1 Exhibit B Plumas County Non-Motorized Transportation Plan SCOPE OF WORK PROJECT INTRODUCTION: The proposed project is the development of a legally compliant Plumas County Non- Motorized Transportation Plan (PCNMTP). The purpose of this plan is to: Through public outreach and coordination with partner agencies (i.e. USFS, tribal governments, City of Portola, Caltrans and Plumas County Health Department) improve multi-modal mobility and accessibility by improving non-motorized connections to work, school, health services, recreation and commercial centers by improving direct routes to these destinations and to transit stops that serve these destinations. Develop a non-motorized transportation network that efficiently utilizes and maintains the State s existing transportation system. Support a vibrant economy by enhancing and developing a non-motorized transportation network that provides connections to school, work, healthcare and commercial centers. Develop a non-motorized transportation network that ensures the safety and security of pedestrians, bicyclists and motorists. Develop a n equitable non-motorized transportation network that enhances health and livability while integrat ing local community values for residents while stewarding Plumas County's environmental health and assets. Provide guidance on the development of programs that educate and encourage residents to walk and bike safely to various destinations. Provide guidance on prioritizing and funding of identified non-motorized transportation infrastructure facilities We anticipate a twenty four month project timeline to complete all the proposed tasks. The consultant will be responsible for updating the Plumas County Transportation Commission (PCTC) on all project progress through monthly reports. s and timeline are subject to change upon review of new priorities presented throughout the project.
2 OVERALL PROJECT OBJECTIVES: Coordinate partner agency efforts to encourage non-motorized transportation highlighting the health and environmental benefits. Develop inventory of existing non-motorized infrastructure facilities Develop plan to enhance non-motorized transportation infrastructure to equitably improve accessibility and connectivity to work, school, health services, recreation and commercial centers and to transit stops that serve these destinations.. Promote the use of the non-motorized transportation network with an emphasis on health and environmental benefits. Promote bicycle and pedestrian safety especially among school aged children. Identify safe routes to school plans for the communities of Chester, Greenville, Quincy and Portola. The following Scope of Work provides details on the specific work elements: 1: Meeting, Coordination, and Information Review The Plumas County Transportation Commission staff will meet with Caltrans to discuss the conditions of grant acceptance and administrative responsibilities. This task will be followed by the procurement of a qualified consultant to assist in the development of the Plumas County Non-Motorized Transportation Plan Kick-off meeting with Caltrans Procurement of Non-Motorized Transportation Plan Consultant - Upon notification of grant award, and following the kick-off meeting with Caltrans, PCTC staff will immediately commence the consultant selection process by issuing a Request for Qualifications. This will be followed by the selection of a qualified consultant. Responsible Party: PCTC Staff Summary memorandum including project timeline and deliverables Copy of Request for Qualifications. Copy of Professional Services Agreement between the Plumas County Transportation Commission and the selected consultant.
3 2: Consultant Coordination Kick-off Meeting and Information Review PCTC staff will hold an initial kickoff meeting with the selected project consultant to discuss project goals and objectives, project deliverables, and timeline; and identify any critical issues as background to the project. The consultant shall be advised of the quarterly reporting requirement. In conjunction with this meeting, the consultant will review prior studies and other related documents to familiarize themselves with the county and previous efforts towards development of a non-motorized transportation plan. and PCTC Staff 2.0 Summary memorandum of consultant kick-off meeting 3: Geographic and Demographic Overview of Plumas County The consultant will develop a comprehensive project setting that includes a geographic and demographic overview of the county including location, climate, socio-economic and demographic profiles, land use patterns, and relevant data necessary for non-motorized route planning. 3.0 Project Area setting description with maps. Geographic and Demographic description of Project area with graphs, charts or maps presenting key data. 4: Review and evaluation of relevant planning and policy documents pertaining to non-motorized travel. The consultant will compile and review relevant planning and policy documents from various Federal, State and Local agencies and shall summarize relevant policies, goals and objectives pertaining to non-motorized transportation. 4.0 Summary document outlining relevant policies, goals and objectives and a description of potential challenges and solutions associated with maintaining consistency with these documents.
