1 Interest Packet This interest packet includes basic information about grants. The following pages contain a grants deadline calendar for the current fiscal year, information regarding ecivis (MCCCD s grant funding search provider), a list of the available grant distribution lists you may join, a list with grants related websites, a handout regarding locating a funding source, two flow charts one for the Proposal Approval Process and the Post Submission Process, a handout with typical proposal elements, a handout with tips for writing a successful proposal, and a Proposal Approval Summary that is to be submitted to our office with each proposal submission. The District Grants Development & Management Department supports the development and enhancement of college and district projects/programs through proposal development processes, cultivation efforts, and grants management technical assistance. Proposals are submitted to both public and private external sources to foster teaching and learning; meet student, community and workforce needs; and promote institutional development. Funding from external sources further the Maricopa Community Colleges' strategic goals and priorities. 8 Concept Generator Before you begin to develop a proposal it is often helpful to identify the following proposal elements on a concept paper. Completion of this document will serve as a roadmap to develop a grant proposal and prepare you to discuss the concept with the department chair or supervisor. 1. What is the need? What problem will the grant solve? 2. What is the solution to the need or problem? Describe what the project would be. 3. What are the project s goal(s), objective(s), and outcomes? 4. Estimate the expenses required from the funding agency? What internal resources will be needed? (personnel, consultants, space, etc.) 5. Who will be the internal and external partners? 6. What is the plan for sustaining the project after the funding period ends?
9 Maricopa Community Colleges Proposal Development Process Step 1 Step 2 Step 3 Step 4 Step 5 Step 6 Step 7 Step 8 Step 9 Step 10 Step 11 Identify potential sources of funding that meet strategic goals and meet the needs of your college and MCCCD. Request and read application guidelines. If you decide to apply for a grant or become a partner on a grant, contact your campus grant coordinator or the District Grants Development and Management Department. (Be sure to also follow any grants procedures established by your college/campus, including seeking Department Chair and President/Provost approval to develop a proposal.) The District Grants Department is available on a case-by-case basis for support and development of your proposal. Start a planning process with all key personnel. You will need to identify a concept, partners, and the data required for the grant. Develop a timetable for the planning and preparation of the proposal. (Aim to be ready for signatures at least a week before the due date to allow yourself adequate time for last minute challenges. For large grant applications, try to have a reasonably good draft done at least two weeks before the deadline.) Most funding sources are now requiring electronic submission of proposals. Therefore, please allow a few extra days for system and technology delays. Development of major proposal components should begin right after you have developed a concept. The major proposal components for most public proposals are the needs assessment, goals and objectives, operational plan and activities, management plan and key personnel, and budget including match and in-kind support. Request and collect data, resumes, letters of commitment or support, partnership agreements, and other pertinent information needed to plan, support, and develop the proposal. Complete MCCCD Proposal Approval Summary (PAS) and attach the proposal and budget. Obtain appropriate President or Vice Chancellor signature approving submission of the proposal on the Proposal Approval Summary form. Get feedback before finalizing! Ask colleagues, administrators, and the District Grants Department to review the draft proposal and provide you with suggestions for improvement. Also, the District Grants Department is available for technical assistance if you need it. Finalize your proposal and attachments. The finalized copy of the proposal needs to be provided to the District
10 Step 12 Grants Department for final review and signature by authorized signatory. If proposal is required to be submitted electronically, you will need to work closely with the District Grants Department.
11 MCCCD Proposal Approval Process Proposal topic and potential funding source identified Discuss proposal concept with direct supervisor and if faculty member your department chair Supervisor and/or department chair does not support moving foward. College grants office informs the District Grants Department of the colleges intent to apply Approval to proceed with development of a proposal College grant offices and district grants department involved in planning meetings and development of proposal. Planning meetings occur and proposal developed. Your direct supervisor (and your department chair, if faculty) to review and approve the proposal for submission. College grants office reviews, provides feedback and routes the proposal and Proposal Approval Summary form for signatures and approval. Appropriate dean, vice president, and college president approve the proposal for submission. If proposal involves match, cost share, or a financial sustainment is involved the college fiscal agent approval is required. District Grants Department provides Grants Accounting with a copy of the guidelines and budget for review and feedback. District Grants Department reviews proposal, provides feedback, and routes the proposal for District approvals. Executive Vice Chancellor and Provost approves and signs the proposal for submission. Assistant General Counsel approves and signs proposals in contract form before submission. * IRB/HSR application must be completed during the time of review if not completed before submission. (CITI training may need to be completed first) Once all approvals are obtained, the District Grants Department submits electronic proposals and proposers or college grant offices submit mailed proposals.
