Major achievements: Procurement and storage of mustard under MSP operations in 2006 was a gigantic task, perhaps the largest procurement operation in South-East Asia. It was accomplished owing to effective and efficient communication network created by providing mobile phones to all 200 KVSS and in-charges of 207 procurement centres; transferring funds from Rajfed to KVSS by ECS for quicker payment to farmers; creating control and helpline centres at Rajfed; and disseminating information between field, Rajfed and Nafed through , smooth and cost effective storage and gunny bags movement plans throughout the State, financial Management by obtaining Rs. 200 crore credit p.a. Precious lands such as of Kashipuri Scheme, renamed as Airport Plaza, saved from land-mafia and auctioned which would fetch over Rs. 250 Crores. JDA s financial position was strengthened by innovative methods such as: identification of hidden properties, building up of confidence of people in JDA and thereby fetching higher prices in auction. Building plans for commercial and other schemes pending for years (a major corruption/complaint area) were finalised causing unprecedented applause. As a result, land in some schemes sold at 350% higher rates. JDA procedures/ byelaws simplified. Information system for sensitive areas streamlined. Computer software developed for Lease money record and demand notices. Public Grievances computerized for effective monitoring. For Economically weak, 2000 house under WAMBAY scheme constructed; scheme for another 2000 sent to GOI. A change in JDA-image was attempted. Infrastructure, roadwidening, encroachment-removal, and public convenience projects were implemented by taking affected people into confidence and by first rehabilitating them. For instance, Bangadeshi Kucchi Basti was shifted by winning hearts of residents through confidential negotiations for four months. Building plans for commercial and other uses, pending for years (a major corruption/grievance area) were finalized at fast speed causing unprecedented applause. As a result, land in Central Spine, Vidyadhar Nagar, 4000 two years back, could be per sq. mt.; up by 350%. Labour Deptt. became a path-setter for responsive administration; it restricted Inspector Raj and successfully introduced Single File system, which Committee of Secretaries replicated in 8 state departments. Weeding campaign created a lot of working space/time. For effective labour welfare the department was fairly exposed to computers and . Facilities of training, R&D, and IT were created. Formulate and enforce labour laws for equal remuneration, minimum wages, bonus, gratuity, child labour, compensation, contract labour, migrant workers, etc. Maintain industrial relations through conciliation, settlement, adjudication, prosecution, and appellate authority under various laws. Interact with social partners - government, non-government, employer, co-operative, financial, and labour institutions. Create employment opportunities especially in rural areas. Achievements: Labour: Minimum wages ensured in all notified categories; two more categories that of private medical and educational institutions covered. About 20 important industrial disputes settled at my level, through conciliation or prohibitive orders by Govt or by referring to courts Proposals made for simplification of labour laws and coverage for unorganised sector. Circulars/directions issued on important and major aspects of department functioning. Awareness generated about child labour; special week celebrated on 14 November. National Child Labour Project sanctioned for Alwar and is in pipeline for Kota. Attended ILO and ESIC workshops in Calcutta, Mumbai and Jaipur. Information dissemination system for sensitive industries streamlined. Employment: Special employment and guidance camps organised in which a large number unemployed visited, provided guidance, and motivated. Cabinet sub-committee s meetings organized regularly with national trade unions and many burning issues of Energy, PWD, PHED, RSRTC, and Irrigation were resolved. Licences issued/renewed in over 2000 cases in a State-wide campaign under Shop Act. Industrial Sickness tackled effectively through conciliation at CM and Labour Minister level consequently, CIMCO, JK and Dalmia Dairy had hopes of re-opening. DOT: Organise and participate in local/state/ international fairs and festivals; provide hospitality to various guests; market and publicize tourism products of state; formulate and implement tourism policies, prioritise tourism projects for central/state assistance; release grants to various executing agencies like RTDC, PWD, and DAM DAM: Preserve and promote museums and archaeological sites in Rajasthan for tourism. As chief executive of RTDC, I analysed each activity to check leakage, pilferage, and malpractice and took various steps to improve its financial position. (Annexure 1 highlights the maladies and corrective treatment).
