7 Make In India: Incentives (1/2) 5% interest reimbursement & 10% capital subsidy for production of equipment/machines/devices for controlling pollution, reducing energy consumption and water conservation A grant of 25% to SMEs for expenditure incurred on audit subject to a maximum of INR 1,00,000 A 10% one-time capital subsidy for units practicing zero water discharge A rebate on water cess for setting up wastewater recycling facilities An incentive of INR 2,00,000 for all buildings which obtain a green rating under the IGBC/LEED or GRIHA systems 6

(Jan, 2016) Definition of Startup: Entity working towards innovation, development, deployment or commercialization of new products, processes or services driven by technology or IP if it aims to develop and commercialize: a. A new product or service or process b. A significantly improved existing product or service or process, that will create or add value for customers or workflow 11

13 Startup India: Simplification and handholding 'White category startups eligible for self-certification for 9 labor and environment laws Creation of startup hub to enable knowledge exchange and Startup Fest at a national and international level Mobile app for registration, single window clearance and exit Panel of facilitators to be appointed by Controller General of Patents, Designs and Trademarks (CGPTDM) to expeditiously process patent applications Launch of Atal Innovation Mission (AIM) with Self-Employment and Talent Utilization (SETU) Program Building 7 new research parks modeled on IIT Madras Government shall exempt Startups (in the manufacturing sector) from the criteria of prior experience/ turnover without any relaxation in quality standards or technical parameters for public procurement 12

14 Startup India: Funding Support & Incentives Central funding of Rs. 10,000 crore fund of funds (with 50% contribution to daughter fund) managed by industry professionals, academia and successful startups. LIC will be co-investor in fund of funds Income tax exemption for 3 years Tax exemption on capital gains extended to: Persons who have capital gains during the year, if they have invested such gains in Fund of Funds Entities if they invest capital gains in purchasing new assets 80% rebate on patent applications Credit guarantee fund for Startups (envisaged) Corpus of Rs. 500 crore per year next four years 13

15 Startup India: Industry academia participation and incubation (1/2) Organizing Startup Fests for Showcasing Innovation and Providing a Collaboration Platform To serve as a platform for promotion of world-class Innovation Hubs, Grand Challenges, Startup businesses and other self-employment activities, particularly in technology driven areas through Atal Innovation Mission (AIM), having two core functions: Entrepreneurship promotion SETU, wherein innovators would be supported and mentored Innovation promotion: to provide a platform where innovative ideas are generated Establishment of 500 Tinkering Labs in universities Institution of Innovation Awards (3 per state/ut) and 3 National level awards Providing support to State Innovation Councils for awareness creation and organizing state level workshops/conferences 14

16 Startup India: Industry academia participation and incubation (2/2) Establishment of sector specific incubators on PPP mode: 35 new incubators in existing institutions. Funding support of 40% (subject to a maximum of INR 10 crore) shall be provided by Central Government for establishment of new incubators. 40% funding by the respective State Government and 20% funding by the private sector has been committed. The incubator shall be managed and operated by the private sector. 35 new private sector incubators. A grant of 50% (subject to a maximum of INR 10 crore) shall be provided by Central Government for incubators established by private sector in existing institutions. The incubator shall be managed and operated by the private sector 15

17 Stand Up India Objective To promote entrepreneurship among SC/ST and Women entrepreneurs, in partnership with Dalit Chamber of Commerce & Industry (DICCI), through: Extending of loans at a cheaper rate Timeline Four years. Cabinet has approved the Stand Up India scheme, and the official launch by PM was on 05 April, 2016 Target Extend benefits to at least two projects per bank branch, with a target of 2.5 lakh entrepreneurs within 36 months from launch 16

18 Stand Up India: Funding Support & Incentives Facilitating bank loans repayable up to 7 years and between Rs. 10 lakh to Rs. 1 crore for greenfield enterprises (in the non farm sector) set up by such SC, ST and Women borrowers SIDBI will raise Rs. 10,000 crore corpus for Stand Up India Fund which will be used to refinance loans extended by banks The loan would be secured and backed by a credit guarantee through a credit guarantee scheme for which Department of Financial Services would be the settler and National Credit Guarantee Trustee Company Ltd (NCGTC) would be the operating agency Handholding for borrowers both at pre-loan stage and during operations 17