12 MCCCD Post Submission Process Proposal submitted to agency Additional information requested from funding agency or negotiations occur Proposal Funded Proposal Not Funded Contact college or district grants department immediately. Notify the college grants office or district grants department and those who approved the proposal submission. Forward all documents received from the funding agency to appropriate grants office or department. Request reviewer comments if not provided. If there are unanswered questions after reviewing comments contact program officer. If less than $100,000 complete an Administrative Acceptance of Grant form. If $100,000 or more complete and submit a Governing Board Action Item. During the next competition resubmit proposal after the reviewer comments have been integrated and modified to meet current guidelines. College president reviews and signs form then forwards to District Grants Department. Submit form to college president for approval certification/ signature. District Grants Department Director reviews and signs form then forwards to Grants Accounting. Grant approvals should be routed through the District Grants Department. Manager, Student Financial and Restricted Programs signs the form. the original Action Item to the Governing Board Secretary and Executive Vice Chancellor and Provost. Governing Board approves the Action Item. * IRB/HSR application must be completed during the time of review if not completed before submission. (CITI training may need to be completed first) Restricted Grant Account is opened in CFS and notification is sent by the assigned Grant Accountant. Grant Management Orientation is conducted. Project personnel implement program and expend funds.
13 Typical Proposal Components I. Brief Summary Clearly and concisely summarizes the request for funding. II. Introduction Describes the college's qualifications relevant to the project. III. Problem Statement or Needs Assessment Documents the needs to be met or problems to be solved by the funding request. IV. Objectives State the benefits of the project in measurable terms. V. Methods Describes the activities, which will be undertaken to achieve the desired outcomes. VI. Evaluation Presents a plan for determining the degree to which objectives are met and methods are followed. Assesses quantitative and qualitative outcomes. VII. Future or Other Necessary Funding Describes a plan for continuing the project after the grant expires and/or the availability of other resources necessary to implement the grant. VIII. Budget (Funding Source and Matching) Clearly delineates costs to be met by the funding source and those to be provided by the applicant or other parties (inkind and cash matches) includes a budget narrative explaining and justifying each item in the budget.
14 Tips for Developing Proposals that Get Funded The key to any grant-winning effort is to develop a highly competitive proposal based on a great idea that fits the funding agency s aims. Understanding the type of people who will be reviewing your proposal and making their job as easy as possible makes the difference between a good proposal that has potential to get funded and a great proposal that gets funded. Here are some suggestions for improving your chances of getting your proposal funded: Prepare as early as possible and carefully manage your time. Get the program announcement early, and analyze it. Obtain copies of previous applications, since changes are often minimal from one year to the next, and start work using the old application as a guide until the new version is available. The more you can do ahead of time, the better. Talk to program officers about expected changes between the old and the new applications and about questions you have. Obtain copies of highly-rated, funded proposals, using them as your model. Develop a timetable for proposal development, review, and finalization to help you manage the process and your time. Keep in mind that most funding agencies require electronic submission. Plan far enough ahead that you can submit prior to the last minute since technical difficulties can cause you to miss the submission deadline. Be familiar with the funding source and aware of what general trends and ideas are being funded during this process. Keep in mind that most, although not all, private grants should go through the Foundation. Follow the instructions carefully. Provide all the information asked for in the application instructions in the order requested. Pay attention to the language of the grant, and use it when formulating a proposal. Make a list of everything you are going to need and the questions you need to answer. Identify the data you need, the supporting documents, resumes, and required forms, etc. Make sure to ask for support letters, resumes, and other documents early as it can take much time to acquire all the necessary information and you don t want to still be waiting for something right before the deadline. Format for readability and attractiveness. Do not right-justify; that makes it harder for a weary reviewer to read. Use headings, tables, charts, graphs, etc. to break up the narrative and to succinctly present information. Use headings and underlining to call attention to important phrases or words. Leave a reasonable amount of white space on the pages. Pay close attention to any formatting requirements contained in the application; for instance, do not single-space if it tells you to double-space. Communicate clearly and concisely. State clearly and accurately what you will do, how you will do it, and why it is important. Do not leave your reviewers guessing what you mean. Justify everything, including budget items, according to their importance to the project. Avoid jargon; no reviewer wants to take the time to use a dictionary to figure out
