In addition to classes, trainings and workshops, University of Missouri Extension in Pike County provides newspaper articles and newsletters to county residents. In 2010, 150 families received monthly 4-H newsletters and 70 agriculture producers received Ag-Info newsletters. Articles written by specialists serving Pike County are regularly published in the local newspapers. And in these tough economic times, you especially are interested in programs that create and retain jobs. Fortunately, that is exactly the case with your investment in University of Missouri Extension programs. Here are just a few examples: The FastTrac NewVenture course creates new jobs by providing tools to those who want to start their own business. Entrepreneurs determine the economic feasibility of their business concept, design a business model that matches their personal vision, and create a business plan to communicate the opportunity to investors. Pasture-based Dairies, modeled on MU Extension s rotational grazing systems, have generated 1,100 jobs and added more than $124 million to Missouri s economy. The Office of Social and Economic Data Analysis works with the Missouri Department of Economic Development to provide an online career exploration tool, which provides information about promising employment arenas. Eat Well Be Well with Diabetes provides practical information and skills to self-manage the disease and promote optimum health. Employees who have better control of their blood glucose levels have reduced rates of job absenteeism. 4-H science, engineering, math and technology projects, such as robotics and computing, are preparing youth for jobs of the future. Teens are learning how to be team players, to be lifelong learners, and to approach problem-solving with confidence. Leadership education for steelworkers, pipe fitters and other union workers prepares shop stewards and others to understand how global issues affect today s workforce and how to secure jobs using practices that reflect joint employer-employee goals. Members collectively have over 75 years of work experience with University of Missouri Extension. 5 4-H in Pike County 4-H clubs 4-H participants = 189 A community of 347 youths building life skills, engaging in science and connecting to the community. One of every four Missourians between the ages of 5 and 18 participated in a Missouri 4-H program in H ers on Positive Growth Trajectory In recent years studies have suggested a link between positive youth development especially programs that go beyond simple extracurricular activities to offer three foundational features of effective youthserving programs (Lerner, 2004; Blum, 2003; Roth & Brooks-Gunn, 2003). These are: Positive and sustained relationships between youth and adults Activities that build important life skills Opportunities for youth to use these life skills as both participants and as leaders in valued community activities Programs having these features may be termed youth development programs (Lerner, 2004; Roth & Brooks-Gunn, 2003). To better understand how programs for youth contribute to positive youth development, National 4-H Council sponsored the 4-H Study of Positive Youth Development. To date, over 6,000 adolescents from 34 states responded to surveys assessing positive youth development. Missouri 4-H joined the national study three years ago. Five Pike County 4-H clubs offer long-term educational experiences in which members learn life skills such as decision making, public speaking and working with others. Members learn by doing under the guidance of adult volunteers, who teach projects ranging from aerospace and arts to veterinary science and sport fishing. Clubs also involve children and teens in community service, camping and educational trips. 4-H school programs 4-H participants = 104 Pike County 4-H school enrichment programs are short-term educational experiences that supplement learning in the classroom. Most are led by teachers or 4-H volunteers. The most popular 4-H school program in Pike County is Incubation and Embryology. *Duplicates not removed 4-H members supported by 90 youth and adult volunteers Time valued at $74, Volunteers create, support and are part of the 4-H community. Missouri 4-H volunteers responding to a survey report they contribute on average 100 hours per year. Valuing their time at $18.70 per hour, based on average Missouri incomes, the contribution of Pike 4-H volunteers was worth more than $74, in 2010! More importantly, these adults serve as mentors for our youth, priceless. Patty Fisher is the 4-H/Youth Development Specialist. 5
6 State Fashion Revue is an opportunity for participants to exhibit their skills in planning/ organizing, decision making, wise use of resources, and marketing skills. Pike County had three youth participate in the contest. Pike County was represented by one youth in the State Public Speaking Contest. In the Horse Public Speaking, we had one youth participate and she placed first. Both members worked on developing selfmotivation, communication skills, planning and organizing by participating in the contest. Both members qualified to participate at the county Achievement Day in March. 