DIRECTOR: Glenn Pruim ~~ Approve submittal of application by the City of Encinitas for membership in the San Diego Regional Climate Collaborative STRATEGIC PLAN: Consistent with Strategic Plan's Environmental Focus FISCAL CONSIDERATIONS: No fiscal impact. BACKGROUND: The Climate Collaborative San Diego Region (Climate Collaborative) was founded in 2012 and is a forum for public agencies to share information, expertise and intellectual resources on climate action planning in the region. Original Climate Collaborative steering committee included the cities of San Diego and Chula Vista, County of San Diego, SANDAG, Port of San Diego, San Diego Foundation, SDG&E and University of San Diego. The Climate Collaborative has recently completed and adopted a Charter and Governance Policy and has invited other public agencies in San Diego County to become members or associate members in the organization (Attachment "A"). ANALYSIS: Encinitas administrative staff has attended the Climate Collaborative San Diego meetings and has obtained valuable resource information for Encinitas' climate action planning. The Climate Collaborative's Executive Manager has invited the City to become a member and Encinitas meets all membership requirements. There are no dues for membership and Engineering/ Public Works staff will attend the Climate Collaborative's meetings. Other city staff may be invited to attend based on topic areas of interest. If approved~ membership application document would be signed by the City Manager and the required documentation forwarded to the Climate Collaborative. 01/08/2014 Item #8D Page 1

There are several benefits to becoming a member of the Collaborative including: Networking with other members to share climate action planning expertise, tools, and lessons learned; Opportunities for leveraging resources and capacity; Opportunities for showcasing your city's climate-related plans, policies and programs on the Collaborative website and through any other marketing effort of the Climate Collaborative; and The abilty to use the Climate Collaborative brand on your website and materials. And...it is easy to join us as an official member! The requirements are listed below and I have attached the necessary documents for your convenience. MEMBER REQUIREMENTS ~ The Collaborative confirms you are a local government or public agency with authority in the San Diego region and demonstrate sustainabilty practices that address climate change (YOU ARE CONFIRMED!) o Sign the attached San Diego Regional Climate Collaborative Charter and return it to us. o Designate a primary representative and an alternate to the Collaborative (see attached Member contact form) o us a short description of your agency and an official logo to go on the website. o Attend the Collaborative quarterly meetings. 4 GOVERNANCE POLICY SAN DIEGO REGIONAL CLIMATE COLLABORATIVE PURPOSE The San Diego Regional Climate Collaborative (Climate Collaborative or CC) was established in 2011, as a San Diego regional forum for public agencies to share expertise and leverage resources to facilitate climate action planning. By partnering with academia, non-profit organizations, and business and community leaders, these agencies work to inspire regional leadership and ensure a vibrant economy, healthy environment, and resilient communities. As CC sets out to encourage membership from all public agencies in the San Diego region, this Governance Policy has been prepared to ensure that the activities and actions undertaken by CC on behalf of its members remain consistent with, and in accordance to, the intention and purpose of its establishment. This governance document provides direction and guidance as to the expectations and capacity of CC as it addresses the harmful effects of climate change, promotes a high quality of life, and fosters a green and growing economy in an equitable and unified way. LEADERSHIP I The Steering Committee serves as the primary governing and decision making body for the Climate Collaborative which is built around and for the purpose of supporting and advancing the climate goals of pu~lic agencies. The Steering Committee can have j to 11 members with ~ ~omposition of up to 7 seats for iòcal governments and public agencies, 1 seat for acadejiia, 1 seat for a philanthropic or non-profit organization, and up to 2 seats for local businesses (1 seat for businesses within the community and 1 seat for a local utility). The 4 supporting members of the Steering Committee are filled at the discretion of the Steering Committee. Steering Committee members are committed to attend most if not all Committee meetings to maintain their seat. The Steering Committee is responsible for: 1. Contributing financial and in-kind resources to ensure CC success 2. Examining and reviewing CC performance 3. Managing the CC website 4. Seeking and managing funding initiatives 5. Addressing CC membership 6. Branding and sponsorship of CC 7. Determining staff needs 8. Representing the region at events, meetings and on committees 9. Coordinating the San Diego Regional Energy Partnership (SDREP) and other similar efforts To meaningfully fulfill this role, the Steering Committee must:. Meet at least quarterly to perform the responsibilities outlined by this Governance Policy;. Participate in broader network meetings with CCR Members; Meet all Member criteria; and ve.org/ 29 October /08/2014 Item #8D Page 4

