6 The Vision The vision for Thurnscoe is a "A Strong and Supportive Community that Works Together" where everyone knows what is going on and with a healthy environment that everyone can enjoy This vision can be achieved through continued community development that brings people together to resolve the issues facing the community and explore and implement new initiatives that enhance the community and bring new opportunities to the people of Thurnscoe. Thurnscoe has a legacy from its coal industry past, a legacy that was evident long before the closure of the colliery, Hickleton Main. This legacy is exacerbated by Thurnscoe s immediate neighbours having similar issues. The economic outlook for Thurnscoe is critical to the vision for Thurnscoe and its prosperity, employment and education are key to achieving the vision. It is acknowledged that a healthy environment includes improved employment prospects and that increased opportunities for people, greater social involvement will lead to improved health. Since the end of the coal industry the Dearne area including Thurnscoe has been the recipient of substantial funding to address the problems of health, unemployment, social cohesion, lack of education and ambition. After a period of twenty years many of these problems are still evident and the vision for Big Local is that a united community can and will make a difference. This vision has been arrived at through a comprehensive visioning process that has gathered the views of residents and that have been endorsed by the Big Local Partnership and research etc. is available in the Community Profile. 6

9 The visioning events were developed to generate; More resident interest and getting people's visions for Thurnscoe. Building information and knowledge from residents' perspectives. Getting more people to become actively involved. To communicate that this is something bigger than individual project ideas - it's about what will make Thurnscoe an even better place to live. The vision for Thurnscoe includes A united community A full integrated community working with each other and not against one another A safe and respectful place for everyone with a strong community spirit Become more community minded A healthy and happy community Thurnscoe is looking better but there is room for improvement Become a Transition town The community through the consultation process was asked to comment on all aspects of life in Thurnscoe and what the community felt would improve Thurnscoe, a summary of their comments is as follows; Relevant and appropriate community facilities One place to get all the professional help and advice needed More community rooms per new houses, move venues round Thurnscoe Support all present groups and not try to make one big centre Find out what is happening to the Chapel & Thurnscoe Hotel Something nice where cinema was One large community building 9

11 Priorities The priorities for Big Local connect with the vision described and each priority contributes to one or more of the following themes; 1. Project activity has to support at least one priority and in turn has its own outcomes, estimated budget and delivery timeline. 11

13 Overall role and approach Thurnscoe was identified as a potential Big Local area due its history of being a community dependent on a single industry and the subsequent decline of that industry. The legacy of dependence on the coal industry as provider of economic and social activity brought about an increase in levels of isolation, benefit dependency, unemployment resulting in Thurnscoe developing some of the worst deprivation indicators in England, these include lower life expectancy, high levels of obesity, teenage pregnancy etc. Under 18 Conceptions o Rate per 1000 o England 38.1 o Barnsley 53.2 o Dearne North ,729 people in Dearne North live in areas that are amongst some of the most deprived in England. Dearne North is the most deprived ward of the 21 wards in Barnsley. For men in Dearne North, life expectancy is 74.7 years, this is: 2.7 years lower than the Barnsley average (77.4 years). 4.2 years lower than England average (78.9 years). 8.3 years lower than the local authority with the highest life expectancy (East Dorset, 83.0 years). 13

14 The Big Local Partnership A Partnership of local people was established to develop Thurnscoe as a thriving community, taking full advantage of the support offered through Big Local. The Partnership would: A. Establish a vision through talking to people that live and work (including volunteering) in the area, to address the issues they identify and by recording how they would like the area to look and feel in the future. This also includes talking to local organisations, agencies and service providers. The vision, accompanying actions and the community profile will form the design of a 10 year Community Plan. B. Review the vision and community profile over the 10 years and the Community Plan as required. C. Act as a catalyst for the area to build community involvement and use the strengths and skills of local people to tackle problems D. Agree priorities for the Big Local funding to address the issues. E. Manage the use of the funding to achieve the aims of the community plan F. Build the capacity of the Partnership and of local communities G. Share learning with other Big Local areas H. Be locally accountable for the decisions made I. Assess and report on the impact of the funding to the wider community J. Review annually the progress towards achieving the aims of the community plan 14

16 The operations and work of the Partnership include: A. Promoting Big Local and ensuring a widespread awareness and understanding of the programme throughout the defined area of benefit. B. Working with all sectors of the wider community for further consultation and engagement (residents that reflect the area of benefit, employers, voluntary and community sector, local authority and key partners) regarding development within the Thurnscoe Area. C. Engaging with all sectors of the area to involve them in the partnership in different ways. D. Producing a shared vision for the area, based on the feedback form the engagement process. E. Producing a Community Plan that reflects the requirements of the vision and the intelligence provided in the community profile F. Initiating projects to deliver the Community Plan G. Funding delivery and other community activities from organisations and individuals that address the aims of the Community Plan. H. Using appropriate nominated support bodies to administer the distribution of funds. I. Establish a review and assessment process to identify the benefits and impact of the Community Plan initiatives. 16

