8 6 Dublin City Local Economic and Community Plan Action Plan 2017 Foreword The Dublin City Local Economic and Community Plan (LECP) presents a unique opportunity for local groups and organisations operating in the public, private and community and voluntary sectors to come together to ensure a more joined-up approach to community and local economic development across Dublin City. Furthermore, it has integrated the physical planning for the City into economic and community development, with the LECP now firmly embedded in the Dublin City Development Plan At the heart of the Dublin City Local Economic and Community Plan is the belief that planning for community and local economic development demands greater participation from those living, working, studying and growing businesses across the area. To this end, 2016 was a busy year for the two committees charged with the implementation of the LECP the Dublin City Local Community Development Committee and the Economic Development and Enterprise Strategic Policy Committee with a range of consultation processes carried out during the twelve months of The willingness of individuals and organisations across the City to engage with the LECP process has been heartening and we remain committed to maintaining a continuous loop of consultation and feedback for the lifetime of the LECP. This Action Plan for 2017 outlines the actions that will be undertaken by, other statutory agencies and community development organisations and service providers. During 2017, we will continue to expand the reach of the LECP to a wider range of agencies, in particular to those statutory agencies that have a critical role to play in the process, to encourage more collaborative working and to ensure better coordination of activity in pursuit of the high level goals of the plan. Communities and businesses across Dublin City have been exposed to some very difficult times in the recent past. While the current signs of economic recovery are encouraging, it is imperative that the LECP process remains flexible and responsive to the needs of communities and businesses and to ensure that recovery is sustainable and will this time benefit all communities across Dublin. This can only be achieved with the willingness of organisations to work together and with the continued engagement of communities across the City. 9 Introduction 7 Introduction The Dublin City Local Economic and Community Plan (LECP) aims to identify and implement actions that will strengthen community and local economic development activity across Dublin City*. The bodies jointly tasked with developing, implementing and monitoring the LECP are the Dublin City Local Community Development Committee and the Economic Development and Enterprise Strategic Policy Committee. The Dublin City Local Economic and Community Plan is made up of two documents: A six-year strategy document outlining and giving context to the twelve high-level goals of the plan, established through wide public and stakeholder consultation carried out in 2015 An Action Plan to be up-dated annually A key objective of the Local Community Development Committee is to bring better co-ordination to publicly-funded community development activity. In fulfilment of this objective, this Action Plan 2017 has been informed through community consultations that were carried out jointly by and the four Partnership Companies and the Dublin City Community Cooperative in local areas across the City. A total of 13 sessions took place with more than 300 individuals and groups. The results of those consultations were used to inform the development of actions and joint projects for the 2017 Action Plan (the symbol highlights these joint projects throughout the LECP). A number of state agencies and business organisations collaborated with and the Economic Development and Enterprise SPC to contribute to the Action Plan Three workshops and 28 individual stakeholder meetings were held. This process brought about the establishment and development of key strategic partnerships that will continue to contribute to local economic development in Dublin City during The Local Community Development Committee and the Economic Development and Enterprise SPC will continue to work together and with other partners during 2017 to build on the progress achieved during 2016 and to further the fulfilment of the high level goals and objectives of the LECP lecp@dublincity.ie *Note that the implementation of the various goals, objectives and actions will need to conform with the provisions of the Dublin City Development Plan, including those which provide for environmental management and protection
