6 4.2 CIVIL & STRUCTURAL PRACTICES COMMITTEE Chairman: Co-Chair: Task Force Chair: Task Force Chair: Yong Fen Leong (C&S) Lee Tuck Cheong (C&S) Chua Tong Seng (Geotechnical) Wong Pui Fun, Joanne (Eurocode / DfS) Members: Sivakumaran Murugesu Tham Poh Kuan Chua Kok Seng Dialogue sessions were held with following statutory boards and agencies on various topics ranging from regulatory to industry challenges: Building and Construction Authority (BCA) Professional Engineers Board (PEB) Ministry of Manpower (MOM) Land Transport Authority (LTA) Public Utilities Board (PUB) Jurong Town Corporation (JTC) National Park Boards (NParks) Energy Market Authority (EMA) National Environment Agency (NEA) 1. IES-ACES-BCA Dialogue There was an IES-ACES-BCA Dialogue Sessions held on 3 Aug 2015, some of the topics initiated by BCA to further enhance the current C&S practices included Sharing of Enquiries on ST and AC submission requirements, site investigation and load test requirement for foundations of highrise buildings, iinterpreting pile structural and geotechnical design based on Eurocode, Guidelines on supervision of structural steelwork fabricated overseas and submission of single as-built structural plans to enhance traceability. The committee had evaluated the initiatives and provided feedbacks to BCA for their considerations. 2. Inter-Agency Coordinating Committee (IACC) On 25 Aug 2015, the IACC meeting chaired by BCA was held to discuss cases of conflicting agency requirements in projects. In this session, BCA has some good initiatives for Mass Landed Residential Development in terms of water pipes connections crossing drains into developments and sump placements with underground sections within roads. ACES had proposed to apply similar practical efforts to other services. 3. NEA/PUB Dialogue On 6 Oct 2015, the committee attended a NEA/PUB Dialogue in which NEA updated on the efforts in their Internet System for access to SIP, DIP, monitoring of submission status to enhance the workflow. 4. WSH Design for Safety The WSH (Design for Safety) Regulations had been gazetted and published on 10 July This regulation will come into effect on 1 August ACES had been organising courses on Design for Safety for our members to prepare our members to be DfS ready. 5. Guide Book on Universal Design ACES participated in the Focus Group Discussion conducted by BCA. ACES provided C&S engineering feedback for BCA to produce a Guide Book on Universal Design. 7 item addressed is wheel chair accessibility where BCA will take a lead to implement some requirements. 6. inpqs ACES participated discussions together with BCA, IES, SIA on the revival and update of inpqs.. This new initiative would be driven to further enhance higher productivity for the consultancy industry. More updates will be given at a later stage. 7. Structural Engineers World Congress (SEWC) The Structural Engineers World Congress (SEWC) 2015 was held between Oct 2015 with the Senior Minister of State for Home Affairs and National Development, Mr. Desmond Lee gracing the event. The sharing of technical know-how, new technologies and research findings was well achieved with participants from all around the globe. 8. IStructE Structural Awards 2015 Two of ACES member firms had won the globally acclaimed IStructE Structural Awards The Singapore Sports Hub by Arup, and the Restoration of Victoria Theatre and Victoria Concert Hall by T.Y. Lin International Pte. Ltd. This is indeed a proud achievement and international recognition to Singapore s engineering excellence. 4.3 MECHANICAL & ELECTRICAL PRACTICES COMMITTEE Chairman: Teo Yann (Mechanical) Co-Chair: Koh Lian Suan, Adeline (Electrical) TF Green Mark & Sustainability: Han Kim Siew, Vincent Members: Yeow Mei Leng Cheang Mun Keong Thomas Chng Kheng Peng Lam Kok Leong, Callan Lim Swee Leng, Michael Liu Wang Lai, Kenneth Loh Wah Kay Wan Fook Sing Choong Choon Guan Vincent Tong Timothy Mok Eng Mui Hock Rick Mr. Leung Nai Fai The sub-committee met and discussed various matters raised by members concerning submission procedures to various authorities and related code of practices. In addition, the sub-committee also actively corresponded via s to resolve and discuss some of the matters throughout the year. 1. M&E Engineers Dialogues M&E Engineers work is getting more and more complex. ACES M&E Practice Committee organises a quarterly dialogue for M&E Engineers to meet and explore ways to work better together through ACES to make our work more productive. Dialogues were organized on the 29 Jul 2015, 17 Nov 2015 and 22 Mar Some of issues discussed were M&E RE/RTO Registration, impending NPQS review, Group Insurance, Software Support from Autodesk, PSPC Listing Requirements, MOM/BCA issues on Safety/Maintenance in Design, NEA on Energy Efficient Matters, FSSB, PUB (WD), NEA, City Gas, BCA and EMA. 7 P a g e