23 Digital India Policy Initiatives India BPO Promotion Scheme to provide capital support in form of VGF to eligible companies and to incentivize BPO/ITeS operations across the country Proposed to incentivize 48,300 BPO seats (144,900 on 3 shift basis). Up to 50% of one time expenditure (ceiling of Rs. 1 lakh) per seat to be provided Seat allocation for each state based on population percentage Electronics Development Fund (EDF) of Rs crore has been launched to provide risk capital to companies developing new technologies in electronics, nano-electronics and IT Target beneficiaries of EDF will be daughter funds (Startup India model) Rs. 40 crore has been committed to KITVEN 22

24 Digital India Policy Initiatives National Centre for Flexible Electronics (NCFlexE) to promote research and innovation in the emerging area of Flexible Electronics Established at IIT Kanpur, NCFlexE will function as a nodal point in India to bring industry, academia and public research organizations under one umbrella for R&D on Flexible Electronics Centre of Excellence on Internet on Things (IoT) to promote an IoT ecosystem. IoT CoE will create innovative applications and domain capability across verticals such as Smart City, Smart Health, Smart Manufacturing, Smart Agriculture, etc. 23

25 Digital India: Relevance to Gujarat State Committee on Digital India has been proposed, which shall be headed by Chief Minister. State level Apex Committee on Digital India is proposed to be headed by Chief Secretaries for resource allocation, priority setting and resolving issues if any State Governments will be consulted for feasible locations and corresponding number of BPO seats, with respect to the BPO scheme Funding commitment from EDF based on KITVEN model may be considered by state Government Collaboration with IoT CoE and NCFlexE as partners for VG

33 Swachh Bharat Abhiyan Purpose of the Project: Filth-free country in five years, to construct community and public toilets in rural and urban areas, to provide water supply, to treat waste water, to keep roads, pavements and localities clean etc. The "Swachh Bharat Abhiyan" has two sub missions: Swachh Bharat Abhiyan (rural) - Ministry of Drinking Water and Sanitation and Ministry of Rural Development Swachh Bharat Abhiyan (urban) Ministry of Urban Development Objectives Elimination of open defecation Modern and Scientific Municipal Solid Waste Management To effect behavioral change regarding healthy sanitation practices Generate awareness about sanitation and its linkage with public health Capacity Augmentation for ULBs To create an enabling environment for private sector participation in Capex (capital expenditure) and Opex (operation and maintenance) 32

34 Swachh Bharat Abhiyan: Programme Components Construction of individual sanitary (mostly pit latrines) for households below the poverty line with subsidy (80%) where demand exists and setting up of sanitary marts. Conversion of dry latrines (pit latrines without a water seal) into low-cost sanitary latrines. Construction of exclusive village sanitary complexes for women providing facilities for hand pumping, bathing, sanitation and washing on a selective basis where there is not adequate land or space within houses and where village panchayats are willing to maintain the facilities. Total sanitation of villages through the construction of drains, soakage pits, solid and liquid waste disposal. Intensive campaign for awareness generation and health education to create a felt need for personal, household and environmental sanitation facilities. End of manual scavenging of garbage. 33

38 AMRUT: Atal Mission for Rejuvenation and Urban Transformation Objectives: Augmentation, expansion, improvement and increase in efficiency of water supply, sewerage, storm water drainage, urban transport and creation of green space/parks and capacity building Coverage 500 cities (population more than 100,000) Fund Allocation Rs. 50,000 crore for five years (2015 to 2020). Central Assistance will be: i. 50% of project cost to cities with population less than 1 million ii. 1/3 rd of the project cost to cities with population of more than 1 million iii. Assistance will be in tranches of 20:40:40 iv. For planning activities Rs. 2.5 million assistance for each of the 500 cities 37

44 Smart City Mission Relevance to Gujarat Under Phase I of the Mission, Government of India allotted 6 cities (Gandhinagar, Ahmedabad, Surat, Vadodara, Rajkot, Dahod) from Gujarat to be developed as Smart Cities Based on the Smart City Proposals submitted for each of the 6 cities under the Smart City Challenge 2 cities (Ahmedabad and Surat) have been shortlisted These cities will receive INR 100 crore from GoI for a period of 5 years, for implementation of Smart City initiatives State Level High Powered Committee and Smart City Advisory Forum (city level) has been created 43

46 Smart Village Program of Gujarat Government Initiative to make villages smart on the lines of Smart Cities that will help them become self-reliant, clean and hygienic 300 villages across the state will be transformed as Smart Village in the first phase Villages will be identified by Taluka and district level committees and will be shortlisted by the state-level committee on the basis of Gram Panchayat s performance are on parameters like : Cleanliness, toilets, drop-out rate in primary schools, Anganwadi facilities, malnutrition ratio, vaccination of children, ATVT services etc. Punsari village in Sabarkantha district is 1 st WiFi enabled smart village in India 45

