We believe the Centre for Rail Engineering and Technical Excellence (CREATE) is a further catalyst to achieve the economic transformation of the region; building economic resilience and re-balancing the economy toward exports, innovation and production. That s why the SCR and the CREATE partnership are delighted to submit a bid to host the national High Speed Rail College (HSRC). There are few locations within the UK that can compete with s rail heritage, connectivity and cluster of leading rail businesses. As a key hub for Unipart rail, who have multiple sites located here, we are proud to support s bid for CREATE. An industry led elite educational institution at the centre of national and international innovation and enterprise, situated in the heartland of British rail industry, CREATE will become a centre of excellence for the next generation of world class engineers. Why CREATE in? Business Led: One of the largest and strongly embedded rail clusters in the UK. A business led partnership with an interim Chair already in place, support from business, SCR LEP and industry bodies in the spiritual home of Britain s railways, with locomotives such as Flying Scotsman Sir Nigel Gresley and Mallard all built in. Knowledge and Provider Base: 6 World class universities and research capabilities within 1 hour drive including the Advanced Manufacturing Research Centre, Sheffield University Rail Innovation Centre, York University and a network of FE Colleges including College. Central Location: in the heart of the UK, with 360 multi modal connectivity to key regional, national and international markets. 21 minutes from York, 52 minutes from Derby, 53 minutes from Darlington. A Prime Site in the urban centre, gifted to the project by the CREATE partnership in the heart of the UK s Rail Engineering Cluster. Global Reach: CREATE has reached out to other places including York, Darlington, Derby, Crewe and fostered international linkages including Brazil and Lille HS1 skills in France to enable a broader geography of employer and skills spokes. 3 2014 CREATE Rail College Criteria 1: Ability to establish links with employers delivering to the rail industry in the locality We have a vibrant and growing international rail sector. There are over two hundred rail and engineering companies already operating in the SCR including Wabtec Rail, Volker Rail and Unipart Rail. Hitachi Rail Europe is investing 70 million in creating the main rail maintenance facility on the East Coast Mainline for the next generation intercity trains. With a large number of significant business within the rail cluster, industry leaders are engaged and want to invest further in and the Sheffield City Region. Our national and international rail companies already employ over 6,000 people. This is in addition to the smaller companies, employing thousands more, operating at the end of our supply chain. The rail engineering sector is projected to increase through electrification and modernisation investment in the national rail network, bringing additional high value jobs to the SCR. CREATE will become an international exporter of skills. The international rail market has been valued at around 120 billion per annum and, as identified by UKTI, about 70% of this market is accessible. Our international rail companies in will act as a significant gateway to the emerging rail markets. One example amongst many is locally based Beta Technology, Beta has a long association with Brazil and is keen to work with CREATE to raise their internal skills capability. Locating the HS2 FE college in the SCR would enable UK Plc to make more of the emerging opportunities to trade with Brazil and its high speed rail project, through knowledge transfer and improve the export performance of our businesses. I consider an ideal location due to its extensive experience in railways coupled with the wider city region capability and experience in delivering major civil engineering projects. The support from existing rail engineering firms for our bid is extensive and long established relationships with these firms will link them into initial and long term governance and investment arrangements. We already have a governance structure in place that brings together key industry players, education providers including FE and HE institutions, and local public sector bodies. George Tillier, Managing Director at Unipart Rail, has agreed to be the interim chair of CREATE and Paul Robinson, Director Wabtec Rail, is interim CREATE vicechair.the CREATE partnership will ensure industry is at the heart of HS2 skills development and delivery. The companies in the region have identified a significant skills gap just to replace turnover of retiring engineers and CREATE will address this shortage and provide the full range of vocational and higher level skills to meet current and future local, national and global needs. The future railway is likely to be technologically complex, more automated and managed by fewer but highly skilled people. A coordinated long-term view of the required skills, competencies and potential has identified skill sets and defined roles. These skill sets enhance mobility of personnel and career development and present opportunities to fine-tune skill mixes across the industry. - The Future Railway The Industry s Rail Technical Strategy CREATE looks forward to working with BIS, HS2 Limited, NSARE and others to deliver the RTS. two

