4 1 DEPARTMENT OF MINORITY WELFARE, HAJ & WAKF Annual Report The Minority Welfare, Haj & Wakf Department was set up as a separate Secretariat Department on carving it out from the Social Welfare Department, in order to give impetus to the Welfare of the Minority Communities Viz., Muslim, Christian, Buddhists, Jains, Sikh & Parsis. The main objective of the Department is to Co-ordinate the Welfare programmes of the Minorities, initiate new measures and consolidate existing schemes for the Welfare of Minorities. Sri Adoni Syed Saleem, I.A.S is discharging his duties from as the Secretary to Government, Minority Welfare Haj & Wakf Department. At the State level, the following organisation from under the perview of the Department. 5 2 Directorate of Minorities The Directorate of Minorities was carved out of Directorate of Backward Classes and created in the year to ensure a more focus approach towards issues relating to the notified Minorities communities, namely Muslim, Christians, Jains, Buddhist, Sikhs and Parsis. The Directorate working with vision to enable all the Minority Community people to lead a productive life with equal opportunities in the field of Socio, Economic, Education etc. The mandate of the Directorate includes Planning Co-ordination, Evaluation and Implement development programmes for the benefit of the Minority Community. The main functions of the department are introduce schemes to promote accelerated socio economic development of Minorities, introduce educational concessions for students, implement scheme for development of Women and Children, providing training and employment opportunities, there by tackling the problems of economic backwardness among the Minorities. The Directorate is the nodal agency of the schemes being implemented by the State and Central Government Minority Welfare Department. The Directorate is located in Bengaluru. Sri. Akram Pasha,KAS is the Director, Directorate of Minorities. The Director is assisted by the Joint Director, Deputy Director and three Assistant Directors. The Directorate has a sanctioned strength of 41 Officers/Staff. District Minority Welfare Offices attached to all 30 District Deputy Commissioner (D.C) office in Karnataka. These offices constituted for coordinating the Minority welfare activities in each District with a sanctioned strength of 6 Officers/staff. Muslim, Christian, Jain, Sikh, Buddhist and Parsis are considered as religious minorities in Karnataka. The details of Minority Population as per 2011 Census is as follows Caste Minority Population (In Lakhs) Percentage Muslim Christians Jains Sikhs Buddhists Parsi Total The population of the Religious Minorities is of the total population of the state.

6 3 As per the Government order No.SWD-BCA-2000, Dated: following religious minorities are classified in various backward groups and provided reservation and education and employment under Article 15(4) and 16(4) of the Constitution. Administration of the Directorate: During a Sum of Rs lakhs (Rs lakhs Plan, Rs lakhs Non-Plan) budget was provided for Officers/Staff Salary, Office Administration & Other Expenses and Rs lakhs was released and Rs lakhs was spent upto March 2015.

8 5 Programmes of the Directorate of Minorities. 1. Christian Development Programme:- For the welfare and upliftment of Christian Community in Karnataka, Government of Karnataka has initiated the implementation of various Welfare schemes from the year The schemes taken up for implementation are construction of Samudaya Bhavans, Renovation & repairs to Churches, Financial assistance for basic facilities to destitute and old age homes, Skill Development Programme, Pre Coaching to Competitive Examination, Scholarship to students studies abroad, Incentives & Bidaai Schemes. During Rs lakhs was allocated for the implementation of these Schemes and Rs Lakhs has been released. A sum of Rs lakhs were spent for the said programmes by the end of March Beneficiaries were benefitted from the said programme. 2. Shadi Mahal/Community hall for Minorities:- To encourage the Social and cultural activities of the religious minorities a Maximum grant upto Rs. 100 lakhs per Shadi Mahal/Community hall in District Head quarter and upto Rs. 50 lakhs for taluks and other areas is provided. During a sum of Rs lakhs was provided out of which Rs lakhs was released and Rs Lakhs were spent for 104 Organizations. 3. Skill Development Scheme for Minorities: In order to make youths of minority communities employable & make them economically self reliant various types of Trainings like Nursing, Computer Training through ACCPL Institution Computer Training, for Call Center, Animation Training, BPO, Tally are being provided for a minimum period of 6 months and Rs. 500/- Stipend is provided to beneficiary. During Rs. 350 lakhs were provided out of which Rs. 350 lakhs were released, and Rs. 350 lakhs is spent by the end of March Students have been benefited under this scheme. 4. Teaching and Learning Aid to Govt. Minorities Schools: In order to improve the quality of learning of the students and teaching methods of teachers in aided and unaided minority urdu schools and residential schools under e-learning method, Teaching and Learning Aids up to Rs. 10,000/- will be sanctioned to each minority schools once in a life time depending upon the availability of funds of that particular year. During the year an amount of Rs. 150 lakhs is provided out of which Rs.150 lakhs was released. Rs.150 lakhs is spent for Opening of E-learning Smart Classes for 100 Urdu schools and for the purchase of learning and teaching material for 35 Morarji Desai Residential Schools.

