2 1. Introduction Buraphavithi-Pattaya Expressway Project connects Buraphavithi Expressway to Bang Saen beach, Pattaya beach and Laem Chabang Port. The implementation of this project will decrease traffic congestion problems. At present, Highway No. 3 and Motorway No.7 can be used for travelling to those area. However, traffic volume of those 2 routes is quite dense and has a high number of Heavy-goods vehicles and the traffic demand is increasing every year. Therefore, the expansion of transportation network is critical to serve that demand. Expressway Authority of Thailand (EXAT) realizes great benefits of Buraphavithi-Pattaya Expressway Project as the infrastructure development for transportation in provincial area. According to the Act on Private Investment in State Undertaking B.E (2013), EXAT would like to invite private sectors to participate in giving suggestions and opinions on the project investment forms. Market sounding of Buraphavithi-Pattaya Expressway Project is conducted to obtain suggestions and opinions in order to implement this project efficiently. The information obtained from investors will used for this project only. 2. Objectives The purpose of this market sounding is for market testing on private sectors interest of Buraphavithi-Pattaya Expressway Project s investments. The suggestions and recommendations from private investors will enhance successful implementation of the project. 3. Target Groups 3.1 Thai or international company that operate and maintain expressway projects 3.2 Thai or international private investors 3.3 Any financial institutions that are interested in expressway projects 4. Project Details 4.1 Reason and Necessity The demand volume of cargo and passenger between Bangkok and Eastern Seaboard has rapidly increased because many Industrial Estate and Deep Seaport are located in this area. The volume of cargo export and import through Laem Chabang Port is 54 percent of the whole country. The forecasts show that in 2019 the volume of container cargo will increase more than 10 Million
3 - 2 - Twenty-foot Equivalent Unit (TEU) per year which exceeding capacity of first and second phase of Laem Chabang Port. So the third phase has to be developed to cope with the increasing demand of container volume. The majority of container to and from Laem Chabang Port is by road at the amount of over 89 percent. So it is necessary to increase new road network for traffic demand as previous. Apart from that, eastern coastal area is also the location of much tourist attraction such as Bang Saen and Pattaya which also has high growth of tourism. Now only Highway No. 3 and Motorway No. 7 are available which nearly congested due to the increase of traffic demand. So the expansion of transportation network is critical to serve that demand. 4.2 Alignment of Project (1) Main line It begins at the end of the Burabhavithi Expressway at Klongtumru Sub-district, Muang Chonburi District, Chonburi. It is elevated through the National Highway No. 3 up to the Chonburi Bypass. After that, the route will be elevated along with the medians of the Chonburi Bypass up to the grade-separation intersection at a train level-crossing, and elevated in parallel to the left side of Motorway No. 7 and passing the Nongkangkok sub-district, Bangpra subdistrict, Chaoprayasurasak sub-district up to the entrance of Sriracha Tiger Zoo. Then, the route will head to the southwest, crossing the Motorway No. 7 at Nong Yai Bu Intersection, in order to follow the right side of Motorway No. 7 and cutting through to connect the Laem Chabang Port. The next portion of this route will be between Motorway No. 7 and the National Highway No. 3; connect to Leam Chabang Port at Takeantier, Sriracha, Chonburi Province, crossing through the National Highway No. 36 and it connects to Motorway No. 7 before heading to Pattaya. This route has a total distance of 68 km. as Figure 1.

5 - 4 - (2) Typical Section of Viaduct Structure The viaduct structure of Buraphavithi-Pattaya Expressway Project is design to be pre-stressed concrete I-girder shape which is popular in Thailand with simple construction technique and low construction cost. The structure is 8-18 meters high from ground level, 2 nd level and 3 rd level, to provide sufficient vertical clearance for the U-turn and overpass structure. The viaduct structure is designed to be 6-lane, 3-lane each direction. Each traffic lane is 3.50 meters wide with outer shoulder of 2.50 meters wide and inner shoulder of 0.50 meters wide. The traffic lane is separated in two directions by concrete barrier, as shown in Figure 2. For the narrow median or non-median in at grade roadway is not enough for the single column or the area that has overpass intersection, the portal frame structure will be conducted. The toll rates in year 2023 is 1.8 / 3.6 / 5.4 Baht/Km. for 4 wheels vehicles / 6-10 wheels vehicles/ more than 10 wheels vehicles, respectively. 4.5 Project Implementation Plan Buraphavithi-Pattaya Expressway Project, Chonburi Province will implement during fiscal year and operate in May 2023 as followed: Project Feasibility Study - Land acquisition - Construction (include detail design) 21 months 24 months 48 months Start Operation 4.6 Project Investment Costs: An investment budget for Buraphavithi-Pattaya Expressway project is approximately 69,376 Million Baht consisting of: - Land acquisition cost 8,265 Million Baht - Construction cost 61,111 Million Baht (including detail design and consultants cost) 4.7 The Economic Feasibility Study shows that the project will be worthwhile economically with the following details: - Net Present Value (NPV) in year 2017 = 14,330 Million Baht (at the discount rate of 12%) - Economic Internal Rate of Return (EIRR) = 14.76% - Benefit Cost Ratio (B/C) = 1.37

Scopes of Investment The private sector who has been appointed by the EXAT as a concessionaire of Buraphavithi-Pattaya Expressway Project is obliged to carry out the following scopes of project investment and the EXAT is obliged to perform the following scopes of project investment: 5.1 The private sector who has been granted for a concession is committed to project investment and operation in 2 phases as follows: Phase 1 Expressway Design and Construction The concessionaire will be responsible for the design and construction costs of Buraphavithi-Pattaya Expressway Project and make it complied with the concession agreement as well as provide installation of Mechanical and Electrical system, toll collection system, communication system, traffic control system and any other systems as considered necessary. Phase 2 Expressway Operations and Maintenance The concessionaire will be responsible for the operation cost of the expressway so that it can render service to public in an effective way with safety according to the international standard and the expressway can be maintained in good condition throughout the concession period of the project. 5.2 The government will support for land acquisition cost in relation to the expressway construction project while the EXAT will assist in coordination with government sectors as well as give all the possible supports to the investor. So, it can be provided with maximum benefits according to the law of investment promotion. 5.3 Concession Period: The concession period of this project is 30 years beginning from the construction period. The concession holder obtains the right to receive the toll revenues generated from Buraphavithi-Pattaya Expressway Project and will have to pay a portion of the toll revenues to the government as mutually agreed in the concession agreement. 5.4 Project Operation Rules and Regulations for Buraphavithi-Pattaya Expressway Project, Chonburi Province will be according to the Private Investment in State Undertakings Policy Committee Act, B.E. 2556, the EXAT Act, B.E and all the concerned rules, regulations and agreements.

Private Partner Selection Criteria A selection of the private partner for Buraphavithi-Pattaya Expressway Project will follow the Public Private Partnership Act, B.E while a Selection Committee will be nominated by the EXAT to set up initial selection criteria, as followed: 6.1 Qualifications of the Investor The concession holder must possess business management skill and a good financial status with at least 500 Million Baht paid-up registered capital. He/she should has experiences and records of the design construction, project management as well as operation and maintenance of the expressways. 6.2 Proposal Preparation The interesting private partners will prepare proposals in accordance with the requirements stipulated in the proposal preparation documentation, arranged by the Selection Committee of Buraphavithi-Pattaya Expressway Project, Chonburi Province. 6.3 Private Partner Selection Process for Build-Transfer-Operate (BTO) Concession This is a concession given to private partner to operate the expressway which will be in compliance with the Public Private Partnership Act, B.E and the Expressway Authority of Thailand Act, B.E
