Updated TDC Minutes September 21, 2016 Motion to approve the updated minutes from the September 21, 2016 TDC Meeting; motion carried. b. Skype Discussion Patrick Tuttle, Visit Joplin, MO Mr. Patrick Tuttle, Director of Joplin Convention and Visitors Bureau, spoke via speaker phone regarding his location, the completion of a cycling map, the connection between local cyclists and visiting cyclists, Joplin s recovery from a 2011 tornado, damaged parks and trails, a storm water parks tax, the shift in the tax s primary allocation from storm water and sewer to parks, work on inter-modal trails, the city s acquisition of land to use as connectivity between parks, the departments involved with the parks, waterfronts, and rails and trails programs, the Joplin Trails Coalition s current project, Joplin s Tourism department s involvement with parks, the ability to work with other entities cooperatively, Joplin s lodging tax, how the tax funded the department, what the department contributed to Joplin s parks, the grant program, sports programs, the ability to share regional events with Kansas and Oklahoma, contracting event space in other states, the benefit of having a Sports Authority, the focus on Joplin s hotels at cross- TDC 11/16/2016 Page 2 of 8

5 state events, data collection from hotels, post-event surveys, festival sponsorship and grants, the focus on marketing at least 70 miles outside of Joplin, the distinction between a tourist attraction and a local favorite event, exposure through the local university, the university s homecoming event and its effect on drawing alumni back to the area, the city s print and digital marketing footprint, holiday marketing efforts, the annual marketing budget, the population of Joplin, the city s emphasis on Route 66, local cycling clubs and their involvement with cycling tourists, the benefit of the city s location between the two birthright cities of Route 66, and Joplin s terrain. Discussion followed regarding naturally-occurring agreements between cities in other states; the necessity of formal contracts for events; that a municipality could not write a check without a contract; similarities between Pasco County and Joplin s Tourist Development Plans and tourism programs; past concerns of accountability and the distribution of funds; private cycling sector involvement; cycling tourism; bike shop involvement; the benefit of involvement to bike shops; the past success of a waterfront businesses video; a future cycling video; cross-promotion through social media; the cross of the public and private sectors of tourism; the involvement of cycling shops in a cycling map; the use of the cycling community as a valuable resource; future tourism videos; the desire from cyclists to be involved in Pasco s cycling community; the upcoming cycling map; the new tourism website and its cycling subsection; and that the Tourism Development Council s input is valuable. 7. Tourism Office Report TD Conference Attendance and Special Engagements 2016 Bicycle Tourism Conference Lauren St. Martin and Kathryn Starkey November 2-4 Ms. Lauren St. Martin, Tourism Marketing Coordinator, spoke regarding the 2016 Bicycle Tourism Conference and gave a brief overview of Patrick Tuttle. Light discussion followed regarding Mr. John Heather s experience at the conference; the format of the conference; the importance of Council members attendance of pertinent events; that conference attendance should be included into the budget; the Strategic Plan s incorporation of registration funds and travel per diem; a connection made by Mr. John Heather with a leader of the SouthWest Association of Mountain bike Pedalers, Inc. (SWAMP) organization; past SWAMP projects; making the region a trail destination; issues with marketing; that Council members could share marketing tools and ideas that they had found and liked; a look to Oregon for inspiration; clarification of who the Strategic Plan would allow to attend events; the ability to set aside funds for the Council to attend conferences; the need to educate the Council on event-related issues; TDC 11/16/2016 Page 3 of 8

6 conference schedules; the popularity of conferences in July, August, and September; favorable reviews of the Bug Jam event; and attendance at the Bug Jam. US 301 Bicycle Grand Opening Camille Hernandez October 27 Mayor Hernandez spoke regarding the event, its large turnout, media coverage, that the trail was a small part of a big project, and that she was pleased with the benefit. Travel Media Showcase (TMS) Conference Consuelo Sanchez November Ms. Consuelo Sanchez, Senior Secretary, spoke regarding her favorable Conference experience, the opportunity to speak one on one with travel media, the general lack of familiarity with Pasco County among travel media, excitement over the tourism magazine, the inability to bring some travel influencers to Pasco County, the enthusiasm regarding the promotion of Visit Pasco, and the idea that Florida was more than just theme parks. Destination Academy by TripAdvisor International Digital Day portion of NAJ s RTO Summit Orlando November 14 Mr. Ed Caum, Tourism Manager, spoke regarding a Summit panel on international tourism comprised of individuals from other countries, that international tourism would not be affected by recent global politics according to these individuals, and a potential favorable money shift. Visit Leadership Summit Ed Caum November Mr. Caum spoke regarding his future trip to Orlando as a representative of Visit Pasco and his plan to return with year-end wrap up information. 