INTRODUCTION This is a Request for Information (RFI) as defined in Section (22), Florida Statutes, for planning purposes. This RFI is issued by the State of Florida, Department of Children and Families (Department), SunCoast Region, to solicit information regarding available providers for the services described herein. The total estimated dollar amount available, subject to the availability of funds, is $100,000.00, annually. 2. SCHEDULE OF EVENTS Listed below are the important actions, dates, and times by which the actions must be taken or completed. All listed times are Eastern Time. STATEMENT OF NEED The Department is charged with investigating child abuse and neglect. Child Protective Investigators must be well trained in assessing conditions in the home to determine the safety of all children. The Department is seeking information regarding experience and capability of interested parties to develop and deliver a specialty training curriculum designed to enhance the skill sets of the Child Protection Investigator ability to identify, assess and document risks related to behavioral health. 4. PURPOSE The Department is seeking interested parties to deliver, on or before January 1, 2016, a behavioral health training curriculum to Child Protective Investigators, their supervisors, as well as other child welfare professionals, to strengthen and enhance their competencies in identifying, assessing and responding to families regarding behavioral health. SERVICE TASKS The respondent must be able to demonstrate the availability of expertise, capability and capacity to fulfill the following responsibilities and service tasks: 5.1 Develop, deliver and implement a behavioral health curriculum that trains relevant core competencies and practical skills The curriculum shall provide staff with behavioral health competencies, knowledge, skills and abilities needed to identify, assess, and document behavioral health danger threats related to child abuse and neglect The curriculum shall include sections designed to develop Subject Matter Experts Training shall include clinical observations and a field application of core competencies gained. 5.2 Provide ongoing consultation including onsite and off-site case reviews, as needed. 5.3 Coordinate with the designated DCF contact to organize and schedule trainings and direct, hands-on practice, and to provide documentation of training attendance, satisfaction results and feedback. 5.4 Certify Subject Matter Experts as competent within the scope of the design. 5.5 Provide services to approximately staff in the following circuits covering the counties within those circuits: Circuit 12: DeSoto and Sarasota Counties Circuit 20: Charlotte, Collier, Hendry, Glades, and Lee Counties 5.6 Upon successful implementation, this curriculum may be expanded to additional Circuits Statewide. 6. ELIGIBILITY The purpose of this RFI is to request information concerning the credentials, experience, staffing and resources of interested parties. Please note that a response to this request is not an offer and that the Department may not use the respondent s submission to justify a contract with a respondent without otherwise complying with Chapter 287, Florida Statutes. All staff performing services are required to be screened in accordance with Chapter 435, F.S., be of good moral character and meet the Level 2 Employment Screening standards specified by section , , and subsection (2), F.S. 7. NOTICE TO UNIVERSITY OR COLLEGES Universities or colleges submitting a response to this RFI are not prohibited from responding to any related subsequent solicitation. It is the Department s policy that the following restrictions shall apply to the purchase of services from colleges or universities:

3 7.1 If the college or university intends to subcontract for any part of the work, it must use competitive procurement procedures to select the subcontractor. Section (2)(a), F.S. 7.2 The college or university must perform at least fifty-one percent (51%) of the work required rather than use subcontractors. 7.3 The principal facilitator must be a tenured member of the faculty (or comparable status) if contracting with a university, and a staff member in continuing contract status (or comparable position) if contracting with a college. Any changes in the principal investigator shall require approval of the Department. 8. INSTRUCTIONS FOR RESPONDING TO THIS RFI 8.1 If your organization is interested in providing these services, please provide a thorough description of your organization s capacity and capability to meet these needs. The submission must address the items identified in Section 3, Statement of Need and Section 5, Service Tasks, above and include: A cover letter and name, contact number, address and address of the individual responsible for the submission of the response Organizational description and services offered Statement supporting qualifications in subject matter, curriculum development and formatting using adult learning techniques Statement supporting the capacity to coordinate with the Department to organize and schedule trainings, clinical observations, hands-on practice, and certification of Subject Matter Expert competency A brief narrative of your organizations approach to the project and a time-line to achieve the objectives of this RFI Project staffing plan in alignment with the general pricing information Information on history of performing work or projects similar to the services identified in this RFI Any additional information deemed relevant to the Department for the purpose of fulfilling Section 3, Statement of Need, Section 4, Purpose, and Section 5 Service Tasks. 8.2 Response Format Please limit responses to a maximum of 20 pages. Responses are requested by the above due date and time and shall be submitted as follows:

5 All materials submitted in response to this RFI become the property of the State of Florida and will be a public record subject to the provisions of Chapter 119, Florida Statutes. The State of Florida shall have the right to use such ideas or adaptations of those ideas contained in any response without cost or charge Responses and Other Submissions are Subject to Public Inspection Unless exempted by law, all public records are subject to public inspection and copying under Florida s Public Records Law, Chapter 119, Florida Statutes. A timelimited exemption from public inspection is provided for the contents of a reply and other submittals pursuant to Section (1)(b), Florida Statutes. Once that exemption expires, all contents of a response and other submittals become subject to public inspection unless another exemption applies. Any claim of trade secret exemption for any information contained in a response or other submittal to this RFI will be waived upon opening of the response by the Department, unless the claimed trade secret information is submitted in accordance with this Section. This waiver includes any information included in the response or other submittal outside of the separately bound document described below How to Claim Trade Secret Protection If the Responder considers any portion of the documents, data or records submitted in its response to be trade secret and exempt from public inspection or disclosure pursuant to Florida s Public Records Law, the Vendor must submit all such information in a separately bound document (or in the case of electronic media, a separate CD, with the words "Trade Secret" included in the file name) clearly labeled "Attachment to Response, RFI No. 23FS16006 Trade Secret Material". Appropriate cross-references should be included in nonexempt materials. The first page of the electronic file or hard copy document must explain why the information in the electronic file or hard copy document is a trade secret. This submission must be made no later than the response submittal deadline. If the Vendor considers any portion of a submission made after its response to be trade secret the Responder must clearly label the submission as containing trade secret information (or in the case of electronic media, include "Trade Secret" in the relevant file names) Vendor s Duty to Respond to Public Records Requests In response to any notice by the Department a public records request received by the Department encompasses any portion of the separately bound part of the Responder s reply or other submissions labeled as trade secret, the Vendor shall expeditiously provide the Department with a redacted version of the document(s) and identify in writing the specific statutes and facts that authorize exemption of the information from the Public Records Law. If different exemptions are claimed to be applicable to different portions of the redacted information, the Vendor shall provide information correlating the nature of the claims to the particular redacted information. The redacted copy must only exclude or obliterate only those exact portions that are claimed confidential or trade secret. If the Responder fails to promptly submit a redacted copy and justification in response to the notice of a public records request, the Department is authorized to produce the records sought without any redaction.

6 12.5 Department Not Obligated to Defend Vendor Claims The Department is not obligated to agree with the Responder s claim of exemption and, by submitting a response or other submission; the Vendor agrees to be responsible for defending its claim that each and every portion of the redactions is exempt from inspection and copying under Florida s Public Records Law. Further, the Vendor agrees it shall protect, defend, and indemnify, including attorney s fees and costs, the Department for any and all claims and litigation (including litigation initiated by the Department) arising from or relating to Responder s claim the redacted portions of its proposal are confidential, proprietary, trade secret, or otherwise not subject to disclosure or the scope of the Vendor s redaction.