Incentives for Minority Students: In order to create Competition and to encourage the merited Minority students in their studies, Minority students of SSLC, PUC and Degree will be given incentives of Rs.3000/-, Rs.4000/-, and Rs.5000/- per student per annum respectively. During Rs. 500 lakhs is provided and Rs. 500 lakhs is released out of which Rs. 500 Lakhs was spent students were benefitted from this programme. 6. New Moraji Desai Residential schools: During the year Rs. 600 lakhs is provided and Rs. 600 lakhs was released and the said amount was spent to provide Infrastructure facilities for the 02 Morarji Desai Residential Schools & 3 PU Colleges. 7. Opening of New Hostel for Minorities This scheme is to benefit the Minority students by starting up of 36 new Post Matric boys/ girls hostels in the state. A sum of Rs lakhs is provided and an amount of Rs lakhs is released. An amount of Rs lakhs is spent to 1775 Students. 8. Scheme of National Overseas Scholarship for Minority Students:- The State Government has introduced the Scheme of Providing Financial Assistance to Minority students for pursuing Higher Studies Abroad in Master Degree, Phd & Doctoral Courses etc., in prestigious Foreign Universities. During Rs. 300 lakhs has been provided, and Rs.300 lakhs were released out of which an amount of Rs lakhs was spent for 61 Students. 9. Morarji Desai Residential Schools for Minorities: In order to provide better Education to the Muslim Minority students studying from 6 th to 10 th std, 50 Morarji Desai Residential Schools, 5 Muslim Residential Schools are functioning in the State. During Rs lakhs has been provided and the said amount was released. Rs lakhs is spent for Students. 10. Jain Scholarship:- For providing of scholarship to Jain community students the Government of Karnataka has provided a budget of Rs lakhs during the year and Rs lakhs has been released. Rs. 100 lakhs is spent for 10 National Overseas Scholarship students.

10 Hudco Loan for Minorities: Morarji Desai Residential Schools for Minorities were built with the co-ordination of Karnataka Residential Institution of Educational Schools (KRIES) and HUDCO Loan. During Rs lakhs is provided and the said amount was spent for the repayment of the Loan 12. Pre-Coaching to Minority Candidates for UPSC/KPSC Competitive Civil Service Exams Minority Students who are willing to take up Civil Service Competitive Examinations conducted by the U.P.S.C, and K.P.S.C are sponsored for pre-coaching through reputed institutions across the country and state respectively. During the year a budget allocation of Rs. 250 lakhs was provided and Rs. 250 lakhs was released.an amount of Rs. 250 lakhs is spent for the payment of coaching fee and stipend to the 86 UPSC, 201 KPSC Candidates & 3074 CET Students. 13. Remedial Coaching for Minority Students: Minority Community students who are studying in Urdu Medium are facing inconvenience to take-up education in English Medium after 7th standard and 10th standard, and many dropouts are being noticed. In order to curtail the dropouts a scheme called remedial coaching for minority students is implemented.these students are provided remedial coaching in English, Mathematics and Science subjects to make them equally competent. During , a Budget of Rs. 500 lakhs is provided and Rs. 500 lakhs is released out of which Rs 500 lakhs has been spent to 1743 Centers, Students. 14. Working Women Hostels: To provide suitable hostel facilities to the working women of the Minority Communities who are working in government and non-government organizations. During the year budget allocation of Rs lakhs is provided & Rs lakhs was released and the said amount was spent to 5 Institutions. Construction of Minority Hostels : Out of 160 Pre-Matric/ Post Matric hostels of the state, 95 hostels are running in own buildings, and 24 buildings are under different construction stages. During Rs lakhs was provided and Rs.2500 lakhs is released, and the said amount was spent to the Construction of 54 Hostels.

