2 INSTRUCTIONS TO BIDDERS 1. Vendor Registration Vendor Registration is a two-step process vendor registration; first step is to register your company on the County s website to receive purchase orders and payments, and the second step is a 3rd party website, Public Purchase, for bidding opportunities 2. First Step- County of Riverside Purchasing website - Unless stated elsewhere in this document, vendors may participate in the bidding process; however, the County does encourage all bidders to register online at If awarded a contract, bidder must be registered with the County of Riverside within five days of announced award. This will avoid delays in the purchasing and payment process. 3. Second Step-Public Purchase - Public Purchase is a 3rd party web based e-procurement service provider utilized by the County of Riverside for RFP s and RFP s. It will take only minutes to register and it is free. For future bidding opportunities please also register online at: For all RFP s Riverside County s Purchasing website will post a notification on its website, and will provide a direct link to PublicPurchase.com. 4. Pricing/Delivery/Terms/Tax - All pricing shall be proposed F.O.B. destination, (e.g., cash terms less than 20 days should be considered net) excluding applicable tax, which is a separate line item. First 5 Riverside reserves the right to designate method of freight. First 5 Riverside pays California Sales Tax and is exempt from Federal excise tax. In the event of an extension error, the unit price shall prevail. 5. Other Terms and Conditions - The terms and conditions as indicated in this document and/or attached are hereby included with full force and like effect as if set forth herein. Period of Firm Pricing - Unless stated otherwise elsewhere in this document, prices shall be firm for 90 days after the closing date, and prior to an award being made. 7. Specification/Changes Wherever First 5 Riverside requests a brand name, and if First 5 Riverside asks for an "or equal" it shall be considered as part of the specification. Therefore, when First 5 Riverside requests Or Equal, Bidder may quote another service, make or model, and shall submit the proposed Or Equal and attach applicable specifications and/or brochures. If no service, make or model is stipulated, Bidder is to propose product/services that meets Fit, Form or Function of the specifications delineated in this procurement. Variations in manufacturers, design, etc., may be acceptable, bidders are encouraged to offer them as alternatives; however, First 5 Riverside reserves the right to reject those alternatives as nonresponsive. 8. Recycled Material - Wherever possible, the County of Riverside is looking for items made from, or containing in part, recycled material. Bidders are encouraged to bid items containing recycled material as an alternative for the items specified; however, the County reserves the right to reject those alternatives as nonresponsive. 9. Method of Award - First 5 Riverside reserves the right to reject any or all offers, to waive any discrepancy or technicality and to split or make the award in any manner determined by First 5 Riverside to be most advantageous to First 5 Riverside. First 5 Riverside recognizes that prices are only one of several criteria to be used in judging an offer and First 5 Riverside is not legally bound to accept the lowest offer. 10. Return of Bid/Closing Date/Return to - The bid response shall be submitted to First 5 Riverside by 1:30 PM Pacific Time on the closing date listed in the header and on page 5. Bid responses not received by First 5 Riverside by the closing date and time indicated above will not be accepted. First 5 Riverside will not be responsible for and will not accept late bids. Delivery of the bid response is accepted at First 5 Riverside, 585 Technology Court, Riverside, CA 92507, on or before 1:30 PM PT. 11. Local Preference - The County of Riverside has adopted a local preference program for those bidders located within the County of Riverside. A five percent (5%) price preference may be applied to the total bid price during evaluation of the bid responses. If the overall low responsible and responsive bidder is a non local vendor, the low local vendor who is within five percent (5%) of that overall low bidder may, where applicable, be offered the opportunity to meet the overall low bidder s price and will receive the award. To qualify as a local business, the business must have fixed offices within the geographical boundaries of Riverside County and must credit all sales taxes paid resulting from this RFP to that Riverside County location and file the Local Preference Affidavit with their bid submittal. To qualify for local preference Bidder must include a copy of a Riverside Business Tax Certificate that supports the local preference status and complete Form Local Business Qualification Affidavit. Application of this local preference may be waived if funding sources disallow it. or 12. Veterans Incentive Purchasing Program The County of Riverside has implemented a Veteran Business/Veteran Qualified Business preference policy. Where applicable, a five percent (5%) preference shall be applied to the total bid price of all quotes/bids/proposals