4 5: Community Outreach and Engagement The consultant will build upon existing and past outreach efforts to ensure public and stakeholder participation throughout development of the Plumas County Non-Motorized Transportation Plan. This will require extensive public outreach and the engagement of key stakeholders. These stakeholders will include representatives from: Plumas County Board of Supervisors Plumas County Facilities Department Plumas County Planning Commission Plumas County Community Development Commission Plumas County Sheriff s Office Plumas County Public Health Agency Plumas County Social Services Plumas County Planning Department City of Portola Bicycle clubs, organizations and advocacy groups Recreation districts Plumas Unified School District Feather River College Local chambers of commerce California Highway Patrol Caltrans Plumas National Forest Lassen National Forest Lassen Volcanic National Park Native American Tribal Organizations (Maidu Greenville & Susanville Rancherias) Social Services Transportation Advisory Council Sierra County Lassen County Shasta County Tehama County Butte County Various community service organizations Outreach and engagement methods that will be used to reach and gather input from stakeholders will include notification of the project and a call for comments from the general public and identified stakeholders. Initial notification will be followed by Community Outreach Meetings. These meeting will be held in the six main communities geographically located throughout the County. (Chester, Greenville, Quincy, Graeagle, Portola and LaPorte) Additional community input will be gathered through advertisement in local newspapers, and the development of a Plumas County Non-Motorized Transportation Plan website. This website will provide an opportunity for the community to review the status of the plan's development and provide input and raise questions. The website will include an online survey related to cycling and walking/hiking habits with an opportunity to provide comments
5 on recommended improvements. The website will also include a map identifying existing and potential bicycle pathways, identified safety issues, preferential routes, route limitations, and places where maintenance or infrastructure improvements are needed. An open house meeting will be conducted to present the draft and solicit final public input prior to the preparation of a final draft plan to be presented the Plumas County Transportation Commission Preparation of survey questionnaire gauging opinions regarding safety issues, preferential routes, route limitations, and places where maintenance or infrastructure improvements are needed. Preparation, hosting and updating of a Plumas County Non-Motorized Transportation Plan website. This website shall include information regarding the purpose of the plan, general geographic and demographic information, maps identifying the location of existing bicycle and pedestrian related infrastructure, project timeline, upcoming meeting and public comment opportunities, and an online survey. The website shall be available through final adoption of the plan. Public notification of proposed project, call for initial comments, and notification of community outreach meetings. Notification shall include outreach to all segments of the community and direct notification of relevant stakeholders. Conduct Community Outreach meetings in Chester, Greenville, Quincy, Graeagle, the City of Portola, and LaPorte. 5.1 Preparation of PCTC approved survey form 5.2 Preparation of PCTC approved Website Summary memorandum outlining notification 5.3 methodology Summary memorandum describing results and issues raised during the six (6) community outreach 5.4 meetings. 6: Comprehensive inventory of existing non-motorized transportation facilities 6.1 Meet with PCTC staff to review existing non-motorized transportation facilities such as bike paths, hiking and biking trails, crosswalks, warning signs, pavement markings and bike racks. 6.2 Field review and evaluation of selected non-motorized transportation facilities, such as barriers to bicycle traffic, existing pathways, school locations, and regional and multi-modal connections. Inventory shall focus on the communities of Chester, Greenville, Quincy, Graeagle and Portola.
6 6.3 Preparation of graphic displays identifying the location, type, lengths and condition of all non-motorized transportation facilities Summary inventory of all non-motorized transportation related infrastructure facilities Drafting of summary document describing the type and condition of all non-motorized transportation facilities Preparation of maps depicting the location and type of nonmotorized transportation facilities, including GIS layer files for future PCNMTP planning and implementation purposes 7: Analysis of demand for non-motorized transportation infrastructure Based on the results and analysis of previous tasks, identification of major activity centers, and public comments, the consultant perform a demand analysis for non-motorized transportation related infrastructure. The demand analysis methodology shall be approved by PCTC staff. This analysis shall specifically include an analysis of safe route s to schools in the communities of Chester, Greenville, Quincy and Portola. The safe routes to schools analysis shall include specific implementation recommendations for each of the school site within each of the above communities. 7.0 Demand analysis document 8: Development of Goals and Objectives Based on the results of previous tasks, the consultant shall develop a comprehensive set of goals and objectives related to 1) Bicycle and pedestrian safety & education 2) Commuting to work and school 3) Continuity and Connectivity of non-motorized pathway network to key destinations and transit stops 4) Recreation, 5) Funding opportunities, 6) Public Health and 7) Environmental Health bicycle and pedestrian safety & education the non-motorized transportation network to encourage and facilitate bicycling and walking to school and work.

This prioritized list shall be available for public review and comment prior to approval by the PCTC.
8 Provide a cost and funding analysis for recommended non-motorized pathway infrastructure improvements and funding options. The cost estimate shall include preliminary cost estimates for prioritized infrastructure improvements. Based on the results and analysis of previous tasks, consultant shall prepare a plan for implementing the goals and objectives of the Plumas County Non-Motorized Transportation Plan. The implementation plan shall consider several funding scenarios that may affect the timeliness of the identified implementation strategies. 9.1 Prioritized list of proposed non-motorized transportation improvements approved by PCTC 9.2 Cost analysis and funding options document 9.3 Implementation Plan 10: Develop design and construction standard guidelines for non-motorized infrastructure. The consultant shall develop design and construction standard guidelines for non-motorized infrastructure facilities. The guidelines shall take into account design and construction limitations base on available space, frequency of use, and overall safety Design and Construction Guidelines 11: Prepare Plumas County Non-Motorized Transportation Plan Based on the results and analysis of previous tasks, consultant shall prepare the Plumas County Non-Motorized Transportation Plan (PCNMTP) The consultant shall prepare the draft PCNMTP. The draft report shall also be posted on the PCNMTP website for a 20 day comment period. Following this comment period, the draft shall be submitted to the public and the Plumas County Transportation Commission (PCTC) at an open house meeting. Following submittal of additional PCTC and staff edits, the consultant shall prepare a Final Draft PCNMTP. The consultant will provide the PCTC with ten (10) hardcopies with one (1) electronic copy.