7 Website, Social Media and Marketing Update Lauren St. Martin Pasco County Tourism on Facebook Craft Beer Video, filmed at two local breweries Ms. St. Martin spoke regarding the desire to produce more videos and a recent video shoot with Big Storm Brewery and Escape Brewing Company which centered around the holidays. Discussion followed regarding Escape Brewing; Ms. St. Martin and Ms. Sanchez s experience working with Big Storm Brewery; possible hashtags for use on social media; hashtags that have been in use; domain names that Mr. Beebe had purchased and would be willing to let Tourism redirect from. Old Business RFP-TB Multi-purpose Indoor Sports Complex Next Steps Update on the request for a joint TDC/BCC Workshop regarding the Short Term Rental ordinance Tourism Director Update Discussion followed regarding updates on projects; an update on A Fishing Story; Mr. Jeffrey Steinsnyder s meeting with Mr. Ronnie Green, creator of A Fishing Story; his hope to have a contract to the Board of County Commissioners (BCC) by the December 13, 2016 meeting; that Mr. Green started to film in advance of his contract; and Mr. Green s ability to deliver on his promises. Mr. Richard Gehring, Strategic Policy Administrator, spoke regarding an update on the Sports Complex at Wiregrass, the ranking of firms to work on the project, a large kickoff meeting with the interested parties, the sports, operating tournament, and hotel components of the project, a tangent issue for the hotel component with the Porter family, a meeting arranged between the Porter family and Joe Collier (President of Mainsail Lodging & Development, the possibility of a 100-room facility that related to a sports facility, the land used, that the financial advisor for the project had looked at different project structures, the assignment of a new Economic Development Project Manager with experience in large projects, that the legal staff, County Administration, and the BCC would work from the framework formed during the kickoff meeting, a sixmonth period in the schedule for conceptual and preliminary planning, permitting, and design, the forward progression of the project s components, and his expression of the Council s sentiments towards the use of Tourist Development funds to subsidize a hospitality facility. 8 Discussion followed regarding the firm ranking process; the interest of the secondranked firm if the relationship with the first fell through; the difference between each firm s plans that influenced the ranking; the activity level of the sports contractor and hotelier involved; and enthusiasm towards the top-ranking firm s recommendations and relationships with Hillsborough County s TDC and Sports Commission. Mr. Gehring spoke regarding the selection of a candidate for a new Tourism Director, that the candidate had taken another offer, and plans for future progress. Video footage from the November 15, 2016 BCC Meeting was played for the Council regarding the proposal for a joint workshop between the TDC and BCC concerning short-term rental properties. It showed the BCC discussing bed taxes; short-term rentals; the TDC s desire for a joint workshop with Airbnb and HomeAway presentations; the difficulty in the identification of illegal short-term rental properties; enforcement; the need for a change in the ordinance; and a strong reluctance to conduct a joint workshop with the TDC. Discussion followed the end of the footage concerning disappointment with the comments that were made regarding the proposal of the joint workshop. The Council spoke regarding their appreciation of Chairman Starkey s representation of the TDC; illegal Saddlebrook short-term rentals that Code Enforcement did not want to enforce; the increased security required at Saddlebrook because of short-term rentals; whether the State was collecting an occupancy tax from Airbnb; the hindrance of progress due to the lack of enforcement; the Council s function as a recommending body to the BCC; ideas for recommendations to the BCC; the possibility of Airbnb and HomeAway presentations at a future TDC meeting; the creation of an agenda item concerning vectors of interest and a set of actions to pass on to the BCC; the high occupancy rate of short-term rentals; and the potential of additional tax revenue. Motion to approve the comprehensive enforcement of short-term rentals in Pasco County; motion carried. Discussion followed regarding the arrangement of a position statement to address the issue and offer suggestions from the Council; the lack of a requirement for Airbnb to disclose any information; the inability to acquire a copy of the contract between Airbnb and the Florida Department of Revenue; the ability to speculate data based on an assumed number of rentals, price per night, and occupancy rate; how they could make the BCC aware of this speculative data; whether or not the occupancy tax recommended to renters by Airbnb was actually collected; and the importance of this issue. Councilman Davis left at 11:19 a.m. and returned 11:20 a.m. TDC 11/16/2016 Page 6 of 8

