, as amended). 37 In the event of this application being approved, the National Agency has the right to publish the name and address of this organisation, the subject of the grant and the amount awarded and the rate of funding. I acknowledge that administrative and financial penalties may be imposed on the organisation I represent if it is guilty of misrepresentation or is found to have seriously failed to meet its contractual obligations under a previous contract or grant award procedure. PROTECTION OF PERSONAL DATA The grant application will be processed by computer. All personal data (such as names, addresses, CVs, etc.) will be processed in accordance with Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18 December 2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data. Information provided by the applicants necessary in order to assess their grant application will be processed solely for that purpose by the department responsible for the programme concerned. On the applicant's request, personal data may be sent to the applicant to be corrected or completed. Any question relating to these data, should be addressed to the appropriate National Agency to which the form must be submitted. Beneficiaries may lodge a complaint against the processing of their personal data with the European Data Protection Supervisor at any time. This description may be used by the European Commission and/or the National Agency when providing information on selected projects, so please be clear and precise and do not exceed 200 words. There are two disturbing problems of our time: the lack of discipline among a lot of the student (it can severely interrupt lessons); and the lack of motivation (the students are often rewarded materially by their parents, in order to make them to study regularly). These two critical situations bring to the necessity of the consistent parental involvement ir children s education. Discipline problems and disrespect towards the others among teenagers became more a rule than an exception, and these negative attitudes and actions severely impact the motivation of the students to learn and to do a high-quality work ir studies. It also distracts those students who really want to study. Many teachers and students are also gravely bothered by the disorder and danger at school, and not without a reason: approximately every month 3 % of teachers and students in urban schools, and 1-2% in rural schools are robbed or physically attacked. In addition to this, some classrooms are frequently disrupt by other, minor kind of misbehaviour that interrupts the plan of classroom activities and interfere in learning process. A great part of the lesson is dedicated to the discipline problems rather than to the instruction. The cultivation of good habits and discipline in students is a process that must be developed in a partnership, coordinated and communicated with parents and school. Our proposal is to establish common criteria to define a protocol of behaviour. 14
39 5.2 CONTEXT What is the general context of each institution/organisation involved proposed? Is there a specific context as for example: Are the participants in disadvantaged areas? Do they have specific needs for trainees, staff or other groups, e.g. trainees at risk of social exclusion, trainees with special needs, migrants, refugees? If so, please explain. SPANISH CONFEDERATION OF TRAINING CENTERS. In order to achieve its purposes and objectives for the project, the Association will: - Develop educational and informative tasks concerning European Programmes. - Settle campaigns or scheduled activites in order to inform about European Programmes. - Publish papers concerning European Programmes. - Participate in European programmes, projects and activites. - Arrange, for our internal use as well as for society s, debates, campaigns, conferences and seminars to encourage the offer of European Programmes. - Develop educational activites for the members. - Develop teaching and educational activities for all the collectives. - Promote professional contacts and exchanges, in order to face Works and investigations developed in Europe through the European Programmes. SYNDESMOS EKPEDEVSIS ENILIKON KYPROY The target group will be persons who attend the adult education centres and participate in cooking classes. Learners are mainly women. We will base our work cities abut also in total areas where there are typical, traditional food Cyprus is very rich in traditional food and still this food is preserved. We have to intensify our efforts to fully preserve our rich traditional food. Cyprus association has a lot of experiences on e-learning activities due to the participation on a project for consumer education based on e-learning. It is a vocational education and training secondary school which started education in 1996, located in Kahramanmaras city centre which has a population of It has 740 students and 69 teachers at the school with 9 administration staff. It has several workshops to give the students practical training beside their therotical education classes. There are four departments at our school. They are ICT, Chemistry, Textile and Ready Made Clothing departments. Kahramanmaras has a big industry mainly on textile, resdy made clothing, steel kitchen tools and mechanical materials. There are more than 600 big and small textile factories in our city and their need for qualified workers are trained in our school. We have any kind of equipments that the students need during their training. Our students start their experience of their apprenticeship at the fourth class and they continue their education beside their apprenticeship. It is one of the pilot schools which the Ministry of Education applies new approaches and applications. In EU programmes our school is eager to cooperate with the same kind of schools. The school prepares education projects for their teachers and students. It sends the teachers to EU countries to have the training on their branches. The participation of Cyprus in this initiative will give us the opportunity to explore practices and experiences in other countries. 15

