Specific Objective To reduce transfusion associated HIV transmission to 0.5% To achieve this objective The following strategy has been adopted: - Regular repeat non remunerative blood donors constitute the main source of blood supply through phased increase in donor recruitment and retention in Govt. and Charitable Blood Banks. Establishing blood storage centers in first referral units. Promoting appropriate use of blood, blood components among clinicians. Capacity building of Medical and Para Medical staff to improve quality of blood transfusion services. 3 Objectives of Haryana State Blood Transfusion Council Haryana State Blood Transfusion Council is an autonomous body registered in 1996 under Society Registration Act to reiterate the Supreme Court decision. The main objective of the council is to ensure provision of safe and quality blood within one hour of the requirement through well coordinated blood transfusion services even in far flung remote area and to promote voluntary blood donation in the state. SPECIFIC STRATEGIES TO MAINTAIN TARGET OF 90% VBD AND IMPROVE CAMP COLLECTION. 1. A well established VBD programme is already in place. There is a coordinated effort by Blood Banks, Red Cross and charitable agencies to hold regular VBD camps. 2. A yearly calendar has been planned to organize small VBD camps on regular basis. 3. Media, corporate and celebrities will be used for regular advocacy sessions to encourage Voluntary Blood Donation. 4. Seminars and awareness program for community regarding importance of voluntary blood donation in coordination with voluntary organizations/ngos. 5. Sensitize and mobilize college youth and school students through a motivation program through Red Ribbon Clubs. 6. On the 15 th of every month all the Blood Banks will organize Voluntary Blood Collection camps in the premises to start an organized voluntary blood donation movement camps will be organized by Govt. / Charitable blood banks. 8. HSBTC will play more proactive role and will ensure increase in VBC & regular supervision & monitoring of Blood Banks. 9. A village CBO SAKSHAR MAHILLA SAMOOH will campaign for importance of VB Collection in rural areas. 10. Youth specific IEC in colleges and Universities to motivate students through Red Ribbon Clubs. Who Can Donate Blood? Any healthy person between the age of 18 to 65 years. Weight more than 45 kg. Hb not less than 12.5 gms / dl. 3 of 6

4 Who Can Organize Blood Donation Camps? A blood donation camp may be organized bya) A licensed designated Regional Blood Transfusion Centre; or b) A licensed Government blood bank; or c) The Indian Red Cross Society; or d) A licensed blood bank run by registered voluntary or charitable organizations recognized by State or Union Territory Blood Transfusion Council. As per notification of Ministry of Health and Family Welfare, Department of Health issued on dated 21 st December, Application for grant or renewal of license for operation of Blood Bank or processing of human blood components shall be made by the blood bank run by the Government, Indian Red Cross Society, Hospitals, Charitable Trust or Voluntary Organization approved by a State / Union Territory blood Transfusion Council only. part- XII-B For further information please refer to Drugs & Cosmetics Act 1945, Schedule- F HSBTC/NACO GUIDELINES FOR RENEWAL/APPROVAL OF BLOOD BANK LICENSE 1. GUIDELINES FOR RENEWAL OF LICENSE OF BLOOD BANKS a) If any malpractice had been reported about the blood bank no renewal of license will be given. Malpractices related to the following areas will be taken seriously:- No compromise in testing of Transfusion transmitted infection as per NACO (Govt. of India) guidelines. No deviation from Drugs & Cosmetic Act and Rule made there under. No selling of Blood Units in Blood Banks at a profit. (Only processing fee is admissible) 4 of 6

5 Malpractices pointed out by NACO Supervisory team. b) 100 bedded hospitals with the capacity of more than 1800 units will be considered for renewal. Existing Stand Alone Blood Bank with collection not less than 1800 units will be considered provided that they full fill other criteria of renewal of License of Blood Bank. c) Voluntary Blood Collection should be close (within 10%) to national average (only in Govt./Charitable Blood Banks). d) Government Blood Banks with less than 1800 units collection will be recommended for conversion to blood storage centers. 2. GUIDELINES FOR APPROVAL OF LICENSE OF BLOOD BANKS (FOR OPENING NEW BLOOD BANK). 1. No License will be given to Stand Alone Blood Banks for private commercial purposes. 2. The Blood Bank should be located within the premises of the hospital. 3. The applicant institution should have at least 100 beds in the hospital. 4. Applicant should have any of the 5 specialized facilities, where blood is used like cardiothoracic Surgery, General Surgery, Obstetrics and Gynae, General Medicine. Trauma Centre Orthopedic Surgery etc. 5. Reasons and Justification for starting the Blood Bank. 6. The geographical area of the Blood Bank and the population of that area and the medical facility available in the area any facility for handling accident victim/any Trauma Centre. 7. Whether they have the capability of fulfilling the criteria laid down by NACO in terms of Voluntary Blood Collection and starting components. 8. Any Govt. Hospital based Blood Bank having collection less than 1800 units to e given the status of Blood Storage Centres to maintain quality in the Blood Bank. 9. If it is a Voluntary or Charitable Organization then whether proper memorandum of association has been prepared and fulfill the criteria for 5 of 6

6 charitable status as laid down in 7 th Executive Committee Meeting of HSBTC. a) Standing of the Organization: - The organization should have standing of at least ten continuous years in Health Activities. b) Financial Status: - The organization should be financially sound having a minimum of capital of Rs lacs in its Bank accounts. c) Experience: - The organization must have been associated with various charitable activities like holding of medical camp. Eye camps and other health related general awareness programme during the period aforesaid. d) The organization should have at least 500 Voluntary Donors on its call list. e) The organization should publish its own bulletin at least twice a year detailing its activities. f) Any other guideline framed by National Blood Transfusion Council from time to time. al of Blood Bank LicenseFor renew -The committee decided to relax the criteria for total blood units to be collected by a Blood Bank from 1800 units per year to 1500 units per year provided, it fulfills other criteria laid down by HSBTC and is a tertiary care hospital (Meeting of Sub-Committee held on ) 6 of 6