9 Projects Report Mr. Caum notified the Council of the withdrawal of the Symetra Tour s contract application. Discussion followed regarding the financial data for upcoming events; the decreasing availability of funds; the lack of interaction between the TDC and the BCC; the idea of the TDC becoming an independent entity; the lack of access to funds and recommendation ability if the TDC were to become a separate body; an explanation of how Hillsborough County s TDC was run; Chairman Starkey s defense of the Council; the appreciation of the public; that the Council would make a recommendation and will have done its part. Vice-Chairman Mayor Hernandez noted that because there was no meeting in December, the next TDC meeting would be on January 18, Mr. Gehring explained that the BCC would soon re-organize itself with the addition of a new member, that Commissioner Mike Moore was expected to be the new BCC Chairman, and that Commissioner Moore would make appointments as the new Chair. 11 BOARD OF COUNTY COMMISSIONERS AGENDA MEMORANDUM COUNCIL MEMBERS: ALL FILE NO.: TD DATE: 1/10/17 SUBJECT: Sports Event Sponsorship Agreement 2017 Caliente Bare Dare 5K Enterprise Media, LLC. - $5, THRU: FROM: Richard Gehring, Strategic Policy Administrator Consuelo Sanchez, Project Coordinator III RECOMMENDED BOARD ACTION: The Office of Tourism Development (OTD) recommends the Tourist Development Council (TDC) approve the Alternative No. 1 BACKGROUND SUMMARY/ALTERNATIVE ANALYSIS: The purpose of this item is to bring before the TDC the Office of Tourism Development s (OTD) recommendation to enter into a Sports Event Sponsorship Agreement (SESA) with Enterprise Media, LLC., for the 2017 Caliente Bare Dare 5K, to be held on May 7, 2017 in Land O Lakes. Caliente Bare Dare 5K is the largest clothing-optional 5K run in North America. The event is organized by Enterprise Media, LLC. (Enterprise), along with 25 volunteers, who have been involved since its inception in The event attracts runners from Canada, Europe, and 38 states in United States. Pasco County has been a sponsor of this event since 2012, and its support has contributed to increase the event s attendance from 175 participants in 2012 to more than 300 in The event will be held at the Caliente Resort, which is North America s most upscale clothing-optional destination, and in order to generate more room nights in Pasco County, the resort requires attendees to book a three-night minimum stay. In 2016, the Caliente Bare Dare 5K generated 135 room nights at the Caliente Resort, and more than 150 room nights were generated in surrounding hotels and nudist resorts such as Paradise Lakes and Lake Como Resort. Enterprise has an aggressive online marketing plan through Facebook, blasts and the event website: Before each Caliente Bare Dare 5K, race director Pete Williams, typically does six to eight radio interviews, including several on national and statewide networks. In recent years, the Caliente Bare Dare 5K has been featured by The Tampa Tribune and Sarasota Herald-Tribune in lengthy stories and also was featured on ABC TV WFTS 28. The race was mentioned in a number of best race online rankings and was featured prominently in the book The Runner s Bucket List, released in In recent years The Bone FM in Tampa Bay has been a media sponsor and aggressively marketed the event. Enterprise is projecting to have 400 participants in the 2017 event and is requesting $5, to be used for the Presenting Sponsorship, and to cover marketing efforts, non-monetary awards, insurance, and sanctioning and rental fees. The event is expected to produce an estimate of 300 room nights, and according to the following grid, it qualifies for a funding range between $3, $4, The OTD however, has considered the TD Page 1 of 2

12 event s unique nature which brings national and local media exposure, and also the value of the Presenting Sponsorship, thereby recommending funding this event in the amount of $5, The available alternatives are as follows: 1. Recommend the BCC enter into an SESA for $5, with Enterprise. 2. Recommend the BCC enter into a different SESA with Enterprise. 3. Do not recommend entering into an SESA with Enterprise. FISCAL IMPACT/COST/REVENUE STATEMENT: Funding for the action will be available from the Event Sponsorship Account, #B , in the FY 2016/2017 budget. ATTACHMENT(S): 1. 