IES/ACES RE/RTO Registry The Registry started registration Jun 2013 As at end Apr 2016, there are 21 RE and 317 RTO registered There was a joint members Networking Nite held with Qualified Electrical Contractors Registry (QEC) on 28 July There is plan to organise a handbook for M&E RE/RO and a handbook for DfS matters and look forward to for members to offer their assistance. Looking forward to continuous support from members to M&E RE/RTO selection to be on the registry. 3. SIA/IES/ACES NPQS The NPQS review and process was highlighted and industry expert domain will be appointed to review the NPQS once the 1 st draft completed. On-going discussions with BCA on the PIP funding issue. Need to establish a viable Business model with Vendor/Training input and Subscription model 4. PSPC Listing ACES engaged BCA to review the revised requirements for PSPC Listing. Green Mark Facilities Professional (GMFP) requirements for PSPC ME01 firms: After appeal for re-consideration, BCA has maintained their position that from 1 Apr 2017, ME01 firms are required to fulfil the mandatory training course requirements for GMFP. 5. LEW with 1KV Licence ACES recommended status quo to EMA to allow 1KV LEW to carry out electrical design work with unlimited voltage level, however EMA still maintained their position. ACES will meet EMA, with the assistance PEP Secretariat to work out training courses, and assessment plan for 1kV LEEs to upgrade to 22 kv. 6. Representation and Dialogue ACES also attended following Review and on-going Dialogues: a. NEA / PUB Dialogue Attended a NEA/PUB Dialogue on 6 Oct 2015, 12 Jan 2016 and 20 Apr 2016 where NEA/PUB gave an update on their Internet System for access to SIP, DIP, monitoring of submission status, new WEL listing and impending simplified submission procedure. b. FSSB Standing and Code Review Committee on the following FSSD confirmed that for Evacuation Lift, the car door position after homing would be changed to open as per Fire Man Lift. FSSD also clarified that equipment on roof will be classified as habitable floor There is also on-going discussions with FSSD on an expanded list of work that may come under the MAA scheme. c. Inter-Agency Coordinating Committee (IACC) Meeting ACES forwarded to ICCA for consideration on combine services crossing within drain cover instead of having some services under crossing the drain. 8 P a g e

9 4.4 BUSINESS & PROFESSIONAL PRACTICE COMMITTEE Chairman : Co-Chair : Andrew Henry Leung Chiu Kin, Keith Members: Koh Boon Liang Yap Mui Cheng, Serena Kok King Min Yeang Hoong Goon Mr. Philip Motteram The Business and Professional Practice Committee has been active in the year in supporting ACES members in a business environment that is imposing increased requirements on consulting engineering business, as well as imposing great obligations. The Committee had worked through the year to promote the interests of consulting engineers through the following actions during the year: ACES Contract Refresh The ACES standard conditions of engagement were revised and launched in October The revised contracts provide a simple and clear mechanism for our members to form contractual agreements with their clients. A presentation was made to our members which was well attended, and our industry is now represented with our own updated standard conditions of engagement. Feedback to BCA on Industry Issues ACES provided feedback to the BCA on a proposed alternative framework for assessing fee levels for public projects in Singapore, known as the Aggregated Simulated Fee framework. ACES met and engaged with BCA on the proposed arrangement, providing comments that represent the diversity of firms that constitute our membership. Representing our Members ACES wrote to government authorities or GOE s during the year to state our position regarding key issues that may affect the performance or viability of our members firms. These included topics such as uncompensated scope creep, the safety obligations of consulting engineers, and the mandatory requirements being placed on consulting engineers in an environment which is already difficult. ACES Awards The Committee organized the awards that were presented