3 INTRODUCTION Established in 1963, Lorain County Community College (LCCC) is located approximately 30 miles west of Cleveland, Ohio and is the first community college in Ohio with a permanent campus. LCCC is an innovative leader serving the education, economic, community and cultural needs of Lorain County and the region. The College offers a progressive, diverse educational environment serving more than 10,000 associate degree students in more than 100 academic programs and majors. In 1997, LCCC introduced the University Partnership the first of its kind at an Ohio community college where more than 3,000 students are able to pursue more than 50 bachelor s and master s degrees from 13 of Ohio s leading universities on LCCC s campus at about a third of the cost. The Ohio legislature recently conferred upon LCCC the ability to offer another innovation - the Applied Baccelaureate degree, the first of which will be offered in microelectronic manufacturing or MEMS. Currently LCCC has four learning centers providing academic opportunities and services for individuals and area businesses and community groups close to where people live and work: the Lorain Learning Center at City Center in downtown Lorain, LCCC Lorain Community Learning Center at Lorain High School, the LCCC Wellington Center is located in the village of Wellington, and the University Partnership Ridge Campus (UPRC) of LCCC in North Ridgeville. 4 OVERVIEW The Campana Center for Ideation and Invention is where ideas come to life. Its state-of-the-art digital manufacturing labs, equipped with fabrication, automation, and 3D printing, are surrounded by collaborative and interactive spaces that facilitate the full spectrum of making from ideation to prototyping to small batch manufacturing. Access to this suite of cutting-edge digital manufacturing equipment is complemented by hands-on classes, programming, and events for every user, including pre-k 12 students, college students and faculty, community inventors, artists, entrepreneurs, and business owners. Campana Center for Ideation and Invention Goals 1. Foster a culture of invention and ideation throughout the community, including families and K Create a dynamic user experience - bring inventions to life while encouraging a culture of design thinking. 3. Establish a connection between building products and creating a business. 4. Help local companies stay competitive by providing a space to test products, build prototypes, and test new equipment and processes. 5. Close the additive manufacturing talent gap through credit and non-credit programming and industry certifications. 5 THE CAMPANA STORY Patsie and Jenee (nee Hume) Campana understood the importance of investing in others especially since, at an early age, both of their parents had invested in them. A lack of jobs in their home country of Italy led Patsie s parents to move him from a poor mountain town to Lorain, Ohio, where the family ran a neighborhood market and bar. Jenee s parents, meanwhile, moved here after the Dust Bowl from their Nebraska town to a more prosperous farm in Powell, Wyoming. Through these investments in Patsie and Jenee, their parents provided them not only with food and shelter but with an opportunity to gain an education, develop a strong work ethic, set high goals and show their appreciation by investing back into their family. Patsie and Jenee married, and in 1968, realized their dream of founding P.C. Campana Inc. Today, the company remains successful and continues to contribute to the community. The Campana Ideation Center at Lorain County Community College was established to continue that tradition of giving back. Patsie and Jenee s son, Bob Campana, says the only reason his family including his five siblings is here in this country is because his grandfather came to America to find a job and opportunity. Why did the immigrants come to where they came to? Jobs, Campana says. So a proud father and mother could make enough money to raise their children in a free society. That s why we re so passionate about this. Today, he says, his family is in a position to pay it forward. While there are a lot of people in the region who have the drive and the skills to work, the jobs just aren t there. Through the Ideation Center, the family hopes to help people with good ideas find funding to move their idea forward and create those jobs. We are passionate about job creation, Campana says. It s an honorable thing to be able to work and provide for your family. Anything we can do, we invest in companies. It s all about jobs. RFQ GOALS Lorain County Community College wishes to engage creative talent to design a unique and dynamic story wall in the newly expanded and renovated Campana Center for Ideation and Invention. While the building name recognizes the Campana family, there are several families that have significantly contributed to the growth and innovations in Lorain County. It is this legacy, and it s continued impact, that resonate. The initial objectives of the project are to: Recognize the donors that have made the Center for Ideation and Invention possible; to tell the related stories of the families that contributed to Lorain County growth and innovations and how that relates to the new Center for Ideation and Invention Inspire visitors and potential users as to the capabilities of the Center for Ideation and Invention Serve as a resource for additional information about the Center for Ideation and Invention, such as the types of spaces and equipment Page 5

