On April 5, Mr. Murdock, Alex Fischer, Thea Walsh and Zhuojun Jiang gave a 45-minute presentation on Midwest Connect at the Hyperloop One Global Challenge Showcase in Washington, DC. They were the last presentation of the day and received positive feedback. The presentation included a 3-D map of the Chicago-Columbus-Pittsburgh corridor. Day 2 of the Showcase included a panel discussion and exhibits. The panel consisted of infrastructure executives and included former Transportation Secretary Foxx. Other delegates for Midwest Connect included Carla Bailo (OSU), Councilperson Hardin (Columbus), Mayor Berger (Lima), representatives from Chicago and Pittsburgh, and additional staff from the Columbus Partnership and MORPC. NARC Executive Director Leslie Wollack supported their efforts. A European Hyperloop Global One Challenge Showcase will be held in May. Twelve global finalists will be selected following the European Showcase. Mr. Murdock signed-off after his report. Chair McGuiness recognized the efforts and service of Marilyn Brown and Tracie Davies. This is their last Executive Committee meeting. The Executive Committee expressed their appreciation with a standing ovation. Consent Agenda Marilyn Brown made a motion to approve the Consent Agenda, second by Tracie Davies; motion passed. Executive Director s Report Shawn Hufstedler Shawn Hufstedler reported that an offer has been extended and accepted for the Regional Data & Mapping Director. The name will be announced once details are finalized. The projected start date is the end of May. MORPC received several hundred resumes for the Public & Government Affairs Director position. Interviews will start within the next month. Bernice Cage reported over 780 people are registered for the April 20 State of the Region Luncheon. The program includes Keynote Anne Schwieger and a panel discussion on local broadband access. A by-invitationonly private conversation with Anne Schwieger follows the luncheon. Executive Committee members are invited to the private conversation.

4 Executive Committee Minutes April 6, 2017 Page 2 Building Committee Update Derrick Clay Derrick Clay reported that MORPC extended the lease renewal clause until mid-may. This allows time for due diligence on purchasing this building. Leasing is still an option. The Building Committee will look into other viable options if they appear. In the meantime, the Committee will continue on the path to purchase this building. Nominating Committee Report Karen Angelou Karen Angelou reported no new nominations have been added to the names presented last month. The nominations will be voted on at the April 13 Commission meeting. Ballots will be ready in case they are needed. Regional Policy Roundtable Update Bernice Cage Bernice Cage reported that MORPC s legislative team of Joe Garrity and Bevan Schneck will provide the legislative updates. Joe Garrity gave the legislative update which included: HB 49 - State budget o Revenue is lower than projections o Central income tax collection o Local government fund o Age-friendly initiative HB 114 Energy bill ODOT Director Jerry Wray will be at the April 13 Commission/Transportation Policy Committee meeting to discuss the transportation budget Transportation Policy Committee Update Nick Gill Nick Gill reported the Draft Transportation Improvement Program (TIP) is out for comment. An Open House was held April 4 and Thea Walsh will give a presentation on the TIP at the April 13 Commission/Transportation Policy Committee meeting. As mentioned, ODOT Director Jerry Wray will discuss the state transportation budget at the April 13 Commission/Transportation Policy Committee meeting. COTA President & CEO Curtis Stitt will give a NextGen update at the same meeting. The Draft 2018 Planning Work Program (PWP) will be part of the April 13 Commission/Transportation Policy Committee meeting packet. The PWP is MORPC s schedule of work with ODOT. One revision this year is the Paving the Way program transitioning from the City of Columbus to MORPC. Transportation Systems & Funding will continue to gather the data for the program. The Public & Government Affairs Team will develop the message for the program once transitioned. Sustainability Advisory Committee Update Kerstin Carr Kerstin Carr shared the formatted for print Regional Sustainability Agenda. The contents were approved by the Commission in December The Central Ohio Green Pact met April 6 and discussed a new format proposal to be more aligned with the Regional Sustainability Agenda. The proposal will be shared with the Sustainability Advisory Committee in April and shared with the Commission in May. Ms. Carr also shared the Central Ohio Greenways Brochure. The brochure is aimed at engaging new partners and funders in greenways and trail planning. Contact Ms. Carr for additional copies of the Regional Sustainability Agenda or the Central Ohio Greenways brochure. Proposed Resolution 05-17: Authorizing the executive director to enter into and administer a contract for up to $250,000 with the Ohio Department of Transportation to develop a Transportation Safety Assistance Program for local governments Kerstin Carr This resolution has a companion resolution on the Transportation Policy Committee Agenda. Resolution T-3-17 amends the 2017 Planning Work Program.