at the ACES Annual Gala Dinner. In 2016, this included the Design Excellence Awards, as well as the Young Engineer Awards. These awards recognize the great work that our member firms undertake in Singapore, and provide a platform for the promotion of engineering excellence. They also recognize the significant talent that we have in our industry which requires on ongoing support so that we can build a robust and healthy consulting engineering industry in Singapore. The Business and Professional Practice Committee will continue to work with our membership to represent their concerns on business issues to government and industry partners in Singapore. We welcome the input and feedback from our member firms on the issues that require our joint attention. 9 P a g e

10 4.5 PROFESSIONAL DEVELOPMENT COMMITTEE Chairman: Cheang Mun Keong, Thomas Task Force Chair: Wong Pui Fun, Joanne (Eurocode) Members: Johnny Lim Leong Sin Yuen Michael Tang Various technical seminars and courses were organised, with the aim of providing professional development and enhanced benefits for ACES members. These seminars also provided opportunities for ACES members to network among themselves and other partners in the built environment. In view of BCA s requirement to change from British Code to Eurocode, ACES has continue to organise series of courses for consulting engineers to migrate toward Eurocode. 11 DfS Courses conducted for 2015/2016 session: The WSH (Design for Safety) Regulations 2015 was enacted on 10th July It will be effective from 1 st August 2016 onwards. ACES had been and will continue to conduct the Design for Safety for Professionals (DfSP) Course. Learners of this course will gain the knowledge and skills for fulfilling the roles of the construction Design for Safety Professional (DfS Professional) in accordance with the WSH (DfS) Regulations. 12 4.6 IT DEVELOPMENT COMMITTEE Chairman : Koh Lian Suan, Adeline ACES Website ACES-BST Strategic Partnership Agreement Signing 1. ACES Website Maintenance and Hosting Server is managed by IT Works Interactive The committee responsibilities included: Performing weekly update of ACES circulars and activities on ACES Homepage Facilitating ACES to store circulars on the hosting site to enable members to search such circulars base on authority, dates and key words E-blasting send out by ACES to all members at least once a week. Number of e- mail expected is about 5000 per instance Assisting ACES Secretariat to set up and amend accounts when required Advising ACES on matters pertaining on website and matters Assisting ACES to resolve all technical matters pertaining to the website and to ensuring that the website is up and running at all times 2. Blasting Service blast service 3. e-job Posting at ACES Website This service is available to members since January Member firms can post their company vacancies at ACES website. 4. Replacement NAS The old NAS had a severed motherboard issue, which corrupted big pst file. Set-up Google Mail Accounts to back-up archived s at cloud storage. 5. Renewal of BST Global and ACES Sponsor Agreement for Year 2016 [January 2016 to December 2016] The BST Global and ACES Sponsor Agreement has been renewed for the third consecutive year for SGD 15,000 per year. The contract signing ceremony was held at the ACES Bowling Event on 23 January 2016, witnessed by the members and guests joining the bowling tournament. 12 P a g e

13 4.7 SOCIAL DEVELOPMENT COMMITTEE Chairman : Wong Pui Fun, Joanne Member: Lim Hung Tjung, Henry Co-Chair: Liu Wang Lai, Kenneth ACES Movie Night 14 October 2015 ACES is thankful to Mitsubishi Electric Asia as our exclusive sponsor for this Movie Night event. In conjunction with SG50 Celebrations, ACES organised its first Movie Night specifically for members to enjoy a 3-D movie titled Pan at 50 percent cost subsided by ACES. This had created great opportunity for a networking session amongst the staff of member firms. We had also extended our invitation to 20 polytechnic students to join the movie on complimentary basis. The event took place at Orchard Shaw Theatres Lido 4 on 14 October A total of 215 were taken up. ACES Bowling Tournament 23 Jan 2016 ACES organised its first Bowling Tournament on 23 January 2016, over a weekend Saturday afternoon at Orchid Bowl, Orchid Country Club. There were a total of 26 member teams registered for the bowling tournament. At the end of the event, the following teams did well and were given awards for their good performance. 1. The Top Score Guest Team: TTJ Design & Engineering 11 th ACES-ACEM Dialogue 21 Nov 2015 The 11 th ACES-ACEM Dialogue was held at Golden Sands Hotel, Penang on 21 Nov It was attended by 9 ACES Council members and 11 ACEM Council members. The dialogue was meant for professional bodies on both side of the causeway to update each other on the current happenings in the professional practice, so that both sides can learned from each other. Both sides shared many similar challenges such as regulatory changes, higher labour cost, general resource shortage, attraction of young talents into the profession. 14 P a g e