23 BOARD OF COUNTY COMMISSIONERS AGENDA MEMORANDUM COUNCIL MEMBERS: ALL FILE NO.: TD DATE: 1/10/17 SUBJECT: Sports Event Sponsorship Agreement 2017 Gran Fondo Florida Gran Fondo National Championship Series, LLC. - $5, THRU: FROM: Richard Gehring, Strategic Policy Administrator Consuelo Sanchez, Project Coordinator III RECOMMENDED BOARD ACTION: The Office of Tourism Development (OTD) recommends the Tourist Development Council (TDC) approve the Alternative No. 1 BACKGROUND SUMMARY/ALTERNATIVE ANALYSIS: The purpose of this item is to bring before the TDC the Office of Tourism Development s (OTD) recommendation to enter into a Sports Event Sponsorship Agreement (SESA) with Gran Fondo National Championship Series, LLC. (GFNCS), for the 2017 Gran Fondo Florida, to be held on March 26, 2017, in San Antonio. Gran Fondo is a cycling discipline that has existed in Europe for some time and is now becoming very popular in the USA. The Gran Fondo National Championship Series events are not standard bicycle races. The events focus much more on the recreational cycling experience while still providing a competitive environment to promote the interest of serious cyclists and racers. Pasco County has sponsored Gran Fondo Florida since 2013 and it should be noted that the participants attendance has increased more than 140% since then. Last year s event was attended for more than 400 participants and 354 room nights were produced in Pasco County during the event. The 2017 Gran Fondo Florida will be promoted in the National Bicycling Magazine, which is the world s largest cycling publication. This marketing campaign will include print advertising, direct and social media. The event will also be promoted in some of the more important publications in the cycling industry such as the Florida Race Place Magazine, the Cycling Across America website, the Gran Fondo National Championship Series website and the Gran Fondo Guide. GFNCS is requesting a sponsorship in the amount of $5, to cover marketing efforts, nonmonetary awards, production and technical expenditures. Approximately 500 participants will be attending the 2017 Gran Fondo Florida and more than 350 room nights will be produced during the event. If the SESA is approved for $5,000.00, Visit Pasco will have the benefits for the Bronze Level Sponsor described in the Sponsorship Information and Opportunities packet submitted by GFNCS. According to the following grid, the event qualifies for a funding range between $3, $4, The OTD however, has considered the growth of this event and also the marketing exposure that Gran Fondo brings to the county, thereby recommending funding this event in the amount of $5, TD Page 1 of 2

49 BOARD OF COUNTY COMMISSIONERS AGENDA MEMORANDUM COUNCIL MEMBERS: ALL FILE NO.: TD DATE: 1/10/17 SUBJECT: Tourist Development Council (TDC) Member Terms THRU: FROM: Richard Gehring, Strategic Policy Administrator Lauren St. Martin, Public Communications Specialist RECOMMENDED BOARD ACTION: The Office of Tourism Development (OTD) recommends each TDC member to confirm their status as a Pasco County Elector. BACKGROUND SUMMARY/ALTERNATIVE ANALYSIS: Term Limits: The purpose of this item is to clarify why some term-ending TDC members were asked to submit an application if they wished to serve on this advisory committee for another four-year term. In order to offer a fair and equal opportunity process for Pasco Citizens to serve on a Board of County Commissioners (BCC) Citizen Advisory Board or Committee, there is an application process that is available online. The TDC is a Citizen Advisory Board under the BCC required by the 2016 Florida Statues Section As you are aware, Florida Tourism Offices and Convention and Visitor s Bureaus responsible for expending the Tourist Development Tax (TDT) must operate according to the 2016 Florida Statues Section Sub-section (4)(e), states, the members of the council shall serve for staggered terms of 4 years. The Pasco County Ordinance 90-10, codified in Chapter 102 of the Pasco Code of Ordinances, Section 3 (A) in regards to the Pasco County Development Council, also states that The members of the council shall serve for staggered terms of four (4) years. The three term-ending TDC members were notified via of their end of term dates and asked to reapply if they wished to continue to serve on the TDC. As with any time there is an open TDC position, a press release was sent out to local media asking that anyone who is interested and qualifies to please follow the proper steps to apply. We received seven applications, including the three current TDC members that are nearing the end of their terms. All seven applications will be presented before the BCC in early February, for their selections and appointments. Member Requirements: During this application process it has come to our attention that some TDC members may no longer be able to serve on this advisory council, as they must be electors of the County, see bold section below. 50 2016 Florida Statues Section (4)(e): The governing board of each county which levies and imposes a tourist development tax under this section shall appoint an advisory council to be known as the (name of county) Tourist Development Council. The council shall be established by ordinance and composed of nine members who shall be appointed by the governing board. The chair of the governing board of the county or any other member of the governing board as designated by the chair shall serve on the council. Two members of the council shall be elected municipal officials, at least one of whom shall be from the most populous municipality in the county or subcounty special taxing district in which the tax is levied. Six members of the council shall be persons who are involved in the tourist industry and who have demonstrated an