Other Eric Phillips and Erik Janas recently visited the Netherlands to observe their smart mobility efforts. Marilyn Brown reported a senior options levy is on the May ballot. 6 Memorandum TO: FROM: Mid-Ohio Regional Planning Commission Executive Committee Officers and Board Members Christina O Keeffe, Director Energy & Air Quality Department DATE: April 28, 2017 SUBJECT: Proposed Resolution 10-17: " To authorize the executive director to enter into an agreement with American Electric Power Ohio for approximately $200,000 for the Local Government Energy Partnership" This resolution authorizes the executive director to enter into an agreement with American Electric Power Ohio (AEP Ohio) for $200,000 from 2017 through 2020 to implement the Local Government Energy Partnership program. The program includes services that support local governments to achieve energy-related sustainability goals through certain activities, including energy benchmarking of buildings, access to financial resources, education and training, recognition and competitions to increase energy efficiency and clean energy technologies and behaviors. The support of this program originated through the approval of AEP Ohio s application on their energy efficiency/peak demand reduction portfolio plan by the Public Utilities Commission of Ohio (PUCO). MORPC intervened on the matter before the PUCO and negotiated with other parties to reach an agreement that supported the approval of AEP Ohio s application. Attachment: Resolution 10-17

7 RESOLUTION To authorize the executive director to enter into an agreement with American Electric Power Ohio for approximately $200,000 for the Local Government Energy Partnership WHEREAS, the Mid-Ohio Regional Planning Commission (MORPC) participated in the process by the Public Utilities Commission of Ohio (PUCO) in review of the application submitted by American Electric Power Ohio (AEP Ohio) for approval of its energy efficiency/peak demand reduction portfolio plan from 2017 through 2020; and WHEREAS, MORPC joined other parties in an agreement to support the approval of AEP Ohio s plan with the inclusion of a term to support local governments and constituents in maximizing their energy efficiency efforts using a broad approach to utility programs and incentives, as well as public/private partnerships; and WHEREAS, AEP Ohio will provide MORPC $200,000 in delivering the services through the local government pilot offering from 2017 through 2020 and may lead to increased funding based on measured results; and WHEREAS, MORPC is launching services that provide energy benchmarking of buildings, access to financial resources, education and training, recognition and competitions to increase energy efficiency and clean energy technologies and behaviors, and other similar services to support the sustainability goals of local governments and partners; now therefore BE IT RESOLVED BY THE MID-OHIO REGIONAL PLANNING COMMISSION: Section 1. 9 Memorandum TO: FROM: Mid-Ohio Regional Planning Commission Executive Committee Shawn Hufstedler Chief of Staff & Director of Operations DATE: April 28, 2017 SUBJECT: Proposed Resolution EC-02-17: "Establishing the Central Ohio Greenways Fund as an Organization Endowment Fund with The Columbus Foundation" This resolution authorizes the executive director to establish The Central Ohio Greenways Fund as an Organization Endowment Fund with The Columbus Foundation. The Central Ohio Greenways (COG) Board, a subcommittee of the Sustainability Advisory Committee, was established in 2015 with the vision of a world-class network of trails easily accessible to every Central Ohioan. Its mission is to build more trails and increase use of trails for recreational and transportation needs. In advancing its goals, the COG Board strives for broad inclusion, a diversity of users, social equity, fiscal sustainability, economic benefits, conservation, health and wellness. To ensure long-term financial sustainability of its program, the Central Ohio Greenways Board has asked MORPC to open an Organization Endowment Fund, The Central Ohio Greenways Fund, with The Columbus Foundation (TCF) to support regional trail planning and building efforts by allowing public and private donations. These donations would be primarily collected by linking from the COG website ( directly to TCF s online portal. In order to establish the fund, MORPC will transfer $10,000, available from Safe Routes to School excess revenue, to The Columbus Foundation. MORPC may request the $10,000 back if the fund reaches $20,000; or if the fund is transferred to another entity; or if the fund is dissolved, whichever comes first. MORPC staff will follow MORPC s fiscal guidelines and rules in withdrawing/accepting funds from the fund. Funds will be used to further the vision and mission of the Central Ohio Greenways Board. Use of funds may be used for a variety of purposes, such as operational, project, and promotional costs. Examples include, but are not limited to: brochures, stickers, website, advertisements, trail signage, consulting services, staff time, or in-