11 16. Construction of Buildings for Morarji Desai Residential Schools. 8 During an amount of Rs lakhs has been provided, Rs.3311 lakhs is released. And the said amount was spent for the purpose of MDRS schools constructions. 17. Opening of Information Centres :- An information centre in every district head quarters and also in the office of the Director, Directorate of Minorities is established to create awareness of different schemes implemented by the department. Also Seminars are Taluka level information centres for implementation of schemes in the stipulated time. During Rs lakhs has been provided and Rs lakhs is released out of this Rs lakhs is spent towards this scheme in 30 districts Salary & Publication. 18. Bidaai Scheme :- As per the Government order No. MWD 533 MDS 2013, dated the Bidaai scheme is being introduced to help financially for the marriages of poor and backward Minority family girls, divorce women and widows. Each family will be provided with a maximum financial benefit of Rs.50,000/-. During Rs has been provided Rs. 3000lakhs is released upto March-2015 Rs lakhs is spent towards this scheme 6000 benefited New Schemes:- 19. Training Programmes for Minority Women under skill Development: In Order to make Minority women to lead an independent life without depending on others. Training programmes under skill development is introduced at taluka level from the year During an amount of Rs. 200 lakhs has been provided and Rs. 200 lakhs has been released. Rs 195 lakhs has been spent to benefit 984 Women beneficiaries. 20. Fee Reimbursement: Students studying in pre-degree, P.G, Professional courses, Technical, M.Phil and P.hd courses a scheme of fee reimbursement is introduced to repay their admission and course fee. During the year as an amount or Rs lakhs budget has been provided and released. Rs has been spent and Students were benefitted. 21. Opening of Residential Schools on line with Kendriya Navodaya Vidyalaya: The Directorate of Minorities is already running Morarji Desai Residential Schools, for providing quality education and peaceful environment to the Minortity students it was decided to open new residential schools in each district on the lines of Navodaya Vidhyalaya. During the year Rs. 500 lakhs has been provided and released. The said amount is released to DC Yadagiri District to start the said pilot project.

12 9 II. District Sector Programme 22. Training for Minorities: ( stipend to Law Graduates): Under this scheme, two law graduates are selected in each District for training. Selected candidates are trained under Government Advocates or under a senior Advocate who have put in more than 20 years of practice. The duration of the training will be 4 years and each Trainee will be given Rs.1000/- monthly as stipend. During , a budgetary allocation of Rs lakhs was provided and released upto.rs has been spent to benefit 180 candidates. 23. Hostel for Minorities: (a) Post Matric Hostels. Minority Student seeking higher education in technical and higher Professional courses post matric Boys/Girls Hostels with a strength of 50/75 students in taluk and district head quarter are being run, by providing grant of Rs. 1100/- per month per borderer for 10 months for their food, lodging & library facilities. (b) Pre-matric Hostels. Pre-Matric boys and girls hostels are being run with a strength of 50 students in each hostel for the benefit of Minority students of 5 th to 10 th Std. These students are provided with free food, accommodation, uniform and stationary etc., at Rs. 1000/- per month per borderer for 10 months. During an amount of Rs lakhs has been provided Rs lakhs is released upto March-2015 Rs has been spent 6823 students benefited. 24. Stipend for ITI/Diploma Minority Students: Under this programme a stipend of Rs. 150/- per month per candidate for 10 months is sanctioned to minority students studying in ITI/Diploma Course etc., During an amount of Rs lakhs has been provided and released. Rs 50 lakhs has been spent to 3364 Students. 25. Grant-in-Aid to Hostels Run by Minority Organizations: There are 60 Grant-in-Aid Minority hostels with a total strength of 3350 inmates. The inmates of these hostels are entitled for a boarding grant of Rs. 750/- per month for 10 months in an academic year. During Rs. 78 lakhs has been provide and released. Rs has been spent to 1467 beneficiaries.

