CALL TO ORDER at 5:30 pm Councillor Andy Barnes took the official Oath of Office of Councillor for the District of Mackenzie. 2. PRESENTATION Lisa Teggarty, Chief Financial Officer, presented the 2017 Provisional Annual Budget with a proposed 3% tax increase to all tax classifications. A 3% increase would result in additional revenue to the District of $150,717 for For the average household this would be a tax increase of approximately $23.60 for the current tax year. Mackenzie has the 17th lowest taxes in BC. Mayor Crook asked if any members of the public had any comments or questions regarding the proposed 2017 budget. Rick & Karen Parent asked if there is any additional funding in the budget to repair Ritchie Road in the industrial site. Ms. Teggarty advised that there was not additional funding this year, however Mr. Gawryluk mentioned Public Works is aware of the condition of the road and will be increasing its maintenance in Mitch Mortensen asked why expenditures due to his court case with the District was not shown in the budget. Mayor Crook and Ms. Teggarty advised that the District has various legal fees and for the purpose of this presentation have not been broken down to that level of detail to show each individual case. 19 OPEN LETTER TO BC LOCAL GOVERNMENTS ATTN: Mayor & Council, all BC local governments January 25, 2017 Dear Sirs/Mesdames: Re: We must hold fossil fuel companies responsible for climate change FEB DISTRICT OF MACKENZIE Wildfires. Drought. Flooding. Rising sea levels. Climate change is already reshaping and impacting BC communities in profound and frightening ways. As unchecked fossil fuel pollution continues to push global temperatures ever higher, we are frightened for our communities, for communities around the world, and for the world we leave our children. These impacts are still more challenging for vulnerable groups - the poor, Indigenous people, women and children - who are often unable to respond to unexpected weather or other climate impacts. But there is hope. If the fossil fuel companies - whose products are the major drivers of climate change - had to pay even a fraction of the associated climate costs, they would not be able to out-compete renewables and would pivot towards sustainable alternatives without delay. BC communities can play a key role in demanding accountability from the fossil fuel industry for the harm that they are causing our communities, and challenge the myth that the fossil fuel economy can continue business as usual despite the destruction it is causing to our atmosphere. The fossil fuel industry is keen to avoid a conversation about its responsibility for climate change. Just 90 entities - primarily fossil fuel companies - have caused almost 2/3 of human caused greenhouse gas emissions, and just three - Chevron, Exxon Mobil and Saudi Aramco - are responsible for almost 10% 1! Like the tobacco industry before it, Big Oil relies on the perception that individual consumers are responsible for climate change while pocketing billions of dollars in profits from products that they know are disastrous for our atmosphere and communities around the world. 2 BC and Canadian taxpayers will end up paying the costs of climate change in many different ways. But unless our communities demand that fossil fuel companies pay their fair share of these costs, this industry will continue pushing products that the world cannot afford to burn. 1. Heede, R. DEMAND FOSSIL FUEL ACCOUNTABILITY It has been rare for anyone to even ask the fossil fuel industry to take responsibility for its role in causing the global crisis - and the local climate impacts like floods, wildfires and droughts. 22 February 9,.2017 i' ' to fiqht cancer To Mayor and Council, Skiers and snowboarders from Northern BC will be hitting the slopes on March 4, 2017 at Powder King to raise funds to fight cancer as part of the annual Slopes for Hope. Every three minutes cancer picks a fight with another Canadian. An estimated 24,300 British Columbians were diagnosed with cancer in The good news is current research indicates that about half of all cancers are preventable.through healthy living and public polices that protect our citizens. An important aspect of health promotion is the availability of supportive environments that make healthy choices easier. The Powder King Mountain Resort is just such an environment and offers an incredible opportunity for Prince George and area residents to take part in a healthy, active and fun activity for the whole family. THE MAIN EVENT - SKI EVEREST: The goal for participants is to make their way down the ski hill as many times as it would take to cover the vertical height of Mount Everest. There will be different levels for kids, adults and the real ski fanatics. Money will be raised through participant fundraising - those taking part will be asked to raise a minimum of $150 in advance pledges to support the Canadian Cancer Society's mission. Participants will be charged a nominal registration fee and will receive half price lift tickets for their efforts if they have raised the $150. THE FESTIVAL: While skiers make their way up and down the hill, a number of family events will happen at the base of the hill. There will also be an opening breakfast, children's activities, lunch by donation and a closing ceremony that includes awards. HOW YOU CAN SUPPORT: You can join the fight against cancer and help support this exciting event by contributing a charitable donation to help with advertising and promotion outside of the region. The clubs will operate the groomer on a volunteer basis which will contribute to the self-sufficiency of the clubs and ensure the trails are properly maintained. BACKGROUND: The District of Mackenzie wishes to enhance the event hosting capacity of the Recreation Centre Pool by partnering with the Rainbow Swim Club to install starting platforms and to purchase a modular obstacle course for the pool space. This inflatable aqua track can be placed in the pool for fun swims to provide a new element for the pool users. It will have a climbing, jumping, crawling and obstacle competition component; this will improve the experience of users during fun swims and promote healthy recreation and civic participation. The project involves the purchase of six starting platforms that are customized to fit current anchors at the pool and the installation of the platforms. The project also involves the purchase of paddle boards, new life jackets, paddles and other equipment for paddle boarding which can be rented out for use at the pool or Morfee Lake in the summer months. The inflatable aqua track can also be used on the pool and at Morfee Lake in the summer months. The track can be rented for pool parties and events such as birthdays at Morfee Lake. Other equipment that will be purchased are two splash bikes for toddlers and a helix slide for all ages. Purchase and replacement with contemporary, up-to-date and standardized swimming lane start blocks and anchors will definitely reduce maintenance costs, bring our aquatic facility up to date and assist with proper event delivery such as swim events, training, races and meets. This is why the Rainbow Swim Club in Mackenzie has worked very hard fundraising for three years to be able to provide a $10, contribution to the overall project. The Community Halls and Recreation Facilities program provides municipalities, regional districts, First Nations bands and registered non-profit organizations with up to 70% of a project's budget to a maximum of $30,000 in funding to improve, expand, or develop facilities in order to increase the number of events held annually in the community, contributing to service sector revenues in the local economy.
