3 SECTION C STATEMENT OF WORK C.1.0 INTRODUCTION C.1.1 Purpose Project Management Institute s Washington DC Chapter, hereafter known as PMIWDC, will launch an Agile Training Program in This Agile Training Program will start with a series of Agile Bootcamp Training Courses. PMIWDC has several stakeholder constituencies. Our members benefit from the fielded programs for obtaining knowledge and certifications. Additionally, PMIWDC has interests to advance the opportunities for companies to build upon the project management frameworks offered by PMIWDC. These interests are routinely evaluated to ensure they are in balance and not conflicting. Specifically, PMIWDC wishes to promote the value and discipline of Agile, but not to crowd out training providers. For this reason, this procurement opportunity will bring together industry with PMIWDC to work towards mutual goals. The Agile Bootcamp Training SOW describes the requested information regarding: 1. Training approach to be utilized in an Agile Bootcamp Training Course 2. The materials to be utilized in an Agile Bootcamp Training Course 3. The instructor(s) background and experience 4. Other materials and/or mechanisms to learn Agile concepts that are available to students outside of the class 5. How certification of successfully completion of class will be acknowledged and recorded 6. Any guarantees or contingency plans for students that did not achieve training goals The Offerer will comply with PMIWDC s rules regarding acquisition strategies, and also comply with all local, national and federal laws in the performance of this SOW. C.1.2 Background The Project Management Institute (PMI) has fielded many successful project management frameworks. In addition to existing literature and frameworks (e.g. Project Management Body of Knowledge), PMI has embraced and adapted to incorporate best practices in other knowledge domains. In the past years, the concept of Agile has demonstrated value in business. Members of PMIWDC, and the larger project management community in the Washington DC area have demonstrated an interest in mastering Agile concepts to integrate both knowledge sets into a powerful combination of business approaches. As a thought leader for PMI, the PMIWDC chapter intends to help define and expand the market for Agile practices and training. C-3

4 C.1.3 Scope This Request for Proposal and Statement of Work requires that the response be structured to include details of a single Agile Training Course with the following characteristics. Providers must be a Registered Education Provider (R.E.P.) Classroom based solution Instructor led course with syllabus Class will be 2 days, with each day s activity lasting 8 hours Materials will be provided and an integrate part of the syllabus Optional: Offeror is invited to propose the teaching venue as part of the solution. C.2.0 INSTRUCTIONS TO OFFERERS C.2.1 Proposal Format Produce a proposal of no more than 10 pages that include the sections describe in C.2.2. The proposal shall be formatted in 8.5 by 11 portrait orientation. The font size for main text shall not be smaller than 11 point Times New Roman font. Proposal shall contain text only on one side of each page. C.2.2 Proposal Sections The proposal shall contain the following executions. 1. Executive Summary 2. Company and Instructor Overview 3. Technical Approach 4. Past Performance 5. Price C Executive Summary The Executive Summary is an overview of the offering and a summary of salient features of interest to PMIWDC. C Company and/or Instructor Overview The Company and Instructor Overview should describe the organization submitting the proposal to this RFP. The company s capabilities and ancillary benefits to PMIWDC should be covered. The resume of the instructor should be included in this section. C Technical Approach The technical approach should cover the training approach and use of materials to educate and train students of the course. Both in class, and out of class resources, should be covered. Specific mechanisms and milestones that demonstrate students understanding and learning should be included. C-4

5 C Past Performance The Past Performance should include descriptions of previously conducted training or educational contracts that the company and/or instructor has delivered. Past performance experience in the Washington DC area is considered highly relevant. C Price The price section should include the total price per student for 10 to 25 attendees 26 to 45 attendees Both categories of per student pricing should breakout the material costs from the instructor s cost. Include the cost of the facility, if being proposed, as a separate line item. Assumptions regarding details of the training should be included in this section. C.2.3 Proposal Submittal Proposals are due to PMI Washington DC Chapter by Midnight June, The proposal must be submitted electronically to INFO@PMIWDC.ORG. C.3.0 EVALUATION OF PROPOSALS C.3.1 Evaluation Approach PMIWDC will select individuals from its membership to evaluate the proposals. The selected evaluators will judge each proposal by the following merits: Technical Proficiency Past Performance Key Personnel (Instructor) Price C.3.2 Evaluation Criteria Weighting The evaluation criteria weighting is in the following priority: 1. Technical Proficiency 2. Price 3. Key Personnel 4. Past Performance C.3.3 PMIWDC Award Selection Once PMIWDC finishes evaluating the submissions and makes a decision, PMIWDC will contact each Offerer indicating whether the proposal was accepted or not. PMIWDC s decision is final and there is no mechanism for fielding protests. The organization receiving this award will conduct at least one Agile Bootcamp Course in 2014 and possibly as many as four total for the year. C-5