6 The goal of this RFQ process is to identify a formidable talent pool from which the College intends to select a minimum of three design firms for interview. Fee proposals for the programming portion of the project will be requested from selected interviewees; it is the practice of the College to engage in the programming activity under a Purchase Order, as it is the programming activity that delineates the scope and related budget parameters. Ultimately one design firm will be contracted for all phases of the design project: The anticipated activities and deliverables are, as envisioned today: Programming/problem definition Concept generation Concept development an refinement Specifications for implementation Ability to understand, coordinate and integrate all the related design disciplines that may be required Oversight of fabrication and installation SUBMITTAL REQUIREMENTS Inquiries and Information Requests Prior to Submission The Purchasing Office will act as the clearinghouse for all inquiries and information requests. All inquiries and information requests must be submitted electronically to Becky George, Procurement Manager, rwulfhoo@lorainccc.edu and Laura Carissimi, Director of Purchasing, lcarissi@lorainccc.edu. No phone calls, please. All answers will be electronically distributed to all those registered, as well as posted on the College website. The name of the party submitting a question will not be included on the Addendum. Respondents to the RFP, or those associated with their firms, should not contact LCCC District Board Members, College leadership or staff, other than the Purchasing Office, concerning the RFP from the date of issuance until the selection process has been completed. Any other responses to questions, not via Purchasing Office Addenda, are considered casual and not binding. Process Schedule Key dates may be altered by the College; registered and invited parties will be updated via Addendum should any alteration occur. NOTE: Short-List Interview Dates and Times are pre-determined to assure availability of key college committee members. You must assure appropriate team members are available at ALL interview times. While the College will assign the interview times to the short-listed teams, we will make every effort to accommodate your team. Page 6

7 Due to the nature of creative work, and understanding that chemistry is very important, it is preferred that interviews be face-to-face, but will do also virtual interviews. NOTE: at this time, it is anticipated ALL interviews will be conducted on August 30 th. 8 Design Team Project History (Maximum 60 points). Provide at least three (3) project examples, within the past five (5) years, that demonstrate dynamic story, recognition and/or public interaction installations, or similar projects. Each project should be represented with a thumbnail visual portfolio of images and accompanied by a narrative that includes the location, the client, client contact name/number and the project budget. You may supplement each static/photo example with other media of your choice. If the examples provided are not the projects of the lead firm of a team, clearly indicate the firm responsible for the project(s). From these examples, the committee intends to glean: o Experience / ability to manage scope / budget / schedule / quality o Depth of experience of design team with projects of similar scope or intent o Creativity of design team to capture the owner s vision and requirements o Experience / ability of technical design and support professionals to detail design for fabrication/installation o Experience / ability to assist in bidding fabrication and oversight of implementation; includes troubleshooting o Previous team collaboration o Team organization Overall Team Experience (Maximun 20 points) Include Letters of Reference Rating also encompasses the volume of work with similar projects Format of Submittal Twelve (12) Print copies in PDF The print versions are for the committee s use. Our experience is that many still prefer to read and annotate on hard copy. 9 DISCLAIMERS AND DISCLOSURES Disclaimers In its sole discretion, the College may withdraw the RFP either before or after receiving submissions, may accept or reject submissions, and may accept submissions which deviate from the RFP as it deems appropriate and in the College s best interest. In its sole discretion, the College may determine the qualifications and acceptability of any party or parties submitting in response to this RFP. Following submission of an RFP, the respondent agrees to deliver such further details, information and assurances, including financial and disclosure data, relating to the response and/or the respondent, including the respondent s affiliates, officers, directors, shareholders, partners and employees, as requested by the College in its discretion. The College and its advisors shall have no obligation or liability with respect to this RFP, the selection and award process contemplated hereunder, or whether any award or recommendation will be made. All costs incurred by a respondent in preparing and responding to this RFP are the sole responsibility of the respondent. Any recipient of this RFP who responds hereto, fully acknowledges all the provisions of this disclosure and disclaimer and agrees to be bound by the terms hereof. Any response submitted pursuant to this RFP is at the sole risk and responsibility of the party submitting such response. Open Records The College is governed by the Ohio Open Records Law and all responses and supporting data shall be subject to disclosure as required by the law. Right to clarify The College reserves the right to obtain clarification of any point in Vendor s proposal. The failure of a respondent to make additional information available may result in the proposal being considered unresponsive. Proprietary information All evaluation criteria for proposals are non-proprietary and subject to public disclosure after contract award. All proposals are subject to public disclosure under Ohio Revised Code Section Respondent will fully indemnify and protect the College from any costs (including attorney s fees) that may be incurred as a result of the College s possession or release of such information.
