If we believe that philanthropy shouldn t replace government core funding, what is philanthropy s role in this changing funding landscape? Are we adequately equipped to make informed funding decisions? Do we need to change our funding strategies in response to the changes? A group of arts philanthropists and sector representatives attended a group discussion of these issues. Following is a summary of the discussion, and some proposed next steps.
5 Discussion Nicole Beyer, Director of Theatre Network Australia provided a chronological overview of arts budget changes in 2015/16 (see Attachment 1, page 3). Nicole provided her thoughts on key learnings, including: The largest impact was seen on the small to medium organisations; The sector needs to get better at collecting data and evaluation; Need capacity building support; There is strong support for the Australia Council, which prior to the recent changes, had undertaken a consultative review; Need to increase collaboration; The sector needs to be better at governance; We need more flexible ways of funding individuals, rather than them having to set up companies; Need audience development/renewal; and There is an opportunity for sharing online platforms and backend services. Rupert Myer spoke about the need for conversation about the linkage of philanthropic giving and government giving, and the need acknowledge the complexity and depth of the sector. Rupert provided his views on the five layers of government, being Commonwealth; state and territory; local; capital city government; and supranational organisations (eg. UNESCO). He noted that philanthropy needs to be cognisant of all these levels of government, and that government doesn t create culture, but they do facilitate and invest in culture. Key themes that emerged in the broader discussion were: 1. Arts organisations need support for capacity building and governance. 2. There are opportunities for a funder group/funder collective to pool arts projects in need of support (discussion of clearing houses and organisations worthy of receipt of funding through the Australia Council that did not necessarily receive support). 3. Technology platforms provide an opportunity for better connections, both for philanthropists connecting to the arts sector, and for the arts sector to consolidate back end resources. 4. The next generation s engagement in the arts and arts funding. Next steps Two interactive half-day workshops in 2017, topics being: 1. Capacity building and governance what is needed; how can philanthropy support initiatives etc. 2. New models examples from other funders; case studies; presentation from Cathy Hunt. Two more passive sessions - presentations on relevant topics in Melbourne and Sydney, followed by facilitated Q & A. 2
6 Attachment 1 Arts Budget Changes 2015/16 Chronological Overview Sector Perspectivel Nicole Beyer, Theatre Network Australia Early 2015 Australia Council's new Strategic Plan begins to roll out. Expressions of Interest by organisations applying for 6 year funding are received December 2014 and assessed in early Feedback is given to organisations. 5 May 2015 Former Federal Arts Minister George Brandis uses $104.8 million from the Australia Council to start National Program for Excellence in the Arts a program within the Ministry. It is not new for the Ministry to fund the arts, historically it has funded many programs and specific initiatives. The difference was using funds from existing programs at the Australia Council. The 28 major performing arts organisations are not impacted by these cuts directly, because of the way they are funded. No consultation with the sector or with the Australia Council was undertaken. May 2015 The sector responded immediately setting up a petition, social media, and convening rallies or actions in most states and territories in Melbourne this was a dance action on the forecourt of ACCA. Media coverage is high. We also convened a meeting with the opposition leader Bill Shorten and Shadow Arts Minister Mark Dreyfus. We called on them to support a Senate Inquiry. The major performing arts organisations were fearful of speaking out. ft June 16th June 17th July Late July ArtsPeak officially called for a Senate Inquiry. Media coverage remains high. Labor and the Greens proposed the motion in the Senate and were supported by all crossbenchers. Senate submissions closed, and over 2700 submissions were received. As Senator Ludlam (Greens) noted, less than a dozen submissions supported the changes. The Australia Council released its revised program offering 4 year funding for organisations instead of 6, and reducing the number of grants rounds and the pool of funding available. Initiatives were also reduced. $18million per year savings need to be found. A funding round is cancelled. Many tours and projects are postponed or cancelled. 5th August Senate hearings begin (in Melbourne). 8 hearings were held around Australia from 5 th August to 23rd November. Again extensive media coverage supported the sector's concerns. 14" September 3rd October 6th November 19th November Malcolm Turnbull won a leadership challenge against Tony Abbott, and replaced George Brandis with Mitch Fifield. Meeting of Cultural Ministers held in Mildura the sector briefed our respective state and territory ministers and bureaucrats, in particular about what the proportional loss of funded organisations would be in each state. A national arts sector meeting in Sydney heard from Arts Minister Fifield, Shadow Arts Minister Dreyfus, and arts spokesperson for the Greens Adam Bandt. At an ArtsPeak meeting with Fifield prior to the gathering, we urged the Minister to return the funds. Fifield returned $32million of the $105, and changed the NPEA to Catalyst the key change being a reduction in funding, a greater focus on the small to medium sector, and allowing individuals to apply (as part of an auspiced group). 1 This is a rough overview and hasn't been proofed. 7 23rd November Feb 2016 May 2016 Final Senate Inquiry hearing in Canberra. The hearings overwhelming heard support for the Australia Council and its peer assessment processes; evidence that there was no consultation or demonstrated need for the changes; evidence that the impacts would be devastating for the whole sector. 13 recommendations were given in total in the final Senate Inquiry Report (192 pages). The first two are respectively: to develop a comprehensive arts policy and to restore the funding to the Australia Council in full. A dissenting report by the government members of the committee (6 pages) rejects most of those recommendations. First Catalyst grants were announced. Only 3 are announced, the remaining 75 are not announced until May (2 months after projects were due to start). 80% of recipients have received Australia Council grants in the past. 4 year funding for organisations is announced. 128 organisations are funded out of 262 that applied. A further 23 organisations lost recurrent funding beyond the Key Organisation pool: Youth Theatre annual funding, MAPS, Program Presenter, Creative Communities, and programs such as ArtStart and International Touring. 8 June 2016 ArtsPeak ran the Arts Election Debate with Fifield, Dreyfus and Bandt, and the arts were on the election agenda in a way that had not previously happened. Labor's Arts Policy was announced by Bill Shorten himself, here in Melbourne, just days ahead of the debate, promising restoring the money in full and increasing the Australian Council's funding, and returning most of the funding cut to the ABC. 2 July, 2016 Federal Election LNP re-elected. Fifield meets with artists and companies across Australia. October 2016 Catalyst grants due to start October ft (from June round) still not announced. $23million has been committed with only $25million left for the remaining 3 years. 5th October, 2016 November onwards Daily Review publishes an article stating that the Minister is set to return all Catalyst funding to the Australia Council. ArtsPeak continues to advocate for the return of the funding to the Australia Council. Various arts leaders are planning to develop a non-partisan, sector owned arts policy/vision. 18 Addressing The Data Deficit Thanks to the support of Perpetual, the Ian Potter Foundation and Gandel Philanthropy, we re going to address this data deficit We re commencing a project to work with the Foundation Center and our Members to build Foundation Maps Australia It will use the Foundation Maps platform to provide information about the activities of Australian foundations including grant level data as well as trends in cause areas We can t get this data from regulators (like in the US) so we ll be relying on our Members to provide it Why bother? Because will improve collaboration, coordination and show the impact of philanthropy in our community

24 Sharing Data From August, we ll be asking our Members to provide their grant level data for the first iteration of Foundation Maps Australia There will be plenty of time to submit data up until December The launch of Foundation Maps Australia will be in late February or March 2018, and will be accompanied by training and assistance Data will be provided by Excel spreadsheet there is some work associated with it, but it will be worth it Philanthropy Australia will also engage with grants management software providers to see if the process can be made easier