We expect to gain from the European cooperation new experiences of new job skills in vocational education. We would like to develop new ideas, to promote socio- cultural improvement by creating means, research meetings, conferences ect. The main aim of this work is reducing the problem of social exclusion in Latgale region through interaction between researchers, teachers trainers; teachers and learners from vocational school including learners with special needs and learners at risk of social exclusion. IRIS ISTITUTO DI RICERCA INTERNAZIONALE PER LO SVILUPPO IRIS International Institute Research and Development - is a non-profit association, founded in 2006, and it is situated in Leverano, province of Lecce (south Italy), in Via Giuseppe Verdi N. 10. The principal objective, of the association, is that of to develop the territory and to enrich the culture of the people, through dissemination of professional knowledge and cultural approaching so the citizens of the world through mobility. The association offers a variety of activities and services for children, youth and elders of our territory. The activities that we propose are: - Hosting of Mobilty, VET, Visit of study and all the LLP. - Community programming; - Management of community projects, national, regional, provincial and local; - Activities of orientation and vocational training aimed at the young and not; - Activities of information and awareness in schools on various social subjects; - Activities of "after-school" with play activities for children that attending primary schools; - Activities of support and home care for elderly; - Recreatives activities on the rediscovery of the ancient crafts and traditions of popular Salento; IRIS is partner in several I.C. projects (, Youth, Daphne, Tempus, PAC, AGIS) and it occupies itself in particular of initiatives "" and "Erasmus" both as promoter that of hosting. Main aims of BD Center are as follows: Promotion of equality of women and men; Acting for the elimination of sex-based discrimination in work place; Promotion of new technologies among women; Promotion of entrepreneurship among women; Promotion of disabled people on the open labour market BD Center is achieving its goals through the following activities: Labour market research - assessment of changes in different labour market segments, evaluation of effectiveness of particular activities and projects, analysis and assessment of present economical situation on local labour market and evaluation of educational system and labour market requirements. Training workshops on gender and equality issues, human resources management, conflict management, diversity management. Publishing organization of seminars and conferences dedicated to gender issues and entrepreneurship development, publishing of reports and analysis. Work of BD Center is based on well organized cooperation system with NGOs, training and guidance institution and local self-government. BD Center cooperates with Polish Association of Deaf People and Polish Employers Organization of Disabled People following fields: promotion of disabled people on the open labour market, information and training, promotion of disabled artists, organization of seminars and participation in EU projects concerning disabled people. 17
42 5.3 OBJECTIVES OF THE PARTNERSHIP - What are the concrete objectives of the partnership? - Explain what subjects or problems you intend to address. - What approach will you take to achieve your objectives? The subject of this project is to present the innovative approach in resolving conflicts in schools and classrooms, creating a safer atmosphere, more productive lesson environment based on making "Peaceable Classrooms". This model represents classroom and school as communities of care and respect, where we underline 6 important topics: cooperation, communication, emotional expression, responsible decision-making, appreciation of diversity, and conflict resolution. This approach will be based on the teacher s own experiences and will be tested on the schools that take part creation of the project. The objectives of the project are: - To identify the cause of violence in Europe - To identify and discuss the six themes of the Peaceable Classroom - To explore the link between violence and conflict - To analyze conflicts using the Conflict Escalator - To understand the role of emotions in conflict situations and to learn to handle them effectively - To learn how to use the six styles of conflict resolution - To explore how to reach "win-win" resolutions in typical conflict situations - To learn the principles of "win-win" negotiation and mediation - To explore how perspective-taking can enhance conflict resolution - To examine how racial, cultural and ethnic diversity affects conflict and conflict resolution - To experience cooperative learning strategies as a means for building community in a school or a classroom - To develop an implementation plan for school or classroom The project will be divided in 10 points between: - The overview of Violence Prevention and Conflict Resolution - Communication to De-escalate Conflict - Feelings in Conflict - Solving Conflicts - Negotiation and Mediation - Cooperation and Perspective-taking - Diversity and Conflict - More on Diversity and Conflict - Conflict Resolution as a Component in Classroom Management and discipline - Infusion and Implementation A lot of teenagers are caught up in daily conflicts. They do not know how to overcome teasing, jealousy, and physical aggression. Juvenile delinquency and violence are symptoms of youth's inability to get over conflicts in their lives. Teaching youth how to manage conflict in a productive way can help to reduce incidents of violent behaviour. Conflict resolution education is a beneficial component of a comprehensive violence prevention and intervention program in schools and communities. Conflict resolution education encompasses the problem solving in which in dispute the parties express their points of view, voice their interests, and find mutually acceptable solutions. 18