received by the County from veteran owned business or veteran qualified business. A veteran business is one where at least 51% of the business is owned by a honorably discharged veteran. A veteran qualified business is one where at least 10% their workforce is honorably discharged veterans. This preference does not apply to all types of bids such as public works projects and some grant funded programs. To qualify bidders must complete the Veteran Business/Veteran Qualified Affidavit, Form Federal Exclusion List- if federally or State funded, the potential bidder must go to the following website ( and submit a printout with their proposal that verifies that the contractor is not listed on the Excluded Parties Listing System (EPLS) (Executive Order 12549, 7 CFR Part 3017, 45 CFR Part 76, and 44 CFR Part 17). If awarded a contract, awarded vendor must notify the County immediately if debarred at any time during the contract period. Please refer to Point 10 on page PURPOSE/BACKGROUND The (First 5 Riverside) is seeking proposals from qualified parties to provide services for a website redesign project. First 5 Riverside (F5R) is requesting proposals for consultant services to redesign its current website (first5riverside.org). This will be a concept to completion project. We are looking for proposals to review, redesign, and implement a new public website to fulfill the following primary goals: Modernize look and feel, boosting functionalities such as site search capabilities and video streaming, along with optimizing for mobile use and other devices. Enhance overall online presence and end-user experience with use of the latest web technologies. Facilitate content management while meeting high standards for accessibility, design quality and visual appeal. This RFP does not cover site hosting, domain registration or domain name service. The website redesign must be compatible with Adobe Creative Suite applications. First 5 Riverside, a division of the Riverside County Department of Social Services, was established in 1999 following the passage of Proposition 10 the California Children & Families Act (1998). F5R funds partner agencies that provide services focused on the optimal development of children prenatal through age five in Riverside County. First 5 Riverside accomplishes strategic efforts through collaborative partnerships and funded agencies to implement programs that impact the development of more than 180,000 children through age five in Riverside County. Research evidence has shown that such support helps build a strong foundation for success in school and beyond. The Commission recently adopted a five-year Strategic Plan ( ) with five major goals. Each goal early learning, child health, strengthening families, leadership as a convener and partner and capacity building of the plan requires strategic and innovative methods to deliver public information with the primary channel dependent upon a user-friendly website. First 5 Riverside s 3

4 current website was originally released in 1999 and has gone through several redesigns, culminating in the current website, which is not designed for mobile devices. Website audience includes parents of children under age six (6), providers of early childhood supports and services, community leaders, advocates and the general public. The website currently provides the following information: 1) F5 Riverside mission; 2) strategic objectives and activities framework; 3) partner agencies; 4) funding opportunities; 5) family services; 6) links to early learning and child health partners; and 7) general agency information. As of November 2015, the current website contains 23 pages, dozens of images and hundreds of files, which are predominately PDFs. The website has had an average of 2,810 users per month in the past six months. The current website is hosted by Acorn Technologies. Detailed information will be provided upon engagement with the selected contractor. In addition to the main website, First 5 Riverside manages the following: GrowingHealthyMinds.org First 5 Years blog ( As part of this project, F5R seeks suggestions for improved integration of the Growing Healthy Minds website and F5R blog with the main F5 Riverside website. First 5 Riverside will seek the most cost-effective method to achieve the website redesign project goals. Additionally, F5R is highly motivated to receive respondent critiques, ideas for content development, and recommended approaches to achieve project goals. To this end, F5R encourages respondents to consider and propose alternative and innovative methodologies and solutions that will improve the website and exemplify First 5 Riverside s mission and vision. Other First 5 commissions throughout the state have websites that encompass several of the desired features and are listed below for reference. 5 3.0 DEFINITIONS 3.1 Addendum: refers to an amendment or modification to the RFP (Request for Proposal). 3.2 Bid: refers to the proposal submitted by a Bidder on the Bid Form consistent with the Instructions to Bidders, to complete the Work for a specified sum of money and within a specified period of time. 3.3 Bidder: refers to an individual, firm, partnership or corporation that submits a qualified Bid for the Work, either directly or through a duly authorized representative. 