13 Occupational Training for Minorities: Occupational Training for un-employed youths in various trades such as Electrical- Wireman, Civil Work Supervision, Radio, TV Repairs, Tailoring and embroidery etc., Training fee and stipend to candidates (Rs. 500/- per month) will be borne by Minorities department. During Rs lakhs has been provided and released. Rs has been spent to 410 beneficiaries. 27. Grant-in-Aid to Minority Orphanages: There are 40 Orphanages with strength of 3569 students. The orphan and destitute children studying from 1 st standard to 10 th Standard are eligible to get admission in these orphanages. The managements are given a boarding grant at Rs. 500/- per month per borderer for 12 months. During an amount or Rs. 82 lakhs has been provided and released. Rs has been spent upto March candidates are benefited. 28. Merit-Cum-Means Scholarship III. Central Government Schemes: In this scheme financial assistance is provided to the poor and meritorious students belonging to Minority Communities to pursue only professional and technical courses. Students should have scored not less than 50% of marks in their previous academic year. Scholarship will be awarded to students who get admission in to a professional college to pursue technical/ professional courses on the basis of a competitive examination. The annual income of the beneficiaries/parent or guardian should not exceed Rs lakhs. 30% of the scholarships is reserved for girls students. The Maximum fee up to Rs. 20,000/- can be reimbursed under the provision and a maintenance allowance of Rs. 5000/- and Rs /- is paid to a day scholar and hosteller respectively per annum. During an amount or Rs lakhs has been provided and released. The said amount is disbursed as scholarship to students. 29. Multi Sectoral Development Programmes Central Government has sanctioned grants to the MSDP districts of Bidar, Kalburgi, Yadgiri, Bagalkot, Raichur, Koppal, Haveri & Bellary District to Construct Hostel Buildings, Labour Wards, Anganwadi Buildings, Toilets, laboratories, Additional Buildings and Indra Awaz Houses. During an amount of Rs lakhs has been provided and the said budget of Rs lakhs has been released to 7 Districts. 30. Scheme of Pre-Matric Scholarship Scholarship will be sanctioned to the students of minority communities studying in class 1 to Xth. The award will be subject to securing a minimum of 50% aggregate marks in their previous annual examination. The annual income of the parents/guardians from

14 11 all sources should not exceed. Rs 1 lakh for eligibility. 30% of the Scholarship is reserved for girl students. During an amount or Rs lakhs has been provided and released. Rs lakhs has been spent to benefit students. 31. Scheme of Post-Matric Scholarship This scholarship is awarded to the students of P.U.C/Degree and Ph.d level. Scholarship will be awarded to the students who have secured not less than 50% marks in previous final examination. The annual income of the parents or guardians of the student from all sources should not exceed Rs. 2 lakhs. 30% of the scholarship is earmarked for girl students. During as an amount or Rs lakhs has been provided and released. Rs 3500 lakhs has been spent to benefit students. 18 15 KARNATKA MINORITIES DEVELOPMENT CORPORATION LIMITED INTRODUCTION: The population of religious minorities as per 2001 Census is about 82,93,576 which forms 15.69% of the total population of Karnataka. The people residing in the State belonging to Muslim, Christian, Buddhist, Jain, Sikh and Parsi Communities come under religious minorities. It was observed that the majority of the minority Communities are reeling under the poverty line and their economic and social status is sympathetic. Objective: In order to improve the social and economic status of religious minority Communities, the task was entrusted to the then Karnataka Backward Classes Development Corporation (renamed as D.Devaraj Urs Backward Classes Development Corporation). Late Ramakrishna Hegde, the then Hon ble Chief Minister of the State Government has established Karnataka Minorities Development Corporation in the year 1986 with an objective of improving the socio economic and educational status of Minorities so as to bring them into the main stream line on par with the other developed Communities Structure of the Organisation: Karnataka Minorities Development Corporation is a Government of Karnataka Undertaking Corporation established under the Companies Act 1956 on The authorised share capital of the Corporation is Rs Crores. The Corporation has been functioning under the administrative supervision of Minorities Welfare Haj & Wakf Department of Government of Karnataka. The Registered Office of the Corporation is based at Bangalore and it has its District Offices in all District Headquarters of the State. The Corporation is functioning for the social, Economic and Educational development of religious minorities through Government sponsored Schemes, which are being implemented through its District Offices.