43 5.4 PARTNERSHIP AND DISTRIBUTION OF TASKS Please expla distribution of tasks between participating institutions/organisations and the competences required from each of them. The coordinating organization will be responsible for: - The general management and coordination and major responsibility for the project - The coherence and continuity of the project - Time and resource plan control - Major responsibility for the project products such as: website, online database, reports of the translational meetings, final report - Participation international project meetings - The organization of hosting and setting the agenda for the transnational meetings - Receiving of the participants - The evaluation of the project and its phases - The dissemination and evaluation of the project's results according to the dissemination plan - Keeping contact among partners involved - Diffusing information and contents of the website among partners - Checking the progress of the project - Disseminating of the work result; elaboration of one or more final products about the project's subject - The evaluation of the work project and also organisation of one project meeting in Granada - SPAIN The specific tasks will be distributed among the participating organizations according to their characteristics and competences, such as; internet access, expertise in projects, management skills, communication skills, mediator of conflicts, team work, expertise in adult education and in ICT field, intermediate knowledge in English language and open mindedness. The participating organizations will: - Help to elaborate the website (translated to each language) - Plan and accomplish international meetings ir countries - Participate international meetings - Organize the local/final International Seminar - Participate in placing free material about learning languages - Collect information and examples of good practices partner countries about free learning - Take part final seminar - Participate evaluation of the project - Organise group of learners - Cooperate for the reports - Disseminate our work results participants' countries 19
44 5.5 COOPERATION AND COMMUNICATION Please explain how effective cooperation and communication between participating institutions/organisations will be organised. Two years is a long a period of time to keep the project alive and effective. Such a long period may cause the lack of communication and cooperation among the participants in this period. However; in order to achieve an effective partnership in terms of management, process and evaluation, each participating organisation will set up a project team with a team leader. These team leaders will form the steering group for the project. The communication and cooperation between all the participating institutions will be mainly provided by these team leaders. - Website: The website of the project will be a "private area" where only partners will have an access. Each partner will have the possibility to write s to one or all the partners in this area. The partners will be provided with the information as: news, meeting (the previous one, and the next one), materials, evaluation, contact information, mailing list, chat (real time). - Reporting: Periodic reports about the work progress will be issued every month. When the coordinator places the report, it will be sent automatically to all the partners from the mailing list. - Transnational meetings and mobility: There will be 3 transnational meetings per year, where the strategies, the short term and the long term activity plans as well as the results will be discussed, and the important decisions will be taken if necessary. This type of communication is the best method to guarantee an effective cooperation, to set up changes and socialize people. - New information and communication technologies: The communication between the partners during the partnership period and between the transnational meetings will be assured by the use of new information and communication technologies: s, discussion forum, blogs, etc. We offer to use several possibilities of communication among partners such as: - Skype free software for teleconference - Messenger (Microsoft or Yahoo) as free software - ICQ as free software - (two accounts) The effective cooperation and communication between the participating institutions will be organised by means of face-to-face meetings, on-line conference during the international meetings, common practical activities and research, , forum, telephone and fax when necessary. Thus, we will share our opinions and exchange information on professional, practical methodological approaches. We will work together on various materials and publications that are useful in our activity. After the legal duration of the partnership has ended, the institutions will continue the cooperation via the website of the partnership. We are going to search for new partnership opportunities. The project webpage will still be active for more than five years after the partnership has legally ended for national agencies. 20

The learners will be directly involved process by being the most important evaluators of our counselling skills.