3.6 Contractor: shall mean any employee, agent or representative of the contract company used in conjunction with the performance of the contract. For the purposes of this RFP, Contractor and Bidder are used interchangeably. 3.7 County: refers the County of Riverside and (aka: First 5). For purposes of this RFP, First 5 and County are used interchangeably RFP: refers to Request for Proposal MQs: shall mean minimum qualifications. 4.0 TIMELINE DATES: 1. 6 5.0 PERIOD OF PERFORMANCE The period of performance shall be for 1 year(s) with an estimated project start date on or before 08/01/2016, with no obligation by First 5 Riverside of Riverside to purchase any specified amount of goods or services. 6.0 GENERAL REQUIREMENTS Procedures for Submitting Proposal All proposals must be submitted in accordance with the standards and specifications contained within this Request for Proposal (RFP). First 5 Riverside reserves the right to waive, at its discretion, any irregularity, which First 5 Riverside deems reasonably correctable or otherwise not warranting rejection of the proposal. First 5 Riverside shall not pay any costs incurred or associated in the preparation of this or any proposal or for participation in the procurement process. Proposals must be specific unto themselves. For example, See Enclosed Manual will not be considered an acceptable proposal. Receipt of all addenda, if any, must be acknowledged in the proposal. Late proposals will not be accepted. Postmarks will not be accepted in lieu of this requirement. Proposals submitted to any other County office or other location not specified in this RFP will be rejected. 7.0 METHOD OF AWARD (Specifications) Proposals will be evaluated based upon criteria determined to be appropriate by First 5 Riverside, which may include but are not necessarily limited to the following: a. Lowest overall purchase price b. Adherence to specifications as detailed in this RFP c. Product acceptability/quality d. Bidders Experience/Expertise e. Service/Customer Support County reserves the right of award in regard to any other factors First 5 Riverside determines to be appropriate. 8.0 EVALUATION PROCESS All proposals will be given thorough review. All contacts during the review selection phase will be only through First 5 Riversides Buyer or publicpurchase.com. Attempts by the Bidder to contact any other County representative may result in disqualification of the Bidder. 7 9.0 INTERPRETATION OF RFP The Contractor must make careful examination and understand all of the requirements, specifications, and conditions stated in the RFP. If any Contractor planning to submit a proposal finds discrepancies in or omissions from the RFP, or is in doubt as to the meaning, a written request for interpretation or correction must be given to First 5 Riverside. Any changes to the RFP will be made only by written addendum and will be posted on our website at and PublicPurchase.com. First 5 Riverside is not responsible for any other explanations or interpretations. If any provision in this agreement is held by a court of competent jurisdiction to be invalid, void, or unenforceable, the remaining provisions will nevertheless continue in full force without being impaired or invalidated in any way. All notices regarding this procurement will be posted on First 5 Riverside s website at and PublicPurchase.com CONTRACTUAL DEVELOPMENT If a Proposal is accepted, First 5 Riverside will enter into a contractual agreement with the selected Contractor. A sample of the standard County contract to be used for this project is attached as Exhibit A. If an agreement cannot be reached, negotiations with the second ranking Contractor shall commence CANCELLATION OF PROCUREMENT PROCESS First 5 Riverside may cancel the procurement process at any time. All proposals become the property of First 5 Riverside. All information submitted in the proposal becomes public record as defined by the State of California upon completion of the procurement process. If any proprietary information is contained in or attached to the proposal, it must be clearly identified by the Bidder; otherwise, the Bidder agrees that all documents provided may be released to the public after bid award. (See further details in section 14.0: Confidentiality and Proprietary Data.) First 5 Riverside reserves the right to withdraw the Request for Proposal (RFP), to reject a specific proposal for noncompliance within the RFP provisions, or not award a bid at any time because of unforeseen circumstances or if it is determined to be in the best interest of First 5 Riverside COMPENSATION First 5 Riverside shall pay the awarded bidder for equipment and services performed, after the equipment are installed and tested to the satisfaction of First 5 Riverside. Expenses incurred and compensation shall be paid in accordance with an invoice submitted to County by awarded bidder. First 5 Riverside shall pay the acceptable invoice within thirty (30) working days from the date of receipt of the invoice, or the goods/services are received, whichever is later USE BY OTHER POLITICAL ENTITIES The CONTRACTOR agrees to extend the same pricing, terms, and conditions as stated in this Agreement to every political entity, special district, and related non-profit entity in Riverside County. It is understood that other entities shall make purchases in their own name, make direct payment, and be liable directly to the CONTRACTOR; and County shall in no way be responsible to CONTRACTOR for other entities purchases. 7