15 what you are trying to say. However, do think about the terminology of the solicitation and reflect that language, with explicit explanation throughout the content of your proposal. Saying the same thing several different ways is also irritating to the reviewer so avoid unnecessary repetition. Include research and evidence-based data. When gathering statistics or other data for the proposal, make sure to use the most accurate and up-to-date information possible. All references should be recent and reliable. Maricopa Trends is the best source for enrollment data, and your campus Institutional Research office can help you gather other accurate data. Reference sources should always be cited. If the solicitation does not indicate the citation preference, APA is the recommended default citation style. Develop and include a high quality evaluation. Both agencies and private funders are increasingly emphasizing the quality of evaluation. Some Project Directors involve an external evaluator in the project planning and evaluation development. In most cases, the external evaluator can be included, by name and qualification, in the proposal narrative and as an evaluation consultant in the budget. Your evaluation should specify the evaluation questions to be answered and how the findings will be used for making project improvements and determining effectiveness. Be organized. A detailed table of contents, informative abstract, and logically presented narrative that uses headings and strong topic sentences means less work (hunting) for reviewers. Get feedback on your drafts from others. Preparation will be easier if you work with a team. The team may include one or more colleagues, a college grant writer, the District Grants Director, Deans and/or Associate Deans, Researchers, Accountants, and support staff. Get feedback and suggestions from colleagues in your own or other institutions. Program Officers are frequently willing to read a short concept paper several months prior to the start of an application process and can provide valuable advice and feedback. Also, some programs have the option for preliminary proposals or letters. Take advantage of this, the feedback you receive on them can be very helpful. Adhere to general grant rules. Ask for only what you need. Don't rush the proposal writing process, but do get to the point of the proposal in the beginning, not the end. Cover all the bases. Make sure you provide everything the application asks for, in the order required, and that you anticipate and address any concerns that the reviewers may have. Remember that Proposal deadlines are absolute. If your proposal is late, it is void! Read deadline and submission information carefully. When using electronic submission, allow time for technical glitches and aim to submit at least 48 hours early. Do not wait until the last minute when it is difficult to obtain approvals, the system bogs down, the server experiences difficulties, or any number of technology-related errors may occur. If you have the option of mailing in your proposal and that is what you wish to do, note if
16 submission requirements are for postmark or possession. If it has to be at the agency by a specific time, do not count on 24 hour delivery getting it there on time. Allow a couple extra days for the mistakes that can and do happen. Get proposals postmarked at the Post Office, not your college mailroom. Do not give the mailroom responsibility for taking it to the Post Office or giving it to Federal Express. It may not get there when it needs to. Do it yourself so you know it is safely on its way. And get proof of the date and time mailed. If you mail it through Federal Express, your package can be tracked. Learn from your experience. If you do not get funded this time, do not be afraid to reapply. If your proposal fails to be funded, request the reviewer comments and read them carefully, talk to the Program Officer, and use this information to improve and resubmit your proposal. Many proposals are funded on the second or even third try. Many wonderful proposals may have been turned down for various reasons not related to the quality of the proposal, college, or personnel.

18 Instructions for Filling Out the Proposal Approval Summary MCCCD Project Title: Enter the name that you have given your project. RFP Title/Category: Enter the name of the grant program to which you are applying. Examples include: Advanced Technological Education (ATE); Minority Science and Engineering Improvement Program (MSEIP); and Hispanic Serving Institutions Assisting Communities (HSIAC). Project Administrator: This item should only be filled out if the project has both an administrator and a director overseeing the project. For example, sometimes a Dean/VP will be considered the Project Administrator, while a faculty/staff member is considered the Project Director. College/Center of the Project Administrator: Enter the name of the college or center where the Project Administrator is located. This item should only be filled out if a Project Administrator has been identified. Phone of the Project Administrator: Enter the telephone number of the Project Administrator. This item should only be filled out if a Project Administrator has been identified. Project Director: Enter the name of the Project Director who will oversee the grant project.