19 16 The Board of Directors nominated by the Government headed by the Chairman and the Managing Director is functioning as Administrative Head. The following officers and staff are working under the Managing Director for implementation of the Schemes. 1. Schemes of the Corporation Swavalambana Margin Money Loan & Subsidy Scheme: Under this scheme, persons belonging to religious minority communities are financially assisted as mentioned below with the co-ordination and co-operation of Nationalized Banks and other Financial Institutions, to start and improve business, small scale/cottage industries, services, agriculture and allied activities. The balance loan component will be provided by Nationalized Banks/Financial institutions. 20 17 The beneficiary should repay the loan amount in 30/60 EMI of 6% interest per annum. The KMDC has been implementing the Scheme with co-ordination and co-operation of Nationalised Banks/Financial Institutions. The beneficiaries should provide the following documents for approval of loan. 1. The applicant should be a permanent resident of Karnataka State by birth or Domicile. 2. The applicant should belong to religious Minority Community. 3. The applicant total family income should not exceed Rs.22000/- Shramashakthi Scheme: Under this Scheme, the minority artisans will be trained to upgrade their artistic and technical skill either to improve their trades or to establish or develop small business. A loan upto Rs.25,000/- (maximum) will be provided at 4% rate of interest. 25% back-end Subsidy will be provided, if the beneficiary repays 75% of the loan availed within the specified period of 36 months. In case the beneficiary fails to repay 75% of the loan within the period of 36 months, the 25% subsidy portion will also be treated as loan.the applicant should be a resident of Karnataka and he/she should belong to the religious Minority Community and his/her annual income should be within Rs.22,000/-. Arivu (Educational Loan) Scheme: Under this scheme, minority students who are desirous of pursuing professional courses like Medical, Engineering, Dental, Post Graduate Courses, Diploma, Nursing, B.Ed, BBM, BCA, D.Ed, and ITI will be provided loan ranging from Rs.5,000/- to Rs.50,000/- per year until they complete their course. The loan has to be repaid by the beneficiary after completion of the 2% interest per annum. Micro Loan and Micro Subsidy Scheme: Under this scheme the main thrust is to empower the minority women folk by extending loan facilities to the organised women groups. The Members of Self-Help Groups can take up any financial activity viz., petty business like vegetable/fruit vending through push carts, kallai making, bed making, pan shop, groundnut selling, cycle repairing, gas/arc welding, vulcanizing, fish selling, tea shop etc.,. The Corporation provides loan of Rs.5,000/- and subsidy of Rs.5,000/- to each Member of Self Help Group. The Self Help Group may consist of 10 to 20 members (maximum). The SHG can select Group Leader-1 and Group Leader-2 who will lead the team and the SHG will authorise them to open and operate a Bank Account in any Bank in the name of SHG. The Group Leader will convene meeting every week to assess the developments in the financial activities taken up by the Group members and to guide the member of the Group. Such Groups which are formed and are working for nearly one year will be considered for sanction of loan under the scheme.the loan has to be repaid in 36 monthly 5% rate of interest p.a. The Group Leader-1 and Group Leader- 2 will be responsible for the repayment of the loan.

