4 Texas Rural Challenge The Institute s Rural building the texas economy The UTSA Institute for Economic is one of the premier resources for economic activity on shale plays around the state. With over $87 billion in total economic output for the state last year, the Eagle Ford Shale is the largest oil and gas development in the nation. According to recent studies, Texas produces about 30% of the United States oil. The EFS is forecasted to grow by 61% over the next 10 years. Business Program is a leader in rural development for Texas. We annually convene the Texas Rural Challenge conference in partnership with the Office of the Governor, Texas Department of Agriculture, USA - Rural Development and rural community leaders across the state. Save the Date: June 15 & 16, 2015 Waco, Texas texasruralchallenge.com Eagle Ford Shale Community Development Program Through a process called strategically sequenced economic development, the program helps communities directly and indirectly impacted by the Eagle Ford Shale with planning services, research, and workshops to explore and develop strategies for creating a vibrant and sustainable economy for the future. Over the year, 53 workshops were held with over 230 rural community leaders. To date, eight communities in South Texas developed strategic plans, received capacity building and leadership training, resource development, and project support. Five of those communities were able to submit funding proposals for projects based on the assistance they received. The Eagle Ford Shale Community Development Program is focused on assisting communities within the EFS to develop strategies for long term, sustainable growth. Rural Business Program The Rural Business Program has business advisors placed throughout south, central, and west Texas focused on helping rural small businesses. In 2013, the Rural Business Program partnered with Shell to conduct a municipal capacity building program that offered training and project series targeting community leaders, elected officials, local government employees and small business owners. The program was focused on enhancing basic knowledge, skills, and resources in order to upgrade both structural and substantive capacity in these rural communities. The initial sessions went so well in the EFS that Shell partnered with UTSA again in 2014 to host a similar series in the Permian Basin.
5 Center for Community and Business research The Institutes Center for Community and Business Research is the preeminent resource for economic impact research of the Eagle Ford Shale. Supported almost 155,000 full-time equivalent jobs Provided more than $4.4 billion to local and state governments Generated more than $87 billion in economic output Mexico PARTNERSHIPS This year, UTSA partnered with the Universidad Autónoma de Nuevo León, the Asociación de Empresarios Mexicanos (AEM-USA) and others to commence an economic impact study on shale oil and gas opportunities in Mexico. The study will provide a comprehensive regional understanding of the economic and political impact of the new Mexican energy reforms. It will include a thorough analysis of the legal and institutional framework of the energy reform in Mexico and a practical roadmap about how to do business in that sector for the Mexican and international companies interested in operating and investing in Mexico Eagle Ford Shale Economic Impact Report by the UTSA Center for Community and Business Research. 6 35 years ago, a single economic development center was created at UTSA. It has since grown to form a multicenter network of business expertise called the Institute for Economic Development. The Institute has been housed in several locations around San Antonio, but in 2002 UTSA broke ground for a brand new state of the art building to permanently house the Institute at the UTSA Downtown Campus. OUR CENTERS & PROGRAMS The University of Texas at San Antonio s Institute for Economic Development has the expertise that helps build the economy, one business at a time. Today, we are composed of 11 centers and programs, which excel in results-oriented advising, training and research for entrepreneurs, experienced business owners and communities seeking strategic economic growth. These programs serve local, regional, national, and international initiatives. MBDA Business Center San Antonio (Est. 1981) The MBDA Business Center assists minority business enterprises increase profits and employment in today s marketplace by providing targeted management and technical assistance services. The center primarily works with established minority-owned businesses that have at least $1 million in annual revenues and are seeking rapid growth. The Business Center also includes a global component that connects domestic minorityowned business clients with commercial opportunities across the globe. south-west texas border sbdc network (Est. 1986) The South-West Texas Border Small Business Development Center Network comprises 10 SBDCaffiliated offices hosted by universities and community colleges in a 79-county region stretching from the Gulf Coast to South Texas, Central Texas, and parts of West Texas. In partnership with the U.S. Small Business Administration, UTSA administers the Network, its affiliate offices, and specialty centers. sbdc national information clearinghouse (Est. 1998) The SBDC National Information Clearinghouse (SBDCNet) provides timely, relevant research, webbased information, and training services to SBDC advisors and their clients. The center s team of researchers is dedicated to meeting the small business research needs of 1,100 Small Business Development Center programs across the United States and its territories. CENTER FOR COMMUNITY AND BUSINESS RESEARCH (Est. 2005) The Center for Community and Business Research (CCBR) offers applied economic and business research to serve the needs of economic development agencies, workforce boards, businesses, trade associations, city, state and federal governments and other community stakeholders in search of information to make well-founded business and policy decisions. CCBR, conducts research projects that shed light on how organizations, communities, or the economy are impacted by major new developments, projects and policies. SBDC rural business program (Est. 2009) The Rural Business Program supports economic, business, and community development in rural communities in the 79-county South-West Texas Border SBDC Network, including major Texas-Mexico border communities. RBP provides applied economic research, community and business strategy, resource development, and plan implementation. Our rural business advisors provide technical assistance to businesses, communities, local governments, and agencies engaged in economic or community development activities.
