2 RFP: 23 rd Street Streetscape Improvement Project pg. 1 of 8 A. Introduction The City of Richmond is currently in the process of updating its General Plan. Through several interactive workshops, the community and local 23 rd Street Merchant Association has expressed their vision for a revitalized 23 rd Street *. The 23 rd Street corridor is envisioned as a commercial district that is attractive, safe, and pedestrian-friendly a great street that residents and merchants alike can be proud of. The implementation of a comprehensive streetscape improvement initiative has been identified as a major step towards realizing this vision. The Richmond Community Redevelopment Agency (Agency) is soliciting proposals from qualified consultant teams (consultant) interested in providing services for the City s 23 rd Street Streetscape Improvement Project. With the direction of the Agency and the input of the community, the selected consultant will help refine the community s vision, design the streetscape improvements, prepare conceptual design drawings, and prepare construction/engineering drawings that will allow the City to bid the project. The program improvements are to include but are not limited to: 1. new street furniture, 2. pedestrian-scale street lights and signals, 3. street trees and related landscaping, 4. sidewalks and crossings with decorative hardscapes, 5. bike lane(s), 6. wayfinding signage, and 7. public art In addition to the above improvements, the consultant will study the feasibility and evaluate the impacts of: 1. widening the sidewalk throughout the improvement area, 2. introducing angled parking along select street segments, and 3. vacating a portion of 22 nd Street in order to redesign the existing one-way traffic (south of Grant Avenue) into two-way traffic uniformly along 23rd Street About the City of Richmond: The City of Richmond is an urban area located 16 miles northeast of San Francisco, directly across San Francisco Bay. Richmond is on a peninsula separating San Francisco Bay (on the south) and San Pablo Bay (to the north), and the City has 32 total miles of shoreline. Richmond is situated near major metropolitan cities and major new growth areas: San Francisco, Oakland, and Marin County are all within one half hour drive of the City. Currently, the population of the City sits at 96,648 persons (2005 Census American Community Survey) with an anticipated growth of 19% within the next 10 years. The * On December 14, 2006, the City held a General Plan Presentation and Meeting for the 23 rd Street Merchants Association. A list of issues and recommendations discussed at the meeting is attached as Exhibit C.

3 RFP: 23 rd Street Streetscape Improvement Project pg. 2 of 8 City s economy is currently undergoing a major transition from its former heavy industrial character towards uses involving high technology and light industrial companies, as well as new business parks accommodating light industrial and office/flex land uses. Biotechnology, in particular, has developed as an important new niche in the City s growing economy. The City s government operates on the Council-Manager system. The City Council has 9 members elected at large to alternating four-year terms. The Mayor is elected at large and is a member of the City Council. The Council appoints a City Manager to be responsible for carrying out the policies of the City Council and to manage the City s departments and program activities. The City employs approximately 868 full and part time employees and has annual operating fund revenues of approximately $124 million and a capital budget of approximately $180 million. About the Improvement Area: An improvement area overview map set is attached as Exhibit A and panoramic photos of most intersections are attached as Exhibit B. As shown on the map set, the improvement area contemplated is a 16-block (approximately 1 mile) commercially zoned section of the 23 rd Street corridor from Costa Avenue on the north to Bissell Avenue on the south. 23 rd Street is a north-south arterial roadway that serves central Richmond and the City of San Pablo. It connects with I-580 with on- and off-ramps for east and westbound directions at the south end and San Pablo Avenue at the north end. Currently, 23 rd Street operates as a four-lane arterial north of downtown Richmond and changes to a one-way street between Bissell Avenue and Grant Avenue in central Richmond, with 22 nd Street serving southbound traffic. In downtown Richmond, 23 rd Street has three travel lanes and south of downtown it has four travel lanes. The speed limit on 23 rd Street through downtown is 25 mph and 30 mph outside of downtown. The City of San Pablo, which borders the City of Richmond to the north, is currently in the process of completing streetscape improvements to their segment of 23 rd Street. It is important that, as part of background data collection, the consultant identify key staff in the City of San Pablo to coordinate Richmond s 23 rd Street improvements. 