15 ACES shared with ACEM the following topics: 1. Design for Safety Regulations 2. Singapore s accreditation and registration of RE and RTO C&S / M&E Similarly ACEM shared with Singapore the following topics: 1. Two Tiered PE Registration 2. Government Procurement Procedures 3. BEM Scale of Fees 4. Registered PEs under MRA There were lively discussions and sharing on other topics such as seismic designs, soil investigations and specifications, electrical licensing and many members sharing their points of view. Looking forward to the 12 th Dialogue next year. Close Door Dialogue with NTUC Sec-Gen - 19 Apr 2016 NTUC invited ACES EXCO to a Close Door Dialogue with NTUC Sec-Gen, Minister Chan Jun Sing. Highlights on issues discussed were: SG suggested to ACES to consider reviewing its Constitution such that only a Singaporean can be elected to the position of President for the Association. He added also that the Exco should be Singaporeans. Review how to attract M&E RTOs to join ACES through re-branding instead of legislation. He gave example on how MINDEF sought out to change the image of the army. Another example is the SISO accreditation which is voluntary, which saw more than a thousand applicants for their course which the industry find valuable. The recent Government announcement of 20% increase in salaries for fresh engineering graduates in public service is to attract more Singaporeans to take up engineering as a meaningful, fulfilling and exciting, long term career in the Public Service. SG mentioned if government provide subsidies to business, it will only be a short term measure and would like ACES to see long term benefit of attracting more engineers to the industry. 15 P a g e

16 ACES Appreciation Dinner 30 May 2016 An appreciation dinner was held on 30 May 2016 to thank all the volunteers for their commitments and contributions to the Association. Welcome to ACES-YPC - Post Event Review: On Friday 22 Apr ACES-YPC held its first event of The evening event, titled Welcome to ACES-YPC and featured guest speaker Tay Cher Sing. The charismatic Tay encouraged the group of young engineers to think differently with innovative project examples such as the recently completed and critically acclaimed NTU Hive Building which is passively ventilated 19 P a g e

20 avoiding the reliance on fans entirely! The convenient location, at Arup s office, and timing meant up to 36 eager and professional young engineering consultants could attend to share in the great food delicious buffet style dinner, great company and a few beverages with other young professionals in the industry. Tay Cher Sing entertains the crowd with his topic "Passive Displacement Ventilation" Tay offered an insightful look into his presentation topic Passive Displacement Ventilation from a true expert in his field. The Q& A session that followed provided robust discussion around the emerging technology and promoted excellent discussion for some C&S and other discipline engineers not as familiar with the concept. The night was ended with some further networking amongst peers and some friendly chat. ACES- YPC would like to thank all those who attended to make the event such a huge success, especially Tay for offering his time and valuable knowledge and Arup for serving as an excellent host. CONSTRUCTION INDUSTRY JOINT COMMITTEE (CIJC) The CIJC comprises 8 organisations viz., ACES, IES, REDAS, SCAL, SIA, SIBL, SISV and SPM. At the present, the CIJC Secretariat is hosted by SISV. The President ( Ling Shiang Yun) and the Vice-President ( Chua Tong Seng) represented ACES in the CIJC. CIJC Meetings were held once every two months on: 87 th 14 Jul th 11 Nov st 22 Mar th 8 Sep th 5 Jan nd 10 May 2016 BCA-CJIC Meeting held on 19 Feb CIJC has been formed for 16 years now and will come to a third cycle for ACES to take over the CIJC Chairman and Secretariat role in July This has got ACES to wonder if CIJC has achieved the objectives as mentioned in the MOU. PPP suggested to hold a meeting amongst the Presidents of CIJC members to decide on the relevance of the CIJC and whether it should continue or disband. 20 P a g e