10 Memo Proposed Resolution EC Page 2 kind matches needed for special grants. The Central Ohio Greenways Board will provide recommendations and guidance to MORPC staff on use of funds. Furthermore, if the fund reaches more than $100,000 in total value, MORPC, in accordance with MORPC s policies, can also distribute money to specific trail planning and construction projects as outlined in the COG corridor plans within its focus area. In this case, and for distributing money for trail signage projects, MORPC will establish a formal application and selection process. A selection committee made up of MORPC staff and representatives of the COG Board will recommend which project sponsors should receive funding within that particular application round based on an established set of evaluation criteria. 13 Resolution EC Attachment Letter of Transmittal Organization Endowment Fund The Columbus Foundation Steven Moore 1234 E. Broad Street Columbus, OH To the Board of Trustees: The Mid-Ohio Regional Planning Commission (MORPC) hereby delivers to you a check in the amount of $10,000 payable to The Columbus Foundation, an Ohio not-for-profit corporation, for its charitable, educational, and public purposes. This payment hereby creates a fund as provided for in the Amended Articles of Incorporation and Code of Regulations establishing The Columbus Foundation, subject to all the terms and conditions contained therein, and any amendments or additions thereto at any time made, except as hereinafter set forth. The variance power set forth in the Amended Articles of Incorporation shall apply if the purpose of the fund becomes unnecessary, undesirable, impractical or impossible to fulfill. By this payment it is the intention of MORPC to create the Central Ohio Greenways Fund of The Columbus Foundation. The donor hereby retains the right to add to this fund from time to time, and it is the hope of MORPC that other individuals, organizations, and corporations will also add to the Fund. MORPC reserves the right to suggest (according to the method set forth in the next paragraph) to the Trustees of The Columbus Foundation, as to the distribution of the fund (as well as any income therefrom) among those charitable organizations, including MORPC, as are eligible to receive funds by the terms of the Amended Articles of Incorporation and Code of Regulations establishing The Columbus Foundation, and provided further, that the entire fund may be expended and distributed and shall not be subject to the restrictions set forth in Article III of said Amended Articles of Incorporation. 15 Memorandum TO: FROM: Mid-Ohio Regional Planning Commission Executive Committee Officers and Board Members Thea Walsh, Director of Transportation Systems and Funding DATE: April 28, 2017 SUBJECT: Proposed Resolution 08-17: "Authorizing the executive director to file applications with, execute agreements with, and receive funds from the U.S. Department of Transportation and the Ohio Department of Transportation" Annually, MORPC submits an application to the Ohio Department of Transportation (ODOT) for planning funds to continue the metropolitan planning program, as currently defined by the FAST Act. Some of these funds are allocated to MORPC on a formula basis, and others are allocated at the discretion of MORPC and other agencies. The appropriate portions of the grants and the local shares are included in the agency budget for For State Fiscal Year (SFY) 2018 (begins July 1, 2017), MORPC is requesting $2,223,422 of new combined Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) planning funds, and $277,928 of new ODOT matching funds. The MORPC local share for these grants is $277,928. These are the formula funds supporting the base transportation planning. $115,000 of core formula funds (total FHWA, FTA, ODOT and MORPC match) is being carried over from SFY Historically, MORPC has encouraged ridesharing and vanpools. In SFY 2018, MORPC will be using $760,000 of MORPC Congestion Mitigation Air Quality (CMAQ) funds for the ridesharing program. To continue the support of the insight2050 practice, $200,000 in MORPC STBG funds will be used for Work Element This phase of insight2050 is geared toward providing technical assistance, through MORPC staff and/or external consultants, to member communities. Other discretionary special projects include $250,000 in MORPC STBG funds for Supplemental Planning that will include six activities: 1. Project Expedition SFY 2018 Augment the efforts of the TIP project to ensure the timely completion of projects funded with MORPC-attributable funds. 2. Traffic Monitoring Augment traffic counts received from local governments by taking traffic counts, including bike and pedestrian counts, at other key locations to maintain the regional model and for other purposes. Also, enhance availability of data on the MORPC website.

16 Memo Proposed Resolution Page 2 3. Data Products and Services This includes soliciting services and data products that supplement Work Elements and (transportation data-related elements). It includes technical tools and services for promoting data sharing and availability. 4. Assistance to Members Provides planning data, travel demand forecasting, and transportation analysis assistance to members upon request for studies conducted by or for local governments. 5. Green Infrastructure Best Practices This includes collecting and providing information on best management practices in order to create fiscally and environmentally sustainable transportation networks. 6. Coordinate with other regional activities such as the Regional Sustainability Agenda activities that further the Metropolitan Transportation Plan (MTP) Goals. As Central Ohio is designated a maintenance area for ozone and for fine particulate matter, MORPC will continue its planning and education efforts for air quality using additional CMAQ funds that begin in SFY $550,000 of CMAQ funding will be used for Work Element for FY In FY 2015, a new special project Work Element was included to administer the Federal Transit Administration (FTA) Section 5310 funding for the Columbus urbanized area. MORPC as the designated recipient will receive an annual allocation from FTA for staff administration. From FY 2017 $127,313 remains and will be carried forward into FY The FY 2018 funds will be $102,343 and are included in Work Element No matching funds are required. In total, including other special projects that began in previous Planning Work Programs (PWPs) and were addressed in previous resolutions, transportation-funded elements of MORPC have remaining funds totaling approximately $5,436,524. A portion may be carried over into SFY The use of these funds is outlined in the SFY 2018 PWP that reflects comments from ODOT and FHWA. Attached to Resolution is a summary of the draft SFY 2018 PWP expected to be approved by the Transportation Policy Committee under Resolution T Resolution authorizes the executive director to submit and execute any required grant applications and related agreements including the biennial agreement with ODOT. The resolution also ensures MORPC's compliance with the civil rights statutes required for receipt of federal funds. NTG:WY Attachment: Resolution 08-17