4 The networked nature of our proposition and our national and international links make us confident that we can deliver a truly international centre of excellence that will allow us to trade in the global knowledge economy for decades to come. The Sheffield City Region already has an established cluster of rail, engineering and manufacturing businesses driving demand for an engineering centre. Our employers are committed to enhancing our rail and engineering heritage using our strong supply-chain foundation to lead a world class international institution. Criteria 2: Ability to establish links with other providers in the locality CREATE Lakeside Campus will be the venue for our impressive range of local FE colleges, HE institutions and manufacturing research facilities collaborating to deliver world class research, teaching and innovation. Our excellent existing provider network includes schools such as Ridgewood School specialist engineering academy, local FE colleges like College and University Centre, and elite HE institutions including the University of York, the University of Sheffield and Sheffield Hallam University. of the city deal process to set the strategic direction for skills. This business led Board, working with local skills partnerships, were in talks about HS2 skills and the demand for the rail engineering sector in general prior to the Government s consultation. The SCR has already developed a consortium for a Rail Academy in to train level 2, 3 and 4 engineers. The academy would contribute toward a pipeline of talented young engineers who can move through the CREATE ladder provider of progression e.g. College and University Centre currently provides a range of engineering courses from entry to pre and post graduate programmes. As such our thinking is well advanced. CREATE will be an international hub. The Rail Innovation and Technology Centre (RITC) at the University of Sheffield is currently undertaking a number of international rail projects with industry leaders such as Network Rail, ISDEFE (Spain),International Union of Railways (France) and UNIFE, the Association of the European Rail Industry. We have already approached educational provider icam, based at the Lille High Speed rail cluster about a mutually beneficial association. This existing provision offers our baseline curriculum. CREATE is committed to ensuring the sector addresses the current gender gap; currently only 7% of engineers are women. Our partners at school and FE level will be crucial in inspiring more young women to become engineers and progress through NQF levels. Currently, only 17% of the engineering workforce has qualifications at higher academic levels (above A level). CREATE would focus on higher level skills in rail engineering such as AVM, construction techniques and BIM. The renowned Advanced Manufacturing Research Centre, the new engineering department at the University of Sheffield and the Network Rail Foundation Degree at Sheffield Hallam University provides a clear framework of training progression bringing in expertise from a number of world class research institutions, allowing existing members of the workforce to up-skill as well as introducing engineering to a new generation. CREATE will utilise the experience of its providers and build on their existing links. SCR has a business led governance board, the Skills for Growth Partnership, developed as an integral part three Through collaboration with spokes in the UK, we will utilise the best skills resources from across a wide number of administrative boundaries. CREATE will use a unique educational framework based on the High Value Manufacturing Catapult model. Developed in conjunction with industry, BIS and delivery partners, it is a cross sector approach to the supply of skills; determining priorities and recommending specific training provision through industry partnerships. The framework will allow us to benefit from the best of each of our exceptional higher education providers.

5 2014 CREATE Rail College The overall calibre of our providers, both in quality and quantity means CREATE can draw on a wealth of outstanding skills and expertise to establish a national and eventually an international centre of excellence. Our High Value Manufacturing Catapult, established by the Technology Strategy Board provides a skills framework that will ensure employers and providers collaborate to provide excellence in elite education. Criteria 3: Ease of access for students As Lakeside is home to a number of world leading businesses, CREATE would be within walking distance of Volker Rail, Unipart Rail, Freightliner, Network Rail, Trackwork Moll, DB Schenker, SPL Powerlines SES and the new 70m Hitachi rail maintenance facility, reinforcing our industry led focus. Lakeside is one of the north of England s premier business locations framed within a high quality mixed use development and is ten minutes travel time from the main station by public transport. Accessibility analysis reports that 66% of the population of England and Wales are within 3 hours of CREATE. Station is just 88 minutes away from London King s Cross. Table 1.1 details travel times between the possible spokes as well as other key destinations within the SCR. The CREATE partnership has reached out to other places including York, Darlington, Derby and made international linkages to Brazil and Lille HS1 skills in France to enable a broader geography of skills and employer spokes. This location will enable CREATE to easily connect with international markets. Employers already in list its accessibility as a key reason why they have chosen this area as their base. Movement between hubs and spokes will be exceptionally easy, facilitating intensive collaboration and knowledge sharing. Our site is able to accommodate a mix of day visitor (with ample car parking) and residential students. Major international companies are already investing in such as Amazon, IKEA, BMW, Next, Peel and Verdion. 