47 Punsari Village development Proper sanitization with toilets in every home The village is having all weather road and block road with covered pucca drainage system. 16 point CCTV cameras and monitors linked with mobile application been installed at key locations Mineral RO plant is installed with no profit and no loss basis. RO Plant also installed in Schools 400 LED street lights have been put up, which run on solar power The Gram Panchayat has developed a mechanism through which the villagers can pay their taxes online 46

50 Skill India - Initiatives National Skill Development Mission The Mission has been developed to create convergence across sectors and States in terms of skill training activities Coordinated efforts from NSDC, NSDA and DGT as a part of National Skill Development Mission National Policy for Skill Development and Entrepreneurship 2015 The objective is to meet the challenge of skilling at scale with speed and standard An umbrella framework to align all skilling activities across the country to common standards and link the skilling with demand centres Will provide clarity and coherence on how skill development efforts across the country can be aligned within the existing institutional arrangements 49

51 Skill India Kaushal Bharat, Kushal Bharat Pradhan Mantri Kaushal Vikas Yojana (PMKVY) The objective is to enable and mobilize a large number of Indian youth to take up outcome based skill training and become employable and earn their livelihood Some key features of the scheme: Direct Fund Transfer Demand-driven targets, Recognition of Prior Learning (RPL) Focused awareness building and mobilization activities Improved curricula, better pedagogy, trained instructors, mentorship support & evaluation Skill Loan Scheme - The objective is to provide a loan facility to individuals who intend to take up skill development courses as per the Skilling Loan Eligibility Criteria Quantum of finance Loans ranging from Rs. 5, lakhs will be made available to 34 lakh youth of India seeking to attend skill development programmes over the next five years 50

52 Skill India Relevance to Gujarat Kaushal Bharat, Kushal Bharat State Level Skill Development Missions to receive technical and financial support from the National Skill Development Mission Gujarat has over 100 PMKVY affiliated Training Centres, and certified trainees get a monetary reward from any of these Any student who has secured in ITI, Polytechnics, recognized school or university, training partners affiliated to NSDC, etc are eligible for loan under the Skill Loan scheme 51

54 India - Japan Trade Relations During the visit of the Hon ble Prime Minister to Japan in Sept. 2014, the India Japan Investment Promotion Partnership, as part of the Tokyo Declaration for India Japan Special Strategic and Global Partnership was announced Over the next five years, Japan has offered to invest in India approximately 3.5 trillion Yen (USD 33.5 Billion) by way of public and private investment and financing including Overseas Development Assistance Japan is the 4 th largest FDI contributor to India, with major interests in Pharmaceuticals, Automobiles and Services Sectors and accounts for 7.46% of total FDI equity inflows into India India is an attractive investment destination for Japanese companies, with 1,072 Japanese companies having 2,542 business bases in India 53

55 Japan Plus constituted to fast track Japanese investments in India Objective - to facilitate and fast track investment proposals from Japan in India Timeline Operationalized on 8 th October 2014 Nodal Department - Department of Industrial Policy and Promotion ( 4 officials) Ministry of Economy, Trade and Industry (METI),Japan ( 2 officials) GoI has also constituted a Core Group chaired by Cabinet Secretary on India- Japan Investment Promotion Partnership. This group comprises of Chairman- Railway Board, Foreign Secretary and Secretaries of DIPP, Economic Affairs, Expenditure, Financial Services, Revenue, Commerce, Urban Development, Electronics and Information Technology and others The Core Group will co-ordinate and closely monitor the process to ensure that investments from Japan as envisaged in India Japan Investment Promotion Partnership 54

56 Japan Plus Activities Special management team runs through the entire spectrum of investment promotion research, outreach, promotion, facilitation and aftercare The team support GoI in initiating, attracting, facilitating, fast tracking and handholding Japanese investments across sectors The team is responsible for providing updated information on investment opportunities across sectors, in specific projects and in industrial corridors The team also identifies prospective Japanese companies, including, SMEs and facilitate their investments in India To undertake regular benchmarking studies, identifying bottlenecks and areas of concern in sectors of interest to Japanese companies, and analyzing their impact on industrial development production in India. 58 India Korea Trade Relations During the visit of the Hon ble Prime Minister to South Korea in May 2015, the MoU for establishing Korea Plus was signed by the two countries South Korea announced to provide $10 billion to India for infrastructure, development of smart cities, railways, power generation and other diversified areas to upgrade their bilateral relationship to a Special Strategic Partnership. The bilateral trade between the countries stood at USD billion in
