1 COMMUNITY ARTS PROJECTS 2018 Program Guidelines Application deadlines: February 1 and August 1, 2018 TAC is committed to equity and inclusion. We welcome and encourage applications from all Toronto artists, arts organizations and artist collectives. Specific equity measures or targeted programs are in place to ensure full access and participation by Indigenous artists, artists of colour, artists who are Deaf, have disabilities or are living with mental illness, artists who self-identify as 2SLGBTQIAP, newcomer and refugee artists, young and emerging artists and artists working outside the downtown core. Learn more about what we are doing to make TAC more accessible and inclusive in our recently adopted Equity Framework PURPOSE Through its Community Arts Program, Toronto Arts Council (TAC) provides Project funding to Toronto non-profit organizations and collectives to pursue one-time or time-limited community arts projects that enable public participation and engagement in arts and culture. The City of Toronto provides the funding for this program through its Community Partnership and Investment Program. Art practiced at a community level creates a powerful sense of inclusion, understanding and the possibility of selfexpression among participants. It can involve one or more art practices, such as music, dance, theatre, visual arts, and storytelling, but the collaborative involvement of professional artists 1 with community members is a necessary component. TAC contributes to the development of community arts in Toronto by supporting community-engaged arts activity that demonstrates vision and excellence. In addition to funding professional arts organizations and community groups engaged in community arts activities, TAC recognizes the vital contribution emerging arts organizations make to the cultural life of Toronto and provides funding opportunities to assist these groups to access professional artistic leadership. 1 TAC has a broad interpretation of the term professional that is not related to income but to an artist s level of experience and commitment to one or more artistic disciplines. A professional artist is someone who has specialized training in the field (not necessarily in academic institutions), who is recognized as such by his or her peers (artists working in the same artistic tradition), who has a history of public presentation, publication and/or production and who is committed to devoting more time to her/his artistic activity if financially feasible. TAC recognizes that due to systemic barriers within the broader arts community (e.g. limited mainstream presentation opportunities for artists from equity-seeking communities) that some flexibility may be required in interpreting eligibility criteria to take into account equivalent professional experience and contexts. Potential applicants from equity-seeking communities are encouraged to discuss their eligibility with the program officer in advance of submitting an application. 1

2 If you have any questions with regard to determining professional credentials for eligibility to this program, please contact the Community Arts Officer. 2 ELIGIBILITY To be eligible for Project funding, applicants must be incorporated non-profit organizations or unincorporated collectives operating on a not-for-profit basis. A collective is defined as a group of two or more artists working together under a group name, either on a single project or on an ongoing basis. For collectives of two artists, both must be City of Toronto residents. For collectives of more than two artists, the majority of members must be City of Toronto residents. The project for which funding is requested must include the collaborative involvement of professional artists with community members. First-time applicants to the Community Arts program must speak with the Community Arts Officer prior to submitting an application in order to confirm eligibility. Funding cannot be used to support an organization s ongoing staff or faculty salaries. This program does not support schools, tuition-funded training programs, curriculum-based programs, or research projects. Please note that the funding priority in the Community Arts program is for fees and salaries to professional artists. Applicants may apply in one of two categories. 1. Arts Engagement: Applicants may include community organizations, professional arts organizations and artists collectives. In this category, artists engage the community through their art form, work with community members to encourage maximum participation in the arts practice and the art making, and recognize that the process of collaboration is as important as resulting artistic products. Examples: Arts programs in underserved neighbourhoods and communities that help overcome barriers to participation in the arts. Examples of possible barriers are age, physical ability, health status, geography, or economic and socio-cultural barriers. Artists collectives partnering with a community organization to undertake a project or residency. Applications relying on host-artist partnerships may include a Letter of Agreement between the host organization and the artist. (See Community Arts Residency Letter of Agreement Template). Maximum grant in this category is $15,000. For requests to TAC over $8,000: the budget must show revenue from other sources. the TAC contribution may not exceed 50% of the project budget. in-kind contributions may not exceed 25% of the project budget. 2. Community Arts Development: This category provides assistance to arts organizations and artists collectives for projects that develop artistic communities through the development of art practices, art forms and/or emerging artistic voices. For the project to be eligible, members of the arts organization or collective must define their community of practice and terms of engagement with one or more art forms. Examples: An arts organization or collective may seek to work with an artist who practices an ethnically specific, culturally diverse, or traditional art form, to increase their artistic skills, knowledge, range of creative expression and build a community of practice, with the aim to engage a broader community upon completion of the project. An artists collective that is part of a specific cultural community may seek to work with artists who have experience working with that community to create and present work in one or more artistic disciplines, with the aim to develop emerging or under-represented artistic voices of community members and/or address issues relevant to their community. An arts organization or collective may hold an arts festival or event that celebrates a specific community. However, simply identifying as a community-based event does not of itself make the project eligible. The