8 14.0 CONFIDENTIALITY AND PROPRIETARY DATA Subsequent to First 5 Riverside's evaluation, bids/proposals which were required to be submitted in response to the solicitation process become the exclusive property of First 5 Riverside. All such documents become a matter of public record and shall be regarded as public records. Exceptions will be those elements in the California Government Code section 6250 et. seq. (Public Records Act) and which are marked "trade secret, "confidential, or "proprietary. First 5 Riverside shall not in any way be liable or responsible for the disclosure of any such records, including, without limitation, those so marked, if disclosure is required by law, or by an order issued by a court of competent jurisdiction. In the event First 5 Riverside is required to defend an action on a Public Records Act request for any of the aforementioned documents, information, books, records, and/or contents of a proposal marked "trade secret", "confidential", or "proprietary" the Vendor agrees to defend and indemnify First 5 Riverside from all costs and expenses, including reasonable attorney's fees, in action or liability arising under the Public Records Act. Where applicable, Federal regulations may take precedence over this language. 8

16 EXHIBIT B: SCOPE OF WORK WEBSITE ELEMENTS In preparing proposals, respondents should consider the following: Essential Components First 5 Riverside Grantee Map: A map of current grantees with additional pop-up information such as service and contact. Parent Portal: Unique page(s) geared toward parents and caregivers of children through age 5. Outcomes/Issues Dashboard: Highlights of our work by issue or fiscal year. Key Functionalities Easy-to-update content management system design managed from client s existing HTML editor (Dreamweaver CC); Optimization for both desktop and mobile viewing (phones and tablets), including intuitive, effective and fast display on all devices and operating systems (IOS and Android); Browser/cross-platform compatibility for: Chrome, Internet Explorer, Firefox, Safari, Android, Safari (inapp), Amazon Silk, IE with Chrome Frame, Opera Mini, and Opera; Limited use of Adobe Flash, Java, or other plugins (consideration based on maintenance and useful features); No custom or proprietary coding requiring external maintenance or updating; Ability to share F5R website materials or stay informed of F5R activities through , Facebook, YouTube, WordPress, Twitter, Instagram, RSS feeds, Google Alerts, and similar formats; Archive of existing and past records, such as Commission agendas, meeting packets, minutes, press releases and newsletters; Easy and standard navigation including intuitive site search feature, drop down menus and/or navigation buttons; Linkages to grantees and partner agencies; Search engine optimization enhancements and best practices; Ability to accommodate users with visual and hearing disabilities (ADA compliant) ; Ability to accommodate users who do not speak English; Flexible design template for future additions and/or changes; 16 EXHIBIT B continued:

17 Integration Needs Google Analytics for usage tracking; F5R marketing tool (Constant Contact); Ability to embed GIS maps and other interactive functions for maps and overlay districts; and GrowingHealthyMinds.org content. DELIVERABLES Task 1: Project Plan A project plan, corresponding timeline and budget for all deliverables including website evaluation, redesign proposals, design testing, final redesign, content population and launch. Task 2: Website Evaluation At the beginning of the project, the Consultant will conduct an evaluation of the F5R website. Based upon the evaluation, the Consultant must provide a strategy for redesigning the website. The website redesign must be appropriate for F5R s varied target audience and meet website objectives. It must include consistent brand integration and enhancement, including use of the current organization name, logo and general color scheme. The Consultant and F5R will meet to discuss recommendations as presented in the draft redesign strategy and to finalize the strategy. F5R will select the final sitemap and navigation options, color palette, and theme based upon Consultant recommendations. Consultant will finalize the redesign strategy based upon feedback and will develop final wireframes. Specific deliverables include: 1. Evaluation report: This evaluation must include a review of the content, design and functionality of F5R s current website identifying new content needs and opportunities, outdated content for removal and final content for redesign. 2. Draft redesign strategy to include: a. At least two (2) sitemaps and navigation options with examples for potential uses b. Three (3) wireframes for each option, including a wireframe for 1) homepage, 2) secondary page, and 3) tertiary page with support for mobile, desktop and tablet. c. Recommendations for the following: Color palette options Theme options that reflect Riverside County diversity (i.e. demographics and socioeconomic status). Website content improvement as determined in the evaluation report. 17

