1 Colorado State University Good Neighbor Fund PURPOSE OF THE FUND FUNDING RANGE Up to $37,500 Colorado State University and the City of Fort Collins have an Intergovernmental Agreement (IGA) related to the on-campus stadium. As part of the IGA, CSU has established the Good Neighbor Fund for the purpose of supporting efforts to lessen any undesirable or unanticipated effects on City neighborhoods from an oncampus stadium. (IGA, page 6, section 4.B.: CSU recognizes the construction and DEADLINE April 30, 2017 subsequent use of the Stadium may have impacts on the neighborhoods adjacent to the University, both expected and unexpected. In the spirit of partnership and responsibility, CSU will conduct fundraising to establish a Good Neighbor Fund ( the Fund ), administered and maintained by CSU or an associated foundation or other appropriate entity, for the sole purpose of supporting efforts to lessen any undesirable or unanticipated effects on City neighborhoods. The stated goal of this fund is an endowment of $750,000, with the endowment income to be committed in whole or part to such ameliorative efforts. However, during the fundraising process or until the expiration of this Agreement, whichever is shorter, CSU will commit up to $37,500 annually to proposals submitted in the spirit of the Fund. Such funds will be allocated and disbursed at CSU s discretion, through a process to be determined at a later time taking into account input from the City and the SAG.) CSU has committed up to $37,500 annually to the Good Neighbor Fund to be allocated and disbursed by CSU based on recommendations made by the Stadium Advisory Group (SAG). SAG is inviting proposals from Fort Collins residents, community-led groups and neighborhoods for how these funds should be spent. In making recommendations regarding allocation of the Good Neighbor Fund, SAG will give priority to ideas that support the following core values.

2 GOOD NEIGHBOR FUND CORE VALUES Mitigating Impact: a commitment to offset or mitigate potential negative impacts to neighborhoods from an on-campus stadium, and to enhance, strengthen and protect the beauty, serenity, and security of neighborhoods directly impacted by the stadium. Community Character: a commitment to uphold and enhance the unique identity and character of neighborhoods and the Fort Collins community. Goodwill: a commitment to promote relationships of trust and goodwill among neighborhoods, CSU and the City of Fort Collins. Responsible Citizenship: a commitment to positively shape and improve neighborhoods for the benefit of all residents, and to help promote cohesive communities. Grants and ideas that promote the initiative and ownership of residents to shape their respective neighborhoods will receive priority during evaluation. Leveraging Other Support: a commitment to multiply the impact of the Good Neighbor Fund by leveraging financial support of other sources or through collaboration and partnerships, when possible, to provide a greater impact. Those submitting proposals are encouraged to refer to available grants in place through the City of Fort Collins, including but not limited to Neighborhood Services grants. ( GOOD NEIGHBOR FUND GUIDELINES As per the IGA, the Good Neighbor Fund (GNF) is establish to support efforts to lessen any undesirable or unanticipated effects on City neighborhoods by the new stadium. All funding proposals and ideas related to surrounding neighborhoods of the stadium will receive priority, including those located along the main traffic and transportation routes such as Transfort or MAX. SAG will evaluate all proposals before making recommendations to CSU. Proposal authors will be invited for in-person presentations to SAG during a regularly-scheduled meeting. SAG will forward prioritized recommendations for funding to the Vice President for University Operations at CSU. Proposals should be for amounts of $1,000 or greater up to $37,500. SAG reserves the right to increase or decrease the requested funding based on the scope of the proposal. All funds requested will be a total project cost, including in some instances project management fees.

3 Funded proposals of more than $5,000 must follow state procurement rules to leverage the purchasing power of the University. Requests should focus on one-time expenses, not projects requiring long-term or recurring funding through the Good Neighbor Fund. This is to increase the flexibility to fund other neighborhood needs in future years. Funds will not carry forward from one fiscal year to the next. Funded amount of $37,500 will be available as of July 1 (the start of the new fiscal year) and expire June 30 of the following year. Receipts for completed projects must be submitted to SAG to be forwarded to the Vice President for University Operations (VPUO). Unused funds will be returned to the Good Neighbor Fund. IMPORTANT GOOD NEIGHBOR FUND DATES January 1-April 30, 2017 (and as funds remain available, thereafter) Though SAG will accept proposal submissions year-round, priority will be given to proposals submitted during this four-month period. Submissions are accepted only via the SOURCE website. May-June 2017 SAG reviews submissions and applications. June 2017 SAG presentations and final review. SAG submits its funding recommendations to CSU s Vice President of Operations. July 2017 Good Neighbor Fund awards announced. 4 Submit a Funding Proposal Please read the above proposal guidelines and thoroughly complete the online proposal application to submit your funding request to SAG. If you would like to consult with someone prior to completing an online application, please Gary Ozzello (see contact information below) to schedule a phone or in-person meeting. For full consideration, all funding proposals should be received on or before April 30, All submissions will be shared with SAG members for evaluation, and you will be contacted once SAG has selected winning proposals or if SAG has further questions about your application. Individuals, groups or organizations submitting a proposal might be asked to meet with SAG and provide a presentation on the proposed project. WHO MAY SUBMIT A PROPOSAL? Residents, community-led groups and neighborhoods of Fort Collins who would like to provide project ideas for how the Good Neighbor Funds should be spent. FAQs Q: Who can submit a proposal for the Good Neighbor Fund? A: Any resident of Fort Collins can submit a proposal for the Good Neighbor Fund. Q: What proposals will receive priority consideration? A: Funding proposals related to neighborhoods surrounding the stadium will receive priority. Q: What is total project cost? A: Total project cost is all expenses associated with a funding request, including in some cases project management fees. Q: Can funding requests be made for recurring projects? A: No. Requests should be for one-time project expenses to increase the flexibility to fund other neighborhood projects. Q: What if a project does not consume all of the funds requested? A: Unused funds for a project are then returned to the Good Neighbor Fund. Q: What if a proposal is not funded? A: Proposals not funded in one fiscal year will be held for consideration by the Stadium Advisory Group in the succeeding fiscal year. Q: Does the representative making the request need to be present at a SAG meeting?

5 A: In most cases, SAG members will require a representative to attend a regularly-scheduled meeting of the group to respond to questions about the project. Q: Do all requests have to be submitted electronically? A: Yes. All Good Neighbor Fund requests must be submitted electronically. All requests will be shared among SAG members. Additionally, requests of more than $5,000 will be reviewed by a member of CSU s Vice President for University Operations to be sure institutional and state fiscal guidelines are followed. Q: Will a scoring matrix be used to evaluate the proposals? A: Yes. SAG members will use a weighted matrix to evaluate each proposal.
