2 Background Made permanent in program funding is $30 million. Program Profile The Result How it Works Through a competitive procurement process, the government buys innovative precommercial goods and services. Tests them in government departments and partners. A win-win for both Canadian businesses and testing departments: Businesses are better able to take the next step and sell their innovation in the marketplace. Government departments test, assess and keep state-of-theart goods and services. 2

4 BCIP by the Numbers Since program launch in 2010 pre-qualified innovations unique companies contracts awarded valued at over awarded to SMEs and large businesses federal government organizations have tested innovations April

5 Eligibility All Proposals must meet the following Mandatory Criteria and pass the Screening Criteria of Innovation, Commercialization Capacity, and Test Plan. Be included in one of the 4 Standard Priority areas Be valued at $500K or less Not have been sold commercially Be a Canadian bidders Include 80% Canadian content Show IP ownership or rights Be included in one of the 6 Military Priority areas Be valued at $1 million or less 5

8 How the Program Works Start Call for Proposals Process Testing is carried out with a test partner and feedback is provided Good/ Service Testing Proposal Submission Proposals are submitted via an online submission service NRC-IRAP Evaluates Proposals BCIP uses a continuous intake process where suppliers can submit to the program at anytime. Matched proposals proceed to negotiations Contracting Proposal Debriefs Military Innovations sent to the Defence Validation Committee to facilitate matching with DND Matching to Test Partners Pre-Qualified Proposals 8

9 ELIGIBLE The Build in Canada Innovation Program Technology Readiness Level Actual technology proven through successful operations Actual technology completed and qualified through test and demonstration Prototype ready for demonstration in an appropriate operational environment System/subsystem model or prototype demonstration in a simulated environment NOT ELIGIBLE 9

10 Advance on the State of the Art Invention, new technology or process that is not currently available in the marketplace. Significant modifications to existing technologies applied in a previously impossible setting or condition. Improvement to an existing technology representing significant/ patentable progress in cost, functionality or performance. Commercially Available Products or Services 10

11 How a Proposal is Evaluated INNOVATION Must demonstrate that the innovation is an advance on the state of the art. COMMERCIALIZATION TEST PLAN Must demonstrate that the test plan is well thought out with clear objectives, risk mitigation strategy and realistic timelines (ready for test). Must demonstrate that there is sufficient market potential for the innovation to sustain profitability. 11

14 Additional Sales For testing limited quantities of the innovation with the same or new testing department. Follows the terms, conditions and pricing structure of the initial BCIP contract. Innovation tested must be the same innovation that was tested under original BCIP contract. Testing department responsible for funding, PSPC responsible for contracting. Supplier must agree to the Additional Sales Clauses. 14