interest in tourist development, of which members, not less than three nor more than four shall be owners or operators of motels, hotels, recreational vehicle parks, or other tourist accommodations in the county and subject to the tax. All members of the council shall be electors of the county. The governing board of the county shall have the option of designating the chair of the council or allowing the council to elect a chair. The chair shall be appointed or elected annually and may be reelected or reappointed. The members of the council shall serve for staggered terms of 4 years. The terms of office of the original members shall be prescribed in the resolution required under paragraph (b). The council shall meet at least once each quarter and, from time to time, shall make recommendations to the county governing board for the effective operation of the special projects or for uses of the tourist development tax revenue and perform such other duties as may be prescribed by county ordinance or resolution. The council shall continuously review expenditures of revenues from the tourist development trust fund and shall receive, at least quarterly, expenditure reports from the county governing board or its designee. Expenditures which the council believes to be unauthorized shall be reported to the county governing board and the Department of Revenue. The governing board and the department shall review the findings of the council and take appropriate administrative or judicial action to ensure compliance with this section. The changes in the composition of the membership of the tourist development council mandated by chapter 86-4, Laws of Florida, and this act shall not cause the interruption of the current term of any person who is a member of a council on October 1, An Elector of a County is a registered voter of that County. See section , Qualifications to register or vote below: Qualifications to register or vote. (1)(a) A person may become a registered voter only if that person: 1. Is at least 18 years of age; 2. Is a citizen of the United States; 3. Is a legal resident of the State of Florida; 4. Is a legal resident of the county in which that person seeks to be registered; and 5. Registers pursuant to the Florida Election Code. In order to follow the above mentioned Florida Statutes and County Ordinance, we are requesting all TDC members to make us aware if you no longer qualify as an elector of Pasco County. 51 BOARD OF COUNTY COMMISSIONERS AGENDA MEMORANDUM COUNCIL MEMBERS: ALL FILE NO.: TD DATE: 1/11/17 SUBJECT: Tourist Development Council (TDC) Travel Policy THRU: FROM: Richard Gehring, Strategic Policy Administrator Lauren St. Martin, Public Communications Specialist BACKGROUND SUMMARY/ALTERNATIVE ANALYSIS: The purpose of this item is to clarify what is allowed in regards to travel and conference attendance by TDC members. At the November 16, 2016 meeting there was some discussion by the TDC and misinformation provided by staff about TDC members traveling and attending conferences using Visit Pasco funds. The Education and Training Budget covers conference and training attendance for Visit Pasco Staff and three (3) registrations for the TDC Chair or their designee. The FY17 Education and Training Budget was cut in half from the previous FY16 budget and is now, $6, Travel and Per Diem is an account within the Visit Pasco budget, which covers: hotel stays, fuel, airfare, meals and other expenses incurred from attending any training. This account has $11, for FY17. These two (2) budget lines cover the appropriate staff member s attendance and travel expenditures for any pertinent job-area specific meetings. The County Commissioners have their own Education and Training and Travel and Per Diem budgets to allow them to travel in order to represent Pasco County and specific issues. The Commissioners are appointed for one member to serve on all of the different Board of County Commissioners (BCC) Citizen Advisory Boards or Committees each year by the Chair of the BCC. The TDC chair is our BCC representative and if there is a conference or training that is Tourism specific (not general to the County s interest), they can then travel under Tourism funds. In order to budget and plan accordingly, the following policy was put in place with the September 27, 2016 adoption of the Tourist Development Plan (TDP): TDP Page 15: Tourist Development Council As it is important to have a knowledgeable staff, it is also equally important to have a knowledgeable TDC. The TDC is made up of tourism industry personnel, hoteliers, one representative from two of the largest municipalities and a BCC member that typically sits as the chair. It is important for the chair to have access to tourism training and industry insights in order to be better informed when recommending to the BCC. The chair may choose up to three Florida tourism conferences to attend yearly. If the chair is unable to attend, they may appoint the Vice Chair. If the Vice Chair cannot attend, another TDC member or other authorized persons can be selected to go in their place. Staff will develop a TDC Handbook with policies, procedures and responsibilities as a member of this council.
