1 STAFF ACTIVITY REPORTS POLICE DEPARTMENT UPDATE STATUS Staf?ng/ Personnel: Chase Addleman and ID Lambert graduated the Basic Academy in December, and are currently in field training. Iustas I thought we were going to be fully staffed for the first time in several, years Officer Pieschel fell on the ice dislocating his shoulder. He had shoulder surgery last week, and is expected to be on light duty for several weeks. December 1, the detective position, which has been vacant for a protracted period of time was filled by Howard Bowen. Since assuming the detective duties, Bowen has drafted and served multiple search warrants/affidavits, he has recovered $1000's of dollars of stolen property including 7 firearms and is in the process of building a federal case against the main offender. I am sorry to report that the newest addition to the department, K9 Wiley was euthanized Projects: due to a rare and unforeseen medical condition. The vendor who provided Wiley and the training for Wiley and Officer [on Lehman has agreed to provide another dog and training at no additional cost. Officer Lehman has picked a new dog, which will be ready to turn over to Of?cer Lehman for training/acclimation is a few weeks. o The CAD/RMS project continues to move forward. Staff is involved in customizing drop down screens and data mining specifics. Training is scheduled for late February/early March with a go live" projection of May. 0 As reported previously, in December of 2013 we entered into an agreement with the District Attorney's Office for the prosecution of all of our Domestic assault, strangulation and menacing cases. The DA was able to dedicate a prosecutor to these cases after receiving a Violence Against Women Act grant. To date, 3 offenders have received prison time for their respective offenses. Several others have entered guilty pleas to avoid incarceration. DARE: 0 Pendleton DARE graduations occurred in December. Now, Officer Hamby is gearing up to start delivering the DARE curriculum in the Helix School District [February], which is something we have done in the past. HSD pays an hourly rate for officer's time and fuel when we provide DARE education in Helix every other year. FINANCE DEPARTMENT Finance has been working with the auditors to final the audit which has been completed as of 1/15/2014. With the leaving of the payroll clerk with no notice, Finance has been having to learn the job with little cross training. Dustin had been crossed trained for part of the process and Heaven Doherty just begun during the November payroll and then the payroll clerk quit.

Linda has been working with the regular auditors, the Workers Comp auditor, preparing for release of 1099's, working with the bond counsel for the financing ofthe PCC remodel, and working on payroll items that had not been kept up since August, working with ODOT transportation for a NTD report, attending County transportation meeting, and daily processes. Our front counter senior clerk has been covering for utilities when she can and we have hired an Express temporary worker to receipt in utility bills, answer phones and assist at front counter when she can. Court is working with a new protem judge which is another learning curve situation. The RFP process has been put on hold until Bob and Dustin have time to meet but other priorities such as closing month ends and payroll have kept Finance from pushing ahead. It will happen but it will be delayed while we work long hours to get through this situation ofbeing behind on required duties. They been meeting regularly to identify how best to get our UAS test range operational by the Iuly 15 deadline. It was determined that this effort will require far more time and technical expertise than City staff is able to provide. The advisory group is recommending that a project management team be hired. This will give us the best chance to maximize this economic opportunity. We are currently defining our airspace for an FAA meeting on February 10 in Seattle. City Public Works crew has begun prepping airfield for UAS company utilization. Airport Manager spoke at the January EAAmeeting and explained our vision for Eastern Oregon Regional Airport, and our need to reopen a?ying school and restart a Youth Day. FAA inspection is scheduled for February 10, 11 & 12. These involve indepth examinations ofthe airfield and all the Airport's manual and record keeping. Master Plan RFQhas been delayed, but should go out in February.