6 Criteria 4: Supports the objective for HS2 to rebalance the economy As a member of the HS2 Growth Task Force, I have strongly advocated HS2 s role in generating wider economic benefits. HS2 provides a unique opportunity to inspire the next generation of engineers and the HS2 College will help to meet this ambition. The CREATE proposal encapsulates why Sheffield City Region, with its strong rail and advanced manufacturing sectors, world class universities and central location is ideally placed to host the college, and I am pleased to offer my support for the submission. At this stage our economic assumptions suggest that after 15 cohorts have passed through CREATE there will be 150m per year of extra GVA generated for the SCR economy. Contributing toward closing the SCR output gap by building on a strong rail sector cluster. Criteria 5: Size and availability of suitable site Our proposed site for CREATE meets all the requirements for delivery of an elite institution. The expansive greenfield site would be ready for construction immediately and ready to open to students for the start of the Academic Year. CREATE would maximise the transformational growth opportunity that HS2 offers UK Plc. By spreading the economic benefits of HS2 deep into the Sheffield City Region economy, CREATE provides the best opportunity to re-balance the UK economic geography. CREATE would directly contribute toward closing the Sheffield City Region s identified output gap of 70,000 jobs and support the LEP s strategy of increasing productivity by 3 billion by creating 30,000 highly skilled jobs The SCR LEP is fully supportive of CREATE as a game changer that would catalyse our vibrant and growing rail cluster to be globally competitive. London Channel Tunnel Our goal is to deliver an internationally renowned centre of rail engineering excellence that will attract students and staff and investment from across the globe. This in itself will have myriad opportunities for UK businesses to export their engineering skills and expertise to worldwide infrastructure projects. The robust support from world leading engineering companies including Siemens, Hitachi and TATA will enable CREATE to play a pivotal role in supporting an five Lakeside is the town s premier business and leisure location framed within a high quality mixed use development of nearly 1,000 acres and formed around a sculptured manmade lake of 50 acres. Development of Lakeside was master planned by world renowned urban planners Skidmore Owings and Merrill. Today only about 50 acres remain for business development. Development at Lakeside has been enabled by the completed 32 million White Rose Way Development made possible by a 10 million Department of Transport investment.

Currently on site 2.0ha/5.1ac None Council Outline permission in place Yes Yes No Yes Greenfield Year construction can commence 2014 Our assumptions are based upon SFA guidelines (includes fit out etc.) with a nominal Gross Floor Area of 11,790sqm, comprising of 4,513sqm of single storey workshop accommodation with 3-4 storey teaching block attached bringing the total Gross Floor Area to 7,138sqm. There will be 150 car parking spaces and a service yard to serve the workshops. We would use benchmark costs for a facility of this size. The CREATE partnership is happy to provide costs associated with this development depending upon the specification agreed with Government. The partnership has an excellent track record of delivering major capital projects on time and on budget. Lakeside is home to over 150 businesses and in excess of 10,000 employees enjoying the high quality environment and first class connectivity on offer. The development now acts as a natural extension of the town centre with the benefits of easy access to the East Coast Mainline at rail station, the M18 motorway (3 minutes) Robin Hood Airport Sheffield (10 minutes) and ample parking. We can gift a ready to go site in a premier business location which is already home to global leaders in the rail industry. Criteria 6: Affordability and value for money With a gift of land valued at 1.5m in a premier business area, there are no land acquisition costs. The Lakeside site is unused greenfield with no building structures meaning no infrastructure and land assembly costs would be required. Road access to the main road network is already in place. Capital costs of the building will vary according to final designs. From our experience of delivering projects such as UTCs, we have identified an indicative site layout, this has been developed by Bond Bryan Architects. The SCR LEP SEP contains a proposal to create a new 38m Skills Bank. This has been identified as a potential funding source to support the operations of CREATE because with the Rail Engineering sector already identified as a priority in the SCR SEP. We would wish to discuss the revenue model for CREATE s launch and initial operation with BIS. Whatever the final model the track record of existing public and private sector CREATE partners means we have all the building blocks in place to deliver a sustainable funding model. There are opportunities within the local area to secure private investment into the project. Talks are already underway with industry leaders and will be further explored at the next stage of the bid process. six

8 CREATE will be a game changer in terms of bringing high value growth and jobs to the SCR. As such, CREATE at Lakeside Campus offers excellent value for money. In total, at full capacity 3000 students could be taught on site. CREATE can be constructed with minimal costs on a ready to go site with no constraints. A unique combination employers, providers, local authorities and LEPs have come together to the form the CREATE partnership. We already have a shadow governance structure in place as George Tillier has agreed to be the interim chair. While designing this bid, we received letters of support from over 30 organisations. The key prospective partner bodies are: With the support of industry, we believe we can secure private investment and the identification of a funding source already in place reduces costs further. CREATE represents outstanding value for money, only at this scale and with capacity from our partners and spokes can we meet the ambitions for HS2 skills set out in HS2 Labour and Skills forcasting and gap analysis (34,000 workforce at peak). Criteria 7: Support of partner bodies Wabtec Rail s Works is one of the UK s leading railway rolling stock engineering centres of excellence. Employing over 1,000 people at and being a significant part of the global Wabtec Corporation it is essential that in order to continue supporting UK rail we have a locally available source for the training of tomorrow s engineers.
