BACKGROUND INFORMATION AND PROJECT PURPOSE BACKGROUND INFORMATION The purpose of this Request for Proposal (RFP) is to solicit professional services that will provide technical support for the implementation of Building Information Modeling (BIM) for Bridges and Structures under the direction of AASHTO COBS Technical Committee on Technology and Software (T-19). The award decision will be based on criteria described in the Proposal Evaluation Criteria section of this RFP. If interested in providing the described services, please submit a proposal stating the proposing firm(s) s ability and availability to complete this work. The Iowa Department of Transportation (Iowa DOT), as the lead state for pooled project TPF-5(372), will be responsible for contracting with the selected firm(s) and the administration of the contract. BIM has been widely used in the commercial sector for vertical construction to manage projects from conception through design, fabrication, construction and for future asset management and maintenance. Although some fabricators who perform work on both building construction and transportation structures have begun employing BIM tools in the fabrication of bridge components, BIM use in transportation infrastructure is severely limited due to the lack of standardization. To take advantage of the efficiencies associated with the use of BIM in transportation structures, a comprehensive strategic plan by AASHTO COBS T-19 is needed. As a first step, T-19 initiated a study that was funded by NCHRP. The NCHRP project Task 377 titled Standardized Format for Bridge and Structure Information Models presented a framework for BIM implementation roadmap and provided T-19 a list of actionable items. Following the conclusion of the NCHRP study and after extensive deliberations, T-19 identified a path forward for BIM implementation for bridges and structures. The initiative involved the following key decisions: Identity: The initiative is being named BIM for Bridges and Structures, as the name encompasses the goal of this endeavor without potentially violating trademark rights. Governance and Stewardship Framework: The BIM implementation roadmap involves the identification of a governance structure. The selected framework will be overseen by T-19 with collaboration with the AASHTO Technical Joint Committee on Electronic Standards, FHWA, and other various stakeholders. Data Exchange Schema: Multiple schemas for the governance framework of BIM for Bridges and Structures were discussed, with the decision being made to develop a Model View Definition (MVD) compliant with Industry Foundation Classes (IFC) data models. Consideration was given to OpenBrIM, with the biggest benefit being more control of the development and governance. IFC is the industry standard in the vertical industry and is well established. buildingsmart International, the global organization with IFC oversight, also has 3

4 global initiatives working toward implementing BIM for roads and bridges in other countries, making a natural alignment with IFC the most appropriate approach. Funding Mechanism for Support: Through exhaustive discussions, T-19 realized that the initiative to move BIM for Bridges and Structures into standard practice would require much more effort than could be accomplished solely by T-19 members. T-19 agreed that the use of a consultant/contractor would be necessary to accomplish many of the tasks needed to move forward. T-19 discussed several funding options, ultimately deciding on two funding sources: FHWA and a pooled fund study. PROJECT PURPOSE AASHTO COBS T-19 is striving to take advantage of the efficiencies associated with the use of BIM for Bridges and Structures. Implementation of BIM for Bridges and Structures requires development of documentation and tools to facilitate its use. AASHTO COBS T-19 is seeking a consultant/contractor to develop standards, guidelines, and/or manuals for bridge owners and project stakeholders to facilitate the use of IFC as a national exchange standard for bridges and structures projects. The effort should establish the data requirements for key data exchanges for the life cycle of the structure s model. Additionally, collaboration with other entities to incorporate the national and international BIM efforts is required. 2. SUBMISSION GUIDELINES AND REQUIREMENTS The submission guidelines and requirements were developed to standardize the preparation of a proposal for professional services. The proposal is used as a basis for selecting a consultant/contractor. The purposes of the guidelines and requirements are to ensure consistency in format and content of the proposals. It is highly recommended that proposals are written and presented in a clear and concise format which will not distract from the content of the material presented. The proposal shall be complete, feasible and innovative. PUBLIC RECORDS LAW The Iowa DOT will treat all information submitted by a team as open record following the conclusion of the selection process unless the team requests that information be treated as confidential at the time of submitting the proposal and provides adequate legal justification for the request. Open records are public records that are open for public examination and copying. The Iowa DOT's release of records is governed by Iowa Code Chapter 22 and 761 IAC Chapter 4. Teams are encouraged to familiarize themselves with these laws before submitting a proposal. 6 3. PROJECT INFORMATION AND EVALUATION CRITERIA PROJECT INFORMATION 1. A technical proposal must be provided that is no more than 20 pages. A page is defined as a single-sided 8.5 x11 sized page that contains text, pictures, tables, graphs, charts, or any other graphics. There is a maximum of (2) 11 x17 page(s) allowed as part of the page maximum. Key team member resumes should be included in the appendix of the proposal. Resumes will not count toward the 20-page limit maximum. 2. Proposals must be received prior to 5:00 pm CDT May 18, 2018 to be considered. Any proposals received after this date and time will be considered nonresponsive. 3. Oral interviews are required given the complex nature of this project. Interviews will be conducted with teams having the highest-ranking proposals. Interviews will allow for a 60-minute presentation by the proposer to be followed by questions from the selection team. 4. Proposers must discuss at least one project that is relevant to this project as part of the response and provide reference contacts for the project. Experience in bridge design and 7