22 Memorandum of Understanding (MOU) between Association of Consulting Engineers Singapore (ACES) and National Trades Union Congress - U Associate (NTUC-UA) The signing ceremony took place on 4 Mar 2016 at ACES 45 th Anniversary Gala Dinner and was witnessed by Minister Lim and ASG Patrick Tay. ACES recognises NTUC as Strategic Partner. This MOU is valid with effect from 04 March 2016 to 31 March Both Parties will commit their efforts to reach out to and engage the consulting engineering profession in Singapore such as: Sectorial programme to upskill the engineers so that they can develop in their career leader in the industry Leveraging on the various communities of NTUC & UA eco-system network to help profile the engineering profession & create awareness Joint events/seminars with usage of facilities within the NTUC family (NTUC Centre, e2i & NTUC Club) at subsidized rates. 8. ACES AWARDS 2016 ACES Design Excellence Awards 2016 The results of ACES Design Excellence Awards were announced at the ACES Gala Dinner on Friday 4 March. The awards accord recognition to projects in Singapore which have been judged to have demonstrated engineering design excellence. SEWC to 22 October 2015 The 5 th Structural Engineers World Congress (SEWC 2015) was held from 19 th -22 nd October 2015 at the Raffles City Convention Centre, Singapore. Held every four years, previous editions were organised in San Francisco, USA (1998), Yokohama, Japan (2002), Bengaluru, India (2007), and Como, Italy (2011). The Congress was organised by the Association of Consulting Engineers Singapore (ACES) and Prestressed and Precast Concrete Society (PPCS). A memorandum of understanding was also signed between SEWC Inc. Worldwide, ACES and PPCS to mark the forming of the SEWC Singapore chapter. The Congress saw a myriad of themes related to structural engineering being discussed. 13 keynote lectures were presented by 14 renowned speakers throughout the three days of technical sessions, including Emeritus Professor Lee Seng Lip from National University of Singapore, Singapore, Ong See Ho, Deputy CEO of Building and Construction Authority, Singapore and Mr Leslie Robertson, Director of Design at Leslie Earl Robertson, Structural Engineer, LLC, USA. The Gala Dinner was held on the second-last day of the Congress at the congress venue, featuring a Western dinner with a local twist on it. Students from the National University of Singapore Sheares Hall Acapella were engaged to entertain the audience with a 30-minute performance set during the dinner. Despite the major challenges in organising SEWC 2015, we are extremely relieved that it turned out to be a success and that many of the delegates in attendance were satisfied with the organisation, their experience at the conference, and their time in Singapore. Proper ECM would prevent muddy water from affecting our waterway and reservoirs. The Institution of Engineers, Singapore (IES) has set up an industrybased registry for the registration of ECM trained personnel: 1. WELCOME ADDRESS BY THE PRESIDENT ACES President, Ling Shiang Yun thanked members for their attendance and welcomed them to the Annual General Meeting. 2. EVENTS HIGHLIGHT REPORTED BY THE PRESIDENT Ling reported the following issues and events highlight achieved for the session 2014/2015: 1. FIDIC Subscription Fee ACES requested FIDIC to give fair adjustment to our subscription fee for 2014/2015 based on 435 members, instead of basing on FIDIC s definition which calculated all type of staff in a member firm and resulted in paying a high subscription fee of nearly SGD9k per year. FIDIC agreed to the request and now ACES is paying the minimum annual subscription fee of CHF 1900 or SGD2.6k. Members applauded the effort. 2. Letter to ST Forum Social engagement with the Press Ling had written a letter to ST Forum on ENGINEERS FACE LABOUR CRUCNCH TOO which was published on 10 Feb 2015 to tell the public our concerns and difficulties facing by the consulting engineers arising from the manpower shortage. Ling encouraged members to write to ACES if they have any concerns or issues that they wish to tell the general public through the press. 3. EMA - LEW 1KV status quo ACES recommended status quo for the 1KV LEW to carry out design of unlimited voltage since the late eighties as the LV LEW are all qualified electrical PE. There will be a follow-up meeting with EMA/PG/SPS to further discuss this issue on 29 Jul BCA PSPC Listing ACES recommended status quo as previous listing requirement. However BCA decision is to review on a case by case basis. Green Mark Facilities Professional (GMFP) required for Panel ME01 by 1 Apr 2017 ACES recommended BCA to adopt criteria as either Green Mark Professional (GMP) or Green Mark Facilities Professional (GMFP) instead. Pending BCA s agreement, will follow-up for next dialogue. 36 P a g e