21 18 Ganga Kalyana Scheme: A) Community Irrigation Scheme: Irrigation facility is provided to the agricultural lands of minority farmers through lift irrigation scheme by utilizing the perennial source of water (rivers) in rural areas and lifting water through pipe lines. Similarly, wherever perennial water sources are not available, borewells will be drilled underground by identifying water points through the help of expert Geologist and tanks are built for storage of water and to help flow of water through the pipes to the agricultural lands. These borewells are maintained for five years at the cost of the Corporation and thereafter it will be handed over to the Consumer Co-operatives of the beneficiaries. Advice and assistance of the agricultural experts will be provided to enable farmers to get better yield of crops. This Scheme is a subsidy scheme. Eligibility: 1. The applicant should belong to the religious minority communities as defined in the Government Order. 2. He/she should be permanent residents of Karnataka State. 3. He/she should be small and marginal farmer. 4. The annual income of the family should not exceed Rs.96,000/- in rural areas and Rs.1.03 lakhs in urban areas. 5. The applicants those who have totally 08 acres of land comprising 3 beneficiaries will get 2 borewells and those who have totally 15 acres of land comprising of 5 beneficiaries will get3 borewells and each beneficiary should have 2 to 3 acres of land. B) Individual Borewell: Under this scheme for the beneficiary who holds 2 to 5 acres of land, one borewell or open well will be drilled and pump set will be supplied by KMDC. A grant of Rs.1,50,000/- will be provided as subsidy and if the beneficiary desires to obtain additional support to complete the unit, a loan upto Rs. 50,000/- can be provided to the beneficiary against security as per rules. The unit cost fixed also includes pumpset and energistation. Eligibility: 1. The applicants should belong to the religious minority communities as defined in the Government Order. 2. He/she should be permanent residents of Karnataka State. 3. He/she should be small and marginal farmers. 4. The annual income of the family should not exceed Rs.81,000/- in rural areas and Rs.1.03 lakhs in urban areas. The District Managers invites applications through local newspapers. The District Manager will scrutinise and place the proposal before the Taluk Committee headed by the MLA of respective Assembly Constituency who is the Chairman of the Committee. The list of beneficiaries selected by the Committee along with the Proceedings will be submitted by the District Managers to the Head Office of the Corporation.

22 19 Interest subsidy Scheme for housing loans Under this Scheme, the minority beneficiaries who have availed loan upto Rs.5.00 Lakhs from the Banks/Financial Institutions for the purpose of construction of house an interest subsidy upto Rs.1.00Lakh will be reimbursed. Christian Community Development Programmes Karnataka Christian Development Council was established on by the Government for the overall development of the Christian community by implementing various Programmes.. Corporation is implementing the the following Programmes under this Scheme. 1. Arivu (Educational) Loan Scheme 2. Shramashakthi Scheme 3. Micro Loan with subsidy Scheme and 4. Interest subsidy Scheme for housing loans Term Loan Scheme of National Minorities Development & Finance Corporation: The National Minorities Development & Finance Corporation, New Delhi has been extending loan to the religious minorities through its SCAs (State Channelizing Agencies). Karnataka Minorities Development Corporation is the SCA of NMDFC in Karnataka. Rs.50000/- to Lakhs is sanctioned as loan to project based business. The Corporation releases loan component comprising 90% of the total project cost as NMDFC share, 05% of the project cost as KMDC share and balance 5% of the project cost has to be borne by the beneficiary. 6% interest per annum is being charged by the Corporation for the total loan released. The beneficiary is provided financial assistant to avail own transport. The loan amount should be repaid in 36/60 of 6% interest per annum.