4 RFP: 23 rd Street Streetscape Improvement Project pg. 3 of 8 B. Project Team Requirements The ideal project team will be led by a prime consultant specializing in urban design and place-making. It is important that the proposed project manager demonstrate extensive experience working on projects that involve existing urban settings and have a deep understanding of the unique challenges those settings pose. The proposed project team must also include experienced specialists or sub-consultants in the following areas: 1. Bilingual Community Outreach and Consensus Building 2. Landscape Design 3. Environmental Compliance (i.e. CEQA) 4. Traffic Engineering and Traffic Calming 5. Civil Engineering and ADA Compliance 6. Stormwater Management 7. Project Management 8. Still and Animated Computer-Aided Simulation 9. Public Art Implementation C. Scope of Work: Tasks and Deliverables The following recommended scope of work for the project is meant to provide a guideline for the preparation of proposals. Responses to this RFP may suggest alternative approaches to the scope, so long as the end result as outlined is achieved. Task 1: Street and Utilities Survey: This task is to conduct a survey that will map the existing physical conditions and infrastructure of the project area. Items to be surveyed and mapped include existing utilities, sewer lines, sidewalks, crossings, street trees or wells, parking, road lights/signals, public signage, travel/turn lanes and widths, driveways, bus stops, storefronts, and existing land uses. Other items determined to be of importance by the consultant should also be mapped. The consultant team will work with the City Public Works, Engineering, and Geographic Information Systems Departments to obtain any available and relevant data. Deliverable: 1 reproducible hard copy and one electronic file (.pdf format) of the street and utilities survey (1 draft and 1 final) Task 2: Design Alternatives and Feasibility Study: This task is to evaluate the feasibility of implementing the following streetscape design alternative ideas: 1. Cosmetic-Only Alternative: All desired streetscape improvements are done with the existing traffic pattern and street layout maintained (similar to what is being done along 23 rd Street in the City of San Pablo), or

Cosmetic with Bike Lane Alternative: All desired streetscape improvements are done with the existing traffic pattern and street layout maintained and a bike lane added, or 3. Angled Parking Alternative: All desired streetscape improvements are done with the addition of angled parking along identified segments of the street, or 4. Widened Sidewalk Alternative: All desired streetscape improvements are done with widened sidewalks along identified segments of the street, or 5. Landscaped Median Alternative: All desired streetscape improvements are done with a landscaped median along identified segments of the street, or 6. Inclusive Alternative: All desired streetscape improvements are done with the addition of angled parking, bike lanes, widened sidewalks, and landscaped medians along segments of the street where feasible, and 7. any consultant suggested alternative(s) The feasibility study will contain a traffic analysis and evaluate the physical constraints and potential impacts associated with each alternative. The study will determine the level of CEQA review required with each potential action. The study will close by identifying a consultant-recommended alternative based on the results of the study and a cost-benefit analysis. Deliverable: 1 reproducible hard copy and one electronic file (.pdf format) of the Design Alternatives and Feasibility Study (1 draft and 1 final) Task 3: CEQA Compliance (concurrent with Task 4): In compliance with the California Environmental Quality Act (CEQA), the consultant team will prepare an Initial Study and the required environmental document (i.e. negative declaration, mitigated negative declaration, or environmental impact report) to address the environmental impacts associated with the preferred streetscape design alternative selected by the Agency/City. Specific deliverable CEQA documents will be determined by the City and consultant team upon completion of the Initial Study. Deliverable: 1 reproducible hard copy and one electronic file (.pdf format) of the Initial Study and environmental document as required (1 draft and 1 final) Task 4: Conceptual and Final Design of Selected Alternative: Prior to the final design for the selected alternative, the consultant team will prepare 1 to 2 conceptual streetscape designs that unify 23 rd Street thematically and encourage pedestrian use. The concepts will identify preliminary selections for specific improvements, including benches, litter receptacles, tree grates and guards, native street trees, pedestrian-oriented and dark-sky-friendly lighting fixtures, bicycle racks, bollards, sidewalk and crosswalk hardscapes, newspaper racks, street signs and posts, and informational kiosks. Conceptual design materials will be used in community