37 5. Revival of e-npqs and new company formation inpqs Pte Ltd Ling updated the members that SIA, IES and ACES will jointly form a new company inpqs Pte Ltd to take on the e-npqs revival project. SIA will take the Architectural, IES will take the M&E and ACES will take the C&S. BCA has agreed to fund SGD3.0 mil or SGD1.0 mil to each organisation. Shareholder: ACES, IES and SIA of equal shares Directors: Each organisation to nominate one director, i.e. President of each organisation Paid Up Capital: SGD 20,000 from each organisation Secretarial Fee: SGD per month or could be higher when all come into effect [Post meeting note on 13 Jul 2015: Secretariat fee at $400 per month, managed by IES] Bank Account: Authorised signatories will be the 3 incumbent directors. Signing conditions to be 3 signatories. 6. 5th Structural Engineers World Congress (SEWC) 2015 ACES and Prestressed and Precast Concrete Society (PPCS) are the joint-organiser for the 5 th SEWC to be held on October 2015 at Raffles City Convention Centre, Singapore. The past four SEWC Congresses were held at: 1998 San Francisco, USA 2002 Yokohama, Japan 2007 Bangalore, India 2011 Como, Italy Ling encouraged members to register and support this international event. 7. BIM and Eurocode Survey Ling thanked the Chairman Business & Professional Practice Committee, Andrew Henry who had conducted both BIM and Eurocode surveys to gather members feedback. BIM Survey results conclusions: High awareness of BIM within the consulting engineering industry in Singapore Cost issues are mostly associated with smaller firms. Industry issues with skills and availability of staff and other implementation issues are generally associated with larger firms. There is no discernible trend in result differences between MEP and C&S firms. ACES recommended BCA BIM Steering Committee to put in more effort into the raising and skills and awareness of associated collaborators in the industry who can influence the obstacles associated with BIM. These include clients, QS s and project managers who form an integral part of the design and development process. Eurocode Survey was undertaken during the year to assess the readiness of our member firms for the mandatory use of Eurocodes in Singapore. 37 P a g e

38 The survey resulted in BCA issuing a circular to the industry to clarify submission requirements so that engineers do not get disadvantaged by situations that may develop outside of their control. 8. ACES Awards 2015 Design Excellence Awards and Young Engineer Awards. These awards recognize the talent and great work of our member firms, and provide a platform for the promotion of engineering excellence. 9. CPD Programmes Various technical seminars and workshops were organised at average 1-2 per month with the aim of providing professional development and enhanced benefits for ACES members in particular Eurocodes and BIM Hands-on [refer to Annual Report, page 11 13]. These seminars and workshops also provided opportunities for ACES members to network among themselves and other built environment partners. 10. Membership Drive In conjunction with SG50 celebrations, ACES offered a 50% discount on the first year subscription fee to all new members joining in year A total of 26 new members joined; and 6 members resigned mainly due to due to retirement; closing of company; merging of company. In view of current year ACES Profit of $193K, members given some suggestions for the Council s consideration: Tan Chee Chuan suggested ACES should organize some events that offered values/benefits to members. In this respect, Hon. Sec. clarified that ACES had been charging minimum fees for members, whenever ACES organized technical talks and seminars. Mah Guan Pang thought otherwise and suggested to save the money for future. 42 P a g e

