This scholarship fund provides housing down payments for those that are purchasing houses in Mississippi since public employers cannot match funds for down payments for employees they qualify for the scholarship program. I have attached the information on how the scholarship fund is administered and the household incomes for those employees that will qualify for this assistance. Box 5069 Vancleave, MS Dear Barry Amacker, The Gulf Coast Renaissance Corporation is a non-profit organization established by the Gulf Coast Business Council to facilitate the development of mixed income communities which provide safe, quality, affordable housing for the workforce of the Mississippi Gulf Coast. To support our mission, we created the REACH Mississippi Program - an exciting new program created for employers to assist their employees who qualify with the purchase of homes in the six coastal counties. The program may be used by the employer for recruitment as well as retention of existing staff. A goal of the REACH Mississippi program has always been to help provide housing for the people we depend upon most. The Gul f Coast Renaissance Corporation wants to hel p teachers, firemen, pol ice officers, and others public employees who have made it their profession to give all of the residents of South Mississippi a better life. Many public sector employers cannot offer the REACH Mississippi program to their employees because of issues concerning the use of money derived from taxpayers or because they simply don't have the funds. To make sure that help is available for the people that help us so much, Renaissance has raised $1 million in private contributions for a scholarship fund to help disadvantaged employers. As a public sector employer, your organization could be eligible to participate in the scholarship fund and provide much needed financial assistance to your employees with a household income below 100% of the Area Median income for home purchases. To apply as a public sector employer an application for the scholarship fund must be completed and submitted along with a letter certified by the City Auditor or authorized, designated representative stating there is no other source of funds available to assist with the employer's contribution. 3 Gulf Coast Renaissance REACH Scholarship Fund - Round 2 The Scholarship Fund was established to assist employers wanting to participate in the REACH program, but who are unable to provide the employer's contribution. The program is designed to ensure funds are allocated to those employers and employees in the greatest need of assistance. Round Two open to Public Sector & School District Employers in Hancock, Harrison, Jackson, Pearl River, George and Stone County Each scholarship will be $10,000 Total household income level must be 100% of AMI or below to apply for the scholarship Employer will be responsible for determining internal qualifications for employees to participate with the assistance of a REACH Coordinator. Renaissance will issue a check for $10,000 to the employer for each individual employee loan closing upon notification of such. Employer will be responsible for depositing Renaissance check and reissuing and submitting a check for $10,000, along with the employer's Promissory Note (sample to be provided), to the designated closing attorney. Employer can restrict to County limits but not City limits. Employer must hold group session to allow interested employees to learn more about the REACH Program. A REACH Coordinator will be present to answer questions. 1) Employer Verification Documents: Public Sector (including School Districts) must submit of a letter certified by the City Auditor or authorized designated representative (outside audit firm) stating there is no other source of funds available to assist with the employer's contribution. 2) Employer Approval (1) Employer must submit application to GCRC between the dates of March 2 and April 3, (2) Employer will be notified the week of April 6th of application approval status. (3) If approved, REACH Coordinator will identify a counseling partner and provide a completed MOU (Memorandum of Understanding) for signatures. 3) Employee Scoring System (1) Employer communicates the scholarship fund opportunity and deadline date identified by Renaissance to all employees via group meetings, blasts or pay stub notifications.

4 (2) Employee completes application form at employer's location to include all required income documents. (3) Employer submits employee applications and income documents to Renaissance between the dates of April 13 to May 8, (4) Renaissance will process each employee application to determine REACH eligibility. Renaissance will then forward eligible applications to Gulf Coast Community Foundation (GCCF). (5) GCCFwill score each individual employee's application and submit results to Renaissance. (6) Renaissance will notify each employer of employees selected to receive the scholarships after GCCF completes the scoring - Date TBA.