8 construction, and practical working knowledge of IFC, software development, and data standards are required. 9. This pooled fund team may choose to contract the project scope in whole, in phases or elect to issue separate RFPs for future phases of this work. 10. Selection of a preferred proposal in no event shall be construed as an obligation on the part of the pooled fund team to award a contract if terms and conditions cannot be agreed upon. If contract terms and conditions cannot be agreed upon, the pooled fund team may select a second preferred proposal. 11. All contractual terms and conditions will be subject to review including work plans, budget, schedule, and other necessary items pertaining to the project contract. EVALUATION CRITERIA The selection team will evaluate all proposals based on the following criteria. Project Team: The Selection Team will evaluate how well the qualifications, experience, and organization of the proposed project team members relate to the specific project. The Selection Team will score Proposals based upon the following criteria: % of Section Total Project Team Section Criteria Project Team organizational charts including sub-consultant/contractors. Identify consultants/contractors and individuals that will be providing key services on the project (including all technical expertise necessary to perform the outlined project scope). Include anticipated percentage of work to be performed by each sub-consultant. Discuss contingency plans for team member replacement, current work load and availability to perform the work. 15 Maximum points available for this section of the Proposal (out of 100). Qualifications and Capabilities: The Selection Team will evaluate the qualifications and capabilities to perform the work. The Selection Team will score Proposals based upon the following criteria: % of Section Total 60 Qualifications and Capabilities Section Criteria Describe your project team firms capability, experience and unique qualifications to perform the specific type of work identified in the project scope. Provide relevant project experience, including reference contact information. Describe the qualifications and experience of Key Personnel on your proposed project team. Correlate the qualifications and past experience with the outlined project scope. Provide descriptions and documentation of staff technical expertise and experience. 8

Project Technical Approach: The Selection Team will evaluate how well you have planned a basic course of action. The Selection Team will score Proposals based upon the following criteria: % of Section Total 50 Project Technical Approach Section Criteria Describe the course of action proposed to meet the project scope. Be realistic, clear and concise. Demonstrate a clear understanding of the project requirements without restating the RFP language. 20 Provide a schedule of key project milestones and discuss the rationale behind this schedule. 10 Discuss your project team firms collaboration efforts and how you plan to work together for a successful project. 20 Identify risks, challenges, conflicts and potential mitigation strategies. 50 Maximum points available for this section of the Proposal (out of 100). 4. PROJECT SCOPE The scope of this project includes all development and documentation of required tools and elements of this effort. Pertinent information and contacts will be provided to the selected consultant/contractor by AASHTO COBS T-19. Establish standards, guidelines, and/or manuals for bridge project stakeholders to facilitate the wide use of IFC as an engineering information exchange standard for BIM for Bridges and Structures in the US. This would include recommending or mandating the use of a common modeling format and IFC submittal for specific exchanges. The successful consultant/contractor will be responsible for the work outlined below. 1. Explore, identify and document ongoing efforts in other transportation disciplines and study potential integration opportunities and obstacles to implement BIM for Bridges and Structures. Although the focus of this project is bridges and structures there is definite connection to other transportation components such as roadways and utilities. 2. Create a reference document of standardized definitions and terminologies for BIM for Bridges and Structures. 3. Provide verification and testing of the FHWA MVD for design to construction exchange (See IFC Bridge Design to Construction Information Exchange (U.S.) found here ). Make recommendations to 9

10 AASHTO T-19 for refinements needed. Perform this task with a suite of commercial software and a set of representative bridges. 4. Develop a new MVD for design to fabrication exchange. Incorporate work completed by industry organizations such as NSBA, AISC, ACI, and PCI. The focus will be on common structures (i.e. beam bridges). Provide verification and testing of the workflow. 5. Provide recommendations and documented process for software vendors to validate compliance with the MVD s that are adopted. 6. Verify and provide guidance with respect to the proposed T-19 governance and stewardship model for the national standard. 7. Provide recommendations to T-19 on how to interact with buildingsmart and influence IFC future development. 8. Validate the FHWA bridge life cycle process map (See Information Delivery Manual Elements for Highway Bridge Interoperable Data Protocols found here Consider other extensions and refinements made by industry. Provide a list of prioritized MVD exchanges to develop. The final report shall include a work plan including level of effort to develop, test, and implement projects with these specific exchanges. 9. Analyze the current developments of the IFC Bridge working group in support of IFC- Bridge 4.2 and provide a report that identifies gaps or additional needs for this national standard. 10. Provide a recommended return on investment (ROI) analysis to quantify the benefits of using a common, BIM for Bridges and Structures format, in terms of time and cost savings. Include a description of the recommended approach to this analysis in the final report. 11. Provide a work plan, progression schedule, and coordination of meetings (web and face to face) with T-19 on the development and implementation of BIM for Bridges and Structures. Monthly or quarterly progress reports will be required. Present status and business work at annual COBS meeting during the technical T-19 meeting. 10

Update the road map and vision established by T-19, revise and expand the scope as necessary and include additional details and actions needed to achieve full implementation of BIM for Bridges and Structures in the US. 13. Establish a forum/expert hub for practitioners in the bridge industry to promote the common modeling formats and to share experiences. Provide details on the approach and use of multiple technologies for outreach and information sharing. 14. Develop strategies to support states to implement the national standard. This task may include technical support, organize training workshops, and facilitate pilot/demonstration projects for bridge owners to encourage and accelerate the adoption of BIM for Bridges and Structures. The scope of work will be reviewed and modified through an annual work plan (finalized at the yearly pooled fund meeting). The scope needs to align to international efforts, national efforts, and growing industry maturity, which will change through the timeframe of this project. 5.
