5 Implementing a Roadmap Restructuring Process of the technology transfer support at FSU Jena Starting Period Three rather independent divisions are responsible for (i) research funding, (ii) patent applications and licencing as well as (iii) patent-related research and consulting Strategic Committment on Transfer by Executive Board > Transition Period Establishment of a business start-up service (Gründerservice) including systematic consulting & coaching that is not outsourced to external consultants. Current Status One Stop Agency is established.

7 Implementing a Roadmap Transition Period ( ) OFFICE NAME INSTITUTIONAL ASSIGNMENT PROVIDED SERVICES Transition period ( ): Establishment of a business start-up service (Gründerservice) including systematic consulting & coaching that is not outsourced to external consultants. This resulted in a substantial increase of counselling interviews. Additionally, the patent information centre was embedded within the service centre for research & transfer (SFT). Cooperation with the TTO of Bauhaus University Weimar (BUW) complements SFT services.

22 Lessons Learned Impact Impact in million of third party research funding 5 million revenues by contract research or patent royalties 30 patent applications that have been filed 118 counselling interviews in the start-up service 43 start-up projects are counselled 4 technology-based start-ups that have been founded + A 2014 study conducted by IW Consult (Cologne) reveals that Jena has the strongest network between research and industry. It's a hub for regional technology transfer.

25 Lessons Learned Challenges The long-term success of the SFT is challenged by two external forces: Financing. The services of the SFT cannot be maintained in a selffinancing manner It will always require additional funding from the university s management and other public sources General need to cut costs at universities that is demanded by the regional government Regional deficit. Although Jena is one of the most powerful industrial regions in East Germany, it still lacks large corporations, potent business angles and investors. Following this structural deficit, the private R&D spending in the Jena region are smaller compared to comparable cities in Southern Germany. absorptive capacities of private companies are smaller