6 RFP: 23 rd Street Streetscape Improvement Project pg. 5 of 8 outreach meetings for feedback and refinement prior to the final streetscape improvement design. The final design will be turned into construction and engineering plans that will allow the City to bid the project. Deliverable: 1 reproducible hard copy and one electronic file (.pdf format) of all materials produced as required (1 draft and 1 final) Task 5: Attendance at Meetings: The scope of services requires the selected consultant to work closely with staff in completing the streetscape improvement project. The consultant will budget (at minimum) attendance at the following meetings: 1 Kick-off meeting with Agency and City Staff 1 meeting with the Contra Costa Transportation Authority 1 meeting with the West Contra Costa Transportation Advisory Committee 1 EIR scoping meeting 2-3 Design and Planning Commission hearings 1 City Council hearing 1 Agency Board meeting 5 community meetings Task 6: Project Materials: The Agency firmly believes in the power of photographs, graphics, and before and after simulations to communicate design ideas. The consultant team is required to provide powerful visuals that effectively complete and enhance the meeting and project process. Any and all materials developed for this project will become the property of the Agency. Additional deliverables as required include: monthly progress reports; electronic files on disc (word format) for each final product; presentation boards, and PowerPoint presentations for public hearings. Meeting materials including agendas, minutes, presentations (i.e. PowerPoint), supplementary handouts, and material and display boards shall be submitted to the Agency for approval prior to all meetings, workshops or public hearings. Proposal Requirements and Contents Proposals submitted for this project are to follow the outline described below and must address all requested information. Any additional information that the consultant wishes to include that is not specifically requested should be included in an appendix to the proposal. Consultant teams are encouraged to keep the proposals brief and concise, but sufficiently detailed to allow evaluation of the study understanding and approach. In order to simplify the evaluation process, the Agency is seeking proposals in the following format: Project Overview (2 pages maximum) Provide a narrative description of the project based on the Scope of Work presented in the RFP. Include any issues that you believe will require special consideration for this study. Also identify any unique approaches or strengths that your firm may have related to this study. Agency staff will assess your understanding of all aspects of the study based on the overview. Project Manager and Team Résumés (3 pages maximum) Provide an introduction of the proposed project team. Include a detailed resume for the proposed project manager. The geographic location of each consultant firm and their key personnel shall also be identified. Any proposed sub-consultants shall be listed. Full resumes project team members may be included in an appendix. Provide a description of projects similar in nature and scope to this RFP that your firm or team has completed in the last 5 years. Include client names, addresses and telephone numbers for reference. Detailed Work Plan (5 pages maximum) Provide a description of the required tasks and duties for preparation of all study submittals and administration. The description will include details to implement all tasks described in the scope of work and any recommended addition to the list of tasks. List anticipated deliverables and assumptions used to develop the work tasks as well as assistance expected from Agency/City staff. Conflicts of Interest (1 page maximum) Firms submitting a proposal in response to this RFP must disclose any actual, apparent, direct or indirect, or potential conflicts of interest that may exist with respect to the firm, management, or employees of the firm or other persons relative to the services to be provided under the Agreement for consulting services to be awarded pursuant to this RFP. If a firm has no conflicts of interest, a statement to that effect shall be included in the Proposal. Proprietary Information (1 page maximum) Firms submitting a proposal for this RFP must provide a statement that nothing contained in the submitted proposal will be proprietary. All proposals shall become the property of the Agency once submitted. Signature (1 page maximum) The consultant s proposal shall provide the following information: name, title, address, telephone number, and address of individuals with authority to bind the service provider and also who