17 In an effort to address these issues Thurnscoe and surrounding communities in the Dearne became recipients of target funding from the UK government, Europe and other funding agencies as well as considerable activity initiated by the Local Authority, Primary Care Trust and others. The arrival of Big Local has brought a new approach through placing the responsibility for the decision making with the community. All too often in the past initiatives have been perceived as top down with no sustainable outcomes, and the community regularly report that they are sick of being consulted, with nothing ever getting done Big Local s structure allows residents to have an effective say in how the Big Local money will be spent and importantly how activity will link up with other initiatives. The Community Profile reflects and records the views of the community and reinforces their concerns. The concept of Big Local is simple, It s up to you as a community to make the decisions, plan activity and celebrate success, getting this message over has at times been a struggle, maybe a reaction to the previous initiatives, community involvement and the precision of the targeted funding. The Big Local Partnership will have to put considerable effort into communication with the Thurnscoe community to ensure that this message is heard and that residents and others always feel included and able to contribute. 17

18 Outcomes The priorities are stated in the vision for Thurnscoe. "A Strong and Supportive Community that Works Together" where everyone knows what is going on and with a healthy environment that everyone can enjoy Part of this vision is that the people of Thurnscoe share and be part of this vision giving true ownership to Big Local and what it can achieve. A sustainable legacy can be achieved through astute interventions and tangible outcomes. 20 Action plan (process, activities and projects) The Community Action Plan for Big Local in Thurnscoe needs to be a living document owned by the community and delivered by the community. The structure of Big Local and the engagement work that has been undertaken ensures that the community will maintain their involvement. The Action Plan will detail where appropriate all activity with connection to the implementation of the Projects, ensuring that all priorities are met and that all outcomes are met. The Action Plan will identify the necessary partnerships for delivery and draw up suitable Service Level Agreements/Partnership Agreements. Each area of activity will have its own plan detailing output and outcomes with robust but achievable monitoring in place to record progress. The Big Local Thurnscoe Partnership generated a development plan with an associated budget profile. This plan starts with access to the 1 million with a carefully thought calendar of achievable activity. Planning for the next stage includes some preliminary work for the Partnership around determining a Local Trusted Organisation and negotiating that contract, with support from other agencies. Also the proposal to employ a development worker will need consideration to be given to a host employer and the subsequent contractual agreement with that employer and the commencement of a recruitment process. A key part of the Action Plan is the development of joint working with other agencies and organisations working in Thurnscoe and in particular with neighbouring communities that share the same aspirations. The housing regeneration project for example opens up the opportunity to establish a community enterprise that not only regenerates the housing stock but provides employment and training opportunities for local people. A significant milestone for this project could be to link up with the Goldthorpe, Bolton and Highgate Big Local and provide the necessary capital investment, community intelligence and networks. 20

40 Communications plan Goal The objective of the Big Local communications plan is to create a sustainable communications platform for the community of Thurnscoe and other stakeholders. Audience Local People All Thurnscoe residents and stakeholders in Thurnscoe, other Big Local Areas and potential match funders. The audience will be categorised to ensure that the relevant message is delivered. The development of a network of local organisations. Messages Messages need to be specific, relevant and timely, delivered to those who need to receive them and would include; Big Local Activities, Feedback, Aims + Objectives, Future Plans, How to get involved, Ideas, Ultimate Goal? What we ve already achieved, events + Activities, Vision. Be Positive Communication Channels Appropriate channels would include the following depending on the message. Celebrity MP s, Steering Group, Councillors Media Dearne FM, Radio Sheffield, SY Times, Chronicle, Doncaster Free Press, Village Magazine, Church Magazine, Social Media Neighbourhood Watch, VAB, BBC Look North, Weekender Website, word of mouth, Billboards temporary/permanent, Posters Leaflets, Flyers, Community Notice Board,Video Screens Doctors, Children s Centres, loud speakers, YouTube 40

41 Activities Promotional events, regular news updates, meetings etc. Partnerships Work with partner organisations to develop joint communications that compliments each other s activity, e.g. adjacent Big Local area, Children s Centre, Neighbourhood Network, community organisations. Implementation Timing, frequency, urgency etc. but most of all who? Now, Yesterday, School Time, constantly, Weekdays + Weekends It is important not to assume that a particular form of communication will be effective, e.g. young people use social media, but which option? Not always Facebook, maybe Instagram or Myspace, many people don t mix friendships on social media. It will be necessary to research the most effective methods for each of the target audiences. Members of the Partnership need to have specific responsibility for media channels with common message agreed by the Partnership. Evaluation and correction All communications need to be evaluated to ensure reach. E.G. ask people how they found out about an event. Use feedback/evaluation forms at events, record website hits etc. Above all measure the level of interest shown. 41