18 3. Final redesign strategy report: The final redesign strategy report will address content, design and functionality to meet the desired objectives of the website. Task 3: Website Redesign & Production Redesign: Consultant will be responsible for redesigning the F5R website based on approved final redesign strategy. Migrate Content: Consultant will work with F5R staff to identify accurate and timely content available in the Commission s current website deemed suitable to migrate to the new website and subsequently perform migration of selected content into the new designs. Testing and Launching: Findings and recommendations will be reviewed with F5R staff and incorporated in the redesign. Consultant will prepare and implement a plan to test the site with a focus group (including staff members, commissioners, advisory committee members, parents, and grantees). Focus group testing shall occur after the final redesign strategy is approved but before official public launch. F5R staff will have 30 calendar days to test the redesigned website. This test will be internal and will focus on identifying errors, bugs, content issues, checking links, and determining optimal performance. During the 30 day testing period, the Consultant must be available to answer questions and correct any deficiencies (i.e. errors, issues or bugs) that are identified during the testing period. At the conclusion of the testing period and upon F5R approval, the redesigned website will be launched publicly. Task 4: Post Production All project assets including, but not limited to, graphics, stock imagery, fonts, source code, licensing and documentation must be delivered to F5R. Training & Design Guide: Consultant will provide training to staff including features and functionalities (e.g., templates, style sheets, and scripts) and content in the system. Training must occur prior to public launch and include a comprehensive design guide with technical specifications, project details, tutorials, related screen captures, along with recommendations and best practices for content management. As Needed Support: Consultant will be available as needed up to one year after launch of the redesigned website based on established parameters (i.e., fixed hourly rate) to assist F5R with additional forms, graphics, resolve technical issues or other website-related needs. **********************END OF CONTRACT FOR PROFESSIONAL SERVICE**************************** 18

19 Local Business Qualification Affidavit The County of Riverside Local Business Preference may be applied to this Request for Proposal/Quotation. If you qualify for this preference, please submit this form along with your response to this RFP/Q. Definition of Local Business A local business shall mean a business or firm with fixed offices located within the geographical boundaries of Riverside County, and authorized to perform business within the County. In doing so, credit all sales tax from sales generated within Riverside County to the County, and who provide product or perform contracted work using employees, of whom the majority are physically located in said local offices. Local businesses shall have a Riverside County business street address. Post office box numbers, residential addresses, or un-staffed sales offices shall not suffice to establish status as a local business. To qualify as a local business the location must be open and staffed during normal business hours and the business must establish proof that it has been located and doing business in Riverside County for at least (6) six months preceding its certification to the County as a local business. Additional supporting documentation that may be requested by the County to verify qualification includes: 1. A copy of their current BOE 531-A and/or BOE 530-C form (State, Local & District Sales, and Use Tax Return Form). This is what businesses submit to the State Board of Equalization when paying the sales tax to the State of California indicating the amount of the payment to be credited to each jurisdiction (i.e. Counties, Cities). 2. A current business license if required for the political jurisdiction the business is located. 3. Proof of the current business address. 20 Veteran Business and Veteran Qualified Business Affidavit The County of Riverside Veteran Business and Veteran Qualified Business Preference may be applied to this Request for Proposal/Quotation. If you qualify for this preference, please submit this form along with your response to this RFP/Q. Definition of Veteran Business and Veteran Qualified Business A Veteran Business shall mean a business that is at least fifty-one percent (51%) owned by one or more veterans. A Veteran Qualified Business shall mean a business which can provide proof of their workforce containing no less than ten percent (10%) veterans. Veterans as used in this policy means a person who has served or is currently serving in the U. S. armed services, reserves or active, and is serving honorably or has been honorably discharged.