3 event must include participatory arts activities in which members of the community are engaged by Toronto-based professional artists. Maximum grant in this category is $10,000. Applicants must indicate a range of revenue sources, which may include donated goods and services. Applicants must be located within the City of Toronto and the activity for which the grant is requested must occur within the City of Toronto. Organizations/collectives may receive only one grant per calendar year through the Community Arts program and may not apply to other TAC discipline programs. Grant recipients must submit a final report on their previous Community Arts project before submitting a new application to the program. However, TAC offers other types of granting opportunities through its Strategic Initiatives envelope, and project grant recipients may be eligible to apply to one of these programs. Please consult TAC s website for other granting opportunities. Community Arts project grant recipients may receive a maximum of one additional grant per calendar year and may not have more than two outstanding project reports at any time. Project funding is not intended to support an organization/collective s operating costs and ongoing activities. Arts organizations/collectives engaged in annual, ongoing community arts activities may be eligible to apply for operating funding. Please contact TAC s Community Arts Officer for details. The following are not eligible to apply to this program: Organizations/collectives that receive Toronto Arts Council operating funding; Educational and religious institutions, unless there is a clear demarcation at both the program and budget level between their regular activities (i.e. religious/congregation activities or educational/student body activities) and their arts activities; Schools that are part of Ontario s public or private education system; Individual artists. This program does not fund arts-based research initiatives or arts enrichment programs for students. Project applications submitted to the February deadline must be for projects commencing after June 1. Project applications submitted to the August deadline must be for projects commencing after November 1. TAC does not fund retroactively. Projects that have commenced prior to the adjudication will not be considered. Projects must be completed within two years of the date of your grant notification. 3 VALUE OF GRANT Applicants may receive less than the full amount requested. Maximum grants available vary according to category. Arts Engagement: TAC will fund 100% of the project budget up to $8,000. For requests over $8,000 and up to a maximum of $15,000, applicants must indicate a range of revenue sources, which may include donated goods and services, and the TAC contribution may not exceed 50% of the project budget. Community Arts Development: TAC will fund up to a maximum grant of $10,000. Applicants must indicate a range of revenue sources, which may include donated goods and services Grants contribute to the direct costs associated with a community-based arts project, including artistic fees, production and technical costs, marketing and publicity costs, administrative costs, etc. Please note that artists fees are the highest priority; this program requires the payment of artists fees. Where a portion of permanent staff or administrative resources are dedicated to the project, you may estimate the value of these resources and include a detailed breakdown in the budget as in-kind revenue. Costs related to equipment purchase, capital projects (e.g. building purchases, renovations, etc.), film/video production, archiving, publishing, awards and award ceremonies, art therapy, fundraising events/projects and deficit reduction are not covered by these grants. Costs related to activities occurring outside of the City of Toronto are also not covered (e.g. touring, travel, etc.). ***TAC Accessibility grant *** Projects involving Deaf artists and artists with disabilities may apply for an additional TAC grant by completing the Accessibility Expenses section of the application and including the requisite information in their budget. A TAC Accessibility grant will provide up to a maximum of $5,000 per year

4 towards accessibility costs for artists incurred during the project. Accessibility costs include but are not limited to: ASL interpretation, audio description, closed captioning, communications assistants, and attendant care. 4 APPLICATION PROCESS Applicants are required to register at TAC Grants Online at and submit the Community Arts Project application and required support material using this online grants management system Applications must be submitted on TAC Grants Online no later than 11:59 pm on the deadline dates. TAC does not accept applications by any other means of delivery. You will receive a confirmation when your application is submitted. Check your spam/junk mail folder if it doesn t arrive in your in-box. SUPPORT MATERIAL For the assessment process, support material is a critical component of the application. All applicants are required to submit examples of the artist's recent work that are relevant to the project. At least one example must be from the past two years. Previously-funded applicants should submit new support material. The support material should illustrate both: a) the quality and nature of the artist s practice, and b) the artist s capacity to work in a community context relevant to the proposed project. Due to the number of applications submitted to this program, the assessment committee will normally spend 3 minutes or less per application viewing support material. Works, therefore, may not be seen in their entirety. You can upload your media files to TAC or you can provide a link to your files. If you provide a link, please also provide the password or any other instructions required to access the file. For uploading, the maximum file size is 200 MB and files are accepted in the following formats: Video - Quicktime (MOV), AVI, JPEG, JPG, MPEG, WMV. Audio AAC, MP3, WAV, WMA. Be sure to allow sufficient time to upload support material to your application do not wait to the last minute/hour of the submission deadline date. Applicants may submit a maximum of six pages of printed support materials (e.g. press clippings, letters of support) in PDF file format. ASSESSMENT PROCESS All applications for Project Grants are reviewed first for eligibility by the Community Arts Officer. TAC s Community Arts Committee then assesses all eligible applications. The Community Arts Committee s grant recommendations are approved by the TAC Board of Directors. TAC s Community Arts Committee is a volunteer committee of practicing artists, other arts professionals and individuals involved in community-based arts activities in communities and neighbourhoods across the city. Committee members are selected on the basis of their familiarity with, and specialized expertise in, a broad spectrum of artistic styles/practices and their direct experience in the Toronto arts community. Committee members are also selected to try to achieve fair representation of gender, diverse cultural communities and City areas. Each year, arts organizations/collectives are invited to nominate peers interested in serving on TAC s Community Arts Committee. These nominations should be submitted on a nomination form, available from TAC. Committee members serve maximum three-year terms. Project funding is recommended only at the discretion of the Community Arts Committee. This is a competitive program. Applicants should be aware that meeting the general eligibility requirements does not guarantee that a grant will be recommended. The Community Arts Committee evaluates all eligible applications in a comparative context and makes funding decisions based on the availability of funds, the program objectives, and the following assessment criteria: the demonstrated involvement of both community members and professional 1 artists in the design and implementation of the project; ( 1 See Guidelines page 1 for definition of professional artist.) the artistic excellence of the proposed project and its innovation in form, interpretation and/or content;