4-H offers the opportunity for members to explore a variety of topics while attending a variety of trips offered throughout the year. These trips offer youth the chance to develop social skills, cooperation, communication, and self-responsibility. We had one youth attend State Teen Conference, two youth attend Missouri Citizenship In Action, one attend the Equine Tour and eight delegates attend State 4-H Congress. Judging in the 4-H program gives youth the opportunity to develop organizing, communications, decision making, critical thinking, and contributions to a group effort. Pike County had youth excel at these skills during this past year. At State 4-H Horse Judging Contest, we had a youth place third in the senior division, and one place eighth in the junior division. There were 12 participants from Pike County. Both the junior and senior horse judging teams placed second in the contest. At State 4-H Livestock Judging Contest, we had eight youth participate, with one winning the junior division of the contest, while another participant placed fifth in the senior division. Pike County was represented at the National Shooting Sports Competition in Texas by two members. At the state competition, there were 12 youth participating. This competition allows our members to build skills such as self-discipline, stress management, goal setting and critical thinking. Another highlight of the year was having one 4-H member elected to serve as State Secretary for State 4-H Council. This has helped the individual develop his communication skills as he makes presentations at county events. Other skills such as teamwork, planning and organizing come into play as he works with fellow representatives to plan regional and state events. 4-H reaches beyond the boundaries of the United States to teach our youth about cultural diversity. One way this is done is through exchanges with other countries. Pike County had a youth host a Japanese youth for one month through the International 4-H Youth Exchange program. During this time, the member had an opportunity to share their family structure and learn about their guest family s daily life, interests, and cultural differences. Some of the skills that the youth had an opportunity to develop are managing feelings, resiliency, accepting differences, communication, nurturing relationships and stress management. 7 Human Environmental Sciences Eat Well, Be Well with Diabetes is a foursession series that provides people with type 2 diabetes, their family and friends, with tools for the self-management of diabetes. The series focuses on nutrition, the cornerstone of diabetes management, but also reviews other self-management strategies that can help individuals avoid diabetes complications. Four women attended the program in Pike County. Jim Meyer, Nutrition and Health Education Specialist conducted the program series. Jim Meyer also conducted a 1-hour program at the Clopton Health Fair, entitled Avoid Portion Distortion attended by seven adults. Greater than half the population of adults in Missouri are overweight or obese. While several factors are attributed to obesity, overeating is one major factor. Many adults have lost the ability to recognize a normal serving of food. This presentation helped participants recognize a normal portion of food from the different food groups. By recognizing normal servings of food adults can improve their health and reduce their risk for obesity. Consequently, this could lead to health care savings for the community. Five women participated in the 10-week Stay Strong, Stay Healthy strength training program during the summer of The program is designed for middle-aged and older adults to build muscle and increase bone density to prevent frailty and osteoporosis. Three of the women completed the fitness assessment with one participant improving in 4 measures and the other two participants improving in 5 out of 10 measures. Leanne Spengler led the program. Wendy Brumbaugh, Family Financial Education Specialist, presented concepts related to Becoming a Good Financial Manager to the NAACP at North East Correctional Center in Bowling Green. Thirty -one men participated in activities and discussion related to setting financial goals, understanding credit pitfalls, identifying spending habits, budgeting, predatory lending pitfalls, and strengthening communication skills about money. The participants were given a resource guide to assist them upon release. One participant said, Thank you for coming and sharing with us. We know many things have changed since we ve been incarcerated and you gave us good information. A 5-hour Money Management workshop was taught by Wendy Brumbaugh for 64 check offenders, three participants were from Pike County. The workshop is interactive and avoids the traditional teacher/lecture format. The workshop focused on values, goal setting, managing resources, developing a budget, checking, using credit, renting to own, and living on less. Participants worked in teams as well as individually to make the experience more meaningful. 7
8 Follow-up evaluations indicated that all participants established goals. One participant made the following comments regarding the class: I think every high school student should be required to take this class. Maybe then they wouldn t make the mistakes I ve made. A total of 321 parents attended one of 24 Focus on Kids classes in Pike or Lincoln County during The program fulfills the requirement that parents with custody actions, filed with the 45th Judicial Circuit, attend a parenting class. There was a $ profit from the class that will be used to support on-going school book and counseling projects in the counties. Two hundred, ninety-six parents completed the standard Human Environmental Sciences Extension Program Evaluation with the following results: Would you recommend this program to anyone else 86% (256) responded yes ; 1% (4) responded no and 13% (37) responded unsure. Before I participated in this program, my knowledge, skills or understanding was: 6% (18) said a little ; 36% (106) said some ; 36% (108) said a lot and 21% (63) said a great deal. After I participated in this program, my knowledge, skills or understanding was: 1% (3) said none ; 2% (7) said a little ; 7% (21) said some ; 43% (127) said a lot and 47% (138) said a great deal. Leanne Spengler, facilitates the class in Pike County. Twenty-four parents attended one of seven parenting workshops offered in Pike County by Leanne Spengler. All the workshops were based on the Basic Parenting program concepts including care for