However, Thomas Cheang clarified ACES should charge a nominal fee and not totally free in order to avoid no show and bad debts incidents, which was experienced before. TO RECEIVE AND APPROVED THE PROPOSED AMENDMENTS TO THE ACES CONSTITUTION The President, Ling briefed the members on the proposed amendments to ACES Constitution with the respective explanation and reasons [refer to table, below]. Members have no objection to the proposal. ACES Council will proceed to lodge the proposal with ROS (Registry of Society) for official approval. Executive Committee Article No.36 Article Proposed Amendments No. 36 The President, Vice-President, Hon. Secretary and Hon. Treasurer shall be elected from the 12 General Members by the Council at the first Council Meeting of the new session. Council members (both General Members and Appointed Council Members) shall satisfy the following condition before eligible for nomination to the Executive Committee: Service on the Council for one session immediately prior to the year of eligibility Explanation & Reasons for Amendments It is desired that the pool of potential Executive Committee members should be widened, so that the best EXCO committee can be formed. It is deemed that serving one year on Council is sufficient time to demonstrate commitment and understanding of the objectives of the Association. The current requirement of standing for two sessions raises the unnecessary potential for an EXCO position to be become vacated, or held against personal desire. New article 36 (a) The Executive Committee will stand until a new Executive Committee is formed. 45 General Meeting Article No. 55 Article Proposed Amendments No. 55 Twenty-five percent of the total Professional Members and Corporate Members' representatives (or their Proxy) or 30 Professional Members and Corporate Members representatives (or their Proxy), whichever is the lesser, present shall constitute a quorum. In the event of a quorum not being present within thirty minutes of the time fixed for the commencement of the meeting, the meeting shall stand adjourned to the same place and the same day and hour in the following week, or to any other venue or date as the Council may direct but subject to a minimum notice of seven days in this case, when the Professional Members and Corporate Members' representatives present, whatever their number, shall constitute a quorum. The accidental omission to send notice of a meeting to or the non receipt of a notice by any member shall not invalidate the proceedings at the meeting. The adjourned meeting with insufficient quorum shall have no power to alter, amend or make additions to the existing Constitution. Explanation & Reasons for Amendments The issue of raising at quorum at Annual General Meetings has been a consistent issue in recent years. By providing a proxy mechanism, it will enable Corporate Members to provide alternative representatives outside of the nominated representatives, thus enabling the quorum to be more easily filled with entitled representatives. AOB 1) Student Approach Ho Chee Yon suggested ACES can work with local universities to conduct events with their students. Yong Fen Leong mentioned ACES is involved in the BCA Rebranding Implementation Workgroup (RIWG) with the objective to get students interested in engineering and they have also engaging the MOE. 2) BCA Regulation Mah Guan Pang commented on BCA regulation on Accredited Checker AC $15 mil ceiling is too low and recommend BCA should raise it to $30 mil and suggested ACES to take up the issue. Current Rule: [A GUIDEBOOK TO THE CHANGES IN BUILDING CONTROL 2007/2008] The AC to be appointed is determined by the value of the building works as follows: a) If the value of the building works exceeds $15 million, the AC has to be a director, partner, member or an employee of an accredited checking organisation. b) If the value of the building works does not exceed $15 million, any AC could be appointed, that is, the AC may or may not be affiliated with an accredited checking organisation. 45 P a g e

46 Ong Ser Huan commented this is also a conflict when the government encourages the industry to grow, on the other hand this is restricted by the ceiling. Yong Fen Leong and Sivakumaran are tasked to gather more views to see how ACES can put this up to BCA. 3) Fragmented System /Merging of Company Members presence were concerned about the consolidation and merging of small companies, although the move was supported by government but this may affect the fee. 4) Annual Report - PDF Softcopies The meeting resolved that for future AGM, softcopies of annual report in pdf format which is sent together with the notice of AGM is sufficient.