5 Vote, by simple majority, for all CC decisions and activities. The Steering Committee is comprised of: City of Chula Vista, City of San Diego, County of San Diego, Port of San Diego, San Diego Association of Governments (SANDAGJ, University of San Diego, The San Diego Foundation, and San Diego Gas & Electric. Admittance to the Steering Committee is a function of being a CC Member and by obtaining a simple majority vote of approval by the Steering Committee. The Steering Committee reviews membership applications at its quarterly meetings based on relevance to the CC's purpose, objectives, and the Steering Committee's responsibilities. OFFICERS Officers must be Steering Committee members. A Chair, Vice Chair, and Manager are elected by majority vote of the Steering Committee to serve two year terms. Their responsibilities include: Chair Participate in the CC on behalf of a local government or public agency Represent CC at events, meetings, and other engagements (or Chair's designee) Represent CC on committees (or Chair's designee) i Vice Chair Point of contact forprimary ~orrespondence and media inquiries Set agendas, convene and lead meetings Serve in lieu of the Chair when the Chair is unavailable. Monitor and maintain CC website (or designée) Coordinate and monitor staffing needs and responsibilities (or designee) Manager SUBCOMMITIEES Grants and sponsorship Brand, logo and letterhead Coordinate San Diego Regional Energy Partnership (SDREP) Annual review of CC governance documents To advance the mission, purpose and objectives of the Climate Collaborative, various projects may be undertaken that do not require or warrant full participation of the CC, and as such, will be led by a subcommittee of the Climate Collaborative. Subcommittees must be led by at least two CC Members and/or Associate Members, and must be approved by the Steering Committee. Progress will be reported back to the Steering Committee at their regular meetings, and to the full membership at network meetings when appropriate. borati ve.org/ 29 October /08/2014 Item #8D Page 5

6 MEMBERSHIP CATEGORIES Members All 19 local jurisdictions and other public agencies in San Diego County are invited to become Members. CC Members can participate in general meetings, peer-to-peer networking events, and educational opportunities in support of a green economy and climate friendly policies for the San Diego region. Criteria: Represent a local government or public agency with authority in the San Diego region Demonstrated sustainability practices that address climate change Sign a Membership Agreement Benefits: Showcase climate-related plans, policies and programs on the website and through any other marketing efforts of the Climate Collaborative Use the CC brand on their website and materials Invited to participate in networking forums with other Members and Associate Members Associate Members Local jurisdictions and other public agencieslin San Diego County i who. are unable to satisfy the Member criteria are able to contribute as an Associate Member. Local not-for-profit organizations and institut)ons that support public agencies and the purpose of CC may be considered as an Associate MemberĊriteria: ii Represent a local government, public agency, or academic institution with authority in the San Diego region Represents a business, non-profit or philanthropic organization which provides some in-kind or financial support approved by the Steering Committee to help achieve the purpose and objectives of the Climate Collaborative Benefits: Participate in networking forums with other Members and Associate Members Showcase climate-related plans, policies and programs on the CC website and through other marketing efforts of the Climate Collaborative Recognized on the Climate Collaborative website llabora ti \le.o rg/ 29 October /08/2014 Item #8D Page 6

7 Supporters The San Diego region has a number of interested and informed organizations looking to help support and inform regional discussions and opportunities for addressing climate change. The Climate Collaborative recognizes the value that these organizations have and, provides opportunities for engagement through Supporter membership. 8 CHARTER SAN DIEGO REGIONAL CLIMATE COLLABORATIVE PURPOSE The San Diego Regional Climate Collaborative (Climate Collaborative or CC) is a San Diego regional forum for public agencies to share expertise and leverage resources to facilitate climate action planning. By partnering with academia, non-profit organizations, and business and community leaders, these agencies work to inspire regional leadership and ensure a vibrant economy, healthy environment, and resilient communities. Activities performed by the CC are conducted by staff from the member organizations. The Climate Collaborative works to inspire regional leadership, ensure a vibrant economy, and a healthy environment. We do this to: OBJECTIVES 1. Address and prevent the harmful effects of climate change, 2. Promote a high quality of life for the San Diego region, and 3. Foster a green and growing economy. Showcase the region's energy efficiency and sustainability leadership Reduce regional greenhouse gas emissions and prepare for local climate change impacts Facilitate the design and implementation of robust climate action plans Link regional efforts together and pursue joint programs and projects Communicate progress on climate action planning implementation efforts Provide opportunities to engage and connect diverse stakeholders Help build internal capacity within public agencies through networking, training and leveraging resources GOVERNANCE CC is governed by a Steering Committee that meets quarterly. The Steering Committee serves as the primary governing and decision making body for the Climate Collaborative, which is built around and for the purpose of supporting and advancing the climate goals of public agencies. It is comprised of 7 to 11 members, including a Chair, Vice Chair, and Manager who are chosen through a simple majority vote of approval by the Steering Committee on a biannual basis to oversee regional energy and climate partnership activities. The Steering Committee considers approval of CC membership applications. MEMBERSHIP CC offers three membership categories: Member, Associate Member, and Supporter. Membership opportunities are available to local governments, other public agencies, academic institutions, philanthropic and non-profit organizations, businesses, and other entities. Criteria and benefits for each category are defined in the CC Governance Policy. MEETINGS The Climate Collaborative holds general and/or network meetings quarterly.