7 university of texas at san antonio sbdc (Est. 1986) The San Antonio Small Business Development Center offers integrated services to meet the needs of experienced small business owners as well as entrepreneurs just starting a business. Active in San Antonio and the 10 counties surrounding Bexar County, the San Antonio SBDC s experienced staff provides confidential, one-on-one business advising at no charge. Low-cost training workshops covering a wide array of topics designed to help small businesses succeed. Southwest Trade Adjustment Assistance Center (Est. 1990) The Southwest Trade Adjustment Assistance Center (SWTAAC) assists U.S. manufacturing and service firms that are negatively impacted by foreign competition to regain profitable growth. SWTAAC staff provides management consulting and strategic business planning services to help firms in Texas, Louisiana, and Oklahoma compete in a global marketplace. SBDC International trade center (Est. 1992) The International Trade Center is one of the largest and most successful trade assistance organizations in Texas. Staff provide technical trade consulting, customized market research, and innovative training programs for companies seeking to access global markets. To develop foreign market distribution channels, the Center has led a major initiative expanding the SBDC model into Mexico, the Caribbean, and Latin America. GUlf oil Spill Disaster Adjustment Assistance (Est. 2010) The Gulf Oil Spill Disaster Adjustment Assistance center was established to provide assistance to small businesses located within 60 geographic miles from the coast/marshes of Louisiana and Texas that are affected by the British Petroleum 2010 oil spill. Service companies, manufacturers, retailers and wholesalers are eligible to apply. sbdc procurement technical assistance center (Est. 2012) The Procurement Technical Assistance Center assists small business owners, including veterans and women, expand business contracting with federal, state, and local government entities. This center has developed expertise in key technical areas, including business certifications, human resource management, federal regulation compliance, veteran s assistance and services including SAM registration, and bid match services. The Center also offers a variety of trainings and workshops to help small businesses successfully compete as contractors and suppliers. Eagle ford shale community development program (Est. 2012) The Eagle Ford Shale Community Development Program provides South Texas rural communities, that are directly and indirectly impacted by the EFS, with planning services, research, and workshops to explore and develop strategies for creating a vibrant and sustainable economy for the future. The EFSCDP helps communities make sound decisions about how to react to predictable changes in EFS business activity.

9 A global Presence UTSA began an international expansion initiative to spread the Small Business Development Center model across national borders in Through a partnership with the Universidad de Autómatica de Guadalajara the first Mexican pilot SBDC was created. In 2012, President Obama created the Small Business Network of the Americas, which built on UTSA s existing framework of expanding the SBDC model. The university has created a five phase model to establish national SBDC networks; 1) SBDC Network Start-up 2) Transferring the SBDC Model Methodology 3) SBDC Model Implementation 4) SBDC Model Consolidation 5) SBDC Model Internationalization The model provides expert guidance, hands-on training, certification and accreditation standards, and operational technical assistance. There are currently 18 countries involved in the SBDC expansion initiative. Through the model developed and taught by the UTSA team, and the hard work and dedication of those countries involved, 120 SBDCs have been opened in Mexico, 30 in Central America, and 16 in the Caribbean. New countries adapting the SBDC model this year are Argentina, Chile, and Uruguay. The SBDC network will be linked through SBDCGlobal. com, a powerful and free online trade platform designed to provide trade opportunities to SBDC clients. Small businesses using SBDCGlobal.com have access to online buying and selling opportunities provided by their local SBDC. Advancing North America Through Entrepreneurship In 2014, UTSA hosted the first Mexico-U.S. Entrepreneurship and Innovation Council (MUSEIC) meeting in the United States. Established in 2013, MUSEIC was created as a part of the High- Level Economic Dialogue announced by President Barack Obama and Mexican President Enrique Peña- Nieto to promote bi-national approaches to advance North American competitiveness, trade, and innovation in the entrepreneurial sector. San Antonio was selected as the council s first U.S. meeting location to showcase the city s assets for bi-national entrepreneurship and as an ideal venue to address new development policies and initiatives. Over the past year, the Institute has expanded its reach throughout the Eagle Ford region at home and internationally in Latin America and the Caribbean. At home and abroad, a healthy small business environment and thriving communities provide the dynamism and diversification for healthy economies. The Institute for Economic Development is proud to be a contributing part of UTSA s mission to become a Top-Tier university. Student Engagement The Institute for Economic Development actively engaged 150 students annually that work in a variety of service roles. The Institute also collaborated with students in the College of Business for a Quickbooks practicum and with students in the College of Architecture and Public Policy to develop vision plans across for communities in rural Texas. As a part of an internship with the Institute s Rural Business Program, UTSA student Gregorio Ortiz was tasked with organizing a student business plan competition during the program s annual Texas Rural Challenge. As a result of the competition, three students were awarded a total of $8,000 to help start or grow their business. From his work with the Institute and graduate work in the Department of Anthropology, Ortiz was awarded a National Science Foundation Graduate Research Fellowship. He plans to focus his research on the social and environmental impacts of petroleum development in American households and livelihoods and explore the local ecological knowledge that is missing in the energy literature today. Premier Research In 2014, the Institute conducted 44 research projects. The 4th installment of the economic impact of the Eagle Ford Shale was released in September of 2014, making the Institute one of the foremost authorities on the subject. Other clients include the West Texas Energy Consortium, San Antonio Economic Development Foundation, Bexar County Economic Development, and the San Antonio Missions parks.