8 RFP: 23 rd Street Streetscape Improvement Project pg. 7 of 8 may be contacted during the period of response evaluation. The consultant s proposal shall be signed by an official authorized to bind the consultant and shall expressly stat that the proposal is valid for 90 days. F. Project Cost Proposal As Attachment 1 to your proposal, provide the cost required for each task identified in the preliminary work plan to complete the project. At a minimum, include a line item cost estimate for each task outlined in the scope of work plus a separate cost for meetings (cost per meeting). The spreadsheet will be in a format that will permit Agency staff to determine the key project team member(s) proposed for each task and the number of management, technical, drafting and support personnel hours, cost per hour for each project team member and total cost envisioned for each task. The hourly rate, name of team member and staff classification shall be included in the column headings of the spreadsheet. Identify any other costs to be billed to the project including project expenses (no mark-ups on expenses will be allowed) and sub-consultant costs. Include any proposed mark-up for subconsultant fees. Include a copy of the proposed rate schedules(s) to be used throughout the duration of the study and any adjustments tat are predicted to occur during the study. G. General Terms and Conditions Limitation: The RFP does not commit the Richmond Community Redevelopment Agency to award a contract, to pay any cost incurred in the preparation of the firm s RFP response or to procure or contract for services or supplies. The Agency reserves the right to accept or reject any or all RFP responses received as a result of this request, to negotiate with all qualified sources or to cancel all or part of this RFP. This RFP does not constitute any form of offer to contract. Award: The Richmond Community Redevelopment Agency reserves the right to award a contract/select a service provider without discussion based upon the initial RFP responses. H. Proposal Submittal One (1) unbound original and ten (10) bound, sealed copies of the RFP response must be received by 5:00 P.M. PST, Friday August 17, 2007, at the following address. All other consultants will be notified by mail of their status according to the contract execution schedule in Section D above.

35 Meeting Notes 23 rd Street Merchants Association General Plan Presentation and Meeting Thursday, December 14, 2006, 12 noon to 1:30 p.m. The purpose of this meeting was for the 23 rd Street Merchants Association to initiate a dialogue with the General Plan Team regarding their vision for the 23 rd Street corridor. Participants included members of the Merchants Association and representatives from MIG, Inc. Following is a list of the preliminary General Plan issues and recommendations identified and discussed at the December 14, 2006 meeting. These issues and other topics will be further discussed at future meetings to be held between the Merchant Association and the General Plan Team. A. Land use of surrounding properties to be considered 1. Compatibility of businesses along 23 rd Street > Is it a health hazard to have auto repair next to food stores? 2. Increase the density of developments along 23 rd. B. Traffic/roads issues and concerns 1. Split traffic along 23 rd Street (between Carlson Blvd. and Brooks Ave.) does not benefit merchants or general liveliness along street > it can be confusing to get around. 2. Create measures to reduce traffic speed > 23 rd Street is used as a connecting corridor between Interstate 580 to 80. C. Parking 1. Study different options for parking along 23 rd Street. 2. Include meters to generate revenue. D. New developments 1. Mixed-use is desirable > merchants need help to build out their properties 2. Create a food court/market where all street food sellers could have a regulated common business > oriented to people that now have informal food businesses operations. 3. Design guidelines are needed. E. Signage 1. Create banner and signage standards and regulations greater uniformity. 2. Set time limits regarding how long same banner can be hanged for. 3. Code enforcement of existing regulations. 4. Provide information boards located at key locations so that the street is not plagued by flyers pasted everywhere. 1

36 F. Amenities and streetscape 1. Add more trash cans particularly at bus stops street is too dirty now. 2. Increase street cleaning service more regularity. 3. Display children s artwork. 4. A community park is needed along 23 rd Street as a gathering place for the local community for celebrations or informal events. 5. Plant street trees along sidewalks. G. Health and safety 1. Too many crimes along 23 rd Street. 2. Place surveillance cameras along the street. 3. Until crime rates are not reduced, merchants cannot improve the aspect of store frontages (like removing fences and bars on windows). 4. Add lighting to reduce/prevent crime. 5. Bad reputation of the area has a negative impact on businesses people from other areas in the bay do not come to their businesses when they hear they are located on 23 rd Street. H. Connection with context 1. Create a link between the MacDonald Main Street Plan and 23 rd Street. G. Businesses 1. Taco truck regulations control licenses and the amount of time they are used. 2. Relocate auto repair businesses to other location.
