17 Cleveland Bikeshare Feasibility Study and Implementation Plan Project Overview This project has two primary goals- 1) Evaluate the feasibility of starting and operating a bike sharing program in Cleveland. This includes identifying community goals for bike share, priority opportunity areas, key stakeholders, obstacles that could impact success. 2) If determined that bike share is feasible, identify the appropriate business model and develop an implementation plan to guide next steps. This will include identifying how the program will be managed and operated, how the program will be funded, and a road map to securing a vendor. The study will build on ongoing efforts, including the work of the Cleveland Bike Share Task Force, and local and regional plans, programs and initiatives. The project will also identify key issues related to accessibility and affordability of a potential bike share program in the City of Cleveland. The Project team will work on a two phase approach that includes: Phase A: Feasibility Study Existing conditions inventory o Data analysis o Review of existing/future plans Engage stakeholders in conversation about bike sharing o Economic development stakeholders o Potential funders/financiers o Coordination and oversight partners o Implementation partners and advocates Provide a feasibility study that includes the following rubrics o Comparative analysis o Potential size/ scale and phasing o Implementation considerations o Challenges and Barriers o Review recommendations from taskforce If it is determined that bike share is feasible, we will evaluate implementation different implementation models. Phase B: System Exploration Business Plan Development The study will determine the most appropriate business model for the City of Cleveland Finalize Plan and near term implementation strategy