17 RESOLUTION Authorizing the executive director to file applications with, execute agreements with, and receive funds from the U.S. Department of Transportation and the Ohio Department of Transportation WHEREAS, the Secretary of the U.S. Department of Transportation (U.S. DOT) is authorized to make grants for transportation planning funds consistent with Fixing America s Surface Transportation Act (FAST Act); and WHEREAS, these funds are administered in Ohio by the Ohio Department of Transportation (ODOT); and WHEREAS, the contracts for financial assistance will impose certain obligations upon the Mid-Ohio Regional Planning Commission (MORPC), including the provision of the local share of project costs; and WHEREAS, the transportation planning process is also required to be in compliance with the Clean Air Act Amendments of 1990 (CAAA); and WHEREAS, it is required by the U.S. DOT, that in connection with filing applications for assistance, MORPC gives an assurance that it will comply with Title VI of the Civil Rights Act of 1964 and the U.S. DOT requirements thereunder; and WHEREAS, MORPC has established procedures for the Disadvantaged Business Enterprise (DBE) program, and it is the goal of MORPC, within the requirements of U.S. DOT and ODOT, that DBEs be utilized to the maximum extent feasible when procuring equipment, supplies, and services; and WHEREAS, to do some of the projects in the State Fiscal Year 2018 Planning Work Program (PWP) it will be necessary to secure matching funds from other agencies and to subcontract work or make purchases per the estimated amounts shown in the attachment; now therefore BE IT RESOLVED BY THE MID-OHIO REGIONAL PLANNING COMMISSION: Section 1. Section 2. Section 3. That the executive director is authorized to file applications with and execute grant agreements on behalf of MORPC with U.S. DOT and ODOT, to aid in financing technical studies and other transportation-related activities. That the executive director is authorized to enter into a continuing agreement with ODOT to implement 23 U.S.C. 134 and 49 U.S.C. 1607, as may be amended, in the Columbus metropolitan planning area, including designation of MORPC as the metropolitan planning organization responsible for conducting the continuing, cooperative and comprehensive urban transportation planning process. That the executive director is authorized to enter into ongoing agreements of cooperation with the counties, incorporated municipalities, and other entities and special districts within the area for carrying forward the metropolitan transportation planning process consistent with FAST Act and CAAA.

MORPC, in collaboration with the Columbus Partnership, submitted a proposal to the Hyperloop One Global Challenge for a Chicago-Columbus-Pittsburgh corridor known as Midwest Connect. In January 2017, Hyperloop One named the Midwest Connect proposal one of 35 semi-finalist regions of interest among the 2,600 proposals submitted, advancing the proposal to a global showcase event held in Washington, D.C. in April Hyperloop One is expected to name finalists this summer and winners later this year. As the Columbus Region is at the forefront of new technologies in smart transportation through efforts such as Smart Columbus and the NW 33 Innovation Corridor, the region will benefit from consideration of the emerging new mode of Hyperloop transportation. Further, exploration of the corridor for Hyperloop technology supports MORPC s ongoing intercity transportation planning efforts, including the Columbus to Chicago Passenger Rail project. Should the Midwest Connect corridor be named a winner of the Hyperloop One Global Challenge, Hyperloop One will provide technical assistance to complete a feasibility study of the corridor, thereby advancing continued development of a regional and interregional transportation system. This is $464,288 higher in the operating account than March Through the first quarter, the fringe and overhead rate were better than projected. Operating Income (Change in Net Position) There has been a decrease in net assets (operating loss) from operations on a yearto-date basis of $155,720. This is primarily the result of a combination of costs-todate that have not been recovered in the first quarter for the weatherization programs. Member Dues Member dues revenue was 9.9% of the first quarter s year-to-date operating revenue. Use of member dues were under budget at $44,005 year-to-date.