self (parent) as well as understanding, guiding, nurturing, motivating and advocating for children. Specific workshops focused on becoming parents (soon-to-be or new parents), parenting teens, guidance, anger management and a Parenting Journey series. A workshop was also developed and piloted for divorced or separated parents who had high levels of conflict in their coparenting relationship. Evaluation data was collected from 19 of the parents with the following results: Would you recommend this program to anyone else? 100% (19) said yes. Before I participated in this program, my knowledge, skills or understanding was- 11% (2) said a little ; 63% (12) said some ; 21% (4) said a lot and 5% (1) indicated a great deal. After I participated in this program, my knowledge, skills or understanding was- 11% (2) said a little ; 5% (1) said some ; 32% (6) said a lot and 53% (10) said a great deal. As a result of what you learned in this program, what actions do you plan to take? The majority of the parents indicated they would: share information with others; use knowledge and use skills. 8
9 Agriculture and Natural Resources Agri-Business Programming Karisha Devlin, Agri-Business Specialist, offered free confidential counseling and individual assistance to eight producers in Pike County. Support included: finding the right farm record system for their operation; value added agriculture; cash rental and custom rate guidesheets and written lease agreements. Annie s Project is an educational program that was created specifically for farm women to provide the knowledge, skills, and abilities to make informed risk management decisions regarding their farm business operations. This enables farm women to become better managers, and in turn, increase the viability of their farming operation. It also gives farmwomen an opportunity to network and interact with other women involved in agriculture. Instructors included University of Missouri Extension Specialists: Darla Campbell, Joe Koenen, Karisha Devlin, Wendy Brumbaugh, Zac Erwin, Charles Holland, Jim Meyer, and Mary Sobba. A course was held in Center with three Pike County women attending. The program was delivered through face-to-face instruction and ITV. The topics taught were: risk management, record keeping software, ownership of property, insurance, financial statements, spreadsheets, writing a business plan, estate planning, leases, communication issues, personality traits, and marketing. All participants indicated a gain in knowledge as a result of participating in Annie s Project. 70% of participants indicated a behavior change as a result of participating in the course. These changes include: checking how property is titled, reviewing/ evaluating leases, adding POD/TOD on titles and accounts, communication with family and business partners, prepared/ analyzed balance sheet, and reviewed insurance policies. In regards to actions they will take as a result of the course, participants indicated, they would start a business plan; start managing farm financial records; develop a marketing strategy for farming operations and/or set goals for family and farm business. Horticulture and Agronomy Programming The mission of the Missouri Master Gardener Extension Program is helping others learn to grow. The program provides in depth horticultural training to individuals throughout Missouri who then volunteer their time applying what they have learned to help others in their communities to learn about gardening and environmental education. Master Gardener training courses and club support is provided to Pike County Master Gardeners by Alix Carpenter, Agronomy Specialist and Max Glover, Horticulture Specialist. They are also available for individual consultations on disease and insect identification; lawn care and reseeding; vegetable gardening and soil fertility. In addition, Max provided assistance to a community garden in Louisiana during
10 Livestock Programming Eight beef producers in Pike County are enrolled in the Northeast Missouri Beef Improvement program. These producers receive assistance with their performance record program by taking weaning and yearling weights and heights on the farm. Six of these producers sold bulls in the performance tested bull sale held in the region. Five producers from Pike County purchased bulls in this sale, which is one of only four sales held in the state. This value added bull sale averaged $2557 on 50 head. Five beef producers in Pike County are enrolled in the Missouri Show-Me-Select Replacement heifer program. Four of these producers sold heifers in the Show-Me- Select Heifer Sale held in Palmyra in December. The SMS program is a heifer development program designed to provide superior replacement females for beef producers. The value added heifer sale averaged $1665 on 174 head which was a record sale. Since the program started in 1997; 23,200 heifers have gone through the program and 3895 sold for a total of $4,371,575. Twelve Pike County producers had their breeding stock ultra-sounded in order to evaluate rib-eye area, back-fat, and marbling on their animals at one of two Beef Ultra Sound sessions. This data is then used in selection of breeding stock and to provide information to potential buyers. Fifteen beef producers were assisted with ration development for use of commodity feeds in their feeding program. By doing this they are able to lower their feed costs in their beef operation. The use of wet by-product feeds is an increasing question for the livestock specialist. A feeds quality meeting was held in cooperation with a county feed dealer where 80 producers attended and learned about feed testing and quality. In 2010, the State of Missouri continued a livestock quality assurance program similar to the one that the pork council had for swine. All 4-H members showing livestock and poultry had to complete the Show-Me- Quality Assurance program before they could complete their project. Sessions were held in Pike and surrounding counties to provide the training, to allow 4-H members to be certified in the SMQA program. Fifty 4-H members attended the session held in Pike County. Al Kennett is the Livestock Specialist serving Pike County. 10