5 the quality of experience the project will provide to the participants and the benefits it will provide to the larger community; the quality and effectiveness of the applicant s community outreach and/or audience development strategies; the financial viability of the proposed project and the ability of the applicant to carry it out. Assessment of financial viability includes consideration of unrestricted and internally restricted reserves. In applying the assessment criteria, the Community Arts Committee will consider each applicant s self-defined artistic goals and objectives, geographic and artistic environment, available resources and stage of development. Included in the Equity Framework is an Equity Priority Policy, which states that if there are multiple wellassessed applications of equal merit in an adjudication round but insufficient funds in the grants budget to support all deserving candidates, applications proposed by applicants that self-identify as belonging to one of Toronto Arts Council s equity priority groups or that primarily involve or serve artists from these groups will be prioritized. NOTIFICATION Applicants will be notified by when the results are available and will be able to log in to the TAC grants management system to receive their results. Notification will be received within four months of the deadline date. APPEALS TAC currently offers project applicants the opportunity to appeal the decision of the assessment committee if they were not recommended a grant. Applicants eligible for appeals will be notified when they login to TAC Grants Online to get their results. CONDITIONS OF FUNDING Grant recipients will be required to sign a Letter of Understanding that details the terms and conditions of their grant. The Letter of Understanding will be made available when you receive your grant results. Grant payment will not be released until the signed Letter of Understanding has been uploaded to TAC Grants Online. Grant recipients must include visual acknowledgement of TAC support in all promotional materials, advertising and programs related to the project being funded. The TAC logo for grant recipients is available on our website; specifications for the size and placement of the logo should be commensurate with that of other donors or sponsors who have provided similar financial support. In lieu of the logo, the recipient may use the phrase "produced with the support of Toronto Arts Council with funds provided by the City of Toronto." Grants may only be used for the purposes outlined in the application. Material changes to the nature or scope of the project must be reported promptly to TAC. In such cases, TAC may require full or partial repayment of the grant. Changes to project dates must be reported to your grants officer. All projects must be completed within two years of the date of your grant notification. Grant recipients are required to file an artistic and financial report at the end of the project. The due date for the final report will be included with your application results. Failure to submit the report will disqualify the applicant from submitting future TAC applications or receiving further funding. TAC may also request repayment of the grant. TAC committee members and staff attend client performances and events. Grant recipients are required to send TAC information on any public performances or events presented in the context of their grant-supported projects. This information should be mailed or ed to the Community Arts Officer. In addition to the aforementioned general conditions of funding, TAC reserves the right to place conditions on the release of grants (for instance, confirmation of venues, programming, performances, other sources of funding, etc.). Any specific conditions associated with a grant will be included with your results and in the Letter of Understanding. 5

6 REPAYMENT OF GRANT The grant must, on the request of TAC, be repaid [in whole or in part] to TAC, if the grant recipient: breaches any of the terms and conditions of the grant; knowingly provides false information in the grant application; uses the grant for purposes not approved by TAC; uses a TAC Accessibility grant for purposes not approved by TAC; breaches any of the provisions of the Ontario Human Rights Code in its operations; ceases operating prior to completion of the project; ceases to operate as a non-profit organization or collective prior to completion of the project; winds up or dissolves prior to completion of the project; merges or amalgamates with any other party prior to completion of the project; commences or has commenced against it any proceedings in bankruptcy, or is adjudged a bankrupt, prior to completion of the project. CITY OF TORONTO ANTI-RACISM, ACCESS AND EQUITY POLICY The City of Toronto requires that all organizations and individuals adopt a policy of non-discrimination as a condition of receiving a grant or other support from the City. Grant recipients will be required to submit a signed Declaration of Compliance with Anti- Harassment/Discrimination Legislation and City Policy.
