5 Strategic project objective WBC Regional model of universityenterprise Within the knowledge triangle of education, research and innovation in the area of virtual product and process development the proposed TEMPUS project is intended to establish efficient and effective mechanisms and structures of collaboration between key actors for the knowledge triangle throughout the WBC region HE institutions, enterprises (especially SMEs), research and innovation centers, local and regional authorities. The project will contribute to enhance and modernize HE capacity in the area of virtual manufacturing technologies, as condition for success of renewed Lisbon strategy.

6 Specific objectives WBC Regional model of universityenterprise 1. To set up and equip regional Collaborative Training Centers in four WBC countries 2. To enlarge VMnet network throughout the WBC region, bringing new experts and members of academia, research, business and governments 3. To develop, assess and implement new regional model for universityenterprise 4. To modernize and adjust vocational training programme to address the needs of small business and labour market 5. To provide students with opportunity to gain practical experience in industry 6. To raise awareness in the society about necessity of integration of the knowledge triangle for the region prosperity and to ensure quality dissemination of project results.

8 WBC regional model of university-enterprise New WBC regional model for universityenterprise has been developed Project team has developed a Methodology for collection and analysis of EU models (model of Questionnaire) Based on 15 EU good practices and regional specialities Public debate from April until June in order to achieve natioanal and regional consensus 7 info days were devoted to discusion and promotion of new WBC model, as well as efficient tool for public debate

9 WBC regional model of university-enterprise Structure of publication: 1. EU legislation, incentives and achievements in the areas of between universities and enterprises (92 references), 2. The current situation in the WBC region, the available resources, perceived needs and constraints 3. Examples of the EU best practice, through case studies carried out with 15 EU universities 4. Proposed WBC model consists of the set of recommendations for the modernization of the universities in the region, and its getting closer to the needs of society and economy.

11 WBC regional model of university-enterprise The new WBC model of university-enterprise should be combination of the following activities: 1. Establishment Science and Technology parks in regional university centers; 2. Organization of WBC regional industrial clusters depending on the field of research and business; 3. Forming University-enterprises consortia for joint participation in FP7, EUREKA, TEMPUS and other EU funded projects; 4. Establishment of regional Collaborative-training and/or long-life learning centres; 5. Setting up of Open Innovation Networks with SME; 6. Practical placements for students in industry; 7. Industrial fellowship programme for graduates and/or employees from enterprises

17 TSNA results in WBC 800 questionnaires in the field throughout WBC REDASP and UKG have developed methodology for comprehensive TSNA analysis in the WBC region 4 types of questionnaires were designed WBC partners identified enterprises` and unemployees` needs for vocational trainings and RD services. 21 VMnet network is enlarged with 435 new members from WBC region, in 2009 and 2010, so far (870 members in total)

22 CTCs supports development of industrial clusters CTC Kragujevac is actively involved in the set up joint structure of SME, activity 3.3, via offering trainings and services to existing clusters and the planned inclusion as a member. The initiative of establishing ICT cluster in Serbia was supported by CTC Kragujevac, where CTC will be included as a member in the future. SCGM, partner on the project, joined the auto components cluster in 2009 (AC cluster Serbia).

23 Consortia for joint EU projects with SMEs Very important model of the university-enterprise is collaborative research, mobility and networking through FP7 programme (Cooperation, Capacity, People) EUREKA R&D is industry-led, applied, close-to-market with tangible results and visible benefits EUREKA s Eurostars Programme is the first European funding and support programme to be specifically dedicated to research-performing SMEs In the near future, very concrete steps should to be performed with the aim to build consortia (including academic and industry organizations from WBC) in order to prepare EU project proposals Consortia with SMEs (WBC-VMnet TEMPUS, RSEDP2, IPA, EUREKA )

25 Practical Placement Programme WBC Regional model of universityenterprise In order to improve and acquire new knowledge of students, CTC centers have developed and coordinate a new Practical Placement Programme (PPP) which provides students the opportunity to gain practical experience in industry, in an area that relates to their academic studies, and to further develop their professional, technical and interpersonal skills. Placement programs have the important role of creating a bridge between education and employment.

29 Industrial Fellowship programme WBC Regional model of universityenterprise IFP program is intended for the establishment of sustainable partnership between universities and industry through hosting industrial fellows in academic centers, with the aim to realize advanced targeted trainings of industrial fellows and joint research according to the needs of industrial sponsor. The IFP program is an excellent opportunity for technology transfer and involvement of young people in innovative projects that contribute to the exchange of experience, ideas, knowledge, and increase of innovative potential and competitiveness of enterprises.

33 Recommendations and future steps Recommendation 1 Governments of the WBCs should accelerate a transition of researchers from academic sphere to enterprises through a greater emphasis on the mobility aspects of the best young researchers. Recommendation 2 Governments of the WBCs should also introduce tax incentives for projects which involve knowledge transfer from universities to enterprises in order to encourage innovation in SMEs. Recommendation 3 Establishment of the Science and Technology Parks should be encouraged with activities to promote networking between their tenants. Recommendation 4 Industrial clusters should be encouraged to move to internationalization so that they develop an outward exporting orientation and link up with international systems of innovation.

34 Recommendations and future steps Recommendation 5 Universities should boost their incubation centers to provide more support to researchers to commercialize their application oriented research results though the creation of new spin-off enterprises. Recommendation 6 Universities in WBC region should establish Technology Transfer Centers to handle property rights issues and the licensing of inventions and innovations created in university laboratories and to encourage patenting and licensing of technologies to enterprises. Recommendation 7 Universities should focus on applied research activities. A record of collaboration with enterprises and participation in joint research projects should be included in academic staff promotion criteria.

35 The triple helix provides a flexible framework to to achieve the common goal of knowledge-based economic and social development It is very important to achieve partnership between universities and research institutes with other players such as: industry, Ministries (for sciences and technological development, for education, economy, infrastructure, etc.) international R&D instit., scientific diaspora, society, etc.