11 Business Development As entrepreneurs and innovators, Missouri s small businesses are becoming a more diverse group that continues to make the state s economy productive. There are approximately 500,000 small businesses in Missouri. Nearly 98 percent of all businesses with employees are categorized as small businesses. In assisting the owners and managers of those businesses, MU Extension contributes to a county s economic development through growth in jobs, sales, innovation, technology development and commercialization. In Pike County, during 2010, business development program specialists and business counselors with University of Missouri Extension, Missouri Small Business & Technology Development Centers (MO SBTDC), Missouri Procurement Technical Assistance Centers (MO PTAC), Missouri Environmental Program, Missouri Career Options Project, and the Missouri Market Development program served 9 people and their companies with business start-up and management counseling, training, and other assistance. In addition, entrepreneurs and business owners in Pike County reported the following economic impact and activity as a result of the services provided by the MU Extension Business Development Program: Sales increases: $830,000 New businesses: 1 Jobs retained: 7 Loans and investments in business: $10,000 Acquired assets: $1,800 Clients/companies receiving business counseling: 9 Business training attendees and conference participants: 5 The business development faculty contributing to these business successes are from the programs identified above. These staff have regional and statewide assignments and work with businesses in all counties across the state. Charles Holland is the Business Development Specialist serving Pike County. 11
12 Community Development Community Decision-Making Analysis Support Community Development Specialist, David Hill provides educational and research assistance to Community Improvement groups in Bowling Green, Clarksville, Curryville, Eolia, Frankford, Louisiana, Chambers of Commerce plus the Pike County Development Authority and the Pike County Museum Commission on community improvement issues planning. Louisiana Community Betterment Committee David Hill continues assisting this group via coaching, information delivery, grants prospecting and fund raising ideas to support group goals and the organizations in the town implementing the various improvement projects, some in partnership with city government others as independent organizational projects with the need identified by the Community Betterment group or other sub-committees of the Chamber. Task groups include: Downtown Revitalization, Economic Development Corporation and Buy Local addressing issues of beautification, business development, crime prevention, youth, adopt-a-building, adopt-a-block, community memories, recreation resource development and community planning. Demographic data also proved to the Louisiana Downtown Development office to support various grant applications and business retention, expansion and attraction ventures. This is done in cooperation with Business Development Specialist, Charles Holland. Grant Funding Source Awareness Bi-weekly summaries of grants available to enhance community improvement efforts of area non-profits, local government entities and civic groups ed to contact persons or offices in each county and community on request. Known multiplier from current list of 350 grows to about 1750 contacts regionally in the Tri-States. Communities within the region were successful in acquiring grants and other funding for projects and initiative. While not all of these grants are directly tied to this project, much of the impetus for new economic activity was fostered through the workshops, meetings and training provided and suggests that there are the beginnings of a new economic future for the region. Switchboards for Pike County are the University of Missouri Extension Center, Pike County Development Authority, Pike County Museum Commission, Health Department, Raintree Arts Council, St. Clements and Clopton area citizens groups and Community Betterment groups and/or Chambers of Commerce in Bowling Green, Clarksville, Curryville, Eolia and Frankford Louisiana plus City Halls. Grants received in the 16 Northeast Missouri counties involving various levels of University of Missouri Extension staff assistance totaled $3,398,097 in

Council members: Work with extension specialists to provide the county with quality educational programs; Manage finances of local extension operations; Provide personnel to carry out extension activities; and Elect and organize the local extension council. 14 Funding State, Federal and County Funding for Extension University of Missouri Extension programs in Pike County are funded by county, state and federal appropriations. Local funding for support of the office is provided by the Commissioners. They provide office space, funds for office expenses, clerical salaries and travel expenses of extension specialists who conduct educational programs in the county. University of Missouri s Contribution to County Extension Program In 2010, University of Missouri provided salaries and benefits for two professionals headquartered in Pike County. The University provides in-service training expenses, including travel and lodging for staff, metered postage for staff communications and matching funds for computer equipment costs and maintenance. In total, the University of Missouri provided support during 2010 to the extension program in Pike County valued at $142,832.