25 22 Waqf Institutions in the State: There are 29,044 Waqf Institutions in the State which have Properties. Waqf Act, 1995 has been amended and Waqf [Amendment] Act, 2013 has come to effect from Framing of Rules & Implementing the same after according approval 2. The term of the present Board would be completed during August The Board will be reconstituted as per the amended provisions after the completion of the term. 3. As per Section 51 fifty five cases have been identified and action under Section 52 to recover the properties has been initiated. 4. Three Waqf properties of Major institutions namely 1) GulistanShadiMahal, 2) Masjid-e-Mavalli, Bengaluru& 3) DargahHazrathAtaulla Shah Nabi Shah, BadaMakan, H. Siddiah Road, Bengaluru have been identified and proposed for development of these properties with the financial assistance from NAWADCO. The draft of GPA (Tripartite Agreement) between NAWADCO and the Board and the draft of NAWADCO and NBCC has been finalized. 5. To create the post of an officer equivalent in rank to that of the Addl. District Magistrate and the other officials to assist him and the other Members of the multi member Tribunal. The Multi Member Tribunal will be constituted after approval of the Rules. 6. As per the Waqf properties Lease Rules 2014 detail circular instructions have been issued to all the Waqf officers in the state to implement the provisions of Waqf properties Lease Rules. A Public Notice indicating the salient features of the Rules has been published in widely circulated newspapers in English, Kannada and Urdu. 7. The provisions of Waqf (Amendment) Act, 2013 and the Waqf properties, Lease Rules 2014 are translated in Urdu and Kannada languages. These booklets are circulated to all the Waqf institutions across the state for creating awareness 8. During the year , Managing Committees of 1314 Waqf institutions are constituted throughout the State. 9. During the financial year the Karnataka State Board of Waqfs, has appointed 24 Muthavallies throughout the State for the management of Waqf Institutions.

26 The Board in its Meeting held on has approved the Model Scheme of Administration [Bye-laws] for the management of Waqf Institution. During the financial year the Karnataka State Board of Auqaf, has approved 219Scheme of Administration of the Waqf Institutions under the Sec.61 of the Waqf Act, District Waqf Advisory Committees headed by the Chairmen and 02 District Waqf Advisory Committees headed by administrators are established Board Meetings: During the year , 05 regular and 01 Sub Committee meetings and 2 Special Meeting of of the Karnataka Waqf Board were held and resolutions were adopted and implemented. Financial position of the Board: The Government of Karnataka sanctions Grant-in-aid for the repairs and renovations of the Wakf Institutions and Grants for the Maintanence of the Wakf Board. As per Section 72 of Waqf Act, 1995 Waqf Contribution is collected from Waqf Institutions. [Rs. 27 24 (iii) Protection of Waqf properties: This scheme is implemented from the year with a view to protect the Waqf properties of the State. During the year Government has released Rs lakhs grants which was re-released to 408 Waqf institutions for the construction of compound wall to Khabrasthans, Idgahs, Mosques and Dargahs etc. (iv) Special Development of Grants: This scheme is implemented for the Special Development of Dargah s of the State. Every year 4 to 5 institutions are selected and an amount of Rs.5 Lakhs to 1 Crore is sanctioned for the development of each institution. During the year an amount of Rs lakhs has been sanctioned as Special Grants for the development of Dargah s and the said amount is re-released to to the development of to Dargah s of the State (v) Remuneration to Pesh Imams and Mueizzens: This scheme in Implemented from the year , to pay of Honorarium to the pesh Imams and Mueizzens of the 7000 and above registered Mosque s of the State. Rs.3,100 for each Pesh Imam and Rs. 2,500/- for each Mueizzens of the registered Mosque s is paid as monthly remuneration. An amount of Rs.500 Lakhs each during the year , and Rs lakhs during the year towards payment of Honorarium to the Pesh Imam & Mueizzens of the Waqf institutions have been sanctioned. During the year an amount of Rs Lakhs hes been sanctioned, an amount of Rs. 17,06,57,100/- has been released to 3424 Pesh Imams and 3339 Mueizzens. (vi) Development of Waqf properties: Central Waqf Council, New Delhi has sanctioned a loan amount of Rs Lakhs for 82 Waqf Institutions. Out of this 35 Waqf Institution have repaid the loan amount. An amount of Rs Lakhs is out standing from 47 Waqf Institutions. State Waqf Council has financed 69 Waqf Institutions in the State for the development of Waqf Properties used for commercial purposes. Survey of Waqf Properties in the State: The State Government vide Notification No.RD 57 WES 97 dated has ordered for second servey of the wakf Properties. As per the Government Order No.RD 57 WES 97 dated the Secretary to Government, Revenue Department is appointed as the Survey Commissioner of Waqf Properties. The Deputy Commissioner of the District Commissioners of City Corporation and City Municipal Councils are appointed as Additional Survey Commissioners of Waqf Properties respectively. The Assistant Commissioner of the District Sub-Division are appointed as the Assistant Survey Commissioner of the District Sub-Division.

28 25 Second Survey of Waqf properties: As per the Amended provision, the second survey operation is being conducted in the State of Karnataka. Out of total No.of Wakf Properties have been surveyed by the end of march As per 1997 notification the second survey of kodagu district is completed and published in State level Task Force Committee under the Chairmanship of Additional Chief Secretary and Development Commissioner and the District Level Committee under Chairmanship of concerned districts has been constituted to review and take necessary measures to protect and to complete the second survey operations. Computerization of Waqf records Waqf Institutions have been registered under the Karnataka State Board of Auqaf and these Institution have properties. The computerization of all information relating to the Karnataka State Board of Auqaf under Central Scheme is in progress. Law Section: The Karnataka State Board of Waqfs has legal Section headed by the Law Office along with Presenting Officer with supporting of staff comprising of 4 advocates. 29 26 Enquiry Under Section 52 & 54 of the Waqf Act, encroachment/illegal transaction cases have been identified in the state. Action is being taken to remove the encroachment and to recover the Waqf properties by holding enquiries U/S 52, 54 of the Waqf Act, Cases under Karnataka Public Premises [Eviction of unauthorized Occupants] Act, All the properties in the State have been brought under the ambit of Karnataka Public Premises [Eviction of Unauthorized Occupants] Act, 1974, [Second Amendment Act of 1999] which came into effect from The Addl. Chief Executive Officer of the Board is appointed as Competent Officer under this Act. Out of 1453 cases filed before the Competent Officer, 985 cases has been disposed and 468 cases are under process.

30 27 THE KARNATAKA STATE MINOROTIES COMMISSION The Karnataka State Minorities Commission was constituted during the year Appointment of Chairman and Members of the Commission have been made by the Government from time to time. The Government enacted the Karnataka State Minoroties Commission Act during the year As per the Government Order No: MWD 42 LMR 2014, Dated: Smt. Balkhis Banu has been nominated as the Chairman of the Karnataka State Minorities Commission. Karnataka State Minorities Commission has received grant of Rs. 166/- lakhs, for the year under Non Plan to meet the staff salary and office expenses. Functions of the Commission: (a) To examine the working of various safeguards provided in the Constitution and in the laws passed by the State Legislature for the protection of Minorities (b) To make recommendations with a view to ensuring effective implementation and enforcement of all the safeguards (c) To Monitor the working of the safeguards provided in the constitution, laws enacted by the State Legislature and policies and Schemes of the Government for Minorities (d) To conduct studies, research and analysis on the question of avoidance of discrimination against Minorities. (e) To make a factual assessment of the representation on Minorities in the services of the Government under taking, Government and quasi-government bodies and in case representation in inadequate, to suggest ways and means to achieve the desired level. (f) To make recommendation for ensuring, maintaining and promoting communal harmony in the state. (g) To make periodical reports at prescribed intervals to the government. (h) To study any other matter which in the opionion of the Commission is important from the poin of view of the welfare and development of Minoroties and to make appropriate recommendation. (i) To consider the grievances of the Minorities and to suggest appropriate solution from time to time. (j) To look in to specific complaints regarding deprivation of rights and safeguard of Minoritied and takeup such matter with the appropriate Authorities Communal Harmony: The Commission is striving hard to bring Communal harmony in the State. In this connection regular interaction with the Deputy Commissioners and Superintendents of police and other Authorities to avoid any untoward incidence. And in this regard monthly reports are received from